Bitcoin would need more than a new address format to become quantum resistant. A complete upgrade would have to add post-quantum signatures, provide output types that do not expose classical public keys unnecessarily, and establish consensus rules that move funds out of vulnerable scripts before restricting legacy ECDSA and Schnorr spends. BIP 360 and BIP 361 describe parts of that path, but the cited material presents both as proposals rather than activated Bitcoin rules.
What “quantum resistant” means for Bitcoin
The central concern is signature key recovery. Bitcoin’s ECDSA and Schnorr systems rely on elliptic-curve cryptography. A sufficiently capable cryptographically relevant quantum computer could use a public key to derive the corresponding private key, then create a valid-looking spend. That is different from directly breaking Bitcoin’s proof-of-work hash function: the proposals discussed here focus on ownership signatures and public-key exposure, not an immediate collapse of mining hashes.
Quantum resistance therefore means changing the authorization mechanism so that a quantum computer cannot feasibly recover a signing secret from information visible on-chain or during a spend. It also means giving existing holders a practical migration path, because coins already controlled by classical scripts would remain exposed until they move to a protected output.

Bitcoin outputs do not all reveal a public key at the same point. Some output types hide it until the owner spends. Others place a public key directly in the blockchain, or reveal it for a long period through address reuse. The longer a key is visible, the more time an attacker has to attempt recovery.

- Long exposure: a public key remains in confirmed blockchain data, as with certain older outputs or reused keys.
- Short exposure: a user broadcasts a spend, revealing the public key while the transaction waits in the mempool. An attacker could try to recover the private key quickly enough to replace or race that transaction.
BIP 360 distinguishes these cases. Reducing long exposure is useful, but it does not by itself eliminate the short interval in which a classical public key appears in an unconfirmed spend.
Which Bitcoin coins are exposed today?
Pay-to-public-key outputs
Pay-to-public-key (P2PK) outputs include a public key in the locking script. Their keys are exposed from the moment the output is confirmed, creating the longest time window for a future key-recovery attack. They are an obvious migration priority if a post-quantum transition is announced.
Reused addresses and keys
Address reuse can reveal a public key permanently after the first spend. Chaincode Labs’ May 2025 analysis discusses exposed-key holdings, including revelation through reuse and through spending on a fork while the corresponding Bitcoin output remains unspent. Those risk characterizations are the authors’ analysis, not a consensus rule or a prediction that a particular attack will occur.

Taproot key-path outputs
Taproot outputs can use a key-path spend. The public key associated with that path is exposed when the output is spent, and the key-path design has different exposure properties from a script that remains hidden until execution. BIP 360 proposes removing this key path from a new output type so that a Taproot-style internal key is not present.

The mempool race
Even an output that concealed its public key before spending can become vulnerable during a short-exposure attack. Once a transaction is broadcast, its witness and public key are visible to network participants before confirmation. A quantum attacker would need to recover the key and get a conflicting transaction accepted during that narrow interval. P2MR does not solve this case by itself; a post-quantum signature is needed at the spending step.
The four changes a complete upgrade would require
- Post-quantum signature verification. Bitcoin would need one or more signature schemes designed to resist quantum key-recovery techniques, together with consensus rules for validating them.
- New output and address formats. Wallets need a way to create outputs whose spending conditions use the new signatures and minimize exposure of classical keys.
- A migration and enforcement schedule. Users and services need time to move funds. Later rules could restrict creation of new vulnerable outputs or reject some legacy signatures.
- Recovery and distribution decisions. The protocol would have to define what happens to coins that are not moved, including lost coins, dormant holdings and funds whose owners cannot upgrade in time.
Changing only one layer leaves a gap. A new signature without migration rules leaves old exposed coins at risk; migration rules without a quantum-resistant signature leave the mempool attack unresolved.
BIP 360: Pay-to-Merkle-Root as an intermediate step
BIP 360 proposes Pay-to-Merkle-Root (P2MR), a script-tree output modeled on Taproot but without Taproot’s internal key and key-path spend. The intended benefit is reducing long-exposure risk from keys that would otherwise be associated with a key path. The structure could also provide a place to add post-quantum signature spending later.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problems| Property | P2MR proposal | Practical implication |
|---|---|---|
| Internal key | Omitted | No Taproot-style key path is available to expose or spend. |
| Long-exposure target | Yes | Designed to reduce risk from public keys that remain visible on-chain. |
| Short-exposure protection | No, by itself | A spend can still reveal a classical key in the mempool; post-quantum signatures are required for full protection. |
| Witness size | Larger than a P2TR key-path spend | Spends trade efficiency for the altered exposure model. |
| Script-path comparison | Smaller than an equivalent P2TR script-path spend | The P2MR control block does not reveal an internal key. |
| Status | Proposal | The cited material does not show activation as a Bitcoin consensus rule. |
BIP 360’s own distinction is important: P2MR does not, by itself, protect against short-exposure quantum attacks, but future activation of post-quantum signatures could mitigate them. Treating P2MR as a complete quantum-proofing upgrade would therefore be incorrect.

BIP 361: a staged migration and legacy sunset
BIP 361 proposes changing transaction policy and eventually consensus verification in stages. Its first phase is described as allowing the ecosystem to move funds into post-quantum output types while reducing the creation of new vulnerable outputs. A later phase would tighten ECDSA and Schnorr verification after a pre-announced period or height.
| Stage in the proposal | Purpose | Unresolved issue |
|---|---|---|
| Migration begins | Permit and encourage transfers from legacy scripts to post-quantum scripts. | Wallets, exchanges, custodians and users must implement compatible output types. |
| New vulnerable sends restricted | Stop adding funds to quantum-vulnerable destinations. The proposal’s introductory text calls this “Phase A.” | The exact activation conditions and timing are not settled. |
| Legacy verification tightened | Eventually constrain or reject some ECDSA and Schnorr spends. | Rules must balance theft prevention against legitimate access to unmigrated coins. |
The proposal’s introductory text and specification table use different timing formulations. No single deadline or block height should be presented as an agreed Bitcoin schedule. BIP 361 is a design proposal, not evidence that a migration period or a legacy-spend sunset has been adopted.
What would happen to existing and lost coins?
Old outputs create the hardest policy problem. A holder who controls a private key can move funds during a migration window, but a lost key cannot be upgraded. Some dormant coins may belong to owners who are offline, deceased or unaware of the change. Restricting classical signatures could prevent an attacker from stealing exposed coins, yet the same rule could also make honest owners’ funds unspendable.

BIP 361 reports that over 34% of all bitcoin had revealed a public key on-chain as of March 1, 2026. That percentage is a figure reported by the proposal; its underlying methodology was not independently verified in the cited material. It should not be treated as an independently measured network statistic.
How post-quantum signatures fit in
New signatures must work at the exact point where a transaction proves ownership. They need consensus-defined encoding, verification costs, script semantics, wallet support and fee behavior. Larger signatures or witnesses could affect transaction size and block-space demand, so a design cannot be judged only by its cryptographic security.
The National Institute of Standards and Technology says three post-quantum cryptography standards have been released and advises organizations to begin migration. NIST’s standards are general-purpose building blocks, not a Bitcoin upgrade: they do not select Bitcoin’s signature scheme, define its address format or change its consensus rules. NIST IR 8547 is identified as an initial public draft with a November 12, 2024 history entry, illustrating that standardization and Bitcoin activation are separate processes.
Could a quantum computer steal Bitcoin immediately?
No. The threat requires a sufficiently capable cryptographically relevant quantum computer, a visible public key and enough time to derive the private key and submit a valid spend. Coins whose public keys remain hidden until spending have a smaller pre-spend exposure window than coins with keys already recorded on-chain. Once a spend is broadcast, however, the mempool can create a short race even for an output that was previously concealed.

A Google Quantum AI paper estimates approximately 6.9 million BTC vulnerable under its stated script-type and key-reuse assumptions. That is an assumption-dependent estimate, and the publication date was not confirmed in the cited source information. It should be read as scenario analysis rather than a count of coins that a real quantum computer can currently steal.
What users and businesses can do before an upgrade
- Avoid address reuse. Reuse can turn a previously concealed key into a long-exposed one.
- Track wallet and node support. A new address format is useful only when the software can create, receive and spend it under activated consensus rules.
- Do not assume a hardware wallet is quantum resistant. The cited sources do not identify any consumer device as a post-quantum upgrade.
- Plan for migration inventory. Businesses should identify P2PK, reused-key and other exposed-key holdings, including funds held in cold-storage procedures.
- Watch for an actual activation proposal. BIP numbers alone do not change network rules; users need a defined deployment method, activation threshold or height, compatible releases and a stated migration window.
Moving coins today cannot create a quantum-resistant output unless the destination script and the network rules supporting it actually exist. Normal key hygiene reduces current exposure but is not a substitute for post-quantum consensus support.
How to evaluate a proposed Bitcoin quantum upgrade
A credible proposal should answer all of these questions before users treat it as protection:
- Which post-quantum signature algorithm is used, and what are its verification cost and signature size?
- How are addresses encoded so wallets cannot accidentally send to an incompatible script?
- Does the design protect both long-exposure holdings and mempool short-exposure spends?
- What happens to P2PK, reused-key, Taproot and other legacy outputs?
- When do restrictions on new vulnerable sends begin, and when do legacy-spend rules change?
- How are lost coins, delayed users and recovery claims handled?
- Which wallet, node, exchange and custody software versions implement the rules?
- What fee, bandwidth and block-space effects result from larger post-quantum witnesses?
Until these answers are encoded in an activated consensus change, “quantum resistant” describes a design goal rather than a property of the Bitcoin network as a whole.
Where the proposals stand
The cited BIP 360 and BIP 361 documents are proposals. The material does not establish activation, final consensus language or a Bitcoin-wide decision about lost funds. P2MR addresses the long-exposure structure but not the complete signing threat. BIP 361 addresses migration and eventual legacy restrictions but leaves timing, rescue and distribution choices open. NIST’s released standards can inform algorithm selection, yet adopting them in Bitcoin still requires engineering, wallet deployment, community agreement and consensus activation.
The practical conclusion is therefore conditional: Bitcoin would become quantum resistant only after a coordinated protocol upgrade combines post-quantum signatures with new output types and a clearly governed migration away from exposed ECDSA and Schnorr keys.
