For a small, stable deployment, choose direct WireGuard. Choose Headscale when you want a self-hosted, Tailscale-compatible coordination service; choose NetBird when you need an integrated management and policy platform; choose SoftEther when legacy clients or several VPN protocols matter more than a modern WireGuard mesh.
These are not four equivalent products. WireGuard is the encrypted tunnel protocol. Headscale and NetBird add control-plane functions such as enrollment, discovery, identity and policy. SoftEther is a broader, multi-protocol VPN server. Your best choice depends on who manages keys and routes, how peers find one another, whether connections can be direct, and how much software you are willing to operate on the VPS.

Which OpenVPN alternative should you self-host?
Use this decision tree before installing anything:
- Pick direct WireGuard if you have a handful of devices, stable peers and the skills to edit peer configurations whenever keys, addresses or routes change.
- Pick Headscale if you want a Tailscale-style client experience but want to run the coordination service on infrastructure you control. Headscale is a self-hosted implementation of that control plane, built around WireGuard rather than replacing it with another tunnel protocol.
- Pick NetBird if centralized enrollment, a web-managed policy model and a complete self-hosted stack justify running more components. Authorized clients create encrypted, point-to-point WireGuard connections while the management service handles coordination.
- Pick SoftEther if you must support multiple VPN protocols or older equipment that cannot use WireGuard clients. It is a compatibility choice, not the simplest default for a new VPS mesh.
A hosted control plane can reduce your maintenance work, but it is not fully self-hosted. In a self-hosted design, you operate the VPS, firewall, control-plane services (if any), updates, backups and the identity or key lifecycle.
What changes when you replace OpenVPN?
OpenVPN combines a VPN protocol and server-oriented operating model. The alternatives in this guide separate those concerns. Tailscale’s documentation describes WireGuard as “an open source network tunneling protocol for creating encrypted communication channels” and says it is intended to replace protocols such as OpenVPN and IPsec with a simpler, lighter-weight design. Tailscale also explains that products built around WireGuard can add NAT traversal, TCP transport capabilities and access-control policies.

That distinction matters operationally. A direct WireGuard deployment gives you encrypted links and routing, but you supply the coordination logic yourself. A control-plane project adds enrollment, peer discovery, identity and policy so that clients do not each require hand-written knowledge of every other client. The tunnel remains point-to-point WireGuard traffic; the management layer is a separate concern.

The canonical comparisons do not provide a common 2026 benchmark for throughput, CPU, memory, user limits or price. Treat any universal performance number as unverified. Capacity depends on encryption workload, packet size, routing, client count, bandwidth and the VPS provider’s network.
Direct WireGuard: the transparent baseline
When it is the right choice
Direct WireGuard is the best fit for a small number of technically comfortable users who value a short, inspectable stack. The protocol is lightweight, and every tunnel is visible in a peer configuration. You can audit the keys, endpoint addresses, allowed IPs and routes without depending on a separate SaaS service.
What you must manage
The simplicity moves work to the operator. Tailscale’s comparison describes the basic process as installing WireGuard on each device, generating keys and writing peer configuration containing endpoints and allowed IPs. You must repeat that process when a device is added, a key is rotated, an endpoint changes or a route is redesigned.

- Generate a distinct key pair for every peer and protect private keys from other users and services.
- Define the tunnel addresses and the exact networks each peer may reach through allowed-IP and route settings.
- Give the VPS a stable public endpoint and restrict its firewall to the ports and source ranges your design requires.
- Plan how a peer behind changing NAT learns the current reachable endpoint. A static VPS endpoint does not automatically make every client reachable.
- Keep an encrypted backup of the server and peer configuration, but never place private keys in an unrestricted shared backup.
A safe deployment sequence
- Provision a current VPS image with a stable public address, administrative access, host firewall controls and monitoring.
- Install WireGuard from the operating system’s supported packages and apply security updates before exposing the service.
- Create a server key pair and one key pair per client. Record ownership and a rotation date for each key.
- Assign a non-overlapping tunnel address range. Decide whether the VPS is only a gateway to its own networks or will route traffic between clients.
- Write the server peer entries with each client’s public key and allowed networks. Write the reciprocal client entry with the VPS public endpoint and the routes that client should use.
- Bring up one test peer, verify the encrypted handshake, then test only the intended destinations. Add peers one at a time so a bad route cannot obscure the fault.
- Document endpoint changes, revocation steps and the backup location before onboarding the rest of the devices.
This model is easy to understand but does not provide automatic identity, discovery or policy orchestration. For a growing team, that manual burden can outweigh the small footprint.
Headscale: a self-hosted coordination layer
What Headscale adds
Headscale is the control-plane route for readers who want a Tailscale-compatible client workflow while keeping coordination services on infrastructure they operate. It does not replace WireGuard’s encryption. Instead, it coordinates clients, identities and network information so that you do not maintain a complete hand-written peer map on every device.
When to choose it
- You have more endpoints or more frequent endpoint changes than a manual WireGuard process can comfortably handle.
- You prefer a mesh-oriented client experience but want the coordination database and service under your administration.
- You are prepared to operate a web-facing service, protect its credentials and understand its state and backup requirements.
Deployment considerations
- Prepare a VPS with a stable public endpoint, DNS if you use a hostname, firewall rules and a backup or snapshot plan.
- Install Headscale using its supported release method and configure its server identity, address space, authentication and storage according to the project’s current documentation.
- Publish only the control-plane endpoint and administrative interfaces you need. Place administration behind a restricted network path or an additional access control layer.
- Install a compatible client on a test device, register it with your Headscale instance and confirm that the device appears with the expected identity.
- Define groups, routes and access rules before enrolling production devices. Test both an allowed and a denied connection.
- Back up the control-plane state and document how to restore it on a replacement VPS. A snapshot without a tested restore procedure is not a recovery plan.
Headscale reduces per-peer editing, but it does not remove normal VPS operations. You still patch the service and clients, rotate credentials, monitor availability and plan for the loss of the public endpoint.
NetBird: an integrated self-hosted mesh platform
How the architecture works
NetBird’s documentation says that, with clients installed and authorized on its Management service, machines form a mesh and connect directly through encrypted point-to-point WireGuard tunnels. The management service can be self-hosted. In practice, you operate the control and policy components while the data path remains WireGuard traffic between authorized peers whenever the network permits.

Why teams choose it
NetBird is attractive when enrollment, identity and policy are more important than having the fewest moving parts. A web-managed stack can make it easier to add users, group devices and express which networks or services are reachable. That convenience comes with more services to secure, update, observe and back up than a direct WireGuard installation.
Self-hosting sequence
- Allocate a VPS with a stable public endpoint, enough bandwidth for the intended workload and firewall controls for the management and connectivity services.
- Deploy the NetBird management stack using its current self-hosting instructions. Keep each component’s credentials and persistent data in a protected location.
- Configure the identity or enrollment method and create the first administrative account. Use a separate operator identity for routine work where the platform supports it.
- Install the NetBird client on a test machine, authorize it through your management service and verify that its assigned identity and network address are correct.
- Enroll a second machine and test a direct connection, then test an intentionally blocked path. This confirms both the data plane and the policy plane.
- Add routes or gateway nodes only when a real subnet-access requirement exists. Every additional route expands the blast radius of a misconfiguration.
- Back up management data, record the version of each component and rehearse restoring the service before relying on it for remote administration.
Do not assume that a management service guarantees a direct path in every network. Verify how peers connect in your own NAT and firewall conditions, and document any relay or gateway behavior your design depends on.
SoftEther: the compatibility branch
SoftEther belongs in this comparison because some organizations cannot standardize on WireGuard. Older appliances, embedded clients or existing operational procedures may require a different protocol, and a multi-protocol server can bridge those constraints.
Choose SoftEther when
- Several VPN protocols must be offered from one server.
- Legacy clients cannot install a WireGuard-oriented client.
- Your priority is integration with an existing protocol ecosystem rather than a minimal peer mesh.
Accept the trade-offs
Protocol breadth increases the configuration and security surface. Each enabled protocol, listener and authentication method needs a reason, a firewall rule and a patching plan. SoftEther is generally a server- or gateway-centric design, so map which traffic enters the VPS, which subnets are reachable and where authorization is enforced. For a new deployment with modern clients and no compatibility constraint, direct WireGuard, Headscale or NetBird is usually easier to reason about.

VPS requirements that apply to every option
No authoritative source in the available material establishes a universal CPU, RAM or throughput minimum, so do not choose a VPS from a made-up benchmark. Size it from your workload and leave headroom for the operating system, logging, upgrades and management services.
- Stable public endpoint: clients need a dependable address or name for the service they must reach. If the address changes, plan how clients or the control plane learn the new endpoint.
- Firewall control: restrict inbound traffic to the VPN or management listeners, administration sources and any required monitoring paths. Close unused listeners.
- IPv6 awareness: request IPv6 when your users or target networks need it, and apply equivalent firewall rules to both address families.
- Backups or snapshots: protect configuration, control-plane state and documented recovery data. Store a copy outside the VPS so a host failure does not erase the only backup.
- Bandwidth matched to use: interactive administration, site-to-site routing and high-volume egress have very different demands. Check the provider’s transfer limits and geography before committing.
- Patch and monitoring process: track the operating system, VPN software, client versions, certificates and dependencies. Alert on service failure, disk exhaustion and unusual traffic.
- Access separation: limit who can administer the VPS, who can enroll a device and who can change routes or policies.
Routing, topology and exposure decisions
Point-to-point mesh
In a mesh, clients communicate with one another over individual encrypted tunnels. This can reduce the VPS data-path load, but discovery and policy become more important. Headscale and NetBird are designed to make this model manageable; direct WireGuard requires you to maintain the peer relationships yourself.
Routed hub or gateway
A VPS can act as a gateway to a private subnet or to clients that cannot participate in a full mesh. This concentrates routing and logging on the gateway and makes firewall policy easier to centralize, but it also creates a dependency and a potential bottleneck. Document which tunnel addresses are routed, which interfaces perform forwarding and which networks may initiate connections.
Internet egress
Do not automatically route every client’s internet traffic through the VPS. Full-tunnel egress changes the security, privacy, bandwidth and abuse profile of the server. If you need it, define the destination routes deliberately, monitor transfer use and ensure the provider permits the traffic.

Security and lifecycle checklist
- Use unique keys or identities per device; never clone a production private key into multiple clients.
- Revoke a lost device immediately, then rotate any shared credentials it could access.
- Keep management interfaces off the public internet where practical, or protect them with source restrictions and strong authentication.
- Apply least-privilege routes and policies. A device that needs one internal service should not automatically reach every subnet.
- Separate VPN enrollment authority from routine server administration.
- Log enrollments, policy changes, failed authentications and unusual connection attempts, while limiting retention to what you can protect.
- Test restoration of both direct peer configuration and control-plane state. Record the replacement-VPS procedure and the DNS or endpoint changes it requires.
- Review client support before onboarding phones, desktops, servers or embedded devices. A technically sound server is useless if the required client cannot run on the endpoint.
Troubleshooting by symptom
No handshake or device never appears
For direct WireGuard, check that each side has the other side’s correct public key, endpoint and allowed networks, then verify the VPS firewall and the client’s local firewall. For Headscale or NetBird, first confirm that the client is enrolled and authorized with the control plane before debugging the data path.

Separate tunnel reachability from routing. Check the tunnel address, allowed networks, operating-system forwarding, destination firewall and return route. A successful encrypted handshake does not prove that an application subnet has a route back to the client.
Works from one network but not another
Compare NAT behavior, IPv4 and IPv6 paths, outbound filtering and whether the design expects a direct peer connection. A control plane can coordinate peers without guaranteeing that every network permits the same direct path.
Connections fail after a VPS change
Verify DNS or endpoint resolution, firewall rules, restored keys and control-plane state. If the public address changed, update the service advertisement or peer endpoint and test a new client before switching all users.
Bottom line
Direct WireGuard is the cleanest OpenVPN replacement when you can tolerate manual peer administration. Headscale is the middle path for a self-hosted coordination service with a familiar mesh-client model. NetBird is the better fit when centralized enrollment and policy justify a larger self-hosted platform. SoftEther remains valuable for multi-protocol and legacy compatibility, but it is rarely the simplest starting point for a new WireGuard-oriented VPS network.
