Choose a lithium-ion power bank marked at 100 Wh or less, pack it in your carry-on, and verify the rules of every airline operating your itinerary. That is the practical standard for international travel. The phrase “TSA-approved power bank” does not describe a product certification: acceptance depends on the battery’s watt-hour (Wh) rating, where you pack it, and the airline’s own limits.

What makes a power bank legal to fly with?

Power banks are treated as spare lithium-ion batteries because they store energy separately from the device they charge. Under the Federal Aviation Administration’s 2026 PackSafe guidance, ordinary spare lithium-ion batteries, including portable chargers, are limited to 100 Wh per battery without special airline approval. They must travel in the passenger cabin, not in checked baggage.

The Transportation Security Administration’s 2025 guidance summarizes the next tier: batteries rated from 101 to 160 Wh require airline approval and are limited to two spare units. Batteries above 160 Wh are not permitted on passenger aircraft under FAA PackSafe guidance. An airline may impose a lower limit, restrict the number of units, or prohibit using a power bank during the flight, so the federal baseline is not the final answer for every itinerary.

“TSA-approved” is not a label you can rely on

TSA does not issue a universal approval badge for consumer power banks. A charger can be accepted at one checkpoint and still violate an airline’s quantity, approval, or onboard-use policy. Judge a unit by its printed Wh marking and your carrier’s current rules rather than by a retailer’s “TSA-approved” wording.

The capacity limits at a glance

Battery rating Normal passenger-aircraft treatment What you need to do
100 Wh or less Generally allowed as a spare lithium-ion battery in carry-on baggage Keep it in the cabin, protect the terminals, and confirm each airline’s quantity and use rules
101–160 Wh Requires operating-airline approval; TSA’s 2025 summary limits passengers to two spare units Obtain approval before travel and carry documentation if the airline provides it
More than 160 Wh Forbidden on passenger aircraft under FAA PackSafe guidance Do not bring it to the airport
Any size in checked baggage Not allowed for a spare power bank Move it to your carry-on before checking a bag

The 100 Wh figure is per battery, not a combined allowance for all your chargers. Airlines can still set a lower aggregate quantity or require approval for multiple units, even when every unit is below 100 Wh.

Wh, mAh and voltage: how to check your own bank

Milliamp-hours (mAh) describe charge capacity, but aviation limits are expressed in watt-hours. The International Air Transport Association explains the conversion as:

Wh = ampere-hours (Ah) × nominal voltage (V)

Because mAh is one-thousandth of an ampere-hour, divide the mAh figure by 1,000 before multiplying by the battery’s nominal voltage. Use the voltage printed on the power bank or its technical label; do not substitute the USB output voltage.

Worked examples

  • A 24,000 mAh bank rated at 3.6 V is 24 Ah × 3.6 V = 86.4 Wh.
  • A 20,000 mAh bank rated at 3.6 V is 20 Ah × 3.6 V = 72 Wh.
  • A 20,000 mAh bank rated at 3.7 V is 20 Ah × 3.7 V = 74 Wh.

Those examples are below 100 Wh, but you should still read the exact marking on your unit. If the label shows only mAh and omits voltage or Wh, contact the manufacturer or choose a clearly marked alternative; a checkpoint officer or airline agent may need an unambiguous rating.

Do not confuse stored energy with output power

Wh determines whether the battery can be carried. Output wattage determines how quickly it can charge a phone, tablet, camera, or laptop. A power bank can advertise 140 W output and still remain under the 100 Wh carriage threshold. Conversely, a lower-output bank can exceed the threshold if its stored capacity is large enough.

Best travel choice for different needs

There is no single best bank for every traveler. Start with the smallest capacity and output that cover your devices, then prioritize a legible Wh marking, airline compliance, and weight.

For phones and earbuds

A compact unit under 100 Wh with one USB-C port is usually the simplest choice. Look for a USB-C port that can both recharge the bank and charge your phone, plus a short cable that does not require an adapter at the airport. A display is optional; four status LEDs are enough if you only need an approximate charge indication.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For tablets and cameras

Choose a bank with USB-C Power Delivery (PD) and enough output for the device’s charger. Confirm the device’s required wattage rather than relying on the bank’s maximum headline number. Two USB-C ports are useful when you need to charge a camera battery and a phone at the same time, but simultaneous charging can divide the available output.

For a laptop

A laptop-oriented bank should provide USB-C PD at or above the laptop’s input requirement, include a suitable cable, and remain at or below 100 Wh. High output does not create extra flight capacity: the airline decision still uses the stored-energy rating. A 140 W bank can be useful for demanding laptops, but it is heavier than a phone-only model and may recharge more slowly from a low-power wall adapter.

For multi-device travel

Three practical features matter more than a very high mAh number:

  • At least two USB-C ports if you routinely charge a laptop and phone together.
  • A USB-A port for older cables or accessories.
  • A screen or reliable status indicator showing remaining charge and, on advanced models, charging wattage.

Every extra port and display adds bulk. Compare the bank’s dimensions and weight with the number of devices you will actually use.

Specification Manufacturer-listed value
Capacity 24,000 mAh
Stored energy 86.4 Wh
Maximum output 140 W
Ports Two USB-C ports and one USB-A port
Approximate weight 630 g
Airline position Below the FAA’s 100 Wh baseline, subject to airline policy and the exact unit’s printed marking

At 86.4 Wh, this model leaves a margin below 100 Wh while offering enough USB-C output for many laptops. Its approximately 630 g weight is substantial in a day bag, so it is a better fit for travelers who need laptop charging than for someone carrying only a phone. Confirm that the label on your physical unit states the same rating and check current rules for every carrier before departure. A current retail price and warranty term are not fixed specifications; verify them from the seller and manufacturer at the time of purchase.

How to compare power banks before buying

Comparison point Why it matters for international travel What to verify
Wh marking Determines whether the unit fits the 100 Wh baseline Printed Wh value, not just a marketing mAh number
USB-C PD output Controls laptop and tablet charging speed Maximum watts and the output available when multiple ports are used
Port mix Determines cable compatibility Number of USB-C and USB-A ports; input and output roles
Weight and dimensions Affects carry-on comfort and space Manufacturer’s measured weight and published dimensions
Recharge speed Determines how quickly the bank is ready between travel days Required input wattage and whether a charger is included
Status display Makes remaining capacity easier to judge LED indicators versus a numeric percentage or wattage screen
Build and protection Reduces risk of damage or accidental short circuits Rigid casing, covered terminals, and protection against over-current and overheating
Warranty and price Influence long-term value Current terms and price for your country; neither is a permanent specification

Step-by-step: pack a power bank for an international flight

  1. Read the label. Record the printed Wh value and confirm it is 100 Wh or less unless you have written airline approval for a 101–160 Wh unit.
  2. Check the condition. Do not travel with a swollen, cracked, leaking, unusually hot, or damaged battery. Replace a bank that has suffered a hard impact or shows a damaged cable connection.
  3. Protect the terminals. Put the bank in a protective pouch or its retail box, and keep loose cables from pressing against exposed contacts. Do not place it where keys or coins can short a connector.
  4. Place it in your cabin bag. Keep the power bank accessible in your carry-on or personal item. Never pack a spare power bank in checked luggage.
  5. Check every operating airline. On a multi-leg itinerary, review the rules for each carrier, including codeshare or regional segments. Look specifically for limits on quantity, approval, and in-flight use.
  6. Handle a gate check correctly. If an airline takes your carry-on at the gate, remove the power bank and keep it with you in the cabin before the bag enters the aircraft hold.
  7. Follow crew instructions onboard. Even when carriage is permitted, an airline may prohibit using or charging a power bank during the flight. Stop using it immediately if crew members direct you to do so.

Airline-policy checks that commonly change the answer

Several airlines on one itinerary

The most restrictive operating carrier can determine what you may carry. Check the airline actually operating each flight, not only the company shown on the first booking screen. Save the current policy page or approval email with your travel documents because rules and enforcement can change.

Approval for 101–160 Wh units

Do not assume that a ticket or reservation automatically grants approval. Contact the airline through its stated dangerous-goods or customer-service channel before traveling, provide the battery’s Wh rating and model, and ask whether approval must be documented. TSA’s 2025 summary allows no more than two spare batteries in this range; an airline may allow fewer.

International connections and transfers

Security screening can occur again during a connection. Keep the label visible and the bank accessible so you can show the rating without unpacking your entire bag. Transit and destination authorities may apply their own procedures in addition to the operating airline’s policy.

Common mistakes and how to fix them

Relying on mAh alone

Problem: A shopper sees “20,000 mAh” and assumes that is the legal measurement. Fix: Convert using the nominal voltage or select a model with Wh printed on the housing.

Putting the power bank in checked luggage

Problem: A traveler packs it in a suitcase because the bag is more convenient. Fix: Move every spare power bank to the cabin before check-in. If the carry-on is gate-checked, remove it first.

Assuming a large output rating means a large battery

Problem: A 140 W output specification is mistaken for 140 Wh of stored energy. Fix: Use the Wh marking for aviation eligibility and the watt figure only for device compatibility and charging speed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Buying an unmarked or damaged unit

Problem: The label is unreadable, or the casing is swollen or cracked. Fix: Choose a clearly marked replacement and do not fly with a damaged lithium battery.

Checking only the first airline

Problem: A traveler confirms one carrier’s policy but ignores a later connection. Fix: Verify every operating airline and note stricter quantity or onboard-use rules.

Choosing capacity without carrying unnecessary weight

Higher capacity is not automatically better. Estimate how many full charges you need, account for conversion losses during charging, and then choose the lightest bank that meets that need while staying under the airline threshold. A phone-only traveler may gain little from a 24,000 mAh laptop bank, while someone working from a laptop may value its higher USB-C output enough to accept the extra weight.

For international trips, compliance and portability should come before maximum output. A clearly marked 86.4 Wh unit that you can carry comfortably is more useful than a nominally larger bank that requires airline approval or cannot be taken on the aircraft.
