You can handle many PDF tasks in a browser without installing a desktop app—but the right path depends on what you need to change and whether the file can be uploaded. On a computer, Chrome can annotate PDFs and make scanned pages searchable with on-device OCR. For broader editing, conversion, signing, and collaboration, Acrobat on the web offers more tools, but its workflows involve uploading files. These options are not interchangeable, and OCR results still need checking.
Choose a browser PDF workflow by the task

The practical decision is whether basic annotation and local OCR are enough, or whether you need a cloud service’s broader editing and conversion features. Also consider sensitivity, device support, single-file versus batch work, sign-in or plan requirements, and how carefully the result must preserve layout.
How to annotate or OCR a PDF in desktop Chrome
Annotate, add text, or sign
- Open the PDF in Chrome. Use the viewer’s drawing, highlighting, add-text, or signature tools for basic markup.
- Choose how to keep the result. Download the PDF with or without your changes, or select Save to Drive if you want a cloud copy. Google describes Drive saving as sending the file to the selected account.
Chrome’s viewer is useful for marking up a document, but do not assume an annotation changes the original paragraph or image in the way a full editor would.
Make a scanned PDF searchable
A scanned PDF may be made of page images rather than text a computer can select or search. Google says Chrome’s desktop PDF viewer automatically applies OCR to scanned PDFs so text can be searched and selected. Google Chrome Help states: “The conversion is completed on your device without sending any data to Google or third parties.” This statement concerns the described OCR conversion; it is not a blanket claim about every Chrome feature or every PDF workflow.

After OCR, search for a word you can see on the page and try selecting a line of text. If the document matters, retain an unchanged copy before making further edits.
Use Acrobat on the web for OCR or broader editing
Recognize text with OCR
- Go to acrobat.adobe.com and sign in.
- Choose Convert > Recognize text with OCR.
- Select the PDF and choose Recognize text.
Adobe describes this as making text searchable and editable. Its web tutorial points users who need batch OCR to Action Wizard in desktop Acrobat Pro, Premium, or Studio, so the web steps should not be treated as a batch-processing workflow.

Edit content, convert, or work with others
Acrobat’s web tools document text replacement, addition, and deletion; image placement; annotations; formatting adjustments; organization; conversion; merging; signing; and collaboration. Adobe warns that complex page layouts may require manual adjustment. Its free online editor covers markup and related tasks but does not edit existing body text; Adobe identifies Acrobat Pro as the route for that more advanced editing. Check the current tool screen and account requirements before relying on a particular feature or free-tier boundary.
What changes on Android
Google’s Android documentation covers Chrome PDF features on Android 12 and later. Open a PDF from a webpage to view it or find text; choosing Edit opens it in Drive, where Google documents pen, highlighter, and eraser markup. Chrome cannot open a PDF in Incognito mode, according to that help page. These instructions do not establish that Android performs the same on-device OCR documented for desktop Chrome.

Understand the privacy difference
For desktop Chrome OCR, Google says the conversion happens on the device without sending conversion data to Google or third parties. Saving the resulting document to Drive is a separate cloud action: Google says that sends the file to the selected account. The local OCR statement should not be generalized to the Drive save step.
Acrobat on the web uses a different data flow because the file is selected for a web service. Adobe describes its service as using AES-256 encryption and TLS 1.2 and says uploaded files remain private unless shared. Adobe’s free-editor page says files are handled by Adobe servers and deleted unless the user signs in to save them. Those are Adobe’s descriptions, not an independent security assessment. For sensitive documents, review Adobe’s current privacy policy and service terms before uploading.

Check OCR and layout before relying on the result
OCR recognizes text; it does not guarantee that every character, reading order, or formatting detail is correct. Adobe advises reviewing recognized text for accuracy and completeness. Pay particular attention to names, dates, totals, small print, multi-column pages, and low-quality scans. Compare important passages with the page image, and keep the source unchanged when it is authoritative.
