There is no universal price tag for an AI data center. Public figures are usually company commitments or forecasts for entire buildout programs, while one facility’s cost depends on its power capacity, cooling design, redundancy, land, network, security and schedule. The same systems that make an AI site resilient—duplicate electrical paths, advanced cooling, storage and physical controls—also make it far more expensive than ordinary commercial space.
Defense is a separate, broader problem. Operators must protect chips and firmware, networks, model weights, training data, software, people, buildings and suppliers at the same time, while keeping power, water, cooling and operations available.
What does it cost to build an AI data center?
No published source establishes a standard per-site construction price. A useful way to read the available numbers is as evidence of the scale of the market, not as a quote for a particular building.

Allianz says a new data center costs three to four times as much per square foot as a typical office building. Inflation-adjusted data-center spending rose nearly 850% over the previous decade, including a 55% increase in 2024. Those increases reflect equipment density, scarce electrical and cooling components, labor, financing and the need to build faster than conventional commercial projects.

Why AI facilities are unusually expensive
Power is a primary design constraint
Training and inference clusters concentrate enormous electrical loads in a relatively small footprint. The facility needs utility connections, transformers, switchgear, generators, uninterruptible power supplies and distribution designed to keep sensitive compute online through faults. Redundant paths are commonly duplicated so a maintenance event or component failure does not stop the workload.
Allianz expects worldwide data-center electricity demand to more than double by 2030, reaching approximately 945 terawatt-hours. The number is an outlook, not a guarantee, but it explains why grid interconnection, generation and electricity pricing can determine whether a proposed site is viable.
Cooling and water add civil-engineering cost
High-density accelerators turn much of their electricity into heat. Facilities therefore combine air handling with liquid or other high-capacity cooling systems, pumps, heat exchangers and controls. Large facilities can consume up to 5 million gallons (19 million liters) of water per day, according to Allianz Commercial’s 2025 report. Actual use varies with climate, design, workload and the source of cooling water.
Continuity requires duplicate infrastructure
Servers and accelerators are only one part of the plant. A production site also needs high-speed networking, storage, fire suppression, environmental monitoring, security systems and operations space. Electrical and cooling systems are often duplicated or arranged in concurrently maintainable configurations. Lithium-ion batteries introduce additional fire risk, while extreme heat, grid outages, permitting delays, tariffs and component shortages create cost and schedule uncertainty.

As Allianz Commercial’s Chris Fancher put it, “The scaling of data center infrastructure at the scale and speed we’re seeing is unprecedented.” Darren Tasker, Allianz Commercial’s Head of Construction, cautioned that “Future demand for AI is difficult to gauge, due to rapid technological advances and various barriers to widescale roll-out.”
Why defending an AI data center is a different security problem
Traditional data-center security focuses heavily on availability, access control and network defense. AI facilities add concentrated intellectual property and new failure modes: a cluster may hold proprietary model weights, irreplaceable training data and the software that controls a large fleet of specialized chips.
New America’s framework, published September 4, 2025, divides the exposure into six layers. Its central recommendation is to combine technical controls, corporate policy and national governance instead of treating cybersecurity as a perimeter product.

| Layer | Assets at risk | What protection must address | Control examples |
|---|---|---|---|
| Hardware and compute | Accelerators, servers, firmware and management controllers | Counterfeit or altered components, firmware compromise, side channels and unauthorized administrative access | Hardware provenance, signed firmware, secure boot, isolated management networks and controlled maintenance |

| Model and data | Weights, checkpoints, prompts, training and evaluation data | Exfiltration, poisoning, tampering, privacy loss and integrity failures | Dataset provenance, access logging, integrity checks, isolated training environments and controlled model registries |
| Software and application | Schedulers, orchestration, APIs, drivers and user applications | Vulnerable dependencies, insecure interfaces, malicious code and unsafe model behavior | Secure development, dependency controls, vulnerability management, API authentication and failure-mode testing |
| Physical access | Buildings, cages, racks, power, cooling and personnel | Unauthorized entry, insider misuse, theft, sabotage and environmental disruption | Layered zones, badge and biometric controls, escorts, camera and alarm monitoring, visitor records and tested emergency procedures |
| Geopolitical | Suppliers, jurisdictions, export-controlled equipment and strategic operations | State-backed intrusion, sanctions, supplier disruption and coercion | Supplier diversification, ownership and jurisdiction review, contingency sourcing and government reporting channels |
What happens if an AI data center is hacked?
The impact depends on which layer is compromised and whether the attacker can alter systems or only read them. A breach can expose model weights or training data, undermine confidentiality and integrity, introduce vulnerabilities or bias, and reduce the cost of reproducing a valuable model. Theft of credentials can let an intruder move from an application interface into storage, orchestration or the management plane.

Operational damage can be just as serious as intellectual-property loss. An attacker who changes scheduler settings, firmware, datasets or access policies may produce incorrect outputs without causing an obvious outage. Ransomware or destructive commands can halt training, damage checkpoints and force recovery from backups. Physical or supply-chain compromise can bypass software defenses entirely.
The U.S. Department of Defense has summarized the strategic concern plainly: “Our adversaries understand the strategic value of targeting the DIB,” said Deputy CIO for Cybersecurity David McKeown on March 28, 2024. For an AI facility supporting defense or other critical missions, recovery planning must therefore cover both cyber restoration and the availability of power, cooling, replacement parts and cleared personnel.
How to secure an AI data center in practice
1. Map assets and trust boundaries
Inventory every accelerator, firmware image, switch, storage pool, model artifact, dataset, API, service account, contractor and supplier. Mark which assets can influence training, inference, physical operations or safety systems. Separate production, development, training and management paths so one stolen credential does not provide universal control.
2. Control identity and privileged access
Use phishing-resistant multifactor authentication, short-lived credentials and just-in-time privilege for administrators, operators and vendors. Log administrative actions, review them independently and remove access promptly when a role or contract ends. Physical badges, keys and maintenance access should follow the same least-privilege principle.

3. Make hardware and software verifiable
Vet suppliers, record component provenance and verify firmware signatures before equipment enters service. Secure-boot mechanisms, isolated management networks and controlled updates reduce the chance that a compromised device becomes a persistent foothold. Apply software bills of materials, dependency scanning, patch testing and signed deployment artifacts to schedulers, drivers and applications.
4. Protect model and data integrity
Keep training data and model registries under separate access policies. Record dataset lineage, hash important artifacts and require approval for changes to high-value checkpoints. Encrypt data in transit and at rest, monitor unusual export volumes and maintain offline or immutable recovery copies. Test whether a restored checkpoint is complete and reproducible rather than assuming that a backup exists.
5. Segment the facility and the network
Separate corporate IT, high-performance-computing fabric, storage, out-of-band management and building-management systems. Permit only documented flows between zones. Monitor east-west traffic and anomalous use of service accounts, APIs, GPUs and storage. Alert on unexpected model downloads, bulk dataset reads, firmware changes and attempts to disable logging.

Use layered perimeters, mantraps or equivalent controls where appropriate, visitor escorting, rack-level protection and tamper-evident procedures. Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Which standards and policies apply?
There is no single universally mandated “AI data-center security standard.” Organizations combine published frameworks, contracts, sector rules and engineering practices, with the applicable requirements depending on the owner, mission and jurisdiction.
| Instrument | Date and status | What it contributes | Evidence level |
|---|---|---|---|
| New America six-layer framework | September 4, 2025; published framework | Organizes hardware, network, model, software, physical and geopolitical threats and calls for technical, corporate and national measures | Framework, not a universal mandate |
| NIST SP 800-239 | Initial public draft, July 27, 2026 | Applies HPC threat-analysis methods to purpose-built AI infrastructure for training, inference and applications; compares architecture, hardware, software, workflows and storage with traditional HPC | Draft guidance; organizations should track the final publication and applicable adoption requirements |
| DHS critical-infrastructure framework | November 14, 2024 | Calls for supplier vetting, strong access management, physical protection, anomaly monitoring, reporting paths, secure-by-design practices and AI failure-mode evaluation | Published government framework |
| Executive Order 14141 | January 14, 2025 | Directs agencies to identify sites for frontier-AI data centers and clean-energy facilities and sets expectations for applicant plans and contract conditions | Federal policy and contractual direction |
Under Executive Order 14141, applicants are expected to provide financing, construction, training, safety and security plans, including personnel and material access requirements. Contract conditions call for cybersecurity, supply-chain and physical-security standards; clean power matched to data-center needs; reporting of relevant investment and financial capital; heightened safeguards for computing hardware on Defense-managed sites; and collaboration with NIST’s AI Safety Institute on model-risk evaluations. The order also directs attention to electricity prices, water and energy efficiency, waste heat and community impacts.
What the numbers do—and do not—tell you
The spending figures demonstrate urgency and scale, but they do not reveal the security budget for any particular facility. No authoritative source establishes a universal percentage of construction cost devoted to defense, or a verified return-on-security metric. A credible project assessment should instead specify its capacity, redundancy tier, geography, water design, supplier dependencies, threat model, recovery objectives and contractual obligations.
For owners, the practical test is whether security decisions are made alongside electrical, cooling, procurement and model-lifecycle decisions. For buyers of AI capacity, the questions are equally concrete: who controls the hardware and management plane, how model artifacts are isolated, how suppliers are vetted, how incidents are reported, and how quickly a trusted environment can be rebuilt after compromise.
