Yes: GitHub-hosted macOS runners can build and sign an iOS app, then upload it to App Store Connect, without you owning a Mac. The cloud runner replaces the Mac as your build host; it does not remove Apple’s enrollment, signing, archive, upload, or review requirements. “Free” depends on repository visibility and your GitHub plan.
What you still need to publish an iOS app
You need an Apple Developer Program team for TestFlight or App Store distribution. Apple says enrollment creates an App Store Connect account; the app must be archived and uploaded there. Your app also needs its distribution configuration in place, including a unique bundle ID, build string, app icon, and launch screen.

Are GitHub Actions macOS minutes free?
GitHub’s billing documentation, checked in 2026, says standard hosted-runner use is free for public repositories. Private repositories receive monthly included Actions minutes based on the account plan; usage above the allowance can be billed. The listed private-repository allowances are monthly and plan-dependent:
| GitHub plan | Included Actions minutes per month |
|---|---|
| GitHub Free, including Free for organizations | 2,000 |
| GitHub Pro | 3,000 |
| GitHub Team | 3,000 |
| GitHub Enterprise Cloud | 50,000 |
The same GitHub billing documentation lists a baseline rate of $0.062 per minute for standard macOS 3-core or 4-core runners and $0.006 per minute for standard Linux 2-core x64 runners. These are documented rates, not a promise of zero cost: the bill depends on repository visibility, plan allowance, runner usage, and billing settings. Check GitHub’s current billing and runner pricing before budgeting because rates and quotas can change.

Choose a macOS runner that matches your project
GitHub-hosted runners are virtual machines selected by runner labels. GitHub currently lists standard macOS images for arm64 M1 as well as Intel labels. The label determines the image, architecture, and installed toolchain, so verify that the available Xcode version and runner image meet your project’s requirements.
A moving label such as macos-latest can resolve to a different image over time. Pin a specific supported label when a predictable image matters, and review GitHub’s runner-image documentation when updating it. There is no established universal fastest runner choice; compatibility and reproducibility are the practical selection criteria.

Set up the build and upload workflow
- Choose a deliberate trigger. Run the workflow from a release tag or a manual dispatch rather than uploading on every source change by default. Select a macOS runner label that meets the app’s Xcode and architecture requirements.
- Check out the source and select the toolchain. Configure the build to use the Xcode version the project requires. Runner availability alone does not establish compatibility: validate the project’s own dependencies and build settings on the chosen image.
- Provide signing material securely. Store the distribution certificate, certificate password, provisioning profile, and temporary keychain password as protected GitHub secrets. Import the certificate and profile during the run, then build and sign the app. Restrict which workflows and contributors can access secrets, do not print secret values in logs, and remove temporary keychain and profile material when the job finishes.
- Archive the app. The workflow must produce a signed archive suitable for distribution. A successful compile is not by itself a distributable App Store build.
- Upload to App Store Connect. Use an authorized upload route and credentials appropriate to that route. Apple supports uploads through Xcode, Swift Playground, altool, Transporter, or the App Store Connect API. Choose based on the automation and permissions your team needs.
- Complete the release process in App Store Connect. Confirm the uploaded build is processed, finish the required listing and submission details, and submit it for review or distribute it through TestFlight as appropriate.
Keep signing credentials out of the repository
GitHub’s signing guidance uses encrypted repository or organization secrets for certificates and provisioning profiles, which the macOS job imports at runtime. Treat the certificate and its password as credentials: limit secret access to trusted workflows, avoid exposing them in logs or artifacts, and clean up temporary signing files after use. The exact certificate, profile, and provisioning configuration depends on the app and Apple team; a generic workflow cannot guarantee that every project will sign without adjustment.
An upload is not an App Store release
Uploading sends a build to App Store Connect. Apple must process it, and public distribution still requires the relevant app information and submission steps, including App Review. An accepted upload is therefore not the same as approval or public release. Apple’s App Store Connect Help identifies the roles and upload methods; confirm the account’s permissions before automating the upload.

When this approach makes sense
- Public repository: GitHub says standard hosted-runner use is free under its current policy, making this a practical way to avoid maintaining a Mac build host.
- Private repository: Check remaining monthly included minutes and billing settings; macOS minutes can incur charges when usage exceeds the allowance.
- Need a stable toolchain: Prefer a specific runner image label and deliberately update it when you have checked Xcode and dependency compatibility.
- Need hands-off uploads: Decide how the workflow will authenticate to App Store Connect and ensure its credentials have only the necessary access.
The runner removes the need to own the build machine, not the need to manage Apple distribution. GitHub runner images, billing, and Apple’s upload and submission requirements can change, so verify the current documentation when configuring or revising a release workflow.
