LuckPerms is the best default permissions plugin for a Minecraft Java server in 2026. It works on Paper and Spigot servers, supports BungeeCord, Velocity, and Waterfall proxy networks, and provides the group inheritance, weights, per-server, and per-world controls most communities need. Install it on every backend and on the proxy when you run a network; a proxy-only installation cannot answer permission checks made by backend plugins.
Use Ultra Permissions if a GUI-first workflow and temporary permissions matter more than LuckPerms’ command-oriented administration. Do not start a new server with PermissionsEx, GroupManager, or PowerRanks: sources describe those projects as outdated, unsupported, broken, or discontinued. A permissions plugin decides which command, feature, or event a player may use. Instead of granting access individually to every player, you create groups such as default, member, moderator, and admin, then attach permission nodes to those groups. Players inherit the nodes of their assigned group.
This separates authorization from the plugins that provide commands. A moderation plugin can check a node such as plugin.command.mute; the permissions manager answers whether the player has it. The same rank can therefore control commands from several plugins without editing each plugin’s configuration separately.

Permissions are not the same as chat formatting or a tab-list display. A rank may grant access correctly while its prefix is not visible because your chat or tab-list component has not been configured to read the permission metadata. Treat authorization, formatting, and display as separate layers when troubleshooting.

There is no reliable published market-share or user-count figure to use as a ranking. The recommendation is based on platform coverage, network behavior, feature depth, and the maintenance concerns reported for the alternatives.
Why LuckPerms is the default choice
It covers the common server layouts
For a single Paper or Spigot server, LuckPerms handles group creation, inheritance, weights, and permission assignments. For a network, it has integrations for BungeeCord, Velocity, and Waterfall. Platform support can change with releases, so check the plugin build against the Minecraft version and server software you actually run rather than relying on a generic platform list.
Inheritance keeps rank administration manageable
Build a hierarchy instead of duplicating nodes. A moderator group can inherit member, while an admin group inherits moderator. If a common permission changes, you edit one parent group. Group weights provide an ordering when multiple groups or prefixes are present, and server or world contexts let you grant a node only where it is needed.
It supports both command and web workflows
Commands are precise and scriptable. The LuckPerms web editor is useful when a large permission tree is difficult to review in chat: open editor.luckperms.net, load the data snapshot using the command shown by your server, make the changes, and apply the returned command. Treat the editor link and returned command as administrative secrets; only trusted staff should use them.

Comparison sources report that LuckPerms is free and uses the MIT licence. Verify the licence and distribution terms for the exact release you deploy, especially if you redistribute a server pack or build a commercial service around it.
Choose the plugin for your server architecture
Standalone Paper or Spigot server
LuckPerms is the straightforward choice when one server process handles player connections and plugin checks. Install the version matching your server software, stop or restart the server as required by your hosting panel, and confirm that the plugin loads before creating groups. A permissions manager should be the only component responsible for permission decisions.
Velocity, BungeeCord, or Waterfall network
A proxy and a backend are separate plugin environments. The official LuckPerms installation guidance states that the permission system used on Velocity or BungeeCord is separate from the backend system. Installing LuckPerms only on the proxy does not satisfy permission checks made by plugins running on Paper or Spigot.
Install the appropriate LuckPerms component on the proxy and install LuckPerms on every backend that runs plugins needing permissions. Use shared storage so changes made on one server can be seen by the others. One network setup guide treats MySQL as mandatory for network installations; storage requirements can vary by version and topology, so confirm the supported storage option for your build before going live.
Fabric or Forge
Platform lists include Fabric and Forge among LuckPerms’ supported environments, but support is release-dependent. Verify that a LuckPerms build explicitly supports your loader and Minecraft version. Do not assume that a Bukkit plugin jar can be copied into a Fabric or Forge server.

LuckPerms setup guide for 2026
Prepare the server
- Record your Minecraft version, server software, loader, and (for a network) proxy type.
- Back up the server and its existing permissions data before changing managers.
- List every plugin that performs permission checks and the staff members who will administer ranks.
- Remove or disable other permission managers before testing LuckPerms.
Running two permission managers at once is a common hard failure. A setup guide warns that if PermissionsEx, GroupManager, bPermissions, or another manager remains installed, LuckPerms may not handle permission checks and nothing will work as expected.
Install on a standalone server
- Download the LuckPerms build that matches your server platform and Minecraft version from its trusted project distribution.
- Place the plugin in the server’s plugin directory and restart the server. Avoid changing several infrastructure plugins in the same restart so that errors are attributable.
- Run
/lpin game or from the console to confirm that LuckPerms responds. If the command is unknown, inspect the startup log and verify that the jar is in the correct directory. - Create a small test group and grant only one harmless permission node. Use the command help exposed by your installed build to confirm exact syntax before applying broad nodes.
- Assign a test account to that group, reconnect if the plugin or the target command caches permissions, and test both an allowed and a denied action.
- Expand the group gradually, documenting each node and its reason. Avoid granting wildcard permissions until you understand what every target plugin exposes.
Install on a proxy network
- Install LuckPerms on the proxy using the component for Velocity, BungeeCord, or Waterfall.
- Install the backend component on every Paper, Spigot, or other supported server that performs plugin permission checks.
- Configure a shared database or other storage supported by your LuckPerms build so the proxy and backends can exchange data. Test connectivity from each process.
- Restart in a controlled order and inspect each proxy and backend log for storage, permission, or dependency errors.
- Use the command namespace for the environment you are administering. The official wiki lists
/luckpermsbungeefor BungeeCord and/luckpermsvelocityfor Velocity; another setup guide uses the shorter/lpband/lpv. Syntax varies by version, so confirm with/lp, the command help, or the current LuckPerms documentation before scripting. - Test a permissioned command on each backend, not only at the proxy. A proxy-side success does not prove that a backend plugin can see the same group.
How to set up ranks on a Minecraft server
Design the hierarchy first
Start with capabilities, not colorful names. A practical structure might be default for every player, member for trusted regulars, moderator for player-safety tools, and admin for server administration. Add a separate builder or event group when those duties do not fit the staff hierarchy.
- Keep
defaultsafe: movement, chat, and ordinary gameplay only. - Put moderation nodes in
moderator, not in a global wildcard. - Reserve installation, economy, teleportation, and console-like commands for a tightly controlled group.
- Use inheritance for shared capabilities and direct grants for exceptions.
- Use group weights when a player can belong to more than one group and a winning prefix or priority must be selected.
Create groups and assign permissions
LuckPerms commands are administered through the /lp command family. The exact subcommand help is authoritative for your installed version, but the normal workflow is to create a group, set permission nodes on it, add parent inheritance, and assign a player to the group. Make one change at a time and test it with a non-operator account.
Do not use server operator status as a substitute for rank testing. Operators can bypass checks and make a broken permission design look correct. Keep a separate emergency operator account offline and test normal ranks without elevated status.

Per-world and per-server overrides are useful for a lobby, survival world, minigame, or staff test server. Grant a node in the narrowest context that needs it. When a permission appears unexpectedly, inspect whether a global grant, a parent group, or a more specific context is winning.

Make prefixes and displays deliberate
Assigning a prefix or weight in the permissions system does not guarantee that players will see it. Configure the chat, tab-list, or scoreboard component to read the metadata format your server uses. Keep formatting separate from authorization so changing a color never changes access.

“LuckPerms vs PermissionsEx” is therefore primarily a maintenance decision, not a feature shootout. If PermissionsEx already runs a stable legacy server, schedule a backup, staged migration, and rollback plan. For a new deployment, adding an unsupported manager creates avoidable compatibility and security work.
When Ultra Permissions makes sense
Ultra Permissions is the GUI-first alternative in this shortlist. Sources describe a visual interface, network synchronization, and temporary permissions. Those are attractive when several administrators need to inspect ranks without memorizing commands or when access must expire automatically.
Verify the exact Minecraft build before production use. Confirm how its network synchronization works, where temporary permissions are stored, what happens if the database is unavailable, and whether every backend and proxy component is supported. Keep a test server and a non-operator account for those checks; a polished GUI does not remove the need to understand inheritance and least privilege.

GroupManager
Comparisons describe GroupManager as outdated and broken. It may still appear in old Essentials-era server directories, but keeping it during a migration can prevent LuckPerms from becoming the active permission handler. Back up its groups, remove it from the live test, and verify every rank after migration.

PowerRanks
The developer was reported to have announced discontinuation. Do not build a new network around a project whose maintenance has ended. If an existing community depends on it, treat replacement as an infrastructure project rather than installing a second manager beside it.

The command says a player lacks permission
- Check that LuckPerms loaded successfully in the relevant server log.
- Confirm the player is assigned to the intended group and that the group contains the node.
- Check inheritance, world context, and server context for an accidental restriction.
- Test with a non-operator account and reconnect if the target plugin caches permissions.
- Search for another permission manager still installed and remove or disable it.
The proxy sees the rank but a backend does not
This usually indicates an installation boundary or synchronization problem. Confirm LuckPerms is installed on the backend that runs the command, not only on the proxy. Check shared-storage credentials, network reachability, and each process’s startup log. A proxy permission system cannot answer a backend plugin’s local check by itself.
Different servers show different ranks
Check that every process points to the same supported storage and that clocks, credentials, and database permissions are valid. Verify the change on one server, then test another. If you use separate databases intentionally, document that the rank is local rather than expecting network-wide behavior.
The proxy command is unknown
Proxy command aliases differ between sources and releases. Try the command help exposed by your installed build and confirm whether it uses /luckpermsbungee, /luckpermsvelocity, /lpb, or /lpv. Do not put an unverified alias into automation.
The web editor change did not apply
Use a fresh data snapshot, complete the edits, and run the exact apply command returned by the editor. Check that the command was executed on the intended server and that the account has administrative permission. If the network uses separate proxy and backend data, apply the change in the environment whose data you edited.
