Terraria is the safest all-round choice if you want the most exploration, building and replay value for less than $10. For a more focused experience, choose Subnautica for solitary underwater survival, Fallout: New Vegas for branching role-playing, Grand Theft Auto IV: The Complete Edition for story-driven city action, or Borderlands 2 for co-op shooting and loot.
The prices below are snapshots from Steam pages crawled in October 2026. Sale prices, regional pricing and the $10 threshold can change, so check the current Steam price before buying.
Quick picks: the best cheap open-world games
| Game | Best for | Steam price observed | Price type | Open-world style |

| Subnautica | Solo exploration and underwater survival | $7.49 | 75% sale snapshot | Large connected ocean zones |
| Fallout: New Vegas | Dialogue-heavy role-playing and quest choice | $9.99 | Regular listing snapshot | Open desert role-playing map |
| Grand Theft Auto IV: The Complete Edition | Story-led urban action | $5.99 | Discounted snapshot | Dense, mission-driven city |
| Borderlands 2 | Loot, gunplay and co-op | $4.99 | Sale snapshot | Several large connected regions |
| Death Stranding Director’s Cut | Unusual traversal and delivery exploration | $9.99 | 75% sale snapshot | Wide route-planning landscapes |
| theHunter: Call of the Wild | Slow outdoor exploration and simulation | $2.99 | 85% sale snapshot | Large hunting reserves |
| Borderlands 3 | Modern looter-shooter systems | $5.99 | Discounted snapshot | Multiple open maps and planets |
| Titanfall 2 | Fast action and movement | $4.49 | Discounted snapshot | Not a conventional open world |
Steam’s open-world category mixes very different designs. Some games offer one uninterrupted map; others use several large areas joined by loading screens, and Titanfall 2 is included only as a fast-action alternative because its campaign is primarily linear. The sections below explain what you actually do in each game, not just the store tag.
1. Terraria — the strongest all-round value
Why it stands out
Terraria combines exploration, construction, resource gathering, combat and survival in a compact 2D world. You begin with basic tools and gradually uncover underground layers, floating areas, hostile biomes and increasingly demanding bosses. The world is procedurally generated, so a new character can produce a substantially different map, resource layout and route to progression.

Its $9.99 Steam listing was observed in the October 2026 snapshot, while another current listing showed a 50% sale price of $4.99. That makes it the only recommendation here that can satisfy a strict $10 budget at either a regular listing or a sale, depending on which Steam page and region you see.
What exploration feels like
Exploration is layered rather than purely horizontal. You can map the surface, dig through caverns, search for chests, build vertical shafts and later travel through areas that were inaccessible at the start. Returning to an earlier location with better equipment often reveals new routes or resources. The game does not mark every objective for you, so discovery and experimentation are central.
Who should buy it
- Choose Terraria if you want one purchase to support building, combat, crafting and repeated worlds.
- It is a strong fit for players who enjoy making their own goals instead of following a single cinematic story.
- Co-op is available, but the core progression also works as a solo game.
Pick another recommendation if you require a realistic 3D world, voiced dialogue or a tightly directed campaign. Terraria’s visual style and deliberate 2D systems are the attraction, not a compromise to overlook.
2. Subnautica — best for solitary underwater discovery
Why it stands out
Subnautica places you in an ocean world where survival depends on learning its depth, temperature, creatures and resources. Steam listed it as an Open World Survival Craft game at $7.49 after a 75% discount in the October 2026 snapshot. The price was a sale figure, not a guaranteed permanent price.
Exploration and survival loop
You begin with limited equipment and must collect materials to make tools, food, water and vehicles. Early exploration takes place in relatively shallow water; later upgrades let you descend into darker and more dangerous biomes. Depth is both a navigation challenge and a progression gate: oxygen, pressure, visibility and hostile wildlife determine how far a trip can go.
The ocean is designed to make the environment itself the main source of tension. A trip can fail because you stayed underwater too long, entered a region without the right vehicle module or brought too little storage. Base building gives you a safe place to process materials and plan longer expeditions.

Solo versus multiplayer
Subnautica is primarily a solo experience. Its isolation, audio design and gradual environmental storytelling work best when you are making decisions alone. If your priority is built-in cooperative play, Borderlands 2 or Borderlands 3 is a better match.

Pick the symptom - the matching free tool is one click away.
Who should buy it
- Buy Subnautica for atmosphere, environmental discovery and a survival system that directly supports exploration.
- Expect pressure from hunger, hydration, oxygen and hostile creatures rather than constant combat.
- Choose it over Terraria when you want a fully 3D world with a strong sense of place and scale.
3. Fallout: New Vegas — best for role-playing and meaningful choices
Why it stands out
Fallout: New Vegas was shown at a $9.99 Steam listing in the October 2026 category snapshot. Unlike the sale-dependent entries, that observed figure was the regular listing price. It is the clearest choice here if your definition of an open-world game starts with a large map, optional quests and decisions that alter relationships or outcomes.
Quest design and narrative depth
The Mojave map is a framework for role-playing rather than a checklist of activities. You can approach settlements, factions and major conflicts in different ways depending on your skills, equipment and alliances. Dialogue, speech checks, reputation and faction choices often provide alternatives to direct combat. The game allows you to pursue the main conflict quickly or spend hours investigating side stories.
Combat and progression
Combat mixes real-time movement with an optional targeting system that lets you queue attacks against specific body parts. Character skills influence what conversations and quest solutions are available, so creating a build is also a way of choosing which kinds of play the world will support. The pace is slower and more systems-driven than a modern looter-shooter.
Who should buy it
- Choose New Vegas if dialogue, faction politics and replayable quest decisions matter more than technical spectacle.
- It suits solo players who want a game that remembers their choices and lets them solve problems creatively.
- Do not buy it expecting the smoothest movement or newest presentation; its value comes from writing, systems and freedom.
4. Grand Theft Auto IV: The Complete Edition — best story-led city action
Why it stands out
Grand Theft Auto IV: The Complete Edition appeared at $5.99 in Steam’s open-world category listing. The observed price was discounted, so verify the store page before checkout.
What the open city offers
The game’s urban map is dense rather than wilderness-sized. Streets, bridges, interiors and neighborhoods are arranged around a cinematic campaign, optional activities and free-roaming mayhem. Driving is the primary form of traversal, while missions combine vehicle chases, shooting, stealth and scripted set pieces.

The Complete Edition packages the main game with its substantial story expansions, giving the low sale price more narrative content than the base campaign alone. The tone is more grounded and dramatic than the comic-book excess of later entries, with a central story focused on immigration, loyalty and the consequences of criminal work.
Who should buy it
- Pick it for a directed crime story inside a city you can freely explore between missions.
- It is a better fit than New Vegas if you prefer driving, set-piece action and cinematic pacing over dialogue systems.
- Choose another game if your priority is survival crafting, procedural worlds or cooperative progression.
5. Borderlands 2 — best for loot, shooting and co-op
Why it stands out
Borderlands 2 was listed at $4.99 on sale in the October 2026 Steam snapshot. It is a first-person shooter built around constantly replacing weapons, improving a character class and traveling through a series of large regions.
Combat and loot
Every fight can produce weapons with different manufacturers, damage types, firing behaviors and bonuses. The result is a rapid loop: accept a quest, travel to a combat area, defeat enemies, compare drops, complete the objective and unlock the next region. Skill trees give each class a distinct role, while elemental effects reward switching weapons to match enemy weaknesses.

Borderlands 2 supports cooperative play, making it the strongest budget pick for a group that wants a shared campaign. Enemies and loot are designed around repeated firefights, so playing with friends changes the pace and lets different classes complement one another. Solo play remains viable if you prefer to pause and manage equipment at your own speed.
Who should buy it
- Choose it for immediate gunplay, colorful humor and a satisfying stream of new equipment.
- It offers more combat intensity and less free-form exploration than Terraria or Subnautica.
- Buy during a sale if you want a low-cost co-op campaign with substantial progression.
6. Death Stranding Director’s Cut — best for unusual traversal
Why it stands out
Death Stranding Director’s Cut appeared at $9.99 after a 75% discount in Steam’s open-world search. The discount is temporary, and the game can move above the threshold when the promotion ends.
A different kind of open world
The central activity is delivering cargo across fragmented landscapes. You study terrain, plan routes, balance loads and decide when to use tools such as ladders, climbing equipment and vehicles. Rivers, steep slopes, weather and damaged infrastructure turn movement into a puzzle. The satisfaction comes from making a difficult route reliable rather than from clearing every enemy camp.

As the story progresses, you connect isolated communities and unlock shared infrastructure. Roads, bridges and other player-created structures can make later journeys easier, giving the world a subtle asynchronous multiplayer layer even when you play alone.
Who should buy it
- Pick Director’s Cut if traversal, atmosphere and a deliberately strange story appeal more than conventional combat.
- It is ideal for players who enjoy preparation, logistics and visible progress across a large landscape.
- Choose Borderlands 2 or Borderlands 3 instead if you want near-constant shooting and loot drops.
7. theHunter: Call of the Wild — best for slow outdoor exploration
Why it stands out
theHunter: Call of the Wild was shown at $2.99 after an 85% discount in Steam’s open-world search. That was the lowest observed price in this group, but it is also the most dependent on a temporary promotion.
How the simulation works
You explore large hunting reserves, read tracks, listen for calls, manage scent and noise, and choose an ethical shot. Progress is intentionally slow. Walking, observing and learning animal behavior are the main activities, with firearms and equipment serving the simulation rather than turning every encounter into an action sequence.
The reserves support long journeys through forests, wetlands and open terrain. Weather, time of day and animal routines affect what you encounter, so the same route can play differently on another outing. The game rewards patience more than reflexes.
Who should buy it
- Choose it if you want a calm, methodical outdoor game with very little conventional combat.
- It is a poor match for players seeking a constant mission stream or a dramatic campaign.
- At $2.99, it leaves the most room in a $10 budget for another sale purchase, but only if the promotion is still active.
8. Borderlands 3 — a modern looter-shooter alternative
What changes from Borderlands 2
Borderlands 3 appeared at $5.99 in the category listing. It keeps the series’ first-person shooting, class skills and randomized loot while updating movement, weapon handling and presentation. Its campaign moves across multiple planets and large maps rather than concentrating on one continuous landmass.

Exploration and combat balance
Each region contains side quests, enemy bases, hidden collectibles and fast-travel points. The maps are open enough to reward detours, but the primary structure remains mission-based. Sliding, mantling and other movement options make firefights more mobile than in Borderlands 2.

Co-op supports drop-in play, and the game includes systems intended to reduce arguments over loot distribution. The amount of equipment can be overwhelming, so players who enjoy comparing statistics will get more from it than players who prefer a small, curated arsenal.
Who should buy it
- Choose Borderlands 3 for a newer-feeling shooter with extensive gear variety and cooperative options.
- Pick Borderlands 2 instead if you prefer its more compact campaign structure or the lowest observed sale price.
- Neither game is a pure exploration simulator: combat and mission progression remain the focus.
9. Titanfall 2 — best fast-action option, but not a true open world
Why it is included
Titanfall 2 appeared at $4.49 in the category listing. It is included for readers who use “open-world” loosely to mean a cheap PC game with movement freedom and large environments. Its campaign is primarily linear, so it does not meet the open-world brief as closely as the other recommendations.
What it does best
The campaign combines rapid wall-running, double-jumping, sliding and giant-robot combat. Levels frequently change the rules, introducing platforming routes, shifting environments and battles that reward momentum. Missions are compact and highly directed rather than built around free-roaming objectives.
Recommended Free Tools
Who should buy it
- Buy Titanfall 2 if responsive movement and a short, memorable action campaign matter more than map freedom.
- Choose it as a cheap companion to a larger open-world game, not as a substitute for one.
- For a genuinely open map under $10, Terraria, New Vegas or theHunter are better fits.
How the recommendations compare
| Game | Exploration freedom | Combat intensity | Survival or crafting pressure | Solo/co-op emphasis | Narrative depth | Traversal identity |
|---|---|---|---|---|---|---|
| Terraria | Very high; procedural worlds and underground layers | Moderate to high, especially during boss progression | High crafting; light survival pressure | Solo or co-op | Light compared with role-playing games | Digging, building and equipment-based movement |
| Subnautica | High, gated by depth and equipment | Low to moderate; avoidance is often safer | High survival and crafting | Primarily solo | Strong environmental storytelling | Swimming, diving and vehicles |
| Fallout: New Vegas | High within a hand-built map | Moderate and build-dependent | Low | Solo | Very high; branching quests and factions | Walking, fast travel and occasional vehicles |
| Grand Theft Auto IV | Moderate; dense city around missions | High during missions | None | Primarily solo campaign | High, cinematic story | Driving across an urban map |
| Borderlands 2 | Moderate; several connected regions | Very high | Equipment and skill progression, little survival pressure | Solo or co-op | Moderate, mission-led | Vehicles, fast travel and combat movement |
| Death Stranding Director’s Cut | High, with route and terrain planning | Low to moderate, encounter-dependent | Resource and equipment management | Solo with asynchronous online elements | Very high and highly unusual | Walking, climbing, vehicles and infrastructure |
| theHunter: Call of the Wild | High within large reserves | Low and deliberate | Minimal crafting; heavy simulation management | Solo-focused outdoor simulation | Light; activity-driven | Walking, tracking and observation |
| Borderlands 3 | Moderate to high across multiple maps | Very high | Gear progression rather than survival | Solo or co-op | Moderate, mission-led | Fast first-person movement and vehicles |
| Titanfall 2 | Low; mostly linear levels | Very high | None | Primarily solo campaign | Moderate over a short campaign | Wall-running, acrobatics and Titans |
How to choose with a strict $10 limit
Start with the experience, not the biggest map
“Open world” can mean a procedural sandbox, a connected survival environment, a role-playing map or several mission hubs. Decide which activity you want to repeat for the next 20 hours:
- Build and experiment: Terraria.
- Explore alone and manage survival: Subnautica.
- Make dialogue and faction decisions: Fallout: New Vegas.
- Drive through a story-focused city: Grand Theft Auto IV.
- Shoot, collect loot and play with friends: Borderlands 2 or Borderlands 3.
- Plan routes through unusual terrain: Death Stranding Director’s Cut.
- Walk, track and observe wildlife: theHunter: Call of the Wild.
- Move quickly through a directed campaign: Titanfall 2.
Separate regular prices from sale prices
Only Fallout: New Vegas was recorded at a regular $9.99 listing in the cited snapshots. Terraria was seen at both $9.99 and $4.99; Subnautica, Death Stranding Director’s Cut and theHunter: Call of the Wild were listed with 75% or 85% discounts; Grand Theft Auto IV, Borderlands 2, Borderlands 3 and Titanfall 2 were also shown at discounted prices. A game under $10 today may exceed the limit after a sale ends.
Check your region and edition
Steam prices vary by region, currency and tax treatment. Confirm that the store page is showing the edition you intend to purchase, especially for Complete or Director’s Cut packages. The figures in the tables are Valve/Steam observations from October 2026, not a guarantee of your checkout total.
Best pairings if you have exactly $10
When the observed promotions are still active, the low prices allow combinations that cover different moods. For example, theHunter: Call of the Wild at $2.99 plus Borderlands 2 at $4.99 totals $7.98 before regional taxes, leaving room under $10. Terraria at its observed $4.99 sale price plus Borderlands 2 at $4.99 totals $9.98. These combinations depend on both discounts remaining live and on your region using comparable prices, so verify each cart before paying.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →If you prefer one complete experience rather than two smaller purchases, the $9.99 listings for Terraria, Fallout: New Vegas or Death Stranding Director’s Cut each use the full budget while keeping the decision simple. A sale ending between browsing and checkout can change that calculation.
Final recommendation
Buy Terraria for the broadest mix of exploration, building, combat and replayability. Buy Subnautica when atmosphere and solitary discovery matter most, or Fallout: New Vegas when you want the deepest role-playing and quest choice at a recorded regular price of $9.99. Choose Grand Theft Auto IV for a cinematic city campaign, Borderlands 2 for inexpensive co-op shooting, and Death Stranding Director’s Cut for a slower, route-planning experience. TheHunter: Call of the Wild is the bargain pick for patient outdoor simulation, while Borderlands 3 is the modern looter-shooter alternative. Titanfall 2 is excellent value for movement-focused action, but it is not a conventional open-world game.
