Yes: a browser can convert a HEIC photo without uploading the image to a conversion server. A WebAssembly decoder such as libheif compiled for the browser can process the file on the device and produce a downloadable image. But using WebAssembly does not, by itself, prove that a particular website keeps files local; that depends on the whole page and its network behavior.
Why build a HEIC converter in the browser?
HEIC is a common image format, but browser support is uneven. A converter that relies only on the browser’s built-in image decoder may work for some visitors and fail for others. Bundling a decoder in the page gives the application a way to handle HEIC where native decoding is unavailable, while avoiding the need to send the photo to a remote conversion service.
The design goal is straightforward: the visitor selects a file, the browser decodes it locally, and the page offers the converted image for download. That can remove the image-upload step from the conversion workflow. It does not remove the need to download the converter’s code, nor does it establish that the site sends no other data.

Decode the HEIC file
The libheif project documents compiling its library to JavaScript with Emscripten and building it with WebAssembly output. Its documented HEIC decoding path uses libde265 by default. This lets a web application run compiled codec code in the browser rather than asking a server to decode the image.

Encode a downloadable result
libheif’s heif-dec tool documents output to JPEG, PNG, TIFF, WebP, and Y4M. A separate browser wrapper demonstrates conversion to PNG and access to multiple images in a HEIF input. These are capabilities of the documented tools and wrapper, not a guarantee that every browser converter supports all those formats or handles multi-image files the same way.
A typical browser workflow is to select a HEIC file, decode it, choose an output format supported by the implementation, and download the result. Whether the conversion preserves metadata, orientation, color information, or every image in a container depends on the specific implementation; those details should be checked rather than assumed.

Native browser support versus a WebAssembly decoder
Can I Use’s HEIF/HEIC compatibility table, accessed October 7, 2026, lists Safari 17 and later and Safari on iOS 17 and later as supporting HEIF/HEIC. The Chrome, Edge, and Firefox versions shown on that page are marked unsupported. This is a dated compatibility snapshot, not a permanent guarantee; support can change by browser version and platform.

No measured bundle-size, startup-time, conversion-speed, or memory comparison is established here. Those costs depend on the build, selected codecs, input files, device, and browser. The libheif README says codec selection can reduce dependencies and library size, so a production build should include only what it needs where practical.

What “no upload” does—and does not—mean
If image decoding and conversion happen entirely in the browser, the image bytes need not be sent to a conversion server. That is a meaningful privacy advantage over a workflow that uploads the photo for remote processing. But a local codec alone cannot substantiate an unqualified privacy promise: the surrounding site may still make network requests for analytics, telemetry, third-party scripts, or error reporting.
To verify a particular converter’s local-only claim, inspect its network activity while selecting and converting a file, including requests triggered by errors and optional integrations. Confirm that the image itself is not transmitted, and distinguish that finding from whether the page sends other information. Without an audit of the deployed page, the implementation’s privacy behavior remains unverified.

Can I Use reports 16.93% global usage share for its HEIF/HEIC support-table feature, using StatCounter GlobalStats data for September 2026. This is a figure about the table’s browser-support feature, not the share of people who own HEIC photos or need a converter.
Memory, malformed files, and codec maintenance
Image decoding can consume substantial memory, especially for large dimensions, and malformed inputs can create security risks. The libheif documentation describes security limits intended to prevent very large images from exceeding available memory and to mitigate denial-of-service attacks. It warns against disabling those limits for untrusted files. A web converter should retain appropriate safeguards and communicate any product-specific file or dimension limits accurately.

Codec dependencies also need ongoing maintenance. The libheif project README reported 73 security advisories from January through October 2026 and said it made ten releases in that period, mainly to ship security fixes. Those are project-maintainer figures, not an independently audited count; they underline why a converter should keep its decoder dependencies current rather than treating a compiled WebAssembly binary as maintenance-free.

- Test on the browser versions and platforms the converter intends to support, including browsers without native HEIC decoding.
- Measure the deployed WebAssembly bundle, startup delay, conversion time, and memory behavior on representative devices and files instead of assuming performance.
- Document supported output formats and clarify treatment of metadata and files containing multiple images.
- Keep codec dependencies updated and preserve safeguards against oversized or malformed inputs.
- Audit the deployed page’s network requests before claiming that photos never leave the device.
A browser-based HEIC converter is a sound way to avoid sending image data to a conversion server when decoding and encoding truly happen locally. WebAssembly supplies a practical codec path; compatibility, resource use, output behavior, and the broader privacy claim still depend on the implementation.
