For most organizations, the defensible choice is a hybrid model: keep governance, risk acceptance, system context, and final deployment decisions in-house, then use outside specialists for scarce skills, independent evaluations, incident support, or one-time assessments. A provider can perform important work, but it cannot take over the organization’s accountability for policy, risk tolerance, or business consequences.
Choose the balance by looking at the risk and lifecycle of your AI systems, the expertise and authority you already have, the independence you need, and what a provider can prove about its methods, access, limitations, and responsibilities. NIST’s AI Risk Management Framework (AI RMF) is voluntary and scalable; it does not prescribe a universal team size, outsourcing ratio, price, or return on investment.
What the decision actually involves
“Build versus buy” is misleading if it implies that an outside firm can own AI risk for you. The organization deploying or operating an AI system remains responsible for deciding what uses are acceptable, what evidence is sufficient, who may approve deployment, and how incidents affect customers, employees, and other affected parties.

External developers, vendors, consultants, and evaluators are also AI actors, but their participation does not transfer your decision authority. The practical question is therefore: which work needs permanent internal ownership, and which work can be safely and independently performed by specialists?

AI security work combines conventional security with AI-specific threats. Confidentiality, integrity, and availability still matter for models, data, infrastructure, and interfaces. Depending on the system, teams may also need to address evasion, model extraction, and membership inference. The right operating model changes as systems, data, users, threats, and business impact change.
NIST states that “risk management should be continuous, timely, and performed throughout the AI system lifecycle dimensions.” That makes a one-time assessment insufficient for a production portfolio that is continually retrained, connected to new tools, or exposed to changing attackers.
Which AI security work should stay in-house?
Internal ownership is most valuable where decisions depend on knowledge that an outsider cannot reliably reconstruct or where the consequences of a decision belong to your organization.
Governance and risk acceptance
- Set AI security policy, prohibited uses, approval thresholds, and risk tolerance.
- Decide whether residual risk is acceptable and who has authority to accept it.
- Assign accountable executives and maintain escalation paths to legal, privacy, compliance, product, and operations leaders.
- Define what evidence is required before development, release, material change, and retirement.
A provider may draft policies or facilitate workshops, but your leaders must approve them and apply them to your business.
System and data context
- Maintain an inventory of models, applications, agents, datasets, vendors, interfaces, and production environments.
- Document intended users, affected people, business processes, geographic scope, and dependencies.
- Identify sensitive data, model assets, credentials, logs, and intellectual property that an engagement could expose.
- Explain how an error, outage, manipulation, or data disclosure would affect real operations.
This context determines whether a finding is a tolerable issue, a release blocker, or an incident requiring executive action. It is difficult to outsource permanently because it changes with product roadmaps and operating conditions.
Operational decisions and incident authority
Internal owners should control access approvals, deployment gates, exception handling, customer communications, and decisions to suspend or roll back a system. Outside incident responders can investigate and contain an event, but the organization must decide business priorities and regulatory or contractual notifications.
Cross-functional coordination
AI security is not an isolated security-function task. Engineering, product, data science, IT, privacy, legal, risk, compliance, procurement, and operations each hold information or authority needed to manage risk. A named internal owner and a standing cross-functional group prevent findings from becoming reports that nobody is empowered to act on.

When building internal capability makes sense
Build a durable internal capability when most of the following are true:
- AI systems are core to products, revenue, safety, or critical internal operations.
- Security decisions recur throughout design, development, deployment, monitoring, retraining, and retirement.
- Success depends on detailed knowledge of architecture, data flows, users, business consequences, and organizational risk tolerance.
- The organization can recruit or retain the needed skills and give those people authority, system access, budget, and time.
- Engineers and operators need rapid decisions that an external engagement’s statement of work cannot provide.
- The AI portfolio is large or changing enough that maintaining an inventory, control library, evidence set, and incident process is a continuous job.
These are decision criteria derived from NIST’s lifecycle and governance guidance, not a NIST staffing formula. A small company can still need internal ownership for a high-impact system; a large company may sensibly contract specialized work for a limited portfolio.
When an outside provider is the better fit
External help is useful when the need is specialized, intermittent, independent, or urgent and the organization cannot yet supply it itself.
Targeted or scarce expertise
- Adversarial testing of a model, agent, retrieval system, or AI-enabled application.
- Architecture and threat assessments for a new deployment.
- Incident-response surge capacity or forensic support.
- Independent evaluation before a high-impact release.
- Training, playbook development, or temporary support while internal capability is recruited.
Independent evaluation
A separate evaluator can identify blind spots created by project incentives or familiarity. NIST’s Generative AI Profile recommends oversight policies that include independent evaluations or assessments whose type and robustness are proportionate to identified risks. Independence does not automatically make an assessment sound: you still need to verify methods, competence, scope, access, conflicts, and how findings will be handled.
Quick wins for a faster PC:

An outside team can provide a bounded capability for a defined period. Write down what happens when the engagement ends: who owns open findings, evidence, monitoring, remediation verification, and future incidents. If no internal person can operate the controls afterward, the engagement has created a report rather than sustainable risk management.
A comparison framework for build, buy, and hybrid options
Score each option against the same operational questions instead of comparing marketing claims.
| Decision axis | Questions to ask | What favors internal capability | What can favor an outside provider |
|---|---|---|---|
| Continuity | Is the work one-time or ongoing? | Continuous design, deployment, monitoring, and incident decisions | Short assessment, surge response, or periodic review |
| Context ownership | How much depends on internal systems, users, and consequences? | Complex, proprietary, or rapidly changing context | Clearly bounded scope with reliable access to needed context |
| Skill availability | Do you have the required capability now? | Skills are available and can be retained | Scarce or highly specialized skills are needed quickly |
| Independence | Would a separate evaluator improve confidence? | Internal review is sufficiently independent for the risk | High-impact system needs an external second opinion |
| Transparency | Can methods, limitations, evidence, dependencies, and incidents be inspected? | Full visibility into internal work | Provider supplies test plans, artifacts, assumptions, and limitations |
| Risk alignment | Do incentives and risk tolerances match? | Internal owners are accountable for business consequences | Contract explicitly aligns obligations, escalation, and acceptance criteria |
| Data and access exposure | What data, model assets, logs, and privileges are required? | Least-privilege access remains within the organization | Provider can work with minimized, segregated, or synthetic data |
| Operational handoff | Who remediates, monitors, and responds after the contract? | Named internal owners and established processes | Documented transfer, training, and evidence package |
NIST warns that technologies acquired from third parties “may be complex or opaque, and risk tolerances may not align with the deploying or operating organization.” Treat opacity and misalignment as risks to test, not as reasons to assume outsourcing is unsafe in every case.

Use the NIST AI RMF to scope the work
NIST AI RMF 1.0 organizes risk-management outcomes into four functions. Governance cuts across the other functions, and risk management continues throughout the AI system lifecycle. NIST says framework users may apply the functions “as best suits their needs for managing AI risks based on their resources and capabilities.”
Govern
Establish policies, roles, accountability, risk culture, documentation expectations, and lifecycle processes. Keep approval authority, risk acceptance, provider oversight, and escalation inside the organization. An external adviser can help design controls or test whether they operate as intended.
Map
Describe the system’s purpose, context, users, affected parties, data, components, dependencies, and foreseeable harms. Internal teams usually lead because they know why the system exists and how it is used. A provider can facilitate workshops, model threat scenarios, or challenge assumptions.
Measure
Evaluate and document security, resilience, performance, limitations, and other identified risks. This is where targeted testing, red teaming, validation, and independent assessment may add the most value. Define evidence requirements before testing begins so that a polished presentation cannot substitute for reproducible results.
Manage
Prioritize risks, select responses, track remediation, and monitor changes. Internal owners should decide whether to mitigate, transfer, avoid, or accept a risk. Providers may implement controls or verify fixes, but they should not silently become the party accepting residual business risk.

How to evaluate an AI security provider
Before sharing sensitive data or granting production access, use a documented procurement and technical review.
- Define the outcome. State the system, threat scenarios, decision deadline, required evidence, testing boundaries, and success criteria. “Review our AI security” is not a usable scope.
- Check relevant capability. Ask for experience with comparable architectures, model types, deployment environments, data sensitivities, and incident conditions. Distinguish general cybersecurity experience from demonstrated AI-specific testing or evaluation.
- Inspect the method. Require the proposed test approach, assumptions, limitations, tooling dependencies, sampling choices, and treatment of false positives and false negatives.
- Test transparency. Establish what artifacts you receive: raw findings, severity rationale, reproduction steps, logs, retest results, unresolved limitations, and a clear statement of what was not assessed.
- Review conflicts and independence. Ask whether the provider develops, sells, operates, or previously approved the system being evaluated. Decide whether that relationship is acceptable for your risk level.
- Control access and data. Use least privilege, segregated environments, retention and deletion rules, encryption requirements, subcontractor disclosure, and explicit restrictions on using your data to train other systems.
- Contract responsibilities. Assign ownership for findings, remediation deadlines, incident notification, confidentiality, evidence preservation, liability, regulatory cooperation, and termination assistance.
- Plan the handoff. Name internal recipients, require knowledge transfer, and schedule a post-engagement review. Confirm who will monitor controls and handle new incidents after the provider leaves.
- Reassess performance. Compare delivered evidence with the agreed scope, verify fixes, record exceptions, and decide whether the provider remains appropriate as systems and threats change.
A practical hybrid operating model
A hybrid model is often a useful starting hypothesis, not a universal prescription.

- Internal owner: accountable for inventory, system context, policy, risk acceptance, access approval, deployment decisions, incident authority, and provider oversight.
- Cross-functional governance group: brings engineering, product, privacy, legal, risk, compliance, operations, and security together for approvals and escalation.
- External specialists: perform bounded assessments, adversarial testing, independent evaluation, incident support, or skills transfer.
- Internal engineering and operations: implement controls, maintain evidence, monitor production behavior, and remediate findings.
- Independent escalation path: allows high-impact or disputed findings to reach senior leadership or the board without being filtered by the delivery team.
Document the boundaries in a responsibility matrix. For every control or lifecycle activity, identify who performs the work, who approves it, who supplies evidence, and who receives escalation. Revisit the arrangement when the AI portfolio, threat profile, internal skills, or provider performance changes.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Do you need a dedicated AI security team?
Not necessarily. A dedicated team is justified when the volume, impact, or complexity of AI work requires persistent coordination that existing security and engineering teams cannot provide. Start by testing whether named people can perform the necessary functions with enough authority and capacity.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitches- If AI is occasional and low impact, assign explicit ownership within existing security, engineering, privacy, and risk roles and use specialists for gaps.
- If AI is growing across several products, create a small central capability or virtual team that maintains standards, inventory, assessment gates, and reusable controls.
- If AI is safety-critical, customer-facing at scale, or exposed to sensitive data, provide dedicated expertise or a formally protected allocation of staff time, plus independent evaluation proportionate to risk.
- If incidents, model changes, or provider dependencies are frequent, treat monitoring and response as ongoing operational work rather than project work.
NIST’s framework is intended to scale to organizations of different sizes, sectors, and operating locations. It does not require a particular organizational chart.
Common failure modes and fixes
Outsourcing accountability
Failure: treating a provider’s report as approval to deploy. Fix: keep risk acceptance and deployment authority with named internal leaders and record the decision and evidence.
Buying a generic assessment
Failure: accepting a broad checklist that ignores architecture, data, users, or actual attack paths. Fix: scope work through Govern, Map, Measure, and Manage outcomes and require system-specific evidence.
Confusing independence with competence
Failure: selecting an evaluator solely because it is external. Fix: verify relevant methods, technical depth, conflicts, limitations, and the robustness appropriate to the system’s risk.
Recommended Free Tools
Granting excessive access
Failure: giving a contractor unrestricted production credentials or complete datasets. Fix: minimize, segment, time-limit, log, and review access; use representative or synthetic data where it preserves test validity.

Ending at the report
Failure: no owner, deadline, retest, or monitoring after findings are delivered. Fix: contract for remediation verification and complete a documented handoff to internal operations.
Assuming a framework is a checklist
Failure: treating every AI RMF activity as mandatory or completing activities without regard to context. Fix: tailor the functions to resources, capabilities, system impact, and lifecycle needs. NIST’s Playbook explicitly says it is neither a checklist nor a set of steps that must be followed in its entirety.
What current guidance does—and does not—establish
NIST’s AI RMF resources were developed through an 18-month, multistakeholder process involving more than 240 contributing organizations. Those figures describe how the framework was developed; they do not measure the effectiveness, cost, speed, or return on investment of internal teams or outside providers.
The sources do not establish a universally optimal staffing count, service price, breach-reduction percentage, time-to-hire advantage, or cost savings for outsourcing. Avoid business cases that present such figures as NIST findings. Compare your options using the risk, capability, independence, transparency, access, and handoff criteria above.
NIST’s current AI Resource Center page says AI RMF 1.0 is being updated, and NIST describes AI security as a rapidly changing field. Check the current framework, the latest AI security guidance, and any provider’s current terms before signing an engagement. The AI RMF FAQ says the framework should be scalable to organizations of all sizes, public or private, in any sector, and operating within or across domestic borders.
Decision checklist
- Have we named an internal executive accountable for AI risk?
- Do we know every model, application, agent, dataset, vendor, interface, and production dependency in scope?
- Which decisions require internal context and authority rather than external labor?
- Which skills are scarce, intermittent, or best validated independently?
- What evidence must a provider produce, and what limitations must it disclose?
- Can we minimize data and privileges without undermining the assessment?
- Are conflicts, subcontractors, retention, incident notification, and termination assistance addressed contractually?
- Who owns remediation, monitoring, and incident response after the engagement?
- When will we reassess the model as systems, threats, capabilities, and provider performance change?
The decision in one sentence
Build the internal capability to govern, understand, decide, and operate your AI estate; buy outside expertise for specialized, independent, or temporary work that your organization cannot perform to the required standard, with documented oversight and a complete handoff.
