Put every third-party API call behind a shared outbound boundary, then give each provider an adapter and its own timeouts, retry rules, quota controls, and recovery behavior. That boundary should keep one provider’s outage from exhausting the rest of your application, while making failures visible and recoverable. A gateway can help with selected traffic controls, but it does not automatically supply provider-specific integration logic or durable recovery.
What belongs in an integration layer?
Application features should call an internal integration interface rather than each making direct calls to external vendors. The integration layer is where shared policies live; provider adapters are where the differences between APIs are handled.
Keep provider-specific behavior in adapters
An adapter should own its provider’s endpoints, authentication lifecycle, request and response formats, pagination, error semantics, quota scope, and supported idempotency behavior. It should translate results into useful internal types while retaining provider error codes and request identifiers for diagnosis.

Normalize the common contract, not every detail. A single interface can make deadlines, error handling, and telemetry consistent without pretending that providers share the same rate limits, retry headers, or authentication rules. There is no verified universal schema that fits every provider.

Assign clear policy ownership
Choose a deliberate layer for retries, deadlines, and circuit breakers. If both an application module and an adapter retry independently, attempts can multiply and create a retry storm. AWS Well-Architected guidance recommends determining whether a failed or timed-out call should be retried, then using exponential backoff with jitter and a maximum retry value when retrying.
How should timeouts and retries work?
Set a deadline for the whole operation first. Allocate that time across connection setup, response time, any retry delays, and local processing. Stop when the deadline or retry limit is reached; otherwise, a retry can outlast the request it was meant to help.
Retry only failures that may recover
For each provider and operation, specify which failures qualify for retry, the maximum attempts, the maximum elapsed time, and the longest permitted delay. Do not treat every error as transient: a permanent validation or authorization error will not be fixed by repeating the same request.

- 429 Too Many Requests: Follow the provider’s
Retry-Afterheader or equivalent reset guidance. If no retry hint is supplied, use bounded exponential backoff with jitter and stay within the operation deadline. - 5xx responses: Check the provider’s documented semantics rather than assuming every server error is safe to retry. Microsoft’s Azure throttling guidance specifically cautions against retrying a 503 unless it includes retry headers in the context of that guidance; that advice should not be generalized into a universal rule for every API.
- Timeouts: A timeout does not prove the remote system failed to perform the operation. For a write, retry only when the operation is safe to repeat, the endpoint supports idempotency, or an idempotency key lets the provider recognize the duplicate.
Coordinate retries with the dependency’s limits. Microsoft Learn recommends respecting Retry-After, enqueueing work instead of blocking threads during retry waits, and using circuit breakers during sustained throttle periods.
How do you keep one outage from taking down the rest?
Use a circuit breaker for sustained failure
A circuit breaker stops wasting caller capacity on a dependency that is repeatedly failing or responding too slowly. In the closed state, calls proceed. In the open state, calls fail fast. In a half-open or equivalent recovery state, a limited probe checks whether the dependency can accept traffic again.
Scope the breaker to the provider or deployment that is unhealthy. A failure at one API should not block calls to unrelated providers. Decide what the application returns while a circuit is open: a useful cached result, a degraded response, a queued operation, a retry-later error, or a business-specific fallback. Record state transitions and rejected calls so operators can see why traffic stopped.

Choose fallback behavior by business consequence
Not every integration should fail the same way. A nonessential enrichment lookup might be skipped or deferred while the main workflow continues. A payment authorization may need to fail closed. Base the choice on the consequences of missing, stale, or incorrect data—not merely on whether a fallback is technically convenient. Salesforce reliability guidance describes options including cached data, defaults, manual processing, and queued retries.
How should you manage quotas across providers?
Track outbound usage at the quota scope each provider actually enforces, such as an account, credential, endpoint, or tenant. A limit applied only per application instance may still let all instances collectively exceed a provider-wide quota. Where needed, enforce customer fairness separately from a provider-wide safety limit.
Honor provider reset guidance and meter egress independently for each provider. Azure Well-Architected guidance distinguishes egress throttling from ingress and internal throttling and emphasizes that clients must cooperate with server limits.

A managed gateway can provide rate and burst throttling for APIs it serves. Amazon API Gateway documents token-bucket throttling as best-effort targets, not guaranteed hard ceilings. That is a useful example of gateway capability, but it does not establish that the gateway governs outbound calls to unrelated third-party APIs.
When should work be queued instead of retried inline?
Keep synchronous calls for work that must finish within the caller’s deadline. If a task can wait, enqueue it durably so retry delays do not occupy request threads. Bound the queue and track both its depth and the age of its oldest work; an unbounded queue can turn a provider outage into a delayed failure that is harder to detect.

After retries are exhausted, send the task to a dead-letter or otherwise operator-visible failure path. Preserve the minimum context needed to diagnose and replay it safely, and define whether replay is automatic, operator-triggered, or requires a correction first. Avoid placing credentials or unnecessary sensitive payloads in logs or queues; retention and privacy controls depend on the data and regulatory context.

When a provider recovers, release queued work gradually rather than sending the entire backlog at once. Continue to respect retry windows so recovery traffic does not recreate the overload.

Measure health by provider and operation
Collect request volume, latency, timeouts, provider status and error categories, retry counts, throttling responses, queue depth and age, breaker state, and fallback use. Include request correlation identifiers where available. Alert on sustained changes that threaten user-facing objectives rather than treating every isolated transient error as an incident. AWS circuit-breaker guidance calls for monitoring and logging, including calls rejected while a breaker is open.
Set thresholds from your workload and service objectives. There is no universal timeout, retry count, circuit-breaker threshold, or acceptable queue age established for all integrations.

Exercise failure and recovery paths
Test slow and malformed responses, timeouts, 429 responses, provider outages, duplicate delivery, queue saturation, and recovery. Verify that retries end within the deadline, writes do not create duplicate effects, and one provider’s failure does not disable unrelated integrations. Also verify that queued work is released gradually after recovery. These are recommended failure tests, not a claim that a particular implementation has passed them.
Should you build middleware or use an API gateway?
Decide based on the outbound behavior you need, not on the word “gateway” in a product description. AWS gateway documentation establishes throttling for APIs the gateway serves; it does not by itself establish outbound orchestration for dozens of independent providers.
| Option | What it may cover | What to verify |
|---|---|---|
| Custom integration middleware | Provider adapters and policies tailored to the application’s outbound calls. | Whether your team can operate credential rotation, deadlines, retries, quota controls, queueing, replay, and observability for every provider. |
| Managed API gateway | Gateway features such as rate and burst throttling for traffic it serves; exact behavior depends on the product. | Whether it explicitly governs outbound calls to arbitrary external APIs, honors provider retry headers, and supports the recovery and provider-specific behavior you require. |
| Broader API management platform | Potentially broader API governance capabilities, depending on the selected product and deployment. | Whether it covers your providers, tenants, authentication and rotation needs, circuit-breaker scope, durable replay, data handling, regional topology, and expected operating cost. |
For any option, check deployment topology, operational ownership, monitoring export, and how it handles per-provider and per-tenant limits. A gateway or management platform should be selected only after verifying the exact outbound functions you need; inbound API controls alone do not supply asynchronous retries, durable replay, provider-specific schemas, or business fallbacks.
Quick Recap
Implementation sequence
- Inventory each integration. Record its operations, authentication and rotation process, quota scope, idempotency guarantees, pagination, error codes, and retry guidance.
- Define the internal contract. Specify normalized results and errors, while retaining provider identifiers and enough detail to diagnose failures.
- Set operation budgets. Define an end-to-end deadline, eligible retry conditions, attempt and delay caps, and safe behavior for uncertain write outcomes.
- Apply isolation and quota controls. Configure provider-scoped breakers and egress limits, plus business-appropriate fallback behavior.
- Separate durable work. Queue tasks that can wait, bound queue depth and age, and define the exhausted-work and replay process.
- Instrument and exercise the design. Make provider health and recovery visible, then test outages, throttling, duplicate delivery, saturation, and gradual recovery.
