Neither category is always cheaper after fees. A budget airline usually costs less for a light packer taking a straightforward trip and accepting limited seat choice. A full-service airline can be less expensive overall when you need checked bags, a particular seat, flexibility, a convenient airport, or fewer connections. Compare the final price for the same itinerary and the same services—not the low fare shown on the first search screen.
What “cheaper” means when you compare airlines
Airlines sell a base ticket and a set of optional services. The base fare generally includes the government taxes, fees and mandatory carrier surcharges required to issue the ticket and let you board. Services such as baggage, assigned seats, priority boarding, itinerary changes and sometimes onboard food are often priced separately.
The U.S. Department of Transportation (DOT) requires the total ticket price to be more prominent than the breakdown of charges. DOT also says, “Optional services can be added to the total airfare to be paid by the consumer only if the consumer agrees to pay a fee for such a service.” In practice, a search result can be a legitimate fare while still excluding services you may need.

The lowest final payable amount after those choices is the cheaper option for your trip. A lower headline fare is not itself a saving.
What the published fare includes—and what it does not
Mandatory ticket charges
The displayed airfare includes charges that every passenger must pay to buy the ticket and board. BTS calls this the total ticket value: the price charged at purchase, including required carrier charges and outside taxes and fees. This figure is useful for comparing the price of the ticket itself, but it is not an all-in travel cost.
Optional services
Baggage fees, seat selection, seat upgrades, priority boarding and change or cancellation options are commonly optional. An airline may show their prices during the booking flow or on a fee page linked to the specific itinerary. DOT’s ancillary-fee rules require airlines and ticket agents to disclose first- and second-checked-bag, carry-on, change and cancellation fees upfront and to show the applicable policies before purchase.

Fees still depend on the airline, fare family, route, travel date, loyalty status and sometimes the payment method. There is no universal “budget-airline fee” or “full-service fee” that can be added to every ticket.
Why the BTS average fare is not an all-in benchmark
The Bureau of Transportation Statistics reported a 2025 annual average domestic itinerary fare of $387, down 1.8% from the 2024 inflation-adjusted fare. BTS’s definition includes the ticket value required to travel but excludes optional services such as baggage, seat upgrades and assigned-seat selection.
That $387 figure is therefore a useful base-ticket reference, not a prediction of what a traveler with bags and selected seats will pay. If you compare your own trip with the BTS average, keep the distinction clear: a ticket that looks close to the average can have a much higher final total after add-ons.
The cost categories that decide the winner
| Cost category | Questions to answer for each airline | Why it can change the result |
|---|---|---|
| Luggage | Is a personal item included? What size is allowed? Is an overhead carry-on included? How many checked bags, and what weight and dimensions? | One or more bags can erase a low base-fare advantage, especially when airport pricing is higher than prepaid pricing. |
| Seats | Is a seat assigned automatically? Can you choose a standard or preferred seat? Can a family sit together without paying? | Seat-selection charges multiply across several passengers and may be essential for children or travelers who cannot accept random seating. |
| Flexibility | What does a change cost? Is cancellation refundable or only a restricted credit? How long is the credit valid? | A flexible fare can be cheaper than a low fare that becomes unusable when plans change. |
| Airport and schedule | Is the flight nonstop? Does it use a primary or secondary airport? How long and costly is the ground transfer? | A distant airport, connection or inconvenient time creates costs and time commitments outside the airfare. |
| Included experience | Are drinks, meals, Wi-Fi, boarding priority or customer-support channels included? | Buying necessities separately can narrow or reverse the apparent difference. |
How to compare the final price step by step
- Set the identical itinerary. Enter the same origin and destination airports, dates, direction, number of travelers and cabin. Do not compare a secondary airport or a connection with a nonstop flight without assigning a value to that difference.
- Record the displayed total before extras. Note whether the amount is per passenger, one way or round trip, and whether taxes and mandatory charges are already included.
- Declare every bag. Select the personal item, overhead carry-on and checked-bag quantities for each traveler. Enter the expected bag weight and dimensions, not an idealized packing list.
- Choose the seats you would actually accept. If you need a particular row, extra legroom or seats together, add those seats. If you would accept an airline-assigned seat, leave selection out for both airlines.
- Match flexibility. Compare equivalent change and cancellation rules. Include the cost of a fare that provides a usable credit or refund if your plans are uncertain.
- Add unavoidable trip costs. Include airport parking, rail or rideshare costs, and the time or cost of a connection. A budget carrier’s remote airport can be more expensive to reach than the primary airport used by a full-service carrier.
- Review the checkout page. Confirm the passenger count, bag count, seats, taxes, currency, payment-method conditions and final amount. Save the fare rules before paying.
- Compare the final payable totals. Put the two totals side by side. The cheaper airline is the one that meets your requirements at the lower total, not the one with the smaller first-screen fare.
Luggage is usually the first fee that changes the math
Personal items and carry-ons
A personal item normally fits under the seat; an overhead carry-on is a larger piece with its own size and weight limit. Never assume that a “carry-on” means the same thing at every airline. Enter the exact bag type in each airline’s booking flow and check the dimensions before comparing.

Adding an overhead bag for both directions and for multiple passengers can turn a low advertised fare into a higher total than a fare that includes a carry-on. The reverse can also be true: a traveler with only a small under-seat bag may never incur the extra charge.

Checked bags and airport pricing
Check whether the first checked bag is included, whether the allowance applies on every segment, and whether the price changes when you prepay online instead of paying at the airport. Also check weight and size limits and the policy for connecting itineraries. The fee shown for one passenger, one direction and one bag is not automatically the fee for the whole reservation.
Keep checked bags below 50 pounds when that is the applicable threshold. Consumer Reports recommends weighing luggage in advance; a portable luggage scale can reveal an overweight bag while you still have time to repack rather than discovering the problem at the airport. It cannot guarantee a fee-free trip, because each airline’s limits and prices differ, but it helps you comply with the published allowance.
What the evidence says about checked bags
The U.S. Government Accountability Office’s GAO-17-756 review found that passengers who paid at least one checked-bag fee paid more in total on average than passengers whose fares included checked baggage. The report also noted that all 11 selected U.S. airlines had introduced preferred-seat fees, and many had added carry-on, checked-bag, priority-boarding and change or cancellation fees.
That finding is an average across the airlines and travelers examined; it does not prove that every checked-bag itinerary is cheaper on a full-service airline. It does show why a bag-inclusive fare deserves a direct comparison with a lower fare plus the bag charge.
Seat fees can outweigh the difference for families
Budget fares may assign a seat at check-in or let the airline place passengers randomly unless they pay. A traveler alone on a short flight may be comfortable with that arrangement. A family, a minor traveling with an adult, or anyone who needs an aisle or window seat may reasonably treat seat selection as required.
Compare the same seating outcome. If one airline includes standard seat selection and the other charges for it, add the charge for every traveler who needs an assigned seat. Do not compare a chosen seat on one airline with an unassigned seat on the other and call the totals equivalent.
Preferred or extra-legroom seats are a separate decision. If you would buy that upgrade on either airline, price equivalent seats; if you would not, omit both. Seat maps and availability can change during booking, so capture the price at the time you make the comparison.
Flexibility has a price even when you never use it
Changes
Read the change rule for the exact fare family. Determine whether there is a change fee, whether you pay any fare difference, and whether a credit has an expiration date or route restriction. A nominally free change can still require a higher new fare.

Cancellations and refunds
Find out whether cancellation returns money to the original payment method, issues a restricted credit or forfeits the fare. If your plans are uncertain, compare a flexible fare on each airline rather than comparing the cheapest nonrefundable tickets.
When flexibility is worth adding
For a fixed trip with no realistic chance of a change, paying for flexibility may not be rational. For a business trip, a medical appointment or a connection to an event, the ability to change can be worth more than a small base-fare difference. Put a monetary value on the risk you are transferring and include it consistently for both airlines.
Airport, schedule and connection costs are part of the fare decision
A flight from a secondary airport can have a lower ticket price but a higher door-to-door cost. Add the ground transfer, parking, tolls and extra travel time. A connection can add meals, a hotel risk, missed-work time and a greater chance of disruption even when no separate fee appears at checkout.
Compare nonstop with nonstop when possible. If only one airline offers a nonstop, record the connection’s duration and the cost of reaching the final destination. A lower airfare is not a saving if the airport transfer or missed-connection risk exceeds the difference.
Departure time matters as well. An early flight may require an overnight hotel or expensive transportation; a late arrival may require a taxi when public transit is unavailable. These are trip costs, not airline surcharges, but they belong in an honest all-in comparison.
Included onboard and support services
Full-service fares may bundle items that a low-fare ticket sells separately, such as drinks, meals on some routes, Wi-Fi access, priority boarding or a broader customer-support operation. Do not assume that every full-service fare includes every service; fare families differ. Likewise, do not assume that every budget itinerary requires paid extras.
List only services you would actually buy. A meal you would bring from home has no value in your comparison. A required Wi-Fi connection for work, however, is a real cost if one airline includes it and the other sells it separately. Apply the same standard to priority boarding and support options.

GAO reported that revenue from checked-bag and change or cancellation fees across the airlines it reviewed rose from $6.3 billion in 2010 to $7.1 billion in 2016, measured in constant 2016 dollars. The figures illustrate how important ancillary fees became to airline pricing, but they are historical industry totals, not a current quote for your itinerary.

Traveler profiles: who usually benefits from each model?
Light packer on a short nonstop trip
A traveler with one compliant personal item, no seat preference, fixed dates and a convenient nonstop flight is the strongest candidate for a budget fare. The low base ticket may remain the low final total because few optional services are needed.
Traveler with one or more checked bags
Price the checked-bag fees in both directions and include prepayment rules. A fare that includes baggage can be cheaper even when its displayed price is higher. GAO’s finding about higher average totals for passengers paying at least one checked-bag fee is relevant to this profile, while still not replacing an itinerary-specific quote.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesFamily that must sit together
Add the seat-selection cost for every passenger who needs an assigned seat. If the low fare cannot guarantee adjacent seats without a charge, compare it with a fare that does. The family’s requirement, not the airline category, determines which option is cheaper.
Traveler with uncertain plans
Compare change and cancellation terms before comparing the fare. A restricted credit, expiration date or fare difference can make a seemingly cheap ticket costly when plans move.
Traveler choosing between airports
Calculate transportation, parking and time for each airport. A primary-airport full-service flight can win on total trip cost even if its airfare is higher.

Ways to keep the total down without making a false comparison
- Pack a compliant personal item when it genuinely meets your needs.
- Prepay bags when the airline’s rules show a lower online price than the airport price.
- Weigh and measure luggage before leaving home.
- Choose an airline-assigned seat only when every traveler can safely accept that outcome.
- Bring food or use airport Wi-Fi only when that choice works for the trip; do not assign a saving to a service you would not otherwise purchase.
- Compare nearby airports after adding the complete ground-transfer cost.
- Buy flexibility only when the likelihood and consequence of a change justify it.
- Check whether loyalty status or a qualifying payment method changes the published allowance, and apply the same assumption consistently.
Common comparison mistakes and how to correct them
Comparing one-way and round-trip totals
Make both totals cover the same directions and passengers. A one-way base fare cannot be compared with a round-trip total.

Adding a bag to only one airline
Apply the same number and type of bags to both itineraries, even if one airline includes them. The included allowance should appear as a zero additional charge, not as an omitted line.
Ignoring airport transportation
Price the complete trip from your door to the destination. Add public transit, rideshare, parking, tolls and any overnight requirement caused by the schedule.
Assuming an advertised “free” change means no cost
Check fare differences, credit restrictions and expiration dates. A policy can waive a change fee while still requiring more money for the replacement flight.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Using a generic fee chart
Fee charts can become outdated and may not reflect your route or fare family. Use the airline’s itinerary-specific disclosure and checkout page for the final number.
Overlooking bag weight
A bag that is accepted as a checked bag can still trigger an overweight charge. Weigh it at home and compare the result with the exact allowance shown for your ticket.
A practical decision rule
Choose the budget airline when all of the following are true: its airport and schedule work for you, your luggage fits the included allowance, you can accept the seat arrangement, your dates are firm, and its final total remains lower after any services you need.
Choose the full-service airline when its included bags, seats or flexibility reduce the total, or when its airport and schedule avoid meaningful ground or connection costs. The label “budget” or “full-service” is a useful starting signal, not a final price.
The most reliable test is simple: create two identical itineraries, add the same required services, include the costs outside the ticket that the trip creates, and compare the amounts payable at checkout. That method reflects what you will actually spend rather than what the search page happens to highlight.
