Bit transfer rate, usually called bit rate, is the number of binary digits transferred or processed per unit of time. It is expressed in bits per second (bit/s). To interpret a rate correctly, identify which bits are counted, where they are measured, and over what time interval.
What bit transfer rate means
A bit rate is a rate of change: the number of bits transferred or processed divided by the elapsed time. A value such as 100 Mb/s describes a rate, not the size of a file and not a guarantee that an application will move data at that speed. The measurement is meaningful only with its context—for example, whether it refers to a physical signal, a link, or useful data delivered to an application.
IEEE’s Technology Navigator defines bit rate as binary digits transmitted or processed per unit time. IEC 80000-13:2025 describes transfer rate more broadly as a quotient based on specified data elements transferred over a specified time interval; the available IEC catalog excerpt supports that terminology.

Bit rate, baud rate, and signaling
Baud (Bd) measures signaling elements per second; bit/s measures binary digits per second. The two values are equal only when each signaling element represents one bit. If a signaling scheme represents multiple bits in each symbol, bit rate can be higher than baud rate.

The IEEE 802.3 Working Group summarizes the distinction this way: “In summary baud is used to indicate the signaling rate, b/s is used to indicate the rate of binary digits.” Its editorial guidance gives the example of 10GBASE-R: a signaling speed of 10.3125 GBd and a bit rate of 10 Gb/s. The figures are an example in the IEEE 802.3 editorial guidance, not a general conversion rule. NIST’s signaling-rate glossary entry describes signaling rate in relation to bit width; encoding determines how that timing relates to the number of bits represented.
Bit rate versus useful throughput
A link’s nominal or physical bit rate does not necessarily equal the useful payload rate an application receives. Headers, framing, control data, error correction, retransmissions, and congestion can all affect how much application data is successfully delivered. The measurement point matters, too: raw bits at a link reference point and file payload arriving at an application are different quantities.

For example, a 100 Mb/s link rate describes bits at the stated link reference point; a file transfer can deliver less useful payload per second. This is why a download may be slower than the internet speed shown for a connection. That result alone does not establish that the stated link rate is wrong: the figures may count different data at different layers.

RFC 3148 describes bulk-transfer performance as an expected long-term average data rate for a TCP connection and cautions that results may not be comparable unless the measurement method is tightly specified. The RFC 3148 framework is an informational measurement framework from July 2001, not a current benchmark for internet performance. Units and notation
The standard-oriented unit is bit/s; common prefixed forms include Mbit/s and Gbit/s. You may also see Mbps and Gbps in everyday network descriptions. Case matters: Mb/s means megabits per second, while MB/s means megabytes per second. A byte is eight bits, so the two units do not describe the same amount of data per second. The IEEE guidance lists bit/s and b/s for bit rate and Bd for baud; IEC’s catalog excerpt distinguishes Mbit/s from B/s, the byte-transfer-rate unit.
When comparing a network rate with a download or file-transfer result, check whether each figure uses bits or bytes. A displayed number can look much smaller simply because one rate is written in megabytes per second and the other in megabits per second; that is a unit difference, separate from any throughput overhead or performance variation.

How to compare two reported rates
Before treating two rates as directly comparable, check four details:
- What is counted? It may be all bits on a link, payload data, or data successfully delivered.
- Where is it measured? The reference point may be physical, link, network, or application level.
- Over what time basis? A figure may be instantaneous, an average over a stated interval, or a long-term average.
- How are bits signaled? Baud and bit rate depend on how many bits each signaling element represents.
For a useful comparison, report the quantity counted, the measurement point, and the interval alongside the number. RFC 3148 explains why transfer metrics need a specified methodology to be comparable. The ITU’s V-series index lists data-communication terminology and signaling-rate recommendations, but the index alone does not establish the current status or detailed wording of any particular recommendation.
