Short answer: For most self-hosted VPNs, choose a low-cost KVM VPS with a public IPv4 address, WireGuard support, a data center close to your users, and an acceptable-use policy (AUP) that does not prohibit VPN traffic. Hetzner is often the value choice in Europe, Vultr offers the broadest location selection, and Contabo emphasizes bandwidth per euro. Those are starting points, not guarantees: prices change, and abuse decisions can be discretionary, so read the current AUP before paying.
What a VPN VPS must provide
A virtual private server gives you an always-on public server on which you control the VPN software, keys and routing. It replaces a VPN appliance at home; no separate physical device is required. The VPS provider still controls the underlying network and can suspend an instance for abuse, policy violations or operational concerns, so provider policy matters as much as CPU and RAM.
Public addressing
Require at least one public IPv4 address. Many clients and restrictive networks still reach VPN endpoints more reliably over IPv4 than IPv6. IPv6 is useful, but it should be an addition rather than the only address unless every client and destination you use supports it. Confirm whether the address is dedicated, whether reverse DNS can be set, and whether extra addresses cost more.
KVM or an equivalent full virtual machine
KVM-style virtualization gives WireGuard and OpenVPN normal kernel networking and predictable access to firewall and forwarding features. Avoid plans that hide networking behind a heavily restricted container unless the provider explicitly documents VPN support. Check which Linux distributions and kernel versions are offered; a current Ubuntu or Debian image is the simplest starting point.

Location near the people and services you use
Put the server close to the users who will connect, not merely in the country whose IP address you want. Physical distance increases latency, and a distant exit can make video calls, gaming and interactive web applications feel slow. If family members connect from several continents, choose the region that serves the largest group or deploy one small VPS per region and assign clients deliberately.
Bandwidth, port speed and transfer allowance
Port speed is the maximum link rate offered to the virtual machine; it is not a promise that every destination will deliver that rate. A 100 Mbps port can handle ordinary browsing and several HD streams, while a 200 Mbps port gives more headroom for simultaneous users. Also check the monthly transfer allowance and the provider’s overage or throttling rules. “Unmetered” normally means no fixed transfer cap under a fair-use policy, not unlimited ability to saturate the port continuously.
An AUP that permits your traffic
Search the provider’s current acceptable-use, anti-spam and network-abuse terms for VPN, proxy, tunneling, port scanning, copyright complaints and outbound mail. A policy may allow a legal VPN yet still permit immediate termination when the provider believes traffic harms other customers. Keep a copy of the terms and an abuse-contact address so you can respond quickly if a complaint arrives.
WireGuard or OpenVPN?
WireGuard is the default choice for a new deployment. The protocol has a small design, modern cryptography and simple peer configuration. Sources comparing the two generally report lower latency and higher throughput for WireGuard than OpenVPN over UDP on comparable hardware. OpenVPN remains valuable when a network blocks UDP, when TCP port 443 is the only practical path, or when an older client cannot run WireGuard.

Running both is practical: use WireGuard as the normal profile and keep an OpenVPN profile on devices that need TCP 443. Do not expose management interfaces to the public internet merely to make either protocol work.

VPS providers that fit the 2026 shortlist
The figures below are approximate listings from hosting aggregators rather than verified provider checkout prices. They may omit or include VAT differently, and they can change without notice. Treat them as budgeting signals; confirm the live plan, transfer allowance, location and AUP on the provider’s own site before ordering.

Hetzner: value-oriented European starting point
Two aggregator articles put the CX22 at different monthly prices, €4.15 and €4.35, so neither number should be treated as a current quote. The provider’s own material promotes self-hosted WireGuard on cloud servers, which indicates that the software is technically supported. However, the specific AUP wording governing VPN traffic was not established here. A forum report about a PPTP server concerned IP addresses beyond those assigned and leaked internal-range traffic; it does not prove a general VPN ban. Use Hetzner when its available region is close to your users, but read the current terms and confirm that your intended forwarding and address use comply.
Vultr: broad location coverage with strict policy consequences
Vultr is attractive when latency requires a city that a smaller provider does not offer. An aggregator listed an entry instance at roughly $3.50 per month, but location, currency, tax and plan family can change the final amount. The terms reviewed require compliance with the AUP and anti-spam policy at all times and allow immediate termination when Vultr judges that a breach occurred. VPN use is not named specifically in those terms. A forum discussion described a position that customers may run legal services that do not harm others; user reports are mixed, with one long-term VPN account described as trouble-free and another suspension reported without an identified breach. Keep traffic legal, rate-limit noisy services and retain backups outside the instance.
Contabo: more memory and a faster port per euro
The Cloud VPS 4 listing described 4 vCPU, 8 GB of RAM and a 200 Mbps port for about €5.50 monthly. Those values are useful for a busy household, multiple tunnels or additional services, but the listing is not a live quote and does not state VAT treatment. Contabo publishes self-install guides for WireGuard. Its blog also warns that tunneling harmful VPN traffic can breach its terms. One no-logging VPN operator reported a server disabled without warning and a requested reconnection fee that was later dropped; this is a single unverified account, not a measured suspension rate. If you choose Contabo, ask support how ordinary personal VPN traffic is treated and what evidence is required when an abuse complaint is opened.
BuyVM: potentially the cheapest experiment
A ranking placed a BuyVM plan at about $2 per month and called it a low-cost unmetered option. The available material did not establish its exact CPU, RAM, locations, port rate or VPN-specific policy. That makes it unsuitable for a decision based on the price alone. Confirm that a public IPv4 address is available in the desired region, that WireGuard UDP traffic is allowed, and that “unmetered” does not hide a fair-use throttle before deploying production clients.

Choose by use case instead of by a universal ranking
- One or two users in Europe: Start with a nearby Hetzner region if the current AUP and checkout details are acceptable.
- Users spread across many countries: Check Vultr’s city list first, then compare latency from each user’s home network.
- Several simultaneous streams or extra services: A plan with 8 GB of RAM and a 200 Mbps port, such as the Contabo specification listed above, offers more headroom than a tiny entry instance.
- Learning or a disposable test: A $2-class plan can be enough, but only after confirming IPv4, location and transfer rules.
- Mail hosting, scanning or torrenting: Do not assume a VPN-friendly AUP permits these activities. They generate different abuse patterns and may require a specialized service or explicit written approval.
Deploy a WireGuard VPN on a new VPS
The following sequence assumes a fresh Ubuntu or Debian server, one public IPv4 address and administrative access. Package names, network-interface names and firewall defaults vary by distribution. Replace the example values with your own keys and interface; never paste private keys into a public ticket or repository.
1. Create and harden the server
- Select a region close to the main users, choose the smallest plan that meets your bandwidth needs, and install a supported Ubuntu or Debian image.
- Log in with an SSH key rather than a password. Immediately apply updates:
sudo apt update && sudo apt full-upgrade. - Create a non-root administrator, disable password SSH after testing key login, and restrict the provider firewall and host firewall to SSH from your administration networks plus the WireGuard UDP port you intend to use.
- Record the server’s public IPv4 address and network interface name. It is commonly
eth0orens3, but use the value shown byip route.
2. Install WireGuard and generate keys

wg genkey | tee client_private.key | wg pubkey > client_public.keyKeep the two private-key files readable only by the administrator. Generate a separate client key pair for every phone, laptop or household member; revoking one device then means removing one peer instead of replacing the server key.
3. Enable forwarding

sudo sysctl --systemIf you intend to route IPv6, configure IPv6 forwarding and IPv6 firewall rules deliberately. Enabling forwarding without equivalent filtering can expose networks or services you did not intend to publish.
4. Create the server configuration
Write /etc/wireguard/wg0.conf with a private VPN subnet and your server key. The example below uses UDP port 51820 and a single client; choose a different private subnet if it overlaps with a home or office network.

5. Build the client profile

PersistentKeepalive = 25AllowedIPs = 0.0.0.0/0 sends all IPv4 traffic through the VPS. For split tunneling, replace it with only the private networks or destinations that should use the tunnel. Add an IPv6 route only after IPv6 forwarding and leak testing are complete. Import the profile into the official WireGuard client for the device, then delete temporary plaintext copies of private keys.
6. Open the required firewall paths
Permit SSH from trusted administration addresses and UDP 51820 (or your selected port) at both the provider firewall and the operating-system firewall. Do not open the WireGuard port over TCP; WireGuard expects UDP. If a network blocks UDP, deploy a separately configured OpenVPN fallback on TCP 443 rather than trying to make WireGuard speak TCP.

- Activate the client while using a different network, such as cellular data, so a local router cannot hide an addressing mistake.
- Confirm a handshake with
sudo wg show; the latest-handshake time should update when the client sends traffic. - Visit an IP-check service and verify that the public address is the VPS address, not the home connection.
- Test DNS resolution, IPv4-only sites, video calls and a large download. Check for IPv6 or DNS leaks if those features are enabled.
- Disconnect the tunnel and confirm the client returns to its normal route. A kill switch can prevent leaks during outages, but configure it per operating system and test recovery before relying on it.
Operate the VPN safely
Patch and monitor
Apply operating-system and WireGuard updates regularly, remove unused packages, and monitor CPU, memory, transfer and disk usage. A small VPN normally uses little CPU; sustained saturation usually points to heavy traffic, encryption on an undersized plan or an unwanted process. Keep a copy of server and client configuration (with private keys encrypted) outside the VPS.
Control access
Use one peer per device, name peers clearly and remove lost devices immediately. Do not share a single profile with an entire household. Restrict the VPS firewall to the services you actually run, and expose an administration panel only through SSH port forwarding or a separate management network.
Prepare for abuse notices and suspension
Providers can act on complaints before a technical investigation is complete. Maintain an abuse-contact email, document which person owns each peer, and be ready to disable a peer or the whole tunnel. Keep an off-site backup of configurations and a tested migration plan so you can recreate the server with another provider if the account is terminated. Never assume a prior month without complaints establishes permanent permission.

Common failure modes
The client shows no handshake
Check the server’s public IPv4 address, UDP port, provider firewall, host firewall and key pairing. A stale endpoint or a client behind a restrictive NAT often needs PersistentKeepalive = 25. Verify that the server clock is correct and that the peer’s AllowedIPs contains the client’s tunnel address.

The handshake works but the internet does not
Forwarding or masquerade is usually missing. Confirm net.ipv4.ip_forward, the correct outbound interface in the NAT rule and matching FORWARD rules. If DNS fails while IP addresses work, set a reachable DNS resolver in the client profile and check that outbound DNS is not blocked.
Only some sites work
This commonly indicates an MTU or IPv6 leak. Lower the WireGuard interface MTU modestly, retest large pages and video calls, and either configure IPv6 end-to-end or disable IPv6 on the client profile until it is ready. Do not publish a partial IPv6 setup that bypasses the tunnel.
The VPS is suspended
Read the notice, preserve logs without collecting unnecessary personal data, and contact the provider through its abuse channel. Explain the service, identify the affected peer and stop questionable traffic while the case is reviewed. If the provider will not restore access, deploy from your off-site backup elsewhere; policy enforcement is ultimately controlled by the provider.
Bottom line
In 2026, the best VPS for a personal VPN is the smallest KVM instance that has a nearby data center, a public IPv4 address, enough transfer and port capacity, and an AUP you can satisfy. WireGuard should be your primary protocol, with OpenVPN over TCP 443 reserved for restrictive networks and older clients. Treat the listed prices as volatile estimates, verify every policy at checkout, and keep a migration-ready backup because no VPS provider offers a universal guarantee against suspension.
