Usually, high-quality government bonds are safer than defensive stocks during a conventional, growth-driven stock-market selloff. Bonds have contractual payments and can gain from falling interest rates and flight-to-quality demand. Defensive stocks may decline less than the broad market, but they are still equities: earnings, valuations and dividends can fall.

That answer changes when the shock is rising inflation or sharply higher interest rates. Nominal bond prices can fall at the same time as stocks, as happened during the 2022 inflation and rate shock. The useful decision is therefore not “stocks or bonds?” in the abstract. It is which type of bond, which defensive stocks, what time horizon and which risk you are trying to reduce.

What “safer” means in a falling market

Safety has several meanings that do not always point to the same asset:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Capital stability: how much the market value can fall before you need to sell.
  • Credit safety: the likelihood that an issuer pays interest and principal as promised.
  • Inflation protection: whether your money retains purchasing power.
  • Income reliability: whether payments continue and are predictable.
  • Liquidity: how easily you can sell near a quoted price.
  • Long-term growth: the chance of outpacing inflation over decades.

No single asset wins on all six. Cash and cash equivalents are generally the safest of the three major asset categories for nominal value, according to the U.S. Securities and Exchange Commission’s investor guidance, but they also have the lowest long-term return potential and can lose purchasing power to inflation.

For a retiree funding a bill next month, avoiding a price loss may matter more than earning a higher expected return. For a worker investing for several decades, avoiding every temporary decline can be less important than maintaining enough equity exposure to grow. Define the liability and the time horizon before comparing products.

What counts as a bond?

A bond is a loan to a government, company or other issuer. The issuer promises interest payments and repayment of principal at maturity, subject to its ability to pay. A bond fund owns many bonds and has a fluctuating share price; it does not promise that you will receive your original purchase price on a particular date.

That distinction is crucial in a downturn. An individual Treasury held to maturity can return its stated principal if the U.S. government pays, even though its quoted price moves in the meantime. An open-ended bond fund has no maturity date for your shares. The manager sells, buys and replaces securities, so your outcome depends on the fund’s changing holdings and the price when you sell.

Short-term government bonds

Short-term Treasury bills and government bonds have low default risk and limited duration risk. If market yields rise, their prices usually fall less than those of longer-maturity bonds. Their main trade-off is reinvestment risk: when a bill matures, new bills may pay less if rates have fallen.

They are often the clearest match for money needed soon because maturity dates can be aligned with planned spending. They are not a complete substitute for a diversified long-term portfolio: repeatedly reinvesting at short maturities can leave you with less income if rates decline, and nominal payments can still lose purchasing power to inflation.

Intermediate- and long-term government bonds

Longer maturities can provide stronger diversification when investors expect slower growth, lower inflation or future rate cuts. They also have greater duration: a larger price response to a given change in yields. A long-duration government bond fund can lose substantial value during a rapid rate increase even when the government remains fully creditworthy.

This is why “government bond” and “safe in every environment” are not synonyms. Longer duration can be useful ballast in a growth recession, but it creates a larger mark-to-market loss when rates rise. Check the fund’s average maturity and duration rather than relying on its label.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Investment-grade corporate bonds

Investment-grade companies generally have stronger finances than high-yield issuers, but corporate bonds carry both interest-rate risk and credit-spread risk. In a recession, investors may demand extra yield from companies, pushing corporate bond prices down. They can be less defensive than government bonds during an acute equity panic.

A diversified investment-grade fund may provide income and less credit risk than stocks, yet it still combines two risks: the general level of interest rates and the possibility that corporate borrowers weaken. Review the portion held in government securities versus corporate issuers when the objective is crisis protection.

High-yield bonds

High-yield, or “junk,” bonds have greater default and downgrade risk. Their prices often move with the stock market because investors focus on corporate profits and recession losses. They can offer higher income, but they are not a substitute for a high-quality bond allocation when the goal is crisis protection.

In a credit crisis, high-yield spreads can widen at the same time that equities fall. A high coupon is compensation for that additional risk, not a free improvement in safety. Calling an asset a bond does not make its behavior bond-like during every selloff.

Inflation-protected bonds

Inflation-linked government securities adjust their principal or interest calculation with an inflation index. They address purchasing-power risk differently from nominal bonds. They can still fluctuate in market value when real yields change, so “inflation protected” does not mean “price cannot fall.”

They may be more directly aligned with an inflation concern than a nominal bond, but they do not eliminate duration risk, liquidity risk or the possibility that the market price is below your purchase price when you sell.

What are defensive stocks?

Defensive stocks are companies whose products or services people tend to keep buying in weaker economies. Common examples include consumer staples, utilities and health-care businesses. A low-volatility index may also select companies with historically smaller price swings, regardless of sector.

“Defensive” can therefore describe either a business model or a measured price characteristic. A low-volatility index is not automatically concentrated in one industry, while a sector fund can carry substantial exposure to a single economic driver. Read the holdings and sector weights instead of assuming the name tells you everything.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Why they can fall less

Stable demand can make defensive companies’ earnings more resilient than those of highly cyclical businesses such as manufacturers, travel companies or commodity producers. Lower-beta shares may therefore experience a smaller drawdown than the broad equity market during some selloffs.

Fidelity’s defensive-portfolio work describes a combination of relatively low-volatility stocks, investment-grade bonds and less-correlated alternatives as a way to reduce—but not eliminate—losses in volatile markets. The benefit is relative: losing less than the broad index is still a loss if the market value is needed immediately.

Why they are not bonds

A defensive company has no obligation to maintain its share price or dividend. Earnings can disappoint, regulators can change allowed prices, input costs can rise and a dividend can be reduced. Investors may also pay too much for perceived safety. When a sector becomes expensive, a modest earnings disappointment can produce a large valuation decline.

Defensive performance is cyclical too. Vanguard notes that defensive equities can become expensive relative to the market, as happened after the global financial crisis, and their relative advantage can fade. A stock can have stable demand and still deliver a poor return if its starting valuation is too high.

Head-to-head comparison

Risk or objective High-quality bonds Defensive stocks
Main downside risk Duration and interest-rate risk; credit risk outside government issues Equity drawdown, earnings risk, valuation compression and sector concentration
Typical role in a selloff Portfolio ballast when growth or inflation expectations fall Lower-beta participation in equities; may still decline materially
Income Contractual coupons, subject to issuer risk Dividends are discretionary and can be cut
Inflation sensitivity Nominal bonds can lose purchasing power; inflation-linked bonds address a different risk Companies may pass through inflation unevenly
Long-run return potential Usually lower than equities, depending on starting yield and maturity Higher equity upside, with larger downside variability
Question to ask What are the credit quality, duration and yield risks? How much equity and valuation risk remains?

The comparison is about roles, not a permanent winner. High-quality bonds are usually the stronger diversifier in a growth-led shock. Defensive stocks may be appropriate when the goal is to keep some equity exposure while reducing sensitivity to cyclical demand. Neither choice removes the need to diversify across issuers, maturities and sectors.

How the economic shock changes the answer

Growth recession or deflation scare

When investors expect weaker growth and lower inflation, government-bond yields often fall. Existing bonds with higher coupons become more valuable, and high-quality government bonds may offset part of an equity decline. Defensive stocks can still help, but they remain exposed to the overall equity risk premium.

Inflation shock or rapid rate increases

When inflation rises unexpectedly or central banks raise rates quickly, nominal bond prices can fall. Long-duration funds are particularly sensitive. Defensive companies may also suffer from higher financing costs, wage pressure and lower valuation multiples, so neither asset is guaranteed to rise.

Credit crisis

Government bonds may benefit from a flight to quality while corporate and high-yield bonds sell off as default fears increase. A bond label alone is not enough; check the issuer mix and credit rating.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Sector-specific equity shock

A regulated utility, a drug manufacturer or a supermarket chain can face its own litigation, pricing or operational problem. A diversified government-bond holding does not carry that single-company risk.

Mixed or unknown shocks

Real downturns rarely arrive with a single clean label. Growth can weaken while inflation remains elevated, or rates can rise because of supply concerns even as profits deteriorate. In that setting, combining assets with different rate, credit and equity exposures is more robust than betting that one will always rise.

What the historical figures show—and what they do not

The S&P 500 has averaged roughly 10% a year since its 1957 launch, while the Bloomberg U.S. Aggregate Bond Index averaged about 6.6% a year from 1977 through 2025. Those are long-run averages, not promises for the next year or protection during every decline. Stocks have greater growth potential; bonds generally offer a narrower range of outcomes and contractual income.

Defensive positioning can reduce participation in a rising market as well as in a falling one. In Vanguard’s cited comparison, the S&P Low Volatility Index gained 9.2% versus 14.6% for the broad S&P 500 over the stated period. Lower volatility did not mean a higher return or a guaranteed positive result.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Vanguard also cautions that high-quality bond funds have tended to diversify stock volatility over the long term, but global bonds were repriced as interest rates increased. The 2022 experience is a reminder that stock-and-bond diversification is a historical tendency, not a promise for every calendar year.

Timing decisions have their own risk. Fidelity Wealth Management calculated that missing the five best market days between January 1, 1988 and December 31, 2024 would have reduced a hypothetical portfolio’s value by 37%. The strongest rebound days often occur close to the worst days, making an all-or-nothing switch difficult to execute consistently.

Vanguard reported that investors who moved a balanced 60% stock/40% bond portfolio entirely to cash for three months after a severe market event had a 74% probability of underperforming, with average underperformance of 4.1%. It also reported no three- or five-year period since 1976 in which both stocks and bonds produced losses. These figures describe historical periods, not a guarantee that the next downturn will look the same.

How to decide whether bonds fit your situation

  1. Define the spending date. Money needed within the next one to three years should not depend on a stock-market recovery. Use cash or very short-term, high-quality instruments for near-term bills.
  2. Separate emergency reserves from investments. Keep an emergency fund accessible before choosing a long-duration bond fund or accepting equity volatility.
  3. Identify the shock you fear. For a growth recession, high-quality government bonds may provide better diversification. For inflation, consider shorter maturities, inflation-linked securities or a mix rather than assuming nominal bonds will protect purchasing power.
  4. Check bond duration. Duration gives an approximate percentage price change for a one-percentage-point yield move. A fund with duration of six years could lose roughly 6% from a one-point rise in yields, before accounting for income and other effects.
  5. Check credit quality. Distinguish government, investment-grade corporate and high-yield exposure. A high-yield fund is not the defensive equivalent of a Treasury fund.
  6. Measure your equity exposure after the change. Replacing broad equities with utilities or consumer staples still leaves you invested in stocks. Look through funds to avoid accidental concentration in one sector or a handful of companies.
  7. Set a target allocation and rebalancing rule. A written rule—such as reviewing annually or when an allocation moves a specified percentage from target—reduces the temptation to trade on headlines.
  8. Compare the holding with the liability. Match the maturity of individual bonds or a short-term ladder to known cash needs, and avoid taking long-duration risk simply to obtain a higher current yield.
  9. Test the plan before the next headline. Ask how a one-point rate increase, a recession-driven spread widening or an equity drawdown would affect the whole portfolio. If the result would force a sale, the allocation is probably too aggressive for the stated horizon.

Practical allocation approaches

Capital needed soon

For a known payment in the next year or two, prioritize liquidity and principal stability. A ladder of short-term government securities can match maturity dates to spending needs. Do not use a long-duration fund merely because its current yield is higher; its market value can move sharply before you need the money.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Long-term investor seeking a smoother ride

Use a diversified mix of equities and high-quality bonds sized to the largest temporary loss you can tolerate. Rebalance by selling a portion of whichever asset has grown above its target and adding to the one below target. This process can make you buy after declines without attempting to forecast the exact bottom.

Fidelity’s description of a defensive portfolio is useful here: conservative stocks, high-quality bonds and assets with lower correlation can work together. The point is not to predict the next shock, but to avoid having every holding depend on the same growth, rate or credit outcome.

Investor worried mainly about inflation

Combine assets with different inflation sensitivities. Shorter-maturity bonds reduce duration exposure; inflation-linked bonds address changes in measured prices; equities provide long-term claims on businesses that may raise prices, although pass-through varies by company and industry.

Investor considering a defensive-stock tilt

Keep the tilt modest and diversified. Compare valuation, balance-sheet strength, payout ratios and sector weights rather than choosing stocks solely because their products seem essential. A defensive label does not remove the need for company and fund-level analysis.

Free tools Windows power users keep installed

Check whether the tilt duplicates holdings already present in a broad index. A portfolio can appear diversified by number of securities while remaining concentrated in the same utilities, staples or health-care companies.

Implementation details that affect safety

For bonds, identify whether the exposure is a Treasury, government agency, investment-grade corporate, high-yield or mixed fund. Review average maturity, duration, credit ratings, foreign-currency exposure and the share held in less-liquid securities. A fund with a low fee can still be a poor fit if its duration or credit risk conflicts with the job you need it to do.

For defensive stocks, examine the number of holdings, sector weights, profitability, debt and dividend policy. A dividend is a distribution chosen by a company, not a contractual coupon. A high payout can be reduced when cash flow weakens, and a low-volatility screen based on past prices cannot guarantee low volatility in the next crisis.

Trading mechanics matter as well. Review the expense ratio and bid-ask spread of a fund, and use the fund’s published holdings and duration rather than relying only on marketing language. Liquidity is part of safety: an asset that cannot be sold near a quoted price when bills are due may not meet the objective even if its long-run return looks attractive.

Common mistakes and how to avoid them

  • “All bonds are safe.” Correct the category first: duration, issuer and credit rating determine much of the risk.
  • “Defensive means no loss.” Review the fund’s historical drawdowns and remember that dividends can be reduced.
  • “Rates will fall because stocks are falling.” A supply shock or inflation scare can push rates higher while equities decline.
  • “I will move to cash and buy back after the bottom.” Write the re-entry rule before selling, because the best rebound days are unpredictable.
  • “A bond fund returns principal at maturity.” Individual bonds held to maturity can repay principal if the issuer pays; open-ended funds continuously buy and sell and have no fixed maturity for your shares.
  • “A higher yield is free income.” Higher yields usually compensate for more duration, credit, liquidity or inflation risk.
  • “One defensive sector is diversified.” Concentration in utilities, staples or health care can create a different single-factor risk.
  • “The recent winner is the safest choice.” Relative performance changes with the shock. Defensive equities can lag after becoming expensive, and bonds can suffer when rates rise.
  • “A single historical average predicts my result.” Index averages cover long periods and do not describe the path, sequence of returns or the price on the day you need cash.

A simple review checklist

  • What is the exact security or fund: Treasury, government agency, investment-grade corporate, high-yield or mixed?
  • What are its average maturity and duration?
  • How much is exposed to corporate credit, foreign currency or illiquid securities?
  • What is the fund’s expense ratio and bid-ask spread?
  • When will you need the money?
  • How would a one-percentage-point rise in yields affect the bond holding?
  • What percentage of the total portfolio remains in equities after any switch?
  • What written condition will trigger rebalancing or a return to the target allocation?
  • Are the defensive stocks diversified by company and sector?
  • Could a dividend cut, credit downgrade or valuation decline undermine the reason you bought the holding?

Bottom line for a falling market

High-quality government bonds are generally the safer diversifier in a conventional, growth-led equity decline. Defensive stocks are a way to remain invested in equities with potentially smaller drawdowns, not a guarantee of principal protection. Rising rates can hurt bonds, inflation can erode nominal payments, and expensive defensive shares can fall with the market.

A diversified, periodically rebalanced plan is more dependable than moving everything after prices have already fallen.

Frequently Asked Questions

Are bonds safer than defensive stocks when the market is falling?

Usually, high-quality government bonds are safer in a conventional growth-driven selloff because they have lower equity risk and may benefit when yields fall. Defensive stocks can lose less than the broad stock market, but they remain equities and can suffer earnings, valuation and dividend losses.

Should I move from stocks into bonds during a downturn?

Avoid an automatic all-or-nothing switch. Set an allocation based on your time horizon and risk capacity, then rebalance to that target. Moving a balanced portfolio entirely to cash after a severe event historically had a 74% probability of underperforming over the next period studied by Vanguard.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can stocks and bonds fall at the same time?

Yes. A rapid inflation or interest-rate shock can push nominal bond prices and equities down together, as the 2022 experience demonstrated. Bond duration and the source of the shock matter.

Which bonds are most defensive?

The phrase usually refers to high-quality government bonds, especially short- or intermediate-maturity issues when rate risk must be limited. High-yield bonds can behave like equities, and corporate bonds add credit-spread risk.

Are defensive stocks a substitute for bonds?

No. Defensive stocks may reduce equity volatility, but their prices and dividends are not guaranteed. They should be evaluated as part of the equity allocation, not as principal-protection assets.

What does duration tell me?

Duration estimates a bond holding’s approximate percentage price change for a one-percentage-point move in yields. A six-year duration implies roughly a 6% price decline from a one-point rise, before income and other effects.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do inflation-protected bonds guarantee that I cannot lose money?

No. They adjust payments or principal with an inflation index, addressing purchasing-power risk differently from nominal bonds, but their market value can fall when real yields change.

Why not move everything to cash until the downturn ends?

The recovery date is unknowable, and the strongest rebound days can occur close to the worst days. Fidelity found that missing the five best days from January 1, 1988 through December 31, 2024 would have reduced a hypothetical portfolio’s value by 37%.

The Bottom Line

In a conventional growth-led selloff, high-quality government bonds are generally safer than defensive stocks. But bond safety depends on duration, credit quality, inflation and liquidity. Defensive stocks can soften an equity decline without protecting principal. Use a diversified allocation and a written rebalancing rule rather than making an all-or-nothing move after prices fall.
