Broadband phone service is voice calling carried over a broadband internet connection, usually through Voice over Internet Protocol (VoIP). In the United States, the FCC’s narrower regulatory category is interconnected VoIP: it requires real-time, two-way voice, broadband at the user’s location, IP-compatible customer equipment and, generally, the ability to call to and receive calls from the traditional public switched telephone network (PSTN).

What is broadband phone service?

The phrase generally describes a phone service that sends voice calls over a broadband internet connection instead of relying solely on a traditional telephone network. VoIP is the technology commonly associated with this kind of calling.

In U.S. regulation, the more precise term is interconnected VoIP. Federal regulation defines it as a service that enables real-time, two-way voice communications, requires a broadband connection from the user’s location and internet protocol-compatible customer-premises equipment (CPE), and generally permits users to receive calls originating on and place calls to the PSTN. See 47 CFR § 9.3.

This regulatory definition is specific to the United States. The broader phrase “broadband phone service” may be used in other contexts, and the FCC definition should not be assumed to determine the scope of similar terms in other countries.

Is broadband phone service the same as VoIP?

They overlap, but the terms are not interchangeable in every context. VoIP refers broadly to voice communication using internet protocol. “Broadband phone service” commonly refers to voice calling delivered over broadband. The FCC’s interconnected VoIP category adds specific criteria, including two-way real-time communication and general connectivity with the PSTN.

Not every internet calling app necessarily meets that regulatory definition. The relevant question is whether the service meets the FCC’s criteria, not simply whether it uses the internet to carry voice.

Does broadband phone service need internet?

Yes. Broadband connectivity is part of the service: the FCC describes interconnected VoIP as requiring a broadband connection from the user’s location. The FCC’s guidance puts it this way: “Another way to think about this is that interconnected VoIP service requires a high-capacity, or broadband, connection from the end user’s location.” The guidance appears in the FCC Broadband Data Collection Help Center’s “How to Allocate VoIP Subscriptions”, updated March 3, 2025.

Is the phone service provider also the internet provider?

Not necessarily. The broadband connection and the voice service are distinct, even when one company supplies both. FCC reporting guidance distinguishes over-the-top VoIP subscriptions, where the VoIP provider does not also sell the connection carrying the service, from other subscriptions delivered over last-mile facilities supplied by the provider. In the latter category, the provider may also sell internet access.

Grandstream HT812 V2 VoIP ATA 2-FXS Port (HT812-V2)
  • Supports 2 SIP profiles and 2 FXS ports
  • Strong AES encryption with security certificate per unit
  • Supports T.38 Fax for reliable Fax-over-IP
  • High performance NAT router
  • 3-way voice conferencing per port

So a broadband phone service can use an internet connection from a separate broadband provider, or it can be offered by a provider that also supplies the underlying last-mile connection. The distinction is about how the service is delivered and who supplies the connection; it does not change the basic idea of voice calling over broadband.

What equipment does broadband phone service require?

The FCC definition requires IP-compatible customer-premises equipment, but it does not prescribe one universal handset, router, adapter or equipment model. The required setup depends on the particular service. The regulatory definition establishes a compatibility requirement, not a universal device purchase.

What to check when evaluating a service

  • Connection: Identify which company supplies the broadband connection used for calls.
  • Service arrangement: Determine whether the voice service is over-the-top or delivered over last-mile facilities supplied by the voice provider.
  • Equipment: Check which IP-compatible customer equipment the provider requires for its service.
  • Calling capability: If the U.S. regulatory category matters, check whether the offering supports the general ability to receive PSTN-originated calls and terminate calls to the PSTN.
