Short answer: these products watch different parts of the AI-use problem. Bitdefender GravityZone AI Visibility and Control (AIVC) is documented as an endpoint-oriented inventory and risk feature for supported Windows devices, including local models, coding assistants, Model Context Protocol components and AI agents. Microsoft Defender for Cloud Apps is documented as a cloud-application discovery and governance service that analyzes traffic data, uses a cloud-app catalog, monitors generative-AI services and can govern access through Defender for Endpoint, Microsoft Entra and Conditional Access App Control. Neither vendor documentation establishes a head-to-head detection or enforcement winner.
Choose AIVC when the primary question is “What AI software and components exist on our managed Windows endpoints?” Choose Defender for Cloud Apps when it is “Which cloud AI services are employees using, and how should we monitor or restrict them?” Organizations with both endpoint and network or identity requirements may need complementary controls rather than a forced either/or decision.
What each product is designed to observe
The central difference is the observation surface. AIVC examines AI technologies and related components on supported Windows endpoints. Defender for Cloud Apps discovers cloud applications from network and service data, then applies catalog, policy and identity controls. A finding in one system does not imply equivalent coverage in the other.

Findings are grouped into AI services and security findings. The documented examples include network exposure, shadow AI, excessive privileges, untrusted software sources and insecure configurations. AIVC calculates risk scores, identifies affected resources and related components, and provides mitigation guidance. Administrators can place findings on a watchlist or ignore them, with a workflow to restore ignored items.
Microsoft Defender for Cloud Apps
Microsoft documents Defender for Cloud Apps as a way to discover, monitor or block generative-AI applications. Administrators can use the cloud app catalog’s Generative AI category, inspect catalog entries and risk scores, create monitoring policies and mark selected applications as unsanctioned.
Its discovery model starts with cloud-application activity rather than a local software inventory. Cloud Discovery analyzes network-traffic logs against Microsoft’s cloud-app catalog. Continuous discovery can receive data through Defender for Endpoint integration, network log collectors, supported secure web gateways or the Cloud Discovery API. Applications outside the catalog are not discovered by default; Microsoft identifies custom apps as a route for handling uncataloged app data.

How AIVC works in an endpoint-led program
1. Confirm entitlement and endpoint support
Before enabling AIVC, verify that the organization has an eligible AIVC license, the GravityZone Risk Management module and supported Windows endpoints. The Risk Management module must be installed on those endpoints, and the applicable policy settings must be enabled. The documentation does not provide a universal license matrix or price; those details must be checked for the specific GravityZone edition and region.
2. Collect an AI-component inventory
Once the prerequisites are in place, AIVC scans supported Windows devices for the AI technologies in its documented coverage. The result is not limited to browser traffic. A locally installed runtime, a coding assistant, an MCP server or an agent framework may appear even when no corresponding cloud-app event is available.
3. Triage findings by exposure and privilege
Use the finding categories to separate urgent conditions from items that need policy discussion. Network exposure can indicate an AI component reachable beyond its intended boundary. Excessive privileges point to an account or process with more authority than necessary. Untrusted software sources and insecure configurations are supply-chain or hardening concerns. Shadow-AI findings identify use that may not have gone through an approved intake process.

4. Investigate affected resources
AIVC associates findings with affected endpoints and related components. That context lets an administrator determine whether a finding is isolated to a developer workstation, repeated across a department or linked to a broader deployment pattern. Risk scores help prioritize review, but they are vendor-generated indicators, not an independently validated probability of compromise.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
5. Apply watchlist and ignore decisions carefully
A watchlist can keep a known item in an active review queue. Ignoring a finding removes it from the immediate workflow; the restore function provides a way to return it later. Document why an item was ignored, who approved the decision and when it should be revisited. An ignored finding should not be treated as proof that the underlying component is safe.
6. Add PHASR only when the combined licensing is present
Bitdefender states that, when AIVC and PHASR are licensed together, GravityZone can extend PHASR behavioral analysis and access control to discovered AI agents. This is a combined-license extension. AIVC by itself should be treated primarily as the discovery and risk-visibility layer described above, not as an automatic agent-blocking system.
How Defender for Cloud Apps works in a cloud-usage program
1. Establish a discovery data path
Cloud Discovery needs activity data to analyze. Microsoft documents several options: Defender for Endpoint integration, network log collectors, supported secure web gateways and the Cloud Discovery API. Select the path that matches where traffic is visible. A network design that sends remote users directly to the internet without a collecting control may leave gaps.
2. Use the catalog’s Generative AI category
Administrators can filter the cloud-app catalog to its Generative AI category, inspect individual applications and review their risk scores. Microsoft’s current Cloud Discovery documentation describes a catalog of more than 31,000 cloud apps and more than 90 risk factors used in app risk scoring. Those figures describe the overall catalog and its scoring inputs, not the number of AI applications, detection completeness or independently verified scoring accuracy.
3. Compare observed use with catalog coverage
Traffic is matched to catalog entries. Apps outside the catalog are not discovered by default, so an apparent absence of a service can mean either no observed use or no catalog match. Microsoft identifies custom apps as a possible route for uncataloged application data. Treat catalog coverage as an operating dependency and review new or unusual destinations separately.

4. Create monitoring policies
Monitoring policies can identify use patterns that deserve review without immediately interrupting work. A policy may be appropriate for measuring which teams use a service, how often it is accessed or whether a previously unknown application is spreading. Define the owner, review interval and evidence required before changing a service’s status.
5. Mark applications sanctioned or unsanctioned
Sanctioning is a governance decision, not a technical statement that every request made to an app is safe. Mark an app unsanctioned when policy requires users to avoid it, then choose whether the response should be a warning and education or a block. Keep the rationale tied to the organization’s data, identity and acceptable-use rules.
6. Understand the documented blocking path
Microsoft says its documented workflow automatically blocks unsanctioned apps across devices onboarded to Defender for Endpoint. Devices that are not onboarded are outside that specific blocking path. Confirm onboarding status, policy propagation and the network route before promising organization-wide enforcement.
7. Use session controls only for supported integrations
Conditional Access App Control provides another route. Microsoft Entra can route supported cloud-app sessions through Defender for Cloud Apps, where session policies monitor and control user actions. This requires Entra Conditional Access, an application integration supported by the control and correct configuration. It is not universal inspection of every endpoint process or every cloud service.
Which visibility gap matters to your organization?
Choose the endpoint perspective when local AI is the concern
AIVC is the closer fit when the risk includes software installed on managed Windows machines, local model runtimes, developer tooling, MCP components or agent frameworks. These artifacts may not produce a recognizable cloud-app event, especially when a model runs locally or a developer tool connects to several services.
Choose the cloud perspective when service usage is the concern
Defender for Cloud Apps is the closer fit when the immediate question concerns web-based generative-AI services, user access patterns and organizational approval of cloud applications. Its policies can connect discovery to sanctioning, warnings, blocking and, for supported applications, session-level controls.

Use both perspectives when the threat crosses boundaries
An employee can install a local runtime and also upload data to a cloud service. Endpoint discovery can reveal the local component while traffic discovery reveals the destination. Because the products observe different surfaces, using both may reduce blind spots, provided the organization can operate both policy systems and reconcile their findings.
Control and dependency trade-offs
| Question | AIVC implication | Defender for Cloud Apps implication |
|---|---|---|
| Can it see a local model or runtime? | Included in the documented endpoint-oriented scope when the component is supported and the Windows endpoint is covered. | Not established by the cloud-app discovery documentation; traffic discovery is aimed at cloud applications. |
| Can it identify a web AI service? | May identify an endpoint component or service according to supported scanning, but the documentation does not promise equivalent network-catalog coverage. | Uses network data and catalog matching for cloud applications, including a Generative AI category. |
| Can it block use? | AIVC exposes findings; PHASR behavioral analysis and access control for discovered agents require both licenses. | Documented blocking of unsanctioned apps depends on Defender for Endpoint-onboarded devices; session controls depend on Entra and supported integrations. |
| What happens outside managed Windows endpoints? | The cited scope is supported Windows endpoints; coverage for other platforms is not established here. | Visibility depends on where traffic, endpoint telemetry or API data is collected, and on catalog matching. |
| What happens when an app is uncataloged? | Endpoint findings may still identify supported local components, but no universal equivalence is stated. | Apps outside the catalog are not discovered by default; custom-app handling is the documented option. |
Proof-of-concept plan before procurement
Vendor documentation describes capabilities, not comparative effectiveness. A controlled pilot should test the organization’s actual endpoints, traffic paths and enforcement dependencies.
- Inventory the environment. Record Windows endpoint coverage, remote-device patterns, existing GravityZone modules, Defender for Endpoint onboarding, Microsoft Entra Conditional Access and available network-log sources.
- Define test cases. Include a browser-based AI service, a coding assistant, a locally installed runtime, an MCP component, an agent framework and an uncataloged cloud destination where those examples exist in the organization.
- Measure discovery separately. For each test, record whether the item appears, what evidence is attached, how quickly it appears and which endpoint, user or app context is shown. Do not combine endpoint findings and traffic events into one undifferentiated detection rate.
- Test risk triage. Compare the usefulness of risk categories, scores, affected-resource context, related components and mitigation guidance for the decisions your security team actually makes.
- Test non-disruptive governance. Start with monitoring or warning policies. Confirm who receives alerts, how exceptions are documented and whether users understand the reason for a warning.
- Test enforcement boundaries. For Microsoft’s blocking workflow, verify behavior on Defender for Endpoint-onboarded and non-onboarded devices. For Conditional Access App Control, test only supported integrated applications. For AIVC, verify what changes when PHASR is and is not licensed.
- Document blind spots. Record unmanaged devices, direct-to-internet traffic, uncataloged apps, unsupported operating systems, local components that are not supported and policy paths that require separate licensing.
- Check current commercial terms. Confirm editions, entitlements, regional availability and renewal conditions directly with the vendors. The cited documentation does not establish prices or a complete license matrix.
Common implementation mistakes
Calling catalog size a detection guarantee
A catalog of more than 31,000 cloud apps is a scale figure, not proof that every AI service will be identified. The more-than-90 risk-factor figure describes scoring inputs, not validated accuracy. Test the services and destinations that matter to your organization.
Assuming cloud discovery sees endpoint software
Traffic logs can show a connection to a service, but they do not automatically provide an inventory of every local runtime, MCP server or agent framework. That is the distinction behind AIVC’s endpoint scope.
Assuming endpoint inventory blocks agents
AIVC’s documented inventory and findings do not by themselves establish universal prevention. Bitdefender’s agent access-control extension is tied to combined AIVC and PHASR licensing.
Assuming an unsanctioned label blocks every device
The documented Microsoft blocking workflow applies across devices onboarded to Defender for Endpoint. Devices outside that prerequisite need a separately tested control path.

Treating Conditional Access App Control as endpoint inspection
Session policies operate when Microsoft Entra routes a supported cloud-app session through Defender for Cloud Apps. They should not be described as inspection of every local process or every application.
Mixing Microsoft security products
Microsoft’s broader AI guidance also names Purview DSPM for AI and Defender for Cloud CSPM for AI. Purview addresses data security and AI activity governance, while Defender for Cloud CSPM for AI addresses AI workload security posture. Those functions should not be attributed wholesale to Defender for Cloud Apps.
What the documentation does not establish
- No independent side-by-side benchmark or comparative detection rate is provided.
- No universal winner is established for all endpoint, network, identity or cloud environments.
- Full license matrices, prices and regional availability are not stated.
- Feature parity across operating systems and unmanaged devices is not established.
- Catalog size and risk-factor counts do not prove complete AI-app detection or risk-score accuracy.
Bitdefender’s AIVC page was modified on October 7, 2026 and published on October 12, 2026. The Microsoft Learn material used for the cloud-app guidance was accessed on October 13, 2026. Licensing and packaging can change, so treat those dates as the documentation context for this comparison rather than a guarantee of future availability.
Decision checklist
- Is the first priority endpoint inventory or cloud-service usage?
- Do you need visibility into local models, runtimes, MCP components or agent frameworks?
- Are the relevant Windows endpoints covered by GravityZone Risk Management?
- Are the relevant devices onboarded to Defender for Endpoint?
- Where will Cloud Discovery obtain traffic, gateway or API data?
- How will uncataloged cloud apps be handled?
- Do you need monitoring, user warnings, device blocking or session-level controls?
- Can your identity architecture support Microsoft Entra Conditional Access for the applications in scope?
- Is PHASR licensed alongside AIVC if agent access control is required?
- Which unmanaged devices, remote networks or unsupported platforms remain outside the tested boundary?
Frequently Asked Questions
Can Defender for Cloud Apps replace AIVC for local AI software?
Not on the evidence cited here. Defender for Cloud Apps is documented around cloud-app discovery and governance, while AIVC explicitly includes local models, runtimes and other endpoint AI components on supported Windows devices.
Does AIVC automatically block every discovered AI agent?
No. Bitdefender documents PHASR behavioral analysis and access control for discovered agents when AIVC and PHASR are licensed together; AIVC’s inventory and risk findings alone should not be treated as universal blocking.
What is Microsoft’s blocking prerequisite?
The documented workflow blocks unsanctioned apps across devices onboarded to Defender for Endpoint. Confirm onboarding and policy behavior for the devices you intend to govern.
Are the 31,000 apps all generative-AI apps?
No. More than 31,000 is the stated overall cloud-app catalog size. The documentation does not state how many of those entries are generative-AI applications.
