Short answer: there is no single character that is automatically best for every new or free-to-play account. In October 2026, The Four Emperors Monkey D. Luffy, Legendary Hero Monkey D. Garp, and Blackbeard Pirates Kuzan are among the strongest names on recent unofficial lists, but a beginner will usually progress faster with the strongest character already owned, properly leveled and matched to the team’s missing role. Verify the current banner, your character’s class, and the unit’s elemental matchups before spending Rainbow Diamonds.
The best beginner choice depends on your roster
One Piece Bounty Rush (OPBR) is a free-to-play, 4v4 treasure-capture action game. Bandai Namco describes it as “An action-packed battle where up to 4v4 players compete to capture Treasure.” Winning is not simply a matter of defeating the most opponents: your team must capture flags, defend them and decide when to fight or rotate.
That objective changes how you should choose a character. A top-ranked attacker may be a poor first investment if your team has no reliable defender or runner. A lower-ranked unit that you already own at a high level can contribute more immediately than a premium unit sitting at level one. Recent tier lists are useful for identifying candidates, not for proving that one character is universally best for beginners or cheapest for free-to-play players.

| Situation | Best decision |
|---|---|
| You already own a strong, developed unit | Use that unit first; improve support, medals and levels before chasing a replacement. |
| Your account is new and has several choices | Pick the character whose class fills the team’s missing job and whose skills you can use consistently. |
| You are considering a new summon | Check the live banner, guarantee rules, fragment requirements and your available currency before pulling. |
| You want a current meta target | Use multiple October 2026 lists as a shortlist, then test the character’s role and matchups in your own account. |
How OPBR roles affect a beginner’s choice
The official How to Play guide identifies three character classes. Learn the class shown on the specific version of the character in your account; do not infer a role from the character’s name or from another version of the same anime character.
Attackers
Attackers specialize in defeating opponents. They are valuable when your team needs to remove an enemy from a flag or create space for a capture. New players often overvalue eliminations, however. An attacker who leaves the team without anyone protecting the treasure can lose even after a strong kill streak.

Defenders
Defenders protect treasure. Their job is to hold captured flags, charge the treasure area and make an enemy capture difficult. Choose one when your matches are repeatedly lost because nobody stays behind to secure the team’s lead.
Runners
Runners capture treasure and pressure unattended flags. They turn a small opening into a score advantage, but they still need teammates to create safe routes and defend the flags they take. A runner is a good fit when your team already has enough fighting power and needs objective pressure.

Bandai Namco’s guide also explains that favorable elemental matchups deal extra damage while unfavorable matchups reduce damage. Check the element shown in the current character information and avoid assuming that a unit performs identically against every opponent. Building a roster with more than one element gives you flexibility when the opposing team changes.

What the October 2026 tier lists actually say
Tier lists are community snapshots, not official guarantees. They use different criteria, dates and interpretations of the current league environment. The spread between lists is itself useful evidence: you should not treat one ranking as a final answer.
| Source and date | What it highlights | How to use it |
|---|---|---|
| Pocket Gamer, updated October 7, 2026, version 7.5 | Places The Four Emperors Monkey D. Luffy, Legendary Hero Monkey D. Garp and Blackbeard Pirates Kuzan among current meta names. Its SS tier also includes Winner Island Trafalgar Law, Seraphim S-Snake, CP9 Jabra and CP9 Blueno. | A dated shortlist of high-performing units. The article notes that individual skill affects results. |
| OPBR Tools, updated October 10, 2026 | Its unofficial ranking considers league performance, meta impact, role value, versatility, ease of use and matchup strength. It places The Four Emperors Monkey D. Luffy at the highest level and The Wings Zoro & Sanji in S; Garp appears considerably lower than on Pocket Gamer. | Useful for seeing how role value and ease of use can change a placement. |
| gacha.gg, October 1, 2026 snapshot | Aggregates the middle placement from four tier lists and says it rebuilds the result weekly. Its snapshot has Don Quixote Doflamingo and Hakuba in S. | An independent cross-check showing that “top tier” depends on the lists being combined. |
These lists support a current contender shortlist, not a beginner guarantee. None establishes a character’s acquisition cost, the number of summons a new account will need, or a universal win rate.
Current characters worth investigating
The Four Emperors Monkey D. Luffy
Luffy is the most consistent name across the October snapshots: Pocket Gamer places him among its leading meta characters, and OPBR Tools puts him at its highest level. That makes him a sensible character to investigate if you already own and can develop him. It does not prove that every Luffy version is easy to use or that a new player should spend all available currency to obtain him. Confirm the exact version, class, level and skills in your account; the official character reference is available on the Luffy character page.

Legendary Hero Monkey D. Garp
Garp is highlighted near the top by Pocket Gamer but placed much lower by OPBR Tools. That disagreement is a practical warning: a character can be excellent in one list’s assumed league environment and less dominant under another list’s criteria. If you own Garp, judge him by your own matches, investment level and team composition rather than discarding him because of the lower placement on one site.
Blackbeard Pirates Kuzan
Kuzan appears among Pocket Gamer’s current meta names. Consider him when his class fills a need and you can supply the levels, medals and support he requires. The available ranking evidence does not establish a special F2P acquisition advantage, so do not assume that a high placement makes his banner efficient for a new account.
Other names appearing in current lists
Winner Island Trafalgar Law, Seraphim S-Snake, CP9 Jabra and CP9 Blueno are included in Pocket Gamer’s SS-tier group. OPBR Tools places The Wings Zoro & Sanji in S. gacha.gg’s October 1 aggregate puts Don Quixote Doflamingo and Hakuba in S. Treat these as candidates to inspect when they are already in your roster, not as a mandatory pull order. Their exact class, element, skill behavior and usefulness depend on the specific version and the current game balance.

- Identify the class. Confirm whether the unit is an Attacker, Defender or Runner in the character screen. Decide which job your team lacks.
- Check objective contribution. Ask what the character can do while a flag is being captured, defended or contested. A unit that only performs well in isolated fights may not solve your team’s actual problem.
- Assess ease of use. Read each skill description, practice the timing and note whether the character requires precise dodges, animation knowledge or coordinated teammates. OPBR Tools explicitly includes ease of use in its criteria; a difficult unit can be a poor first main even when highly ranked.
- Review elements and matchups. Compare the character’s element with the opponents you meet and keep an alternate element available when possible.
- Measure account readiness. Check level, skill levels, character fragments, medals and support. A developed unit you own is usually a better immediate choice than an undeveloped unit you might obtain later.
How to build a free-to-play account around one main
Start with the character you can actually field
The official site describes OPBR as free to play while noting optional paid items and loot boxes. The official web store sells digital Rainbow Diamonds and other digital goods. You do not need a physical product to select or develop an in-game character. Because the reviewed material does not establish a current cheapest character or a guaranteed F2P banner route, avoid promises that a particular unit can be obtained or maxed for a fixed amount.
- Inventory your roster. List your highest-level characters, their classes and elements. Mark units with useful skills even if they are not on an SS list.
- Choose a practical first team. Pair complementary jobs where possible instead of building four characters that all chase eliminations. A runner and defender can cover objectives while an attacker creates openings.
- Spend fragments deliberately. Concentrate early character fragments on the unit you play most. Splitting every resource across many characters leaves the entire roster underpowered.
- Upgrade support characters. Bandai Namco identifies support upgrades as part of team development. Raising compatible support improves the performance of your main team, so do not spend every resource only on the headline character.
- Set and improve medals. Medals are another official development system. Use the bonuses that reinforce the job you are trying to perform, then replace weak medals gradually rather than delaying all play until a perfect set appears.
- Use character type effects. The official guide lists character type effects among the systems that influence development. Check which effects your current roster can activate and build toward useful combinations.
- Review after real matches. Track whether losses come from failed captures, poor defense, unfavorable elements or missed skill timing. Change the role or build that addresses the recurring problem.
How to evaluate a banner without wasting Rainbow Diamonds
Banner value changes whenever the game rotates its offerings. Before summoning, open the in-game banner details and record:
- the featured character and exact version;
- the banner end date and any step-up or guarantee conditions;
- the number of Rainbow Diamonds required for each step;
- pull rates or exchange requirements shown in the banner information;
- fragment, level and skill resources needed after obtaining the unit; and
- whether your current team actually needs that class or element.
Do not infer current summon economics from a beginner video published in 2022. Soul’s beginner guide, published August 14, 2022, explains concepts such as gacha, character collection, leveling, free Rainbow Diamonds, fragments, medals, support and core play. Those fundamentals can orient a new player, but the video cannot establish October 2026 banners, prices or meta rankings.

| Comparison axis | Question to answer | Evidence you can use |
|---|---|---|
| Current league strength | How does the unit perform in the present environment? | Use several dated community lists, knowing they are unofficial and may disagree. |
| Role and objective value | Does it fill the team’s missing Attacker, Defender or Runner job? | Check the class in the game and observe captures, defenses and contested flags. |
| Ease of use | Can you land skills and survive ordinary match situations? | Practice timing and review your own match results. |
| Matchups and element | Does it handle the opponents and elements you regularly face? | Use the official elemental-damage rules and your battle history. |
| Ownership and development | Which unit already has levels, fragments, medals and support? | Compare your account resources; no standardized F2P cost comparison is established by the available sources. |
A character that wins on four of these five tests is generally a more sensible main than a higher-ranked unit that you cannot obtain, build or control.
Common beginner mistakes and fixes
Chasing a tier-list letter
Problem: You abandon a usable character because another site ranks it lower. Fix: Use lists as dated references and compare your own role, element and development first.

Building only attackers
Problem: Your team wins fights but loses the treasure count. Fix: Add a defender or runner when the objective, rather than eliminations, is causing losses.
Ignoring the exact character version
Problem: You assume two versions of the same character have the same class or skills. Fix: Verify the in-game information screen before assigning a role or spending resources.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesSpending before checking the banner
Problem: You run out of Rainbow Diamonds before reaching a guarantee or before a needed banner appears. Fix: Read the full banner rules and calculate the complete cost before the first pull.
Neglecting support and medals
Problem: A promising character feels weak despite adequate level investment. Fix: Develop support characters and equip medals that reinforce the role; both systems are part of the official progression guidance.
Quick Recap
Bottom line for beginners and F2P players
For an October 2026 shortlist, start by inspecting The Four Emperors Monkey D. Luffy, Legendary Hero Monkey D. Garp and Blackbeard Pirates Kuzan, then consider other names that appear in the dated lists. Do not treat any of them as a guaranteed beginner or free-to-play winner. The strongest practical choice is the well-developed character you own that fills your team’s needed job, works with your elements and matches your skill level. Recheck rankings, banners and store offers whenever you make a new investment because all three can change after an update.
