For the U.S. Federal Communications Commission’s current fixed-broadband benchmark, the minimum is 100 Mbps download and 20 Mbps upload. The FCC adopted that 100/20 Mbps threshold in its 2024 Section 706 report, replacing its earlier 25/3 Mbps benchmark. It is a regulatory measure for assessing broadband deployment—not a universal definition, nor a guarantee that a customer will always measure those speeds.

What do the two broadband speed numbers mean?

Download speed measures how quickly data reaches your device from the internet. Upload speed measures how quickly your device sends data to the internet. In a paired figure such as 100/20 Mbps, the first number is download and the second is upload; the two figures are not interchangeable or a single symmetric speed.

The FCC’s 2024 report says that fixed broadband access of at least 100 Mbps down and 20 Mbps up is required for “advanced telecommunications capability.” The benchmark describes the level of access used in the agency’s assessment. It does not promise that a particular connection will deliver those speeds in every speed test or at every moment. FCC, 2024 Section 706 Report (FCC 24-92)

How did the FCC’s benchmark change?

FCC benchmark Download Upload Context
Previous 25 Mbps 3 Mbps Established by the FCC in 2015; the FCC described it as no longer sufficient for advanced functions in its 2024 report.
Current 100 Mbps 20 Mbps Adopted in the FCC’s 2024 Section 706 report for its fixed-broadband assessment.

The change is a U.S. regulatory update, not evidence that every provider, country, or broadband program uses the same threshold.

TP-Link AX1800 WiFi 6 Router (Archer AX21 V5)
  • DUAL-BAND WIFI 6 ROUTER: Wi-Fi 6(802.11ax) technology achieves faster speeds, greater capacity and reduced network congestion compared to the previous gen. All WiFi routers require a separate modem. Dual-Band WiFi routers do not support the 6 GHz band.
  • AX1800: Enjoy smoother and more stable streaming, gaming, downloading with 1.8 Gbps total bandwidth (up to 1200 Mbps on 5 GHz and up to 574 Mbps on 2.4 GHz). Performance varies by conditions, distance to devices, and obstacles such as walls.
  • CONNECT MORE DEVICES: Wi-Fi 6 technology communicates more data to more devices simultaneously using revolutionary OFDMA technology
  • EXTENSIVE COVERAGE: Achieve the strong, reliable WiFi coverage with Archer AX1800 as it focuses signal strength to your devices far away using Beamforming technology, 4 high-gain antennas and an advanced front-end module (FEM) chipset
  • OUR CYBERSECURITY COMMITMENT: TP-Link is a signatory of the U.S. Cybersecurity and Infrastructure Security Agency’s (CISA) Secure-by-Design pledge. This device is designed, built, and maintained, with advanced security as a core requirement.

Does 100/20 Mbps define broadband everywhere?

No. The 100/20 Mbps figure is the FCC’s fixed-broadband benchmark for its Section 706 assessment in the United States. Other rules use different thresholds because they answer different questions. Federal broadband infrastructure funding, for example, has program-specific eligibility definitions that distinguish unserved and underserved locations and include latency sufficient for real-time, interactive applications. Speed alone may therefore not determine whether a location qualifies. 47 U.S. Code § 1702

International statistics also use measures suited to their purpose. An OECD comparison reports U.S. fixed terrestrial coverage at both 25/3 and 100/20 Mbps thresholds, while some European country measures use at least 30 Mbps download. These are statistical definitions for comparison, not a single globally binding broadband standard. OECD, Closing Broadband Connectivity Divides for All

  • Covers up to 1,000 sq. ft. with four external antennas for stable wireless connections and optimal coverage.
  • Supports IGMP Proxy/Snooping, Bridge and Tag VLAN to optimize IPTV streaming
  • Access Point Mode - Supports AP Mode to transform your wired connection into wireless network, an ideal wireless router for home
  • Advanced Security with WPA3 - The latest Wi-Fi security protocol, WPA3, brings new capabilities to improve cybersecurity in personal networks

How should you interpret a broadband speed figure?

  • Check the jurisdiction and purpose. A regulatory deployment benchmark, a funding-eligibility rule, and an international coverage statistic may use different thresholds.
  • Read download and upload separately. Do not treat the first number in a pair as the whole benchmark.
  • Distinguish access from measured performance. A regulatory threshold is not the same as an advertised plan speed or a speed-test result.
  • Check other criteria where eligibility is involved. Relevant funding rules may consider latency as well as speed.

What does the OECD subscription statistic show?

The OECD reported that 66% of fixed broadband subscriptions had advertised speeds above 100 Mbps in December 2023. That is a statistic about subscriptions and advertised speeds at that date; it does not mean 66% of locations had verified availability, nor does it define broadband.
