For most production migrations, run an open-weight model on infrastructure you control and expose it through an OpenAI-compatible inference server. The strongest general-purpose combination in the supplied options is an OpenAI gpt-oss model served by vLLM. Ollama is the easier local starting point, while Hugging Face’s client layer can keep application code portable across several local servers.

Self-hosting changes the responsibility boundary: prompts and outputs can remain inside your network or private cloud, but your organization must now operate the model server, protect its endpoint, monitor performance, apply patches, and respond to incidents.

What a private replacement actually includes

A closed AI API bundles model hosting, scaling, authentication, and much of the operational work behind a remote endpoint. A private replacement normally has two separate layers:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Model weights: the files that contain the model’s learned parameters, such as gpt-oss-20b or gpt-oss-120b.
  • Inference server: the software that loads those weights, accepts requests, generates tokens, and exposes an API to your applications.

OpenAI’s deployment guidance names vLLM, Ollama, and llama.cpp as compatible runtimes for its gpt-oss models. The models can run on infrastructure you control or in a private cloud, rather than being delivered through the OpenAI API. See the OpenAI gpt-oss deployment documentation for the compatibility statement.

This separation matters when comparing products. A model answers the capability question; a server determines API behavior, concurrency, authentication, observability, and day-to-day operations. Choosing only a model or only a runtime leaves a critical part of the design unresolved.

Open-weight models: gpt-oss-20b and gpt-oss-120b

OpenAI describes gpt-oss-20b and gpt-oss-120b as open-weight reasoning models. Their model card describes text-only models designed for instruction following, tool use, and agentic workflows. The weights use the Apache 2.0 license, subject to the usage policy stated by OpenAI. Read the gpt-oss model card and the official usage guidance together before approving a deployment.

“Open-weight” is more precise than saying that a hosted API has become open. You receive model weights to operate yourself; the models are not delivered through the OpenAI API. Your team chooses the hardware, runtime, network location, retention policy, and monitoring approach.

Choosing between the two sizes

The 20b and 120b labels indicate substantially different resource envelopes. A larger model can be attractive when reasoning quality or difficult agentic tasks justify the additional serving cost, but model size alone does not establish the result for your prompts. Evaluate representative tasks, required context length, response latency, and simultaneous users on the hardware you intend to run.

OpenAI reports that gpt-oss-120b can run efficiently on a single 80 GB GPU under the conditions described in its 2025 launch article. Treat that figure as a documented deployment reference, not a universal capacity guarantee: quantization, context length, batching, and concurrency change memory and throughput. The source is OpenAI’s gpt-oss introduction.

Why vLLM is the default production choice

vLLM is an open-source inference engine with an OpenAI-compatible API server. Its quickstart explicitly says that the server can be used as a “drop-in replacement for applications using OpenAI API.” That makes it the clearest first candidate when an existing application already uses OpenAI-style chat, completion, or embedding client patterns and you want to change the endpoint rather than redesign every integration. See the vLLM quickstart.

The stable documentation lists quantization support and more than 200 Hugging Face model architectures. Those capabilities give an operations team more room to select a model format and hardware configuration than a runtime tied to one narrow model family. Confirm the exact architecture and quantization path you plan to use against the current vLLM documentation.

What vLLM does not solve automatically

API compatibility is not the same as a secure production service. vLLM’s security guidance warns that services should be isolated to private networks and documents API-key protection for its HTTP endpoints. You must decide where the server listens, which systems can reach it, how keys are issued and rotated, and how requests are logged. Those controls belong in your deployment design rather than being assumed from the presence of an OpenAI-compatible route. Consult vLLM’s security guidance.

When Ollama is the better starting point

Ollama is the simplest path for a developer who needs a local model endpoint quickly. OpenAI’s gpt-oss guidance names it as a compatible runtime, so it is a practical way to validate prompts, tool schemas, and basic application behavior on a controlled machine.

Use that simplicity deliberately. A local experiment and a shared service have different requirements. Before exposing an Ollama-based endpoint to multiple users or applications, verify the concurrency it can sustain, the authentication boundary around it, and the observability you need for latency, errors, resource use, and request volume. The supplied compatibility documentation does not establish a universal production capacity for Ollama; measure your own workload.

Using a client layer to preserve portability

Changing inference servers can otherwise force application changes throughout a codebase. Hugging Face’s InferenceClient documentation describes calling local llama.cpp, vLLM, LiteLLM, TGI, and MLX servers through an OpenAI-compatible API. A client abstraction can centralize endpoint selection and let teams move between those backends without rewriting every call site. The relevant documentation is Hugging Face local inference guidance.

This layer is not a substitute for a server. It does not load weights, allocate GPU memory, enforce your network policy, or provide incident response. Treat it as an integration boundary: application code targets a stable client interface while the platform team manages the selected runtime behind it.

How the choices affect privacy and data residency

Self-hosting keeps inference on infrastructure the organization controls. That can mean a workstation, an internal cluster, or a private cloud environment, depending on your architecture and policy. It also lets you define where prompts, tool arguments, retrieved documents, and generated outputs are stored or transmitted.

Privacy is not achieved merely by downloading weights. A server can still leak data through exposed network ports, verbose request logs, crash dumps, telemetry, backups, or an unreviewed tool integration. Draw the complete data path before deployment:

  1. Identify every component that can see a prompt or output, including client applications, gateways, inference hosts, logs, traces, caches, and backup systems.
  2. Keep the inference service on a private network segment and allow only the application identities that need access.
  3. Decide whether prompts and responses may be logged, and redact sensitive fields if operational logs are required.
  4. Document the region or private-cloud boundary in which data and backups reside.
  5. Test that a blocked external route remains blocked during upgrades, failures, and maintenance.

These controls transfer responsibility to your organization. A private endpoint reduces dependence on an external service boundary, but your administrators become responsible for access control, patching, key management, monitoring, and incident response.

API compatibility: what to verify before switching clients

An OpenAI-compatible endpoint can reduce migration work, but compatibility should be tested at the behavior level rather than inferred from a URL shape. Build a small test suite that covers the calls your application actually makes:

  • Authentication headers and key rejection for missing or invalid credentials.
  • Chat or completion request fields used by your SDK, including system instructions, tool definitions, temperature controls, and token limits.
  • Streaming behavior, timeout handling, and the exact error format expected by your retry code.
  • Structured outputs or tool-call parsing if your agent depends on them.
  • Context-length failures when a conversation or retrieved document set grows.

Run the same prompts against the current provider and the private endpoint, then have application owners review differences in refusal behavior, tool selection, formatting, latency, and token usage. API shape is only one part of application compatibility; model behavior can still require prompt or validation changes.

Capability, context, and workload fit

The gpt-oss model card positions these models for instruction following, tool use, and agentic workflows, which makes them relevant to private assistants and automation. That description does not guarantee equal performance on every domain. Define the tasks that matter to your organization and score them with an evaluation set containing normal, edge-case, and adversarial inputs.

Context length is a capacity decision

Longer prompts consume memory and can reduce throughput. Include the largest realistic system prompt, conversation history, retrieved material, and tool results when measuring a deployment. A configuration that looks adequate with short test prompts can fail when production requests carry large documents or multi-step agent traces.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Reasoning quality versus operating cost

Use the smallest model that meets your acceptance criteria, then test whether the larger model materially improves the tasks that justify its resource demand. Do not select gpt-oss-120b solely because its name is larger, and do not select gpt-oss-20b solely because it is cheaper to host. Compare validated task quality, latency, memory headroom, and concurrent-user requirements.

Throughput, concurrency, and hardware planning

Hardware requirements vary with model size, quantization, context length, and concurrency. Quantization can reduce memory use, but the available formats and their quality trade-offs depend on the model and runtime. vLLM documents quantization support; confirm that the format you choose is supported for your selected architecture and hardware.

Plan capacity with measurements rather than a single peak number:

  • Memory headroom: reserve space for model weights, runtime state, request batches, and the longest context you permit.
  • Latency: measure time to first token and complete response time separately.
  • Throughput: measure generated tokens per second under the concurrency your users will create.
  • Queue behavior: observe what happens when demand exceeds available capacity: queuing, rejection, or timeouts.
  • Failure recovery: record restart time and whether in-flight requests are lost.

The documented reference for gpt-oss-120b is one 80 GB GPU under OpenAI’s stated deployment conditions. It should anchor a feasibility discussion, not replace a benchmark using your context and concurrency profile.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A practical deployment path

  1. Classify the workload. Record data sensitivity, allowed residency, expected users, peak concurrency, latency target, context size, tool use, and retention requirements.
  2. Select a model candidate. Start with gpt-oss-20b or gpt-oss-120b according to measured task quality and the available hardware. Review the Apache 2.0 terms and usage policy before approval.
  3. Select the runtime. Choose vLLM when production API compatibility and serving controls are priorities. Choose Ollama for an initial local experiment. Consider llama.cpp where its local deployment characteristics match your hardware, or place a client abstraction in front of whichever server you standardize.
  4. Prepare an isolated host. Place the inference service on a private network, restrict inbound access to known application identities, and decide how secrets are stored and rotated.
  5. Expose a controlled endpoint. Configure the OpenAI-compatible route, authentication, timeouts, request limits, and maximum context policy. Keep administrative interfaces off public networks.
  6. Run compatibility tests. Exercise authentication, streaming, tool calls, structured responses, errors, retries, and long-context requests with the real SDK version used by your application.
  7. Load-test representative traffic. Vary prompt length and concurrent requests. Record latency, throughput, queue depth, GPU memory, and failure rates for each model and quantization choice.
  8. Instrument operations. Capture service health, resource saturation, request counts, latency distributions, error classes, and restart events while minimizing sensitive payload logging.
  9. Run a limited pilot. Route a small, reversible slice of traffic to the private endpoint and compare quality and reliability with the existing service.
  10. Document rollback. Keep the previous endpoint configuration available, define a trigger for switching back, and practice the change before a production incident.

Security controls that cannot be delegated

Use the vLLM security guidance as a baseline for private-network isolation and API-key protection. Then extend it to your environment:

  • Terminate access at a gateway or service boundary that can enforce identity, rate limits, and request-size limits.
  • Issue separate credentials per application or team so a single leaked key can be revoked without taking down every client.
  • Rotate keys and review access regularly; do not place long-lived secrets in source code or shared notebooks.
  • Restrict outbound network access from the inference host unless a documented tool or model workflow requires it.
  • Patch the operating system, GPU stack, runtime, and gateway on a defined schedule, with a tested rollback path.
  • Alert on authentication failures, unusual request volume, memory exhaustion, repeated crashes, and unexpected external connections.

Private deployment also requires an incident plan. Decide who can isolate the host, revoke credentials, preserve relevant logs, notify affected owners, and restore service from a known-good configuration.

Licensing and governance

The gpt-oss weights use Apache 2.0 licensing subject to the stated usage policy. Preserve the license and policy records with the model artifact, and record which exact model files, quantization, runtime version, and configuration are in service. The runtime and any additional model or adapter you add may have separate terms, so review each component rather than treating the entire stack as one license.

Governance should also cover acceptable data, retention, human review for consequential outputs, tool permissions, and evaluation criteria. A model that stays on-premises can still produce an unsafe action if an agent is granted excessive access. Keep generation separate from authorization: the model may propose an action, while deterministic application code decides whether it is allowed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Common failure modes and corrective actions

The client connects but responses differ

Check model identity, system prompts, sampling settings, context limits, tool schemas, and stop conditions. An OpenAI-compatible API does not imply identical model behavior. Update the application’s validation and fallback logic when the private model formats outputs differently.

Requests time out under load

Measure queue depth, context length, batch size, GPU memory, and concurrent requests. Reduce allowed concurrency or context size, select a supported quantization, add capacity, or use a smaller model only after confirming quality remains acceptable.

The local proof of concept cannot serve a team

Review authentication, observability, and concurrency before exposing the endpoint. Ollama may be ideal for a developer workstation, but a shared service needs explicit access control, capacity measurements, monitoring, and a recovery plan.

Private data appears in logs

Inventory application, gateway, runtime, crash, and backup logs. Disable payload logging where possible, redact sensitive fields, restrict log access, and set retention limits that match your policy.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A model update changes production behavior

Pin the model artifact, runtime version, quantization, and serving configuration. Re-run the evaluation suite and compatibility tests before promotion, and keep the previous known-good combination available for rollback.

A decision framework for teams

  • Choose vLLM first when an existing OpenAI-style integration must move with minimal endpoint work and you need a production-oriented serving layer.
  • Choose Ollama first when one developer or a small team needs a local environment to validate prompts and workflows before platform engineering begins.
  • Choose gpt-oss-20b when its measured quality meets the task and you need a smaller operating envelope.
  • Choose gpt-oss-120b when evaluation shows a meaningful quality gain and your hardware, latency, and concurrency budget can support it; the documented single-80-GB-GPU figure is conditional.
  • Use a client abstraction when preserving application portability across vLLM, llama.cpp, LiteLLM, TGI, or MLX is more valuable than coupling code directly to one server.

The winning design is not the model with the largest parameter count or the runtime with the shortest setup. It is the combination that meets your quality and latency targets while keeping data inside the required boundary and giving your team enough operational control to secure, monitor, patch, and recover it.

The Bottom Line

For a private, OpenAI-compatible production endpoint, start by evaluating gpt-oss-20b and gpt-oss-120b behind vLLM. Use Ollama for a simpler local proof of concept, and add a portable client layer when you expect to change runtimes. Self-hosting preserves control over data residency, but it also makes your organization responsible for security, capacity, licensing, monitoring, and incident response.
