Nintendo’s Wii U eShop purchase service ended on 27 March 2023. That means a new buyer cannot depend on the original digital storefront to obtain Wind Waker HD. The Expansion Pack adds Ocarina of Time, Majora’s Mask, The Minish Cap and Four Swords through the Nintendo 64 and Game Boy Advance libraries. The exact catalog and tier required should be checked in the membership screen for your account and region.
Subscription access versus ownership

The same snapshot lists Phantom Hourglass, Spirit Tracks, A Link Between Worlds, Tri Force Heroes and Twilight Princess as unavailable on Switch at that time. Pick Link’s Awakening when time and simplicity matter
