There is no single drop-in replacement for Starshield. The best choice depends on the mission: Eutelsat OneWeb is the closest current commercial LEO broadband option for portable government and defense terminals; SES SIMON and O3b mPOWER suit multi-orbit, tactical-edge networking; Iridium EMSS and the 9575A serve resilient mobile voice and narrowband data; Viasat Government provides an encryption architecture across multiple orbital regimes; and Europe’s sovereign route is the combination of GOVSATCOM and the planned IRIS² constellation. Milstar and MUOS remain protected U.S. military benchmarks rather than commercial substitutes.

What an alternative must match

Starshield is not simply a satellite-internet subscription. SpaceX describes it as a system that “leverages SpaceX’s Starlink technology and launch capability to support national security efforts.” That baseline combines commercial LEO broadband heritage, national-security integration, specialized government procurement, and the ability to host or connect mission payloads. Public information does not establish that every competing system offers all four capabilities together.

A serious comparison therefore needs more than advertised download speed. Evaluate the orbit and expected latency, throughput, terminal size, geographic coverage, gateway ownership, data-routing control, encryption accreditation, anti-jam behavior, sovereignty and procurement rules, service maturity, and whether the network is commercial, government-owned, or a public-private program.

Shortlist by mission

System Best fit What distinguishes it Important limitation
Eutelsat OneWeb Portable LEO broadband for government, defense and emergency teams Existing LEO constellation and manpack-style terminals Not publicly established as a complete Starshield-equivalent national-security payload platform
SES SIMON and O3b mPOWER Multi-orbit government networking and tactical-edge connectivity Adaptive routing among orbital regimes and MEO capacity Mission design and terminals depend on the selected SES government service
Iridium EMSS and 9575A Resilient mobile voice, messaging and narrowband PACE communications In-space routing to a secure U.S. government gateway; handheld hardware is available Narrowband service and handset security are not equivalent to LEO broadband
Viasat Government Government missions requiring an integrated encryption architecture Encryption approach spanning space, ground, LEO, MEO and GEO missions Capabilities, accreditation and access are contract- and mission-specific
EU GOVSATCOM and IRIS² European sovereign access and assured government capacity Authorized-user capacity pooling today, with a planned multi-orbit constellation IRIS² is still being delivered rather than operating as a mature global retail service
Milstar and MUOS Protected U.S. military missions Government-owned or government-operated protected communications heritage Not ordinary commercial services available through retail channels

Eutelsat OneWeb: the closest current LEO broadband analogue

OneWeb is the most direct alternative when the requirement is a modern LEO broadband layer that can be carried to field teams, government sites or emergency operations. France’s Directorate General of Armament (DGA) has selected OneWeb as part of the Centaure program, integrating it with the Syracuse IV military satellite-communications system. That example demonstrates interoperability with a national defense architecture, not automatic equivalence to Starshield for every country or mission.

Portable terminals

Eutelsat and Intellian describe a manpack terminal intended for front-line users, emergency response and remote-government work. A manpack form factor can reduce deployment time and vehicle dependence, but portability does not by itself prove that a terminal is hardened against jamming, accredited for classified traffic or suitable for a specific combat network. Those properties must be confirmed in the statement of work and accreditation documentation.

When OneWeb is the right choice

  • Teams need broadband rather than satellite-phone voice and low-rate messaging.
  • The customer wants LEO latency and a portable terminal architecture.
  • The deployment can integrate a commercial constellation into an existing sovereign or military SATCOM system.

Ask the provider and integrator who owns the gateway, where traffic is routed, which encryption devices are supported, what happens when a gateway or inter-satellite path is unavailable, and which countries are covered under the proposed service. “Military alternative” should mean a tested architecture, not merely a LEO orbit.

SES SIMON and O3b mPOWER: multi-orbit resilience

SES approaches government connectivity as a multi-orbit problem. Its SIMON capability is designed to route traffic adaptively across orbital regimes, while O3b mPOWER supplies medium-Earth-orbit capacity positioned for tactical-edge missions. SES describes its government multi-orbit offering as drawing on approximately 120 satellites across GEO and MEO, with strategic access to LEO.

Why multi-orbit routing matters

Different orbits offer different trade-offs in latency, footprint, capacity and susceptibility to a particular interference pattern. A network that can move a session between LEO, MEO and GEO can preserve service when one path is congested, obstructed or deliberately disrupted. That benefit depends on actual policy controls, terminal compatibility and available capacity; a brochure-level “multi-orbit” label is not proof that every user or application can fail over automatically.

  • Organizations that want to combine existing GEO contracts with newer MEO or LEO access.

Iridium EMSS and the 9575A: resilient narrowband communications

Iridium is the strongest fit when the priority is communications that continue through terrestrial outages and can be carried by an individual. Iridium states that all Iridium EMSS network traffic is routed in space to a secure U.S. government-owned and operated gateway. In-space routing reduces dependence on a local terrestrial backhaul at the point of use, although the complete service still depends on terminals, user provisioning and the government gateway arrangement.

Encryption and accreditation

Iridium’s 2025 Form 10-K identifies the 9575A as a handheld satellite phone capable of Type I encryption accreditation for U.S. government use. “Capable” is not the same as encrypted by default or approved for every classified mission. Confirm the accredited configuration, key-management process, approved accessories, provisioning authority and the classification level allowed by the customer’s security policy.

What the 9575A can and cannot replace

The 9575A is a physical handset for voice and data. It is not a broadband constellation, a large-antenna tactical network or a payload-hosting platform. Choose it for patrols, disaster teams, maritime users, continuity plans and PACE communications where a compact device and dependable reach matter more than bandwidth. For video, large file transfer or persistent enterprise networking, pair a narrowband fallback with a separate broadband system.

Viasat Government: an integrated security architecture

Viasat Government presents encryption as an architecture spanning the space and ground segments and missions in LEO, MEO and GEO. That framing is useful for buyers who need protection designed across the complete path rather than bolted onto a user terminal.

Questions to put into a Viasat requirement

  • Which encryption modules and key-management systems are accredited for the intended classification?
  • How are gateways, teleport facilities, network operations and user terminals protected?
  • Can the service move among orbital layers without exposing unencrypted traffic or breaking application sessions?
  • Which portions are commercially provided and which are reserved for government users?

The public description establishes the cross-orbit encryption approach, but not a universal performance or accreditation level for every offering. Obtain the exact security target, authorization package and geographic service definition before treating it as a Starshield substitute.

Europe’s sovereign route: GOVSATCOM and IRIS²

GOVSATCOM now

EU GOVSATCOM is a capacity-pooling framework for authorized government users. It combines government and commercial satellite capacity so participating users can obtain assured communications without relying on one operator or one national constellation. Access is governed by EU authorization and program rules; it is not an open consumer service.

IRIS² in development

The European Union announced a planned IRIS² architecture of 348 satellites in 2025. The European Space Agency’s 2026 update describes the reinforced design as 330 LEO satellites plus 18 MEO satellites. ESA also records a 12-year concession contract signed on 16 December 2024 with the SpaceRISE consortium. These dates and counts describe the planned program, not a fully deployed constellation available everywhere today.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Who should consider it

European governments and organizations with sovereignty, data-residency or strategic-autonomy requirements should evaluate GOVSATCOM for near-term pooled capacity and IRIS² for the longer-term European infrastructure path. Procurement timelines, authorized-user status and service availability must be checked against the relevant EU and national rules.

Milstar and MUOS: protected military benchmarks

The U.S. Space Force describes Milstar as “a joint service satellite communications system that provides survivable, global, secure, protected, and jam-resistant communications for high-priority military ground, sea and air assets.” That makes Milstar a benchmark for protected military SATCOM, not a commercial product that an enterprise can order as a Starshield replacement.

MUOS belongs in the same category of protected U.S. military systems. Its relevance is architectural: it shows what a government-owned, mission-specific network looks like when assured access and military integration take priority over public retail availability. Organizations outside the U.S. defense procurement system should treat both as reference points rather than procurement options.

Which network is most resilient when terrestrial links fail?

Resilience is a stack, not a single constellation feature. Iridium’s EMSS has a clear published advantage for mobile continuity because traffic is routed in space to a secure U.S. government gateway. SES offers path diversity through adaptive multi-orbit routing. OneWeb can provide LEO broadband where terminals and gateways are available. Protected military systems such as Milstar are designed for survivability and jam resistance. The most resilient design may combine these layers instead of selecting one network.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Build a PACE design

  1. Primary: use the highest-capacity service that meets the mission’s latency and terminal requirements.
  2. Alternate: provide a different orbital path, operator or gateway so one failure does not remove both links.
  3. Contingency: equip teams with a narrowband or handheld service such as Iridium EMSS.
  4. Emergency: define store-and-forward procedures, radio fallback, power reserves and manual check-in schedules.

Test the complete chain, including antenna pointing, power, authentication, encryption devices, gateway reachability and application behavior. A second subscription on the same terrestrial backhaul is not genuine path diversity.

Security comparison: what to verify before signing

Control Verification question
Encryption What algorithm, device, key-management process and accreditation apply to this exact service configuration?
Gateway control Who owns and operates the gateway, and in which jurisdiction is traffic processed?
Routing Can traffic be routed in space or across another orbit when a terrestrial gateway is unavailable?
Interference resistance What anti-jam, beam-management, frequency-diversity and detection features are contractually included?
Terminal security Can devices be locked, remotely disabled, audited and updated without exposing keys?
Supply chain Which entities manufacture the spacecraft, terminal, modem, encryption device and network software?
Availability What service-level commitments, outage procedures and geographic exclusions apply?
Authority Is the user eligible under the relevant government, defense or export-control rules?

Procurement and deployment checklist

  1. Classify the traffic. Separate unclassified enterprise data, sensitive government information and classified traffic. Do not assume one terminal can carry all three.
  2. Define the mission profile. Record user count, mobility, required bandwidth, latency tolerance, coverage area, operating temperature, vehicle or manpack constraints and expected outage duration.
  3. Choose the architecture. Select LEO broadband, multi-orbit service, narrowband handheld, protected military system or a layered combination.
  4. Validate sovereignty. Document gateway location, data-routing jurisdiction, operator ownership, support location and applicable export or procurement restrictions.
  5. Obtain accreditation evidence. Request the authorization package for the exact terminal, modem, encryption module, firmware and service plan.
  6. Plan the terrestrial edge. Include power, mast or tripod, cabling, spares, timing, local network security and a way to operate during backhaul failure.
  7. Run denial tests. Exercise gateway loss, interference, blocked sky view, power interruption, credential revocation and terminal compromise.
  8. Write the fallback procedure. Specify who changes paths, which applications are throttled, how users authenticate and how often teams report status.

Common mistakes and how to avoid them

Calling any LEO service “Starshield-equivalent”

LEO orbit addresses latency and coverage characteristics, not national-security integration, payload hosting, accreditation or procurement authority. Require evidence for each property separately.

Buying a handset for a broadband problem

A satellite phone can preserve voice and low-rate data while terrestrial systems are down, but it cannot replace the capacity of a broadband terminal. Specify applications and minimum throughput before selecting hardware.

Confusing encryption capability with approved use

The 9575A’s Type I accreditation capability is a specific statement about a device and potential U.S. government configuration. It does not authorize every buyer, country, network or classification level.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ignoring the gateway

Spacecraft coverage does not guarantee service if the gateway, teleport, terrestrial backhaul or network-operations center is unavailable. Include gateway ownership and failover in the security review.

Using a planned constellation as a present-day service

IRIS²’s satellite counts and concession milestones describe a program under delivery. Use GOVSATCOM and existing commercial or government systems for current operations unless a contract explicitly provides an interim service.

How to make the final choice

  • Need a portable broadband link now: evaluate Eutelsat OneWeb with a government integrator and verify national-security controls.
  • Need adaptive capacity across several orbits: evaluate SES SIMON and O3b mPOWER, focusing on routing policy and terminal interoperability.
  • Need an individual’s emergency voice and messaging link: evaluate Iridium EMSS and the 9575A, with accredited encryption and provisioning confirmed in writing.
  • Need an encryption-led government architecture: request a mission-specific Viasat Government design and authorization evidence.
  • Need European sovereignty: assess immediate GOVSATCOM eligibility while tracking IRIS² delivery and SpaceRISE contracting.
  • Need the highest protected military standard: use Milstar or MUOS as architectural benchmarks, recognizing that they are not commercial alternatives.

The practical answer for many high-consequence users is a layered plan: broadband for primary operations, a different orbital or gateway path as the alternate, and Iridium-class narrowband communications for contingency. The correct mix is determined by accreditation, routing control, interference resilience and mission authority—not by constellation size alone.
