Choose build, buy, or compose based on the workflows your teams need and the ownership you can sustain—not on a generic slogan. Build when your systems or controls are unusually specific and you can fund a permanent platform team. Buy when a managed capability can deliver reliable self-service faster than you can assemble and operate it. Compose when you need a common experience but some capabilities are best kept open-source or internal.
Start by separating an internal developer platform (IDP) from an internal developer portal. The platform is the complete set of workflows, integrations, policies, and operating practices that let developers provision and change services. A portal is the interface through which they discover and access those capabilities. Buying or building a portal alone does not create the underlying platform.
What you are actually deciding
An IDP is a product-like layer operated by a platform team. It can connect source control, continuous integration and delivery, cloud accounts, clusters, identity, secrets, observability, security controls, and service ownership data. The useful outcome is a repeatable path from an approved template to a running, observable service without a developer opening a ticket for every routine step.

Gartner’s reproduced definition says, “Internal developer portals serve as the interface through which developers can discover and access internal developer platform capabilities.” Humanitec attributes that sentence to Gartner’s A Software Engineering Leader’s Guide to Improving Developer Experience. Because the full Gartner guide is not publicly available in the cited material, treat the wording as a quotation reproduced by Humanitec unless you have access to Gartner’s original document.

This distinction changes the decision. A polished portal with no reliable provisioning workflows creates another dashboard to maintain. Conversely, useful platform automation can exist before you select a portal, although developers will eventually need a coherent interface and service catalog.
The three viable sourcing paths
| Path | What it means | Primary evaluation |
|---|---|---|
| Build | Your team operates and integrates most of the platform components. | Custom fit and control versus implementation ownership and continuing maintenance. |
| Buy | You adopt a commercial or managed capability for core platform workflows and support. | Time to usable self-service and support versus compatibility, flexibility, and vendor dependency. |
| Compose | You combine open-source frameworks, commercial components, and internally developed work. | Integration boundaries, clear ownership, operational responsibility, and a coherent developer experience. |
“Compose” is not a compromise that avoids decisions. Each boundary still needs an owner, a support model, an upgrade policy, and a documented failure path. Humanitec’s vendor-authored guidance presents this mixed approach as practical for enterprises with existing systems; use it as guidance rather than independent proof that composition is superior.
Why the build-versus-buy question is timely—but not settled
Gartner’s public 2024 abstract reported a 120% increase in inquiries about internal developer portals in 2023 compared with 2022, with interest largely driven by Backstage. This is an inquiry measure, not evidence of adoption, productivity improvement, or financial return. It indicates that many engineering leaders are investigating the category, not that one sourcing path has won.

The reviewed material does not establish independent, comparable prices, implementation durations, feature coverage, or support terms across vendors. Any business case therefore has to use your own baseline: engineer time, cloud and tooling spend, incident cost, compliance effort, and the value of faster delivery.
Assess your starting point before choosing a path
Do not select a platform from a feature list. First document the work developers perform today and the constraints around it.

Map the highest-volume journeys
- Create a new service, repository, pipeline, environment, database, or queue.
- Promote a change through development, staging, and production.
- Request credentials, secrets, certificates, or network access.
- Find the owner, runbook, dependencies, deployment status, and operational health of an existing service.
- Apply a security, reliability, or compliance control and show evidence that it remains in force.
For each journey, record the current number of handoffs, waiting time, manual steps, failure points, and systems touched. A portal should remove or automate measurable friction; it should not merely make a manual request form look modern.
Inventory the systems that cannot be replaced quickly
List identity providers, source-control systems, build runners, artifact stores, cloud accounts, clusters, ticketing, observability, secrets management, policy engines, and data stores. Note their APIs, authentication methods, tenancy model, rate limits, and upgrade ownership. A commercial platform that cannot integrate with a mandatory system may cost more to adapt than an internal solution. A build effort that must recreate mature capabilities you already operate may be wasteful.
Measure organizational capacity
- How many engineers can work on platform product management, integration, reliability, security, and support?
- Can that team own upgrades and incidents for several years, not just the initial launch?
- Do you have executives who will remove adoption blockers and enforce platform standards?
- Can application teams provide feedback and migrate services without stopping feature delivery?
Capacity is not only headcount. It includes experience with APIs, infrastructure automation, identity, policy, and developer-experience design.
When building is the better fit
Build when the platform must encode proprietary architecture, unusual regulatory controls, or workflows that commercial products cannot represent without extensive customization. Building can also be sensible when you already have strong automation and want to expose it through a consistent experience rather than replace it.
Advantages
- Precise fit: you can model internal environments, approval rules, and service boundaries exactly.
- Control: you decide data placement, release cadence, security posture, and deprecation policy.
- Extensibility: integrations can follow your architecture instead of a vendor’s supported connector set.
- Knowledge retention: platform behavior remains understandable to your engineering organization.
Costs and risks
- Every integration becomes code you must test, secure, document, and upgrade.
- The team owns availability of the portal and the workflows behind it, including recovery when a dependency changes.
- Road-map pressure can turn a platform into an accumulation of one-off requests rather than a small set of reusable products.
- Internal tools can create lock-in of their own if only a few engineers understand them.
Set a minimum viable product around one or two high-volume journeys. Do not begin by attempting a universal catalog, every cloud service, and every policy exception.

When buying is the better fit
Buy when reaching dependable self-service quickly is more valuable than owning every implementation detail, and a managed offering fits your identity, infrastructure, and delivery systems. A supplier can provide a maintained control plane, connectors, documentation, upgrades, and a support route that would take your team substantial time to create.
Advantages
- Shorter path to useful workflows: mature capabilities may be available before an internal team could implement them.
- Operational support: escalation, release notes, and tested upgrade paths can reduce the burden on your platform team.
- Pattern maturity: common template, catalog, and policy functions may already be proven across customer environments.
Costs and risks
- Your required workflow may be outside the supported extension model, forcing compromises or custom work.
- Pricing, packaging, service limits, and support terms can change; obtain current written terms for your region and edition.
- Critical workflows may depend on a supplier’s availability, roadmap, and security practices.
- Data export and migration can be difficult if templates, metadata, or policy definitions use proprietary formats.
Before signing, demonstrate your highest-value journeys in a representative environment. Verify failure behavior, audit records, identity integration, rate limits, export options, and who operates each dependency. A successful sales demonstration is not evidence of production suitability.
When composing is the better fit
Compose when your organization has valuable existing automation but wants a consistent developer interface, or when no single product fits all constraints. You might retain an internal provisioning service, use an open-source catalog, and purchase support or specialized orchestration for selected workflows.
Design the boundaries explicitly
- Define the system of record for services, owners, environments, and deployment state.
- Specify which component creates resources and which component only requests or displays them.
- Choose one identity and authorization model across the experience; avoid separate permission logic in every plugin.
- Document event and API contracts, retry behavior, idempotency, and ownership when a call fails midway.
- Assign an accountable team for the end-to-end developer journey, not just each component.
Composition fails when users must understand the seams. Present a single workflow, consistent terminology, and one support route even when several systems execute the steps.
A practical decision framework
Use a weighted scorecard after documenting your baseline. Weight each criterion according to your context, score each path with evidence from a proof of concept, and record assumptions separately from verified facts.

| Criterion | Questions to answer | Typical signal for build | Typical signal for buy or compose |
|---|---|---|---|
| Compatibility | Can it work with mandatory identity, cloud, delivery, and security systems? | Existing internal APIs are strong and unusual. | Standard integrations cover most systems. |
| Customization | How much of the workflow is unique or regulated? | Rules cannot be expressed through supported extensions. | Requirements match configurable patterns. |
| Internal capacity | Can you staff product, engineering, operations, and support? | A durable team and on-call model already exist. | Capacity is needed elsewhere or changes frequently. |
| Time to useful self-service | When must the first journey reduce waiting or handoffs? | There is time to iterate and migrate. | A near-term delivery or compliance deadline dominates. |
| Maintenance burden | Who handles upgrades, incidents, security fixes, and documentation? | You want and can fund that ownership. | Managed support materially reduces risk. |
| Dependency risk | What happens if a supplier, project, or internal expert disappears? | You require source and operational control. | Contractual support, export, and exit plans are acceptable. |
Do not hide an unknown behind a favorable score. Mark unavailable implementation effort, current pricing, or support information as “not stated” until the supplier or your own pilot provides it. The available industry sources do not provide a universal total-cost comparison.
Run a proof of value that tests operations, not screenshots
- Select one representative service. Include its repository, build pipeline, deployment targets, secrets, observability, ownership metadata, and at least one policy requirement.
- Define measurable acceptance criteria. Examples include elapsed time from approved request to a working environment, number of manual handoffs, recovery after a failed step, audit completeness, and the percentage of the journey a new team can complete without platform-team intervention.
- Exercise both happy and unhappy paths. Revoke a credential, introduce a malformed template parameter, exceed an API limit, interrupt a deployment, and remove a dependency. Record user-visible errors and operator recovery steps.
- Test change management. Upgrade a connector or template, migrate an existing service, roll back a release, and export the catalog and configuration. Confirm that changes can be reviewed and reproduced.
- Interview developers and operators separately. Developers reveal friction and terminology problems; operators reveal hidden toil, security gaps, and on-call consequences.
- Publish a decision record. Include scores, evidence, unresolved risks, ownership, a two-year operating model, and an exit or replacement plan.
Implementation patterns for each choice
A build roadmap
- Establish the platform team as a product team with a product owner, service-level objectives, security ownership, and an intake policy.
- Automate one golden path from repository creation through a non-production deployment.
- Add identity, secrets, policy checks, logs, metrics, and ownership metadata before expanding the catalog.
- Version templates and interfaces; provide migration guidance when they change.
- Introduce additional environments and production controls only after measuring reliability and adoption of the first path.
A buy roadmap
- Write integration and data requirements before evaluating products.
- Require a proof using your identity provider, repositories, delivery system, cloud account structure, and policy controls.
- Negotiate support response, security responsibilities, data retention, export format, service limits, and termination assistance.
- Launch with a small group of teams and a reversible migration plan.
- Track supplier releases and verify that upgrades preserve templates, permissions, and audit history.
A compose roadmap
- Choose the user-facing contract first: catalog fields, template inputs, approval states, and status language.
- Assign a single owner for each integration boundary and the end-to-end workflow.
- Standardize authentication, authorization, telemetry, retries, and error handling across components.
- Automate contract tests so an upgrade to one component cannot silently break a developer journey.
- Maintain an architecture map and tested replacement options for every externally managed dependency.
Common failure modes and recoveries
Launching a portal before fixing automation
Symptom: developers find documentation and links but still open tickets for provisioning. Recovery: limit the portal to workflows with a measurable automated outcome, then remove links that merely redirect to manual queues.
Building a catalog nobody trusts
Symptom: ownership, deployment state, or dependency data is stale. Recovery: define authoritative sources, refresh data automatically, show freshness timestamps, and assign an owner for exceptions.
Choosing a product on feature count
Symptom: a long checklist passes while a mandatory integration or recovery scenario fails. Recovery: weight critical journeys and run them end to end with production-like permissions and failure injection.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsUnderestimating the operating model
Symptom: the initial release works, then upgrades, incidents, and support requests consume the team. Recovery: fund on-call, documentation, lifecycle management, and roadmap capacity as part of the decision, not as post-launch work.

Creating a new lock-in accidentally
Symptom: templates, metadata, or policy rules cannot be exported or understood outside one component. Recovery: require documented APIs, portable data formats where practical, regular exports, and a tested small-scale migration.
Governance and metrics after launch
Measure whether the platform improves the journeys it was created to improve. Useful measures include:
- Time from an approved request to a usable development or test environment.
- Number of manual handoffs and tickets per service launch.
- Percentage of deployments using a supported golden path.
- Template and integration failure rate, including time to recovery.
- Freshness and completeness of ownership and dependency metadata.
- Platform incident frequency, change-failure rate, and time to restore service.
- Developer-reported ease of completing a journey, segmented by team and experience level.
- Cost of platform operation, including internal labor and supplier charges, compared with the baseline you recorded.
Do not treat portal visits, catalog records, or inquiry volume as business outcomes by themselves. They are activity signals. Connect them to reduced waiting, fewer errors, safer changes, or faster recovery.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →How to make the final call
Choose build when differentiation, control, or constraints justify permanent engineering ownership and your team can operate the result. Choose buy when a compatible managed capability reaches dependable self-service materially sooner and its support and exit terms are acceptable. Choose compose when existing automation or specialized controls are valuable but a single product would force unacceptable compromises.
Make the choice reversible where possible: keep service metadata exportable, document interfaces, avoid embedding business rules in an opaque layer, and stage adoption by journey. The right answer is the one your organization can keep reliable as systems, teams, and requirements change.
