You can merge PDFs without uploading their contents by selecting the files in a web page, combining their pages with a browser-capable PDF library, and downloading the resulting bytes locally. In this “zero-server” design, the merge happens in the browser; that does not, by itself, prove that the website makes no network requests or sends no other data.
What “zero-server” means for a PDF merger
A zero-server PDF merge means the selected PDF contents are processed in the browser rather than sent to a server for the merge. The browser reads the selected files, a client-side library builds the combined document, and the page offers the result as a download.
That is a specific claim about document processing, not a blanket privacy guarantee. A page can still fetch its application code or make separate requests for analytics, error reporting, or other services. For example, pdf-lib’s browser quick start demonstrates loading its script from a CDN, so library delivery and PDF processing are distinct network questions. See the pdf-lib project documentation.

- Select files: Provide a file picker or drop area. Keep the selected
Fileobjects in the page, show the filenames, and let users set their merge order. The browser’s File API supports working with user-selected files. - Read the PDFs as bytes: Pass binary data to the PDF library. If using PDF.js for parsing or previews, its FAQ recommends raw typed-array input over base64 conversion, which uses more memory. See the PDF.js FAQ.
- Assemble pages: Use a library that can modify PDFs. pdf-lib documents loading and modifying documents, embedding pages from existing PDFs, and browser support. Add the needed pages in the user’s chosen order; the PDFDocument API describes page operations.
- Serialize the result: Call the library’s save operation to obtain bytes. pdf-lib documents that its returned
Uint8Arraycan be downloaded as a Blob in a browser. - Offer a download: Create a PDF Blob, create a temporary object URL, and link it to a download action. The browser’s URL.createObjectURL() method creates object URLs for Blobs and other objects. Revoke the temporary URL when it is no longer needed.
Choose libraries for their actual roles
PDF.js and pdf-lib solve different problems. Mozilla describes PDF.js as a tool for parsing and interpreting PDF data, rendering pages, and providing viewer functionality. Its prebuilt layout includes a separate worker file. pdf-lib documents creating and modifying PDFs, including embedding pages from existing documents. Do not treat a parsing or rendering library as a merge engine unless the implementation actually uses it to modify the document.

The pdf-lib project describes the library as “Written in TypeScript and compiled to pure JavaScript with no native dependencies.” That statement describes its implementation; it is not a guarantee of privacy, performance, or preservation of every PDF feature. For production use, consult the project documentation for its guidance on specifying a version in CDN script URLs.
Keep the interface responsive
Reading and combining large or complex documents can take work on the browser’s main thread, where it may make the page feel unresponsive. If testing shows noticeable stalls, suitable parsing or merge work can be moved to a Web Worker. Workers run scripts away from the main UI thread, but have constraints such as no direct DOM access; the page can communicate with them to report progress. See MDN’s guide to using Web Workers.

A worker is a responsiveness tool, not a privacy boundary: it is still application code running in the browser. Moving work to a worker does not establish that the page sends no network requests.

Keep PDF data in binary form where possible instead of converting it to base64. Mozilla’s PDF.js FAQ notes that base64 conversion uses more memory than raw typed-array input. A merge may also need memory for input documents and the output, so test with the file sizes and devices your application intends to support. There is no universal safe file-size limit established here; behavior depends on the library, browser, device, and documents.

PDF.js follows browser same-origin permissions and cannot make cross-origin requests by default. Fetching a remote PDF can therefore involve CORS configuration or a server proxy. A local-file workflow avoids that remote-fetch issue by passing bytes from the user-selected files directly to the library.

Successful page assembly does not prove that every feature of every source PDF is preserved. Test representative documents for any features your product promises to retain, including forms, signatures, annotations, bookmarks, metadata, and encryption. The cited library documentation establishes general PDF operations, not universal feature-by-feature preservation.

Describe the boundary precisely: “The PDF contents are processed in your browser” is more defensible than “nothing leaves your device.” To support the broader statement, inspect the deployed page’s network behavior, including its scripts, analytics, and error reporting; library capabilities alone say nothing conclusive about a particular site’s traffic.

Implementation checklist
- Show selected filenames and their order before merging.
- Use a library documented for PDF modification and page embedding.
- Keep data binary when possible and test memory use on target browsers and devices.
- Use a worker if measured processing stalls interfere with interaction.
- Test output fidelity against the PDF features your application claims to support.
- Review the deployed page’s network requests before making broad privacy claims.
