The most reliable way to stop stutter is to stabilize frame time, not chase the highest possible FPS. First measure a repeatable scene with Steam’s performance monitor, set Windows to the display’s highest stable refresh rate, cap the game at a rate your system can sustain, and then change only the settings tied to the measured CPU, GPU, memory or storage limit. Enable Windows 11’s windowed-game optimization for compatible DirectX 10/11 titles, assign demanding games to the high-performance GPU, and use V-Sync or variable refresh rate (VRR) to control tearing and pacing.

This approach preserves image quality better than dropping every slider. It also avoids buying hardware before you know whether the real limit is graphics processing, video memory, system RAM, storage response or the game itself.

What “smooth” means in a Steam game

Refresh rate and frame rate are related but different. A monitor’s refresh rate is how often it can illuminate a new image; FPS is how many frames the game renders. A 165 Hz display can refresh 165 times per second, but a game that renders 72 FPS still supplies only 72 new frames. Conversely, rendering faster than the display can show may produce visible tearing when frames are presented in the middle of a refresh.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Frame time—the duration of each rendered frame—is therefore more useful than an unlimited FPS number. At 60 FPS, a perfectly even frame takes about 16.7 milliseconds; at 120 FPS it takes about 8.3 ms. A game that alternates between 8 and 30 ms can feel worse than one that remains near 16.7 ms, even if an average-FPS counter favors the first game. Aim for the highest refresh rate your computer can hold consistently in the scenes you actually play.

Steam Support warns that disabling V-Sync can cause visual “tearing” and video artifacts when rendered FPS exceeds the display’s refresh rate. V-Sync is not automatically the best choice for every system: it can add waiting and latency, while VRR can smooth presentation when the frame rate moves within the monitor’s supported range. Test the combinations with a deliberate frame cap rather than changing several options at once.

Start with a measured baseline

Do not begin by lowering every quality setting. Establish what is limiting the game and record a baseline that you can reproduce.

Use Steam’s performance monitor

  1. Launch the action-adventure game from Steam and open Steam’s in-game performance monitor through the overlay’s performance-monitor control.
  2. Choose a repeatable route: the same save, area, camera movement and combat encounter. A busy settlement, traversal sequence and fight are more informative than an empty menu.
  3. Record the observed FPS and frame-time consistency, CPU utilization, GPU utilization, system RAM use and video-memory use. Note any hitch that coincides with a loading prompt, shader compilation or a change of area.
  4. If the game uses frame generation, record base-game frames separately from generated frames. A high displayed FPS can hide a weak base frame rate, which still determines much of the input response and the severity of underlying stutter.
  5. Repeat the route after each significant change. Keep a short log so you can undo a setting that improves one scene but harms another.

Steam’s monitor can distinguish CPU, GPU, RAM, video-memory and frame-generation limits. Use that information to choose a setting; a slider that does not affect the busy component is unlikely to solve the hitch.

Check the basic prerequisites

  • Compare the installed game with the requirements shown on its Steam Store page. Minimum requirements are a compatibility floor, not a promise of a stable high-refresh experience.
  • Close unnecessary applications, browser windows, launchers and overlays before testing. Startup programs can consume memory and CPU time even when they are not visible.
  • Update CPU-platform, graphics and audio drivers. Steam notes that outdated CPU, GPU and audio drivers may fail to use the machine’s capabilities and can result in significantly reduced FPS.
  • Check free disk space and whether the system is paging to storage. Low RAM can force disk swapping, turning a brief memory shortage into long hitches.

Set refresh rate, frame cap and synchronization

Choose the display mode in Windows

  1. Open Settings > System > Display > Advanced display.
  2. Select the gaming monitor and choose its highest refresh rate that remains stable with the current cable, resolution and display mode.
  3. Apply the setting, then launch the game again. A monitor’s advertised maximum is not useful if the connection drops signal or the panel reverts during play.

Set an in-game cap that your baseline shows the system can sustain in demanding scenes. A stable 60 FPS cap is preferable to an uncapped 45–90 FPS swing; a stable 90 or 120 FPS cap is preferable when the hardware can maintain it without repeated drops. Leave enough headroom for combat, streaming and new areas rather than choosing the instantaneous peak.

V-Sync, VRR and the practical choices

Choice When it helps Trade-off to test
V-Sync on Useful when you want to prevent the game presenting more frames than the display can refresh. Can make the game wait for a refresh and increase latency or expose larger judder when FPS falls below the target.
V-Sync off Can reduce waiting and may feel more immediate on a fixed-refresh display when tearing is acceptable. Steam cautions that FPS above refresh rate can create tearing and other video artifacts.
VRR enabled Lets a compatible display adjust its refresh timing within its operating range, reducing tearing and unevenness as FPS moves. The game still needs a sensible cap and must remain inside the monitor’s VRR range; behavior differs by display and driver.

Test one combination at a time: for example, VRR on with a cap a few frames below the monitor’s maximum, then the same cap with in-game V-Sync on or off. Keep the arrangement that gives consistent frame times and acceptable input latency. If a title has separate driver and in-game synchronization controls, change one control first and document the result.

Use Windows 11 graphics options correctly

Enable optimizations for windowed and borderless games

Windows 11 can optimize compatible DirectX 10 and DirectX 11 games running in windowed or borderless-windowed mode. Microsoft says the feature uses the newer flip model to improve gaming performance and reduce frame latency, while enabling modern features such as Auto HDR and variable refresh rate on supported displays.

  1. Open Settings > System > Display > Graphics.
  2. Turn on Optimizations for windowed games.
  3. Restart the game. The setting does not retroactively change a running process.

This path is specifically for compatible DirectX 10/11 windowed or borderless titles. It is not a guarantee of a gain in every game, and it does not convert an older rendering engine into a newer one. If exclusive fullscreen is clearly smoother in a particular title, keep fullscreen; compare both modes using the same scene.

Assign a game to the dedicated GPU

On a laptop or desktop with integrated and discrete graphics, Windows can select the GPU per application. Integrated graphics save power and are useful for light work, but a demanding action-adventure game normally needs the rendering headroom of the discrete adapter.

  1. Go to Settings > System > Display > Graphics.
  2. Use the app selector to add the game’s executable. Choose Browse if it is not listed, and select the actual game .exe rather than only a launcher.
  3. Select the game in the list, choose Options, select High performance, and press Save.
  4. Exit and restart the game, then confirm the GPU assignment in the performance monitor or the graphics driver’s activity view.

Windows documents this as a per-app preference. It may increase power use and heat on a portable PC, so use it for plugged-in play or when performance requires it.

Change the setting that matches the bottleneck

Use the component that is consistently busy in the same scene as your guide. The following order protects visual quality better than indiscriminate reductions.

Measured limit First settings to change Settings to preserve when possible
GPU processing Lower resolution scale, ray tracing, volumetric effects, reflections, shadows or other expensive effects. A modest frame cap can also prevent the GPU from rendering unnecessary peaks. Textures, provided video memory is not full.
Video memory (VRAM) Lower texture resolution, texture-streaming quality and high-resolution texture packs. Reduce resolution only if those changes are insufficient. Geometry and effects that do not increase VRAM pressure.
CPU processing Reduce crowd density, simulation, foliage or object distance, physics and other world-activity settings. Cap FPS at a rate the CPU can deliver consistently. GPU-heavy effects if the GPU has unused headroom.
System RAM Close background applications and overlays, then check whether paging occurs. Consider more RAM only after confirming persistent memory pressure. Image-quality sliders that do not change memory use.
Storage response Investigate drive activity, free space, thermals and connection health. Move the game to a faster healthy drive only when measurements point to storage. Graphics quality; storage changes do not replace a GPU or CPU limit.

GPU-limited scenes

Lower resolution scale, ray tracing, shadows, volumetrics, reflections and post-processing effects in that order of visual priority for your game. Resolution scale and ray tracing usually have an immediate GPU cost; shadows and volumetrics can create large spikes in outdoor scenes. Keep textures high if the monitor shows available VRAM and texture streaming remains smooth.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

VRAM-limited scenes

Texture quality can look excellent while the game repeatedly evicts assets from a full video-memory pool. Lower texture resolution and texture-streaming quality first. Watch for delayed texture appearance, sudden pauses when turning the camera and a video-memory graph that stays at its limit. Reducing ordinary resolution may not solve a VRAM-specific problem.

CPU-limited scenes

Busy towns, crowds, pathfinding and physics can saturate a CPU while the GPU waits. Reduce crowd and simulation density, foliage or object distance and physics detail. A stable FPS cap prevents the CPU from spending its entire budget chasing frames the display cannot show. Lowering texture quality will not fix a CPU limit.

RAM pressure and swapping

When physical memory is insufficient, Windows can move data to disk. The result is often a hitch when returning to an area, opening a menu or loading new assets rather than a uniformly low FPS number. Close browsers and launchers, disable unnecessary overlays and retest. Steam notes that systems with 16 GB or more can cache many files for faster level loads and relaunches; treat that as qualitative guidance, not a guaranteed FPS threshold.

Storage-related hitches

Storage response can correlate with frame-rate problems, especially while a game streams a large world. Check free space, drive health, temperature and whether another process is performing a scan or file transfer. Steam notes that insufficient RAM can cause disk swapping and that storage-response measurements can correlate with hitches. Do not replace a drive until the same repeatable scene points to storage activity rather than CPU, GPU or memory saturation.

Integrated graphics, fullscreen and borderless choices

Integrated graphics fallback

If the game must run on integrated graphics, Steam recommends lowering shader detail and using windowed mode when necessary for the game to function properly. Treat these as compatibility fallbacks, not universal quality settings. First confirm that the game is actually using the intended adapter; otherwise you may lower quality to compensate for an incorrect GPU assignment.

Exclusive fullscreen versus borderless/windowed

Mode Strengths What to verify
Exclusive fullscreen Can provide a direct display path and may behave better in a title that has poor windowed support. Alt-Tab behavior, resolution changes and whether the game actually enters exclusive mode.
Borderless/windowed Fast switching to other applications and access to Windows 11’s windowed-game optimization path for compatible DirectX 10/11 titles. Enable the Windows optimization, restart the game and compare latency and frame-time consistency with fullscreen.

Neither mode is universally faster. Keep the one that produces the steadier frame-time graph and fewer focus or display glitches on your system.

A repeatable tuning workflow

  1. Record the baseline. Use Steam’s monitor in a repeatable demanding scene and note base FPS, frame time, CPU, GPU, RAM, VRAM and any generated-frame count.
  2. Set display timing. Select the highest stable Windows refresh rate, choose a sustainable in-game cap and test VRR and V-Sync combinations.
  3. Apply Windows options. Enable windowed-game optimization for compatible DirectX 10/11 titles, assign the executable to High performance on multi-GPU systems, and restart the game.
  4. Remove software interference. Close unnecessary background programs and overlays, verify requirements and update CPU, GPU and audio drivers.
  5. Change one relevant setting. Use the bottleneck table rather than lowering unrelated options. Keep a screenshot or note of the original value.
  6. Replay the same route. Compare frame-time consistency, not only the average FPS. Check image quality, tearing, latency and streaming hitches.
  7. Keep or revert. If the change does not improve the measured limit, restore it and test the next relevant setting.

Common problems and fixes

High FPS but visible stutter

Check frame-time variance and generated-versus-base frames. A displayed number inflated by frame generation does not prove that the game is delivering a strong base frame rate. Cap the base workload to a sustainable level and retest synchronization.

Tearing after disabling V-Sync

Re-enable V-Sync, enable VRR if the monitor supports it, or lower the frame cap so rendered FPS does not repeatedly exceed the refresh rate. Steam explicitly identifies tearing and video artifacts as a possible result of disabled V-Sync.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The game still uses the integrated adapter

Add the actual game executable under Settings > System > Display > Graphics, set Options > High performance, save and restart. A launcher can remain on the integrated GPU while the game executable uses the discrete one, so verify the process that renders the frames.

Stutter begins after entering new areas

Observe RAM, VRAM and storage activity during the hitch. Close memory-heavy applications, lower texture streaming when VRAM is full, and investigate drive response or paging before reducing every visual setting.

Nothing improves after tuning

Some slow frames come from game bugs or inefficient coding. Steam notes that settings cannot fix every title. Confirm drivers and requirements, compare another demanding scene or game, and retain the most stable configuration rather than continually lowering quality without a measured benefit.

When a hardware upgrade is justified

Upgrade only when the same component remains the measured limit after background software, drivers, display timing and relevant settings are corrected. A RAM upgrade is reasonable when Windows is repeatedly paging during play; a faster or healthier NVMe drive is relevant when storage response and streaming are the limiting measurements; a GPU upgrade is relevant when the GPU remains saturated after reducing expensive effects and the desired resolution; a CPU upgrade is relevant when simulation, crowds or frame-rate targets keep the CPU at its limit.

A 144 Hz or 165 Hz variable-refresh-rate monitor can make a stable high-refresh target easier to use, but it cannot create frames that the computer cannot render. Choose the display target only after measuring the game and set the cap to what the system can sustain in its worst repeatable scene.
