AI sovereignty is not guaranteed by choosing a local data centre or a provider that calls its service sovereign. It depends on who can control data and operations, which laws and suppliers shape the service, and whether your organisation can move or replace it. A platform-agnostic strategy helps preserve that choice—but only if you verify the controls and test an exit path.

What does AI sovereignty mean?

For an organisation, AI sovereignty means retaining meaningful control over the systems, data, and dependencies used to deliver AI services. It includes legal and operational control, data and AI governance, supply-chain dependencies, technology choices, security, compliance, and environmental sustainability. Hosting location matters, but it answers only part of the question.

The European Commission’s Cloud Sovereignty Framework assesses cloud sovereignty across eight objectives. Those dimensions provide a useful structure for examining AI platforms, whether the AI capability is delivered through a cloud service, an application platform, or a mix of components.

Framework objective What to examine in an AI platform decision
Strategic Whether the service supports your organisation’s mission and leaves room to change course as requirements evolve.
Legal and jurisdictional Which laws apply, who controls the provider, and whether external legal demands could affect data or service access.
Data and AI Who controls cryptographic access, where data is stored and processed, what is visible about data access and model use, and whether deletion can be verified.
Operational Who can operate and maintain the service, and whether your team can continue or recover operations if provider support or access is disrupted.
Supply chain Which suppliers and subcontractors are involved, where critical components come from, and who controls updates.
Technology Whether documented, non-proprietary interfaces and protocols enable integration, migration, and practical alternatives.
Security and compliance Whether the provider’s controls and certifications meet your obligations, and whether you can see relevant monitoring and access activity.
Environmental sustainability Whether energy, water, and emissions information is transparent enough to assess against your organisation’s requirements.

The framework does not make one hosting region, ownership label, certification, or open-source component a complete proof of sovereignty. Each is evidence about a specific issue; the organisation still needs to assess the service as a whole against its risks and mission.

How should we compare sovereign AI platforms?

Use the same questions and evidence requests for every candidate. Set minimum requirements before scoring providers, then weight the criteria according to the sensitivity and importance of each workload.

  • Legal and jurisdictional control: Identify governing law, corporate control, and exposure to legal demands from outside the jurisdiction your organisation requires. Ask what happens when legal obligations conflict.
  • Data and AI control: Establish who controls cryptographic access, where data is stored and processed, what records are available about access and model use, and how deletion is demonstrated. Ask whether processing can be confined to the specified jurisdiction when that is a requirement.
  • Portability and interoperability: Request usable data-export formats, documented interfaces and protocols, and a description of how applications and workloads can be redeployed elsewhere. Confirm that alternatives can integrate with the service in practice.
  • Operational continuity: Clarify who can maintain the service and what happens if vendor support or access becomes unavailable. Require an exit plan that addresses people, permissions, dependencies, and continuity—not just a data-download procedure.
  • Technology and supply chain: Examine auditable or open components, supplier and subcontractor provenance, update control, and dependencies that could block a replacement.
  • Security, compliance, and sustainability: Match certifications and legal obligations to your own requirements. Check what monitoring is visible to the customer and whether energy, water, and emissions measures are reported transparently.

Ask for evidence that corresponds to each requirement: contractual commitments, technical documentation, access and deletion procedures, dependency information, or a demonstration. A broad sovereignty claim is not a substitute for a specific answer. Record unresolved dependencies and decide whether to accept, mitigate, or reject each one.

How can we avoid vendor lock-in and move workloads?

Portability is not a single export button. The European Union’s cloud portability and interoperability guidance identifies practical situations that include retrieving data at contract end, transferring data between providers, moving applications between platforms, and switching services when availability is affected.

  1. Retrieve data: Confirm what data can be exported, in which usable formats, and whether the export includes the records and configuration your application depends on.
  2. Transfer data: Determine how data moves to an alternative provider, including any transformations, access controls, and dependencies needed to use it there.
  3. Move the application: Identify platform-specific services, interfaces, models, and operational processes that would need replacement or adaptation. Document the work required to redeploy the application on an alternative.
  4. Switch during disruption: Define how the organisation would route work to another service if the current provider became unavailable. Establish who can authorize the switch and what functionality or performance trade-offs are acceptable.
  5. Rehearse the exit: Test the critical parts of the plan with representative data and workloads. Track whether the alternative actually works, what takes longer than expected, and which dependencies remain unresolved.

Open interfaces and portable formats can make these steps more feasible, but they do not prove that a workload is portable. A replacement may behave differently, require application changes, or depend on capabilities that are not available elsewhere. The relevant test is whether your organisation can complete the needed move or service switch under its own technical, contractual, and operational constraints.

What does the European Commission’s 2026 procurement show?

On 17 April 2026, the European Commission announced four sovereign cloud contracts with a maximum value of EUR 180 million over six years. Eligibility required at least SEAL-2 under the Commission framework. Most selected providers reached SEAL-3; the Proximus-led partnership reached SEAL-2. The Commission said the awards were intended to diversify supply, strengthen resilience, and avoid potential lock-in with a single provider. These figures and levels describe that procurement, not the market as a whole or a universal ranking of providers. See the Commission procurement notice.

The framework’s overall SEAL is the lowest level obtained across its objectives, and procurement authorities set the minimum level required for their needs. That makes a threshold useful as a procurement floor, not a replacement for examining individual dimensions. A buyer should still decide which objectives are critical for each workload and whether the evidence meets its own requirements.

What should technology leaders do next?

  1. List the AI workloads that matter most and classify the data and operational consequences if each becomes unavailable or difficult to move.
  2. For each workload, set requirements across legal control, data and AI governance, operations, supply chain, technology, security and compliance, and sustainability.
  3. Identify dependencies that would make a provider change difficult, including proprietary interfaces, provider-specific services, and operational knowledge held only by the supplier.
  4. Compare candidates against the same evidence checklist and define which gaps are unacceptable, mitigable, or acceptable.
  5. Test an exit or service-switch path for the highest-priority workload, then revisit the assessment when the service, dependencies, or applicable framework guidance changes.
