Brazilian President Luiz Inácio Lula da Silva’s campaign accused Meta on October 10, 2026, of election interference that it said could favor Flávio Bolsonaro. Meta rejected the allegation, saying the technical problems cited were not exclusive to Brazil or particular accounts. The reporting establishes that the accusation and denial were made; it does not independently establish intentional interference or that Meta’s decisions benefited either candidate.
What Lula’s campaign says happened
According to reporting by UOL and CNN Brasil, the campaign described a series of Instagram and advertising problems. It said Lula’s and other left-wing figures’ pages disappeared from search and their profile locations were limited in December 2025. For the 2026 election, the campaign said Lula’s advertising account was taken offline, recorded post view counts were interrupted, and his Instagram profile could not boost content on October 9.
The campaign said Meta had described the incidents as technical problems. It argued that a succession of such problems, which it characterized as unexplained, raised suspicion that Meta was trying to influence the electoral process in Flávio Bolsonaro’s favor. That is the campaign’s allegation, not a finding established by the cited reports.
Meta’s response
CNN Brasil reported that Meta called the allegations false and said many of the technical problems had affected other countries and accounts, not only Brazil or specific users. The outlet reported the company’s statement in Portuguese:

In English: “The allegations are simply false and are not supported by the facts. Many of the technical problems mentioned did not affect exclusively Brazil or specific accounts on our platforms. We comply with electoral rules and are committed to equal use of our platforms by everyone.” CNN Brasil did not identify a speaker for the statement.

What the campaign’s figures do—and don’t—show
The campaign cited a 2026 document from the intelligence unit of the Workers’ Party (PT) National Communications Secretariat. As reported by CNN Brasil and UOL, it said Flávio Bolsonaro’s page had 2.96 times Lula’s average engagement, while Flávio’s page had 17.2% fewer followers.
These are figures attributed to the campaign’s document, not independently validated measurements in the cited reporting. The reports do not provide the underlying document or its methodology. By themselves, the comparisons do not establish why the accounts had different engagement or demonstrate that Meta intentionally favored a candidate.

Did the campaign file complaints?
Same-day accounts differ on the procedural status. UOL reported on October 10 that the campaign would approach Brazil’s Superior Electoral Court (TSE) and file a complaint with the National Data Protection Authority (ANPD). CNN Brasil, also reporting that day, said the campaign had approached the TSE and filed a complaint with the ANPD. The available accounts do not resolve that discrepancy, so it is not possible to state from them alone whether both steps had been completed at publication time.

Meta’s own account of its 2026 election measures, updated through October 5, described an election operations center, cooperation with Brazilian authorities, advertising transparency, and measures to address misinformation. Meta said its cooperation with the TSE included reporting channels and access to Ad Library information through an API. The company also says political and election ads in its Brazilian apps have been identified since 2018 and kept in a public Ad Library for seven years. These are company descriptions of its policies and measures, not independent proof about the specific account problems at issue.

The TSE separately reported signing cooperation memoranda with Meta and other digital platforms under its permanent program addressing electoral disinformation. The Meta memorandum was scheduled to run from July 17 through December 31, 2026. Its existence establishes a broader cooperation framework; it does not determine whether the campaign’s allegation is true.

What is established—and what remains unresolved
