A Wall Street Journal investigation reported that Bo Hines, the Trump administration official who helped advance the GENIUS Act, still owned one-third of consulting firm Nxum while it received a reported $6.3 million through a Tether-linked arrangement. Hines later left the White House and joined Tether. The chronology has prompted conflict-of-interest questions, but the available reporting does not establish that he violated conflict-of-interest law.
What the investigation says happened
Hines served as executive director of President Donald Trump’s Council of Advisers on Digital Assets and helped lead the administration’s push for federal stablecoin legislation. During that policy effort, Nxum— a consulting firm Hines co-founded and continued to partly own—reportedly received $6.3 million from an arrangement linked to Tether.
Fortune’s 2026 summary of the Wall Street Journal investigation described the engagement as a “strategic brand and public affairs plan.” The sources do not say that the payment was made to Hines personally; they describe money going to Nxum while he retained a one-third stake in the company. That ownership meant the firm’s revenue could benefit him financially.

Who Bo Hines and Nxum are
Hines’s government role
In early 2025, Hines was the senior White House official responsible for helping drive Trump’s digital-assets agenda. His portfolio included the administration’s effort to establish federal rules for payment stablecoins, a category of cryptocurrency designed for payments and generally intended to maintain a fixed value against a currency such as the U.S. dollar.
Nxum’s ownership connection
Fortune reported that Hines co-founded Nxum in 2022 and retained a one-third interest while serving in the White House. The reported Tether-linked payments therefore created a direct financial connection between a company he partly owned and a business with a substantial interest in the rules being developed.

What the GENIUS Act regulates
The GENIUS Act, signed on July 18, 2025, established federal rules for payment stablecoins. Its subject is the issuance and operation of stablecoins intended for payments, including the regulatory framework relevant to companies developing dollar-pegged products.

The law’s enactment and Hines’s later employment at Tether are reported events; the sources available here do not provide a legal analysis of every provision or claim that the law was written for Tether.

Why the arrangement raises conflict-of-interest questions
Financial benefit
The central concern is the reported combination of ownership and payment: Hines retained one-third of Nxum while the firm received $6.3 million under a Tether-linked engagement. If a company’s revenue increases, a part-owner can benefit even when the money is paid to the company rather than directly to the official.
Policy exposure
Hines’s official work involved federal stablecoin rules, while Tether had a direct commercial interest in how that market would be regulated. That does not by itself prove improper influence, but it explains why the timing and ownership details matter.

Revolving-door risk
Hines’s transition from White House policymaker to Tether strategic adviser, followed by leadership of the USAT effort, adds a separate concern: whether information, relationships or policy access gained in government could benefit a company he later joined.
What is established—and what is not
The reported facts establish a sequence: Hines held a senior digital-assets policy role; Nxum received a reported $6.3 million from a Tether-linked arrangement while he owned one-third of it; Trump signed the GENIUS Act; and Hines then joined Tether.

The available coverage does not establish that Hines directed a specific provision for Tether, that Tether controlled the drafting process, or that a court or regulator found a conflict-of-interest violation. The Wall Street Journal reporting describes evidence and allegations, while company responses dispute or contest aspects of the account. Without an adjudicated finding, the most precise description is a reported potential conflict involving financial ownership, policymaking and subsequent employment—not proven illegal conduct.
Why the chronology matters
Looking only at Hines’s later job would miss the earlier ownership issue; looking only at Nxum’s payment would miss the subsequent move to Tether. Taken together, the dates show why the story has drawn scrutiny: the reported payment occurred during the legislative push, the law was signed in July 2025, and Hines joined the company soon afterward. Those facts support questions about disclosure, recusal and safeguards, but they do not answer them conclusively.
