Broadcom CEO Hock Tan’s AI growth outlook points to a buildout that depends on more than chip supply: customers also need financing, data-center sites, power and time to bring capacity online. But the headline contrast between capital and memory should not be read as a verified Tan quote or as evidence that memory no longer matters. In Broadcom’s Q3 fiscal 2026 call, Tan said customers still had to secure high-bandwidth memory (HBM), alongside leading-edge wafers and substrates.

What Tan’s AI revenue outlook actually says

At the September 8, 2026 Goldman Sachs Communacopia + Technology Conference, Tan gave a forward-looking estimate of $115 billion in Broadcom AI revenue for 2027 and $230 billion for 2028, according to Investing.com’s conference report. These are management outlook figures, not reported revenue or a guarantee that the targets will be met.

The forecast depends in part on customers being able to turn planned infrastructure into working compute capacity. Investing.com reported that Broadcom works closely with six frontier-model developers, including OpenAI, Google and Anthropic. That concentration makes their ability to finance, build and deploy infrastructure relevant to Broadcom’s AI growth expectations.

Why financing is only one part of the bottleneck

Broadcom discussed an infrastructure financing vehicle with Apollo and Blackstone, described in Investing.com’s report as providing $35 billion in initial financing for more than 20 gigawatts of compute capacity. The vehicle is intended to help selected customers finance infrastructure; the report does not say it covers every customer or deployment.

Financing can help pay for a project, but it cannot by itself make the project operational. Customers also need a suitable site, grid power, permits, construction capacity and equipment. Tan estimated that preparing power sites for use by 2028 could take about two years, according to the conference report. The timing of the buildout therefore depends on physical readiness as well as access to capital.

Memory and other components still matter

In Broadcom’s Q3 fiscal 2026 earnings-call transcript, Tan said customers must secure HBM memory as well as leading-edge wafers and substrates. He described supply constraints as multidimensional and subject to change over time. The transcript also links the company’s $115 billion 2027 outlook to supply-chain visibility and customers’ readiness to deploy.

VEVOR 6U Wall Mount Network Server Cabinet, 14.8'' Deep, Server Rack Cabinet Enclosure, 200 lbs Max. Ground-Mounted Load Capacity, with Locking Glass Door Side Panels, for IT Equipment, A/V Devices
  • Space Saving: Maximum depth: 14.8". Use the wall mount network cabinet to maximize available space for retail locations, classrooms, back offices, network cabinets, and other locations where space is limited.
  • Fast Heat Dissipation: The server cabinet is designed with vents to optimize airflow and avoid critical IT equipment overheating. Heat sink holes in the top, bottom, and rear panels are more conducive to heat dissipation.
  • Sturdy Construction: Robust welded frame construction for durability and long service life. With 100 lbs wall-mounted load capacity and 200 lbs ground-mounted load capacity, you can place multiple devices in the server rack cabinet as needed.
  • High Security: The locked glass door ensures the security of data and equipment. Wall mount rack enclosure server cabinet is ideal for use in public places such as offices, effectively protecting the security of your devices.
  • Hassle-free Installation: Fully adjustable square-hole mounting rails of the wall mount server cabinet facilitate device installation. Wiring holes on the top, bottom, and rear panels provide you with easy cable routing.

That makes the capital-versus-memory framing too simple if taken literally. A project can face financing constraints, delays in power or site preparation, and shortages or lead times for components at the same time. The limiting factor can vary by customer and by stage of construction.

Enterprise AI faces a separate return-on-investment test

Tan also discussed the challenge of finding business uses for AI that deliver a clearly meaningful return. He said Broadcom had involved 15,000 of its 30,000 engineers in a year-long evaluation of AI tools, and told the conference: “The biggest issue is finding use case that generates what you call a return on investment that is clearly meaningful and significant.”

  • Wide Application: The server rack wall mount maximizes the use of available space, suitable for retail venues, classrooms, offices, and other places where space is limited.

That adoption question is distinct from the infrastructure bottleneck. Even when organizations can fund and deploy AI systems, they still need applications whose benefits justify the cost. Tan described AI as something that “helps very smart people become smarter,” while saying value goes to where intelligence continues to improve. Those remarks describe a potential productivity benefit, not proof that every deployment will produce a strong return.

How to read the growth claim

The most useful interpretation is that capital is one important condition for scaling AI infrastructure, not a replacement for chips, memory or deployment capacity. Broadcom’s outlook rests on multiple linked requirements: customers must secure financing, prepare sites and power, obtain equipment and components, and bring systems online on schedule. The company’s forecast is therefore an expectation about a complex buildout, rather than a claim that a single bottleneck has been solved.
