First check whether Windows detects the BitLocker drive and confirm its current drive letter. The message “A device attached to the system is not functioning” does not, by itself, identify a BitLocker failure or prove that the drive or its data is damaged. Microsoft’s documented procedures cover unlocking and recovering BitLocker volumes, but do not identify a specific cause for this exact error.
Start with the drive and the scope of the problem
These instructions are for a connected secondary data drive in a running Windows session. If the affected volume is the Windows system drive, do not assume it has the same drive letter or that the same steps apply in Windows Recovery Environment.
- Check whether the drive appears in File Explorer or Disk Management. If it does not appear, Windows may not currently be detecting the device; the error alone cannot tell you why.
- For an external drive, make sure its connections are secure. You can cautiously try a different known-working port with a direct connection. That is a diagnostic check, not a confirmed fix or proof that the original connection caused the error.
- If Windows detects the volume, confirm its drive letter in the current session before attempting an unlock. Do not assume it is
E:; the letter may differ.
Microsoft’s reviewed guidance does not tie this exact wording to one cause. A connection or unlock-prompt issue is one possibility, but the message alone cannot establish that the cable, encryption metadata, or files are at fault.

Microsoft documents unlocking a connected data drive through File Explorer or Control Panel, as well as with PowerShell or the manage-bde command. In File Explorer, select the locked drive and enter its password when prompted. The precise prompt can vary with the drive and Windows setup.

From an elevated Command Prompt, use the command that matches the credential you have. Replace E: with the volume’s actual current drive letter.
- To be prompted for the drive password:
manage-bde -unlock E: -password - To use the BitLocker recovery password:
manage-bde -unlock E: -recoverypassword <48-digit-password> - If you have a BitLocker recovery key file on USB, use
manage-bde -unlock E: -recoverykey <path-to-.bek-file>
The 48-digit recovery password is grouped into eight sets. Enter the recovery information for this volume, not a key for another drive. Microsoft’s command documentation covers Windows 10 and 11 and lists additional supported Windows Server and Azure Local versions; exact availability depends on the Windows edition and environment.

Find the recovery information if you do not have it
Where the key was saved depends on how BitLocker was set up. Check places where you or your organization may have stored the recovery information:

- The Microsoft account used when BitLocker was configured.
- A saved file, USB device, or printed copy kept by you.
- For a work or school device, the organization’s configured Entra ID or Active Directory Domain Services (AD DS) recovery store. Contact IT if you cannot retrieve the key yourself.
Microsoft explains that recovery requires the authentication information associated with the encrypted volume. If none of the available recovery locations has the required information, the reviewed guidance does not provide a way to bypass BitLocker encryption.

If ordinary unlocking fails
Do not jump straight to repair commands or turn off BitLocker just because the error appeared. The normal unlock path is less invasive. If the drive is unstable, repeated connection attempts fail, or its data is irreplaceable, stop experimenting and consider qualified data-recovery assistance.
Use repair-bde only as a salvage step
Microsoft describes repair-bde as a command-line tool for salvaging accessible data from a severely damaged BitLocker volume. It is not a routine unlock method, and it does not repair the original volume into a normal working drive. Recovered content is written to a separate output volume, and that destination is overwritten.

Before running any recovery operation, verify the source and destination carefully. If BitLocker metadata is corrupted, recovery may also require a backup key package in addition to the recovery credentials. Microsoft documents the tool’s limits and requirements in its repair-bde reference.
When not to change BitLocker settings
Disabling encryption, changing Group Policy, reinstalling storage drivers, or running repair commands are not established universal fixes for this error. Disabling BitLocker changes the drive’s security protection, and managed devices may be governed by organizational policy. Avoid making those changes without a specific diagnosis and, for a work device, guidance from the administrator.
