The best approach is usually a two-layer telematics plan. For public-service and other regulated commercial vehicles in India, start with an AIS-140-compliant vehicle location tracking device (VLTD) whose exact model appears in the current ICAT approval register. For vehicles working in Europe, compare cellular bands, GNSS constellations, diagnostics, tachograph connectivity, offline buffering, security and platform integrations. A consumer GPS tracker cannot be assumed to satisfy Indian approval rules or the operational needs of a multinational fleet.
Some fleets can standardize on one enterprise gateway, but only after confirming Indian certification, Indian state activation, European roaming, supported radio bands and the required vehicle integrations. In many cases, using an approved Indian VLTD in regulated vehicles and a separate global gateway for European or non-regulated assets is lower risk than forcing one device into every role.
What a cross-border fleet must get right first
India and Europe impose different practical constraints. India’s most important gate is regulatory: approval applies to a specific AIS-140 model, not merely to a manufacturer’s product family or a claim that a device is “GPS enabled.” Europe generally presents a technology and data-governance problem rather than one single continent-wide hardware approval: the gateway must operate on the countries and networks where your vehicles travel, collect the data your dispatch and maintenance teams need, and support tachograph and privacy requirements where applicable.

- Approval: Is the exact model and hardware revision listed by ICAT/ARAI for the vehicle class and use case?
- Connectivity: Which LTE or LTE-M bands work in India and each European country, and does the SIM roam or use local profiles?
- Positioning: Does the receiver support the constellations and accuracy needed for your routes, including NavIC/IRNSS where a tender or state program specifies it?
- Vehicle data: Do you need CAN/J1939 diagnostics, fuel data, temperature, driver identification, tachograph files or only location?
- Resilience and security: What happens in a coverage gap, after a power cut or when someone tampers with the unit? How is data encrypted and retained?

India: verify AIS-140 and ICAT status before comparing features
Why model-specific approval matters
The primary model check is the current ICAT approved-supplier register. The register dated 3 December 2025 should be treated as the starting point for confirming whether a proposed VLTD is approved. Ask the vendor for the exact ICAT/ARAI certificate number, hardware model, firmware or revision covered by the certificate, validity and the vehicle categories included. A vendor web page, marketplace listing or generic statement that its tracker is “AIS-140 ready” is not proof of approval.
State rules can add operational requirements. The Bihar State Transport Department portal states: “Every public service vehicle (four wheeler or more) must have AIS 140 compliant GPS device (VLTD) whose registration is done on or after 01-Jan-2019.” That wording links the device requirement to public-service vehicles and a registration date threshold; it should not be generalized to every vehicle in India or every state. Confirm the rule for the state, permit type and vehicle class in your own fleet.
What an Indian VLTD deployment normally includes
An AIS-140 installation is generally a hardwired vehicle device rather than a removable consumer tracker. Indian-oriented units may combine GNSS with IRNSS/NavIC capability, an SOS or panic input, an embedded eSIM and a rugged enclosure. These features are documented for devices in the VLTD market, but they do not replace verification of the exact certificate or the required government-backend process.
Before installation, establish who registers the unit, how the device identifier is associated with the vehicle, how alerts reach the state or transport authority, and what happens when the vehicle changes ownership, permit or registration. A compliant device that is never activated in the required backend is not a complete compliance solution.
Can one telematics device work in both India and Europe?
Sometimes, but “global” on a product sheet does not answer the compliance question. A single gateway is viable when its modem supports the relevant Indian and European bands, the SIM contract permits roaming or local profile switching, the platform has service coverage in both regions, and the Indian model is accepted for the regulated vehicle and state process.
Use a two-device architecture when an Indian vehicle needs a certified AIS-140 unit while the European operation needs a different gateway for tachograph, CAN/J1939, driver workflows or a preferred fleet platform. You can still consolidate data in one fleet-management system through APIs, but keep the compliance device and its mandated data path intact.

Cellular checks
Obtain a band-by-band matrix for the countries and carriers you will use. Confirm whether the modem is LTE, LTE-M, Cat-1 or another technology, and whether 2G or 3G fallback is relevant to the route. Ask whether the SIM is permanently tied to one country, uses roaming, or supports multiple operator profiles. Clarify data allowances, overage treatment, suspension rules and support for border crossings.

GPS alone may be adequate for basic location, but multi-constellation receivers can improve availability in difficult urban or mountainous environments. Where an Indian tender specifies NavIC/IRNSS, require that capability in the quoted model and verify it in the certificate or technical file. Do not assume that a European multi-constellation specification includes NavIC.
Shortlist: where each device category fits

Detailed evaluation of the leading options
AIS-140 GPS vehicle tracker: the Indian compliance-first choice
For a public bus, taxi, school vehicle or another regulated commercial vehicle in India, this is a category decision before it is a brand decision. Select a model from the ICAT register, then confirm the state’s registration and backend procedure. A suitable unit should have the required hardwired power arrangement, emergency input, tamper handling and communications defined by the applicable specification.
Ask for an installation harness and wiring diagram, battery-backup behavior, antenna placement requirements, panic-button accessories, firmware-update policy and the process for replacing a failed unit without losing the vehicle’s registration association. If your vehicles cross into Europe, separately verify European LTE bands and roaming; AIS-140 approval by itself says nothing about European network operation.
Geotab Next Gen GO: expandable enterprise hardware
The Next Gen GO uses a 4G LTE CAT-1 modem, includes Bluetooth asset visibility, tamper alerts with “last gasp” behavior and supports IOX expansion. The manufacturer positions CAT-1 connectivity as a way to simplify global deployments. That makes it attractive when one platform must grow from location into asset sensors, driver workflows or additional inputs.

Samsara Vehicle Gateway: broad sensor and diagnostics coverage
The Vehicle Gateway is designed as an advanced sensor platform that captures real-time vehicle and driver data and provides live GPS tracking. The European specification lists LTE bands 1, 3, 7, 8, 20 and 28, GPS/GLONASS positioning, CAN/J1939 diagnostics, a Wi-Fi hotspot, offline storage, TLS 1.2 and AES-256 encryption.
That combination suits fleets that need engine data, fault codes and driver information rather than position alone. The platform also states that it works with European tachographs, which can reduce manual tachograph handling when the required service and vehicle interfaces are enabled. Confirm exactly which tachograph functions, countries and vehicle generations are supported in your contract. None of these European features proves AIS-140 approval in India.
Webfleet LINK 140: simple LTE-M and OBD installation
The LINK 140 is a compact plug-and-play option for compatible vehicles. Its 47-channel receiver supports GPS, GLONASS, Galileo, BeiDou and QZSS, while the device can generate geofence, incident and power-disconnect alerts. OBD installation can shorten fitting time and avoid permanent wiring on vehicles where the required data is available through the port.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
OBD is not universal: heavy vehicles may expose limited information, ports can be inaccessible or already occupied, and an OBD unit can be easier to remove than a hardwired device. Validate the connector, power behavior, data fields and LTE-M coverage on every route before standardizing.
Teltonika FTM880: protected asset tracking
The FTM880 is a battery-mounted LTE Cat-M1 tracker with IP69K protection. That makes it a candidate for trailers, containers and other exposed assets where a sealed enclosure and independent battery are more useful than engine diagnostics. Battery life depends on reporting interval, temperature, network conditions and configuration, so request a tested autonomy figure for your installation.
Do not treat IP69K or Cat-M1 as a regulatory qualification. The published specification does not establish AIS-140 approval, CAN/J1939 integration or tachograph support.

Choose by fleet scenario
Indian public-service vehicles
- Identify the state, permit type, vehicle class and registration-date rule.
- Shortlist only exact models in the current ICAT approved-supplier register.
- Confirm certificate validity, device identifier registration and the state or Vahan activation path.
- Verify panic input, power backup, tamper alerts, installation harness and support response.
- Test alert delivery and location reporting with the authority’s required backend before releasing the vehicle.
European trucks and vans needing diagnostics
Prioritize a gateway with the correct LTE bands, CAN/J1939 or vehicle interface, offline buffering, secure transport, driver functions and tachograph integration. The Samsara gateway is the most explicitly sensor-oriented option in this shortlist; the Geotab unit is the more expandable enterprise alternative. Obtain a vehicle-by-vehicle compatibility list rather than assuming that one harness fits every make.
Recommended Free Tools
Mixed fleets with trailers and powered assets
Use a vehicle gateway for engine-powered units and a separate battery tracker for trailers or containers. Bluetooth asset visibility, as offered by the Geotab device, can reduce the number of permanently wired trackers, while an IP69K battery unit is useful where assets are exposed to water, dust or pressure washing. Define ownership of batteries, replacement intervals and recovery procedures for lost assets.
Small or rapidly changing European fleets
An LTE-M/OBD unit can minimize installation time when the vehicle population is compatible and the network remains available on the routes. Require a removal alert and power-disconnect notification, and retain a hardwired alternative for vehicles where OBD access or security is inadequate.

Make a data dictionary before signing. List every field your dispatch, maintenance, safety and finance teams expect: latitude and longitude, ignition, odometer, speed, harsh events, diagnostic trouble codes, fuel, temperature, driver ID, trailer association, geofence events, panic alerts and tachograph records. Mark each field as required, optional or unavailable for every candidate.
For diagnostics, confirm whether the gateway reads CAN/J1939 directly, through a manufacturer-specific interface or not at all. Ask how raw data is buffered when cellular service disappears, how long it is retained locally, and how quickly it is uploaded after reconnection. Offline storage is operationally different from a platform that simply drops points.

Security, privacy and European data governance
Transport encryption and storage controls should be explicit. The Samsara gateway specification documents TLS 1.2 and AES-256 encryption; ask every supplier for equivalent details, key-management responsibilities, account roles, audit logs, breach notification and firmware-signing practices.
European deployments may involve driver location, working time and tachograph information. Confirm the vendor’s data-processing terms, controller/processor responsibilities, hosting locations, retention periods, deletion process and support-access controls. Hardware pages do not constitute legal advice or prove GDPR compliance for your particular operation. Obtain advice on your lawful basis, employee notices, works-council obligations and cross-border transfers where relevant.
Procurement checklist: questions to put in the quote
- What is the exact model, hardware revision and firmware covered by the quote?
- Provide the ICAT/ARAI certificate number, validity and vehicle classes for every Indian regulated vehicle.
- Who completes state, Vahan or other backend registration, and what documents and fees are involved?
- Which Indian and European LTE, LTE-M or Cat-1 bands are supported?
- Is the SIM roaming, multi-IMSI or locally provisioned? What happens at a border?
- Which GNSS constellations are enabled, and is NavIC/IRNSS included in the quoted configuration?
- Is installation hardwired, CAN/J1939, OBD or battery mounted? What harnesses and tamper protections are supplied?
- What is stored during an outage, for how long and with what timestamp accuracy?
- Which diagnostics, fuel, temperature, driver and tachograph fields are actually available for each vehicle model?
- What encryption, access controls, retention and audit features are included?
- What API, export and webhook options are included, and are there limits or extra charges?
- What are the one-time installation charges, recurring connectivity and platform fees, replacement terms and support SLA?
Deployment and acceptance testing
- Pilot by route: Include an Indian regulated vehicle, an Indian non-regulated vehicle, a European vehicle and a trailer or container if those assets are in scope.
- Record baseline data: Capture odometer, vehicle identifier, SIM identity, installation photos and the expected reporting interval.
- Test coverage: Drive through urban canyons, rural areas, border crossings and known weak-signal locations. Verify timestamps and recovery after reconnection.
- Test power events: Disconnect external power, trigger panic and tamper inputs, and confirm that alerts and last-known positions reach the intended users.
- Test integrations: Compare CAN/J1939, OBD, tachograph and driver records against the vehicle’s native values.
- Test administration: Create roles, revoke a user, export records and confirm retention and deletion behavior.
- Approve by evidence: Keep the certificate, installation record, coverage result, alert log and signed acceptance criteria with each vehicle.
Common failure modes and fixes
“The vendor says it is approved, but the model is missing from the register.”
Pause installation on regulated vehicles. Request the exact certificate and check the current ICAT register, model suffix and validity. If the model cannot be verified, choose a listed VLTD or obtain written clarification from the authority.
“The tracker works in India but stops after the European border.”
Check roaming permission, operator profiles, supported bands and the account’s country restrictions. A SIM that technically roams may still lack a commercial agreement on a particular network.
“Location is present, but engine or tachograph data is missing.”
Confirm the harness, vehicle protocol, firmware configuration and purchased platform modules. OBD location does not guarantee heavy-vehicle CAN data, and a tachograph claim may cover only specified vehicle generations or workflows.
“Points disappear in a tunnel or rural dead zone.”
Verify local offline-buffer capacity, record timestamps and upload behavior after reconnection. If the device has no meaningful buffer, increase reporting resilience through a different gateway or a network/SIM arrangement with better route coverage.
“A battery asset tracker dies sooner than expected.”
Compare the configured reporting interval with temperature, signal quality and motion behavior. Reduce unnecessary reports, use an external power source where available, and define a battery inspection schedule.
Bottom line for a buying decision
Select the compliance path first: an exact, currently listed AIS-140 VLTD for Indian regulated vehicles. Then choose the European or global gateway according to bands, GNSS, diagnostics, tachograph, offline storage, security and integration needs. Geotab Next Gen GO is the expandable enterprise option; Samsara Vehicle Gateway is the most sensor- and diagnostics-focused European choice in this shortlist; Webfleet LINK 140 favors quick OBD installation; and Teltonika FTM880 is aimed at rugged, battery-powered asset tracking. None should be installed in an Indian regulated role without independently confirming the model’s approval and activation requirements.
