There is no universal winner. The best private container registry is the one that matches your existing identity system while giving you a permission boundary narrow enough for each repository, package, project, runtime, and pipeline. AWS-centered teams will usually start with Amazon Elastic Container Registry (ECR); Microsoft Entra ID teams with Azure Container Registry (ACR); Google Cloud teams with Artifact Registry; GitLab or GitHub teams with their integrated registries; and teams requiring a dedicated repository-permission model may evaluate Project Quay.

Whichever service you choose, separate pull, push, delete, and administration rights; give CI/CD its own narrowly scoped identity; protect production image paths; and add network restrictions where your threat model requires them. Provider documentation proves that these controls exist, not that a default deployment is secure.

What “stronger image access controls” should mean

A private registry keeps images out of anonymous public access, but privacy alone does not answer the security questions that matter to a platform or security team. You need to know which identity can perform which action against which image location, through which network path, for how long.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Pull: downloading an image for a build, scanner, staging host, or production runtime.
  • Push: publishing a new tag or manifest.
  • Update or delete: replacing tags, deleting manifests, or changing repository content.
  • Administration: creating repositories, changing policies, configuring replication or caching, and managing users or teams.
  • Automation: non-human credentials used by CI/CD, scanners, deployers, and cluster workloads.
  • Network access: whether registry traffic is limited to private endpoints, approved networks, or other controlled paths.

A registry with repository-level permissions can usually enforce a smaller blast radius than one whose useful controls apply only to an entire registry or account. That does not make it automatically safer: an administrator can still assign an overly broad role, a pipeline can still receive a long-lived secret, and a production tag can still be mutable. Evaluate the configuration you will operate, not only the feature list.

Candidate registries at a glance

Registry Identity and authorization model Documented control boundary Where it fits best
Amazon ECR AWS IAM plus ECR repository and registry policies Repository policies name users or roles and actions; registry policies cover registry-level operations; authentication also requires ecr:GetAuthorizationToken. Teams already managing workloads and identities in AWS.
Azure Container Registry Microsoft Entra ID authentication with Azure RBAC authorization Least-privilege roles, repository-scoped permissions, and Conditional Access are documented options; verify each role’s control-plane and data-plane rights. Organizations standardized on Azure identities, groups, and network controls.
Google Artifact Registry Google Cloud IAM Predefined roles support common tasks, including CI/CD; custom roles can add narrower requirements or support third-party integrations. Google Cloud teams wanting IAM-managed repositories and workload identities.
GitLab Container Registry GitLab project visibility, project permissions, and CI job tokens Registry visibility follows project settings; CI_JOB_TOKEN can access the registry of the project that created the pipeline; protected repository rules can require a minimum access level for pushes or updates. Teams whose source, pipelines, and release policy already live in GitLab.
GitHub Container Registry GitHub package permissions, repository relationships, and token scopes Package visibility and access can be managed separately; read:packages enables read access, and GitHub recommends GITHUB_TOKEN in Actions where granular permissions are supported. GitHub-centric development and Actions workflows.
Project Quay Users and teams assigned to private repositories Private repositories maintain a permissions list controlling who can push or pull. Teams evaluating a dedicated registry with explicit repository team permissions.

This table describes documented mechanisms, not a security or performance ranking. A service can be a poor fit if its identity model does not match your organization, even when it offers the permission granularity you want.

How each registry controls private images

Amazon ECR: separate repository and registry policy layers

ECR uses resource-based repository policies to name AWS users or roles and the actions they may perform on a repository. AWS states that, by default, only the account that created a private repository has access. A principal must also have the IAM permission ecr:GetAuthorizationToken to authenticate before pushing or pulling.

That authentication requirement is easy to overlook when troubleshooting: a role may have a repository policy that appears correct but still fail before it reaches the repository because the IAM token permission is absent. ECR also has registry policies for registry-wide actions such as replication configuration, pull-through cache rules, and repository creation. Those are different from repository policies, so review both layers when determining effective access.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use the smallest action set for each role instead of a wildcard such as ecr:*. A runtime that only downloads images should not receive push, delete, repository-creation, or replication privileges. Ask whether cross-account readers or publishers are needed, and decide how workload identities will receive short-lived AWS credentials rather than shared static keys.

Azure Container Registry: Entra ID, RBAC, and repository scope

ACR authenticates through Microsoft Entra ID and authorizes through Azure role-based access control. Microsoft’s security guidance describes least-privilege roles, repository-scoped permissions, and Conditional Access as controls to consider. The built-in role set includes narrower read-only audit and monitoring use cases as well as roles with broader registry operations.

Do not infer data-plane behavior from a role name alone. Confirm the role’s actual control-plane and data-plane permissions, the registry mode in use, and the scope at which the assignment is made. A role assigned at the registry or resource-group level can affect more repositories than the same role assigned at a repository scope. If policy requires private network connectivity, treat that as a separate design decision: authenticated access and network reachability solve different problems.

Google Artifact Registry: predefined and custom IAM roles

Artifact Registry uses Google Cloud IAM for permissions to create, view, edit, or delete registry data. Predefined roles cover common patterns, including CI/CD setup, while custom roles allow a team to remove permissions it does not want to delegate or to support a specialized third-party integration.

Map every build, scanner, deployer, and runtime to its own service identity where practical. Scope the binding to the repository or project that identity needs, then inspect inherited project-level grants. A custom role is useful only if it is maintained: document why each permission exists, review it when the pipeline changes, and remove permissions that are no longer required.

GitLab Container Registry: project visibility, job tokens, and protected paths

GitLab ties container-registry visibility to project visibility and access settings. Its API documentation states that a CI_JOB_TOKEN used for a registry API request can access the registry of the project that created the pipeline. That project boundary is valuable for reducing accidental cross-project access, but it also means a pipeline that must publish to another project needs an explicitly designed authorization path.

GitLab also documents protected container repositories. A matching protection rule can set a minimum access level for pushing or updating images, preventing lower-privileged users or jobs from changing high-value paths. The feature became generally available in GitLab 17.8; verify the exact behavior for the GitLab offering and version you operate, along with project visibility and group settings.

GitHub Container Registry: package relationships and token scopes

GitHub exposes package access and visibility controls for its container registry. A package automatically inherits a linked repository’s access permissions only when that repository is linked before the package is published. Do not assume a package follows repository permissions after the fact; inspect the package’s actual relationship and access settings.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For image access, GitHub documents token scopes including read:packages. In GitHub Actions, it recommends using GITHUB_TOKEN for registries that support granular permissions. Give a workflow read access when it only pulls a base image, and grant write access only to the jobs that publish. Separate package administration from ordinary pull and push operations.

Project Quay: explicit user and team lists per private repository

Project Quay documents private repositories whose permissions lists identify the users or teams allowed to push to or pull from each repository. This direct repository-level model is relevant when your primary requirement is an explicit team allow-list.

The available documentation does not establish comparative operating effort, deployment suitability, pricing, support terms, or recovery characteristics. Those questions require a separate evaluation for your chosen hosting model. Include them in the shortlist rather than assuming that repository permissions alone determine total security or operational risk.

Axis Questions to answer Why it matters
Permission boundary Can access be limited to a registry, project, repository, or package? Narrower boundaries reduce the number of images exposed when one identity is compromised.
Action granularity Can pull, push, update, delete, administration, replication, and cache configuration be separated? A read-only runtime should not be able to publish or destroy images.
Automation identity Can each pipeline, scanner, and runtime use a scoped identity or token? What is its lifetime and rotation process? CI/CD credentials are a separate access path and often have broad reach by accident.
Change protection Can release repositories or production image paths require a stronger role for changes? Protecting a path is more reliable than relying on naming conventions alone.
Identity fit Can the service use the groups, roles, and workload identities your team already manages? Fewer parallel identity systems mean fewer policies and credentials to maintain, although integration alone does not prove stronger security.
Network controls Do you need private endpoints or restricted network paths in addition to authentication? A valid credential should not automatically make the registry reachable from every network.
Operations Who handles upgrades, availability, audit collection, backups, recovery, and incident response? Managed and self-managed options shift responsibility in different ways.
Total cost What are the storage, transfer, scanning, support, and required-plan costs for your real image volume? Cross-vendor price comparisons are meaningful only when usage and plan assumptions match.

A least-privilege design you can apply to any registry

1. Inventory image consumers and publishers

List every human group, build pipeline, vulnerability scanner, deployment controller, cluster, and external integration that touches images. Record whether each one pulls, pushes, updates, deletes, or administers. Do not begin with a single “registry user” shared by all systems; that makes both auditing and revocation difficult.

2. Define repository and package boundaries

Separate development, test, release, and production image locations where the platform supports it. Identify which repositories contain base images, which contain deployable applications, and which are used for temporary build output. A scanner may need read access to all release repositories but no ability to publish.

3. Create distinct role profiles

  • Runtime puller: read-only access to the exact repositories deployed in that environment.
  • Build publisher: push and, where necessary, update access only to build-output repositories.
  • Release publisher: controlled push or promotion access to release repositories, ideally behind protected paths or an approval workflow.
  • Scanner: read access to the repositories it analyzes and no write or delete permission.
  • Repository administrator: policy and repository-management rights, separated from routine image consumption.
  • Registry administrator: registry-wide configuration rights such as replication, cache, or repository creation where the provider exposes them.

4. Bind identities at the narrowest supported scope

Prefer a repository, package, or project binding over an account-wide or organization-wide grant when the service supports that boundary. Check inherited permissions from parent projects, groups, subscriptions, or accounts. An apparently narrow role can become broad through inheritance.

5. Use short-lived automation credentials

Use the provider’s workload identity or job-token mechanism where available. For ECR, remember that the authentication token permission is separate from repository actions. For GitLab, understand that CI_JOB_TOKEN is tied to the project that created the pipeline. For GitHub Actions, use GITHUB_TOKEN with only the package scopes required by the workflow. Establish rotation and revocation procedures for any credential that cannot be short-lived.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

6. Protect high-value image paths

Identify the repositories or paths that feed production. Apply protected-repository rules, package restrictions, or an equivalent approval mechanism. Keep ordinary development publishing separate from release publishing, and avoid allowing every developer or build job to overwrite production tags.

7. Add network restrictions deliberately

Decide whether registry endpoints should be reachable from public build runners, developer laptops, production networks, or only private connectivity. Network restrictions complement identity policy; they do not replace it. Test both an allowed path and a blocked path before declaring the control effective.

8. Test effective permissions

For each identity, perform a controlled matrix of allowed and denied actions: pull an approved image, pull an unapproved image, push to an allowed repository, push to a protected repository, delete a manifest, and change registry configuration. Record the resulting audit events. This catches inherited grants and policy-layer interactions that a role review can miss.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Support on Ko-Fi

Common failure modes and how to diagnose them

Authentication succeeds but image pull or push is denied

Check the entire authorization chain, not only the repository rule. In ECR, verify both the IAM permission for ecr:GetAuthorizationToken and the repository policy. In ACR, confirm the Entra identity, RBAC assignment scope, registry mode, and data-plane permissions. In Artifact Registry, inspect inherited IAM grants and the repository binding. For Git-based registries, verify token scopes, project or package visibility, and the relationship between the package and its source repository.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A pipeline can publish more repositories than intended

Replace organization-wide or registry-wide write grants with a project, repository, or package-scoped identity. Review reusable workflows and inherited group permissions. For GitLab, check whether the job token is being used against the project that created the pipeline or whether a separate credential has broader reach. For GitHub, inspect the workflow’s package permissions rather than relying on repository membership.

Developers can overwrite release images

Move release repositories behind protected paths or an equivalent minimum-role rule. Give development pipelines a separate destination. Test an attempted update by a lower-privileged identity; a naming convention is not a control unless the registry enforces it.

Registry administration is mixed with image consumption

Separate roles for repository administration, registry configuration, and ordinary pull or push operations. In ECR, remember that replication, pull-through cache, and repository creation are registry-level concerns. In other services, identify whether a broad built-in role includes control-plane actions that a runtime does not need.

A package or repository does not inherit the permissions you expected

Inspect the actual object relationship and publication history. GitHub package inheritance depends on linking the repository before publication. GitLab behavior depends on project visibility, offering, version, and protection-rule configuration. Never infer current access from the repository name alone.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Access works from an unintended network

Review endpoint exposure, private connectivity, firewall rules, and runner egress separately from identity policy. An identity test from an approved network does not prove that the same credential is unusable from an unapproved path.

How to choose by team situation

You already run most workloads in AWS

Start with ECR when AWS IAM roles, accounts, and cross-account patterns are already established. Model repository policies and registry policies separately, and design short-lived workload credentials before granting a pipeline write access.

You standardize on Microsoft Entra ID and Azure RBAC

ACR is the natural first candidate. Validate repository scope, Conditional Access requirements, registry mode, and the exact control-plane and data-plane permissions of the role you plan to assign.

Your build and runtime identities are in Google Cloud

Artifact Registry provides IAM-based predefined roles and the option to create custom roles. Use repository- or project-scoped bindings and review inherited grants for every service identity.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Your source and CI system is GitLab

GitLab Container Registry can keep project visibility and pipeline identity in one system. Use project-scoped job-token behavior intentionally and protect release repositories with the documented minimum-access-level rules; verify availability and behavior in GitLab 17.8 or the version you operate.

Your source and Actions workflows are on GitHub

GitHub Container Registry can reduce credential sprawl when workflows use GITHUB_TOKEN with granular package permissions. Confirm package visibility and whether the repository was linked before publication instead of assuming inheritance.

You need an explicit repository team allow-list

Project Quay is worth evaluating when private repositories with user- or team-based push and pull permissions match your operating model. Assess hosting, upgrades, availability, audit, recovery, support, and cost separately because repository permissions do not answer those questions.

What the documentation does—and does not—prove

The documented controls establish that these registries can express useful boundaries: repository policies, RBAC scopes, IAM roles, protected paths, package permissions, or private-repository team lists. They do not establish a cross-provider security score, a performance winner, or a current like-for-like price ranking. Those conclusions require a defined architecture, measured workload, and current commercial assumptions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Make the final decision from an access-control test plan. For each candidate, prove that a runtime can pull only approved images, a build can publish only to its destination, a release path rejects unauthorized updates, and a registry administrator is not required for routine operations. Then add network, audit, recovery, and cost requirements for your environment.

Final recommendation

Choose the registry that lets your existing identities express the narrowest practical permissions with the least credential duplication. ECR, ACR, Artifact Registry, GitLab Container Registry, GitHub Container Registry, and Project Quay all document meaningful private-image access controls, but none is the best choice for every team. The strongest deployment is the one in which pull, push, delete, administration, and automation are separate; production paths are protected; network reachability is intentional; and effective permissions are tested rather than assumed.
