Bedrock Dedicated Server does not use Java Edition mod loaders. The practical equivalent is an add-on made from one or both of two pack types: a behavior pack for gameplay changes and a resource pack for visuals and sounds. A “best” pack is therefore the one whose behavior, resource scope, manifest version, and dependencies fit your server—not a Java mod that expects Forge or Fabric.
Installation has two separate parts: copying the pack folders to the server and registering each pack’s header UUID in the world’s JSON files. Uploading a folder by itself does not activate anything in-game. The guide below shows how to choose packs by purpose, install a .mcpack or .mcaddon, handle an existing world, and diagnose the failures that most often make a pack appear to be missing.

What counts as a “mod pack” on Bedrock?
On Bedrock, community content is delivered as add-ons. The files are built around Microsoft’s pack format rather than the Java Edition loader ecosystem. That distinction determines what you can install and how the server discovers it.
Behavior packs change the game rules
A behavior pack contains gameplay data. Depending on its design, it can alter entities, loot tables, recipes, and other game behavior. If your goal is a new survival progression, different drops, custom creatures, or altered crafting, this is the pack type to evaluate first.

Resource packs change what players see and hear
A resource pack changes presentation: textures, models, sounds, and other visual or audio assets. It does not, by itself, add new gameplay rules. A server that wants a themed look can use a resource pack alone; a gameplay add-on may include one so that custom content is displayed correctly.
An add-on bundle can contain both
The .mcaddon format is a container that commonly holds several pack folders. A bundle may include a behavior pack, a resource pack, or both. A separate .mcpack normally represents one pack. In either case, the server ultimately needs ordinary folders with a valid manifest.json; it does not read the compressed archive as the active pack.

How to decide which packs are best for your server
There is no universal “best” add-on. Start with the change players should notice, then verify that the pack is maintained for the Bedrock server version you actually run. Use the following decision table before downloading anything.
| What you want | Pack type to look for | What to inspect | Main trade-off |
|---|---|---|---|
| New entities, drops, recipes, or progression | Behavior pack | Supported server version, dependencies, and the exact gameplay systems it edits | Gameplay changes can affect existing worlds and player expectations |
| A themed texture, model, or sound set | Resource pack | Whether every custom asset is included and whether clients can load it | It changes presentation without adding gameplay rules |
| Custom gameplay that also needs matching textures or sounds | Behavior and resource packs together | That both folders are present and that each UUID is registered in the correct world file | There are two manifests and two activation entries to maintain |
| A single download containing several related packs | .mcaddon bundle |
Which folders are inside the archive and where each one must be copied | One archive can hide multiple packs that must be registered separately |
| One narrowly defined change | Individual .mcpack |
That the manifest is at the folder’s top level | You must manage additional packs separately if the project grows |
Use a compatibility-first checklist
- Identify the Bedrock Dedicated Server release running your world. Pack compatibility can change with major server updates.
- Read the pack’s manifest before installation. Record the header UUID, module UUIDs, version, and any dependency UUIDs.
- Decide whether the pack needs only behavior, only resources, or both. Do not assume a behavior pack supplies its own textures.
- Prefer a pack whose documentation states the same server generation you operate. A pack that worked before a major update may need a newer manifest or assets.
- Plan a test world or a copy of the production world. A behavior pack can change recipes, entities, or loot in ways that affect existing saves.
- Keep the original archive and an inventory of every UUID. That makes rollback possible if an update breaks the world.
Pack formats and installation routes compared
You have two practical routes: install folders directly on a fresh server, or enable the packs in a single-player world and export that world. The second route can be useful when you want the game to generate the world registration files for you, but the folders still have to be copied to the server.

.mcaddon bundle |
One archive containing multiple folders | Several extracted folders, each assigned to its matching pack directory | A coordinated add-on supplied as one download |
Install an add-on on a fresh Bedrock server
Perform the file work while the server is stopped. The exact upload interface depends on your host or operating system, but the folder and JSON requirements are the same.
- Keep a backup. Copy the world folder and the original pack archives before making changes. A behavior pack can alter save data and gameplay state.
- Extract the archive on your computer. Rename a
.mcpackor.mcaddonfile to.zip, then extract it. Bedrock Dedicated Server reads pack folders, not the compressed archive. If the archive contains several folders, treat each as a separate pack. - Check the folder level. Open each extracted folder and confirm that
manifest.jsonis directly inside it. If you see an extra wrapper directory first, move the actual pack folder up one level. A path such asSomeDownload/PackName/manifest.jsonis wrong when the server expectsPackName/manifest.jsonat the pack root. - Separate behavior and resource folders. Put behavior pack folders in the server’s behavior-pack directory and resource pack folders in the resource-pack directory. Most third-party Bedrock server guides call these directories
behavior_packsandresource_packs. - Account for the current server release. A Microsoft-sourced Bedrock Dedicated Server snippet refers to
development_behavior_packs, while other installation guides usebehavior_packsandresource_packs. These references are not reconciled here. Before copying files, verify the directory names required by the exact server release and control panel you run; do not assume a folder name from an older guide. - Open the manifest. Record the header UUID and version from each pack’s
manifest.json. The header UUID is the identifier you will place in the world registration file. - Register the packs in the world folder. Create or edit
world_behavior_packs.jsonfor behavior packs andworld_resource_packs.jsonfor resource packs. Each entry uses the pack’s header UUID aspack_idand includes a version array. - Save valid JSON and restart. Stop/start or restart the server after copying files and saving the registration files. A running process may not notice the new folders until it starts again.
Registering packs in the world JSON files
Copying a folder makes its files available; registration activates it for a particular world. The behavior and resource lists are separate, so a combined add-on generally needs one entry in each file.

Place the behavior pack’s header UUID in world_behavior_packs.json. A minimal entry follows Microsoft’s tutorial format:
[ { "pack_id" : "33556fcf-d192-4d5f-96a0-29357702af7b", "version" : [ 1, 0, 0 ] } ]
Replace the example UUID and version with the values in your own manifest. The UUID must be the header UUID, not a module UUID. If several behavior packs are active, add another object to the same JSON array and preserve valid commas and brackets.

Resource-pack registration
Use the same structure in world_resource_packs.json, this time with the resource pack’s header UUID and version. A behavior pack and its matching resource pack can therefore have different registration entries, even when they arrived in one .mcaddon file.
Why the world file matters
The registration is world-specific. Installing a pack on the server does not automatically enable it in every world. If you switch worlds, copy or create the corresponding JSON files in that world’s folder and verify that the referenced pack folders are available to the server.

UUID and manifest rules that prevent silent failures
Bedrock identifies packs by UUID, so a visually correct folder can still fail if its identifiers are wrong.
- The manifest header UUID must be unique to that pack and use the hexadecimal form
xxxxxxxx-xxxx-xxxx-xxxx-xxxxxxxxxxxx. - Every module in the manifest needs its own UUID. A module UUID must not be reused as the pack’s header UUID.
- A dependency UUID must exactly match the header UUID of the pack it depends on. One changed character is enough to break the dependency relationship.
- When a behavior pack does not appear, compare the header UUID and every module UUID first. Guides for Bedrock specifically call out accidental reuse of the same UUID as a common cause.
- Use the manifest’s version array in the world JSON entry. Do not copy a version from a different pack or assume that a filename identifies the correct release.
Moving an enabled single-player world to the server
If manual JSON editing is inconvenient, an alternative is to configure the add-on in a single-player world and export that world.

- Play and share with friends on console, mobile and Windows 10
- discover community creations in the new in-game store
- access new mini games and game modes through servers
- Import the
.mcpackor.mcaddonon your computer and enable the desired behavior and resource packs in one single-player world. - Export the configured world using Bedrock’s world export function.
- Extract the exported world on your computer.
- Inspect the export. It should contain behavior-pack and resource-pack folders plus the world registration JSON files generated for the enabled packs.
- Copy the world and its pack folders to the server, adapting the destination directory names to the current Bedrock Dedicated Server release if necessary.
- Confirm that every UUID in the exported JSON files matches a manifest header UUID in the folders you uploaded.
- Start the server and connect with a client that supports the same Bedrock version.
The export route can generate the JSON lists automatically, but it does not eliminate the file-copy step. The server still needs the actual pack folders; JSON entries that point to missing folders cannot activate content.

Use a copy of the world or a disposable test world for the first launch. Check one behavior change and one visual or audio change separately when possible. This isolates whether a problem is in the behavior pack, resource pack, registration, or client presentation.
- Join the world after the restart and verify that the expected gameplay change exists, such as a recipe, entity, or loot result described by the pack.
- Verify that the resource change is visible or audible to a client. A resource pack can be present on disk while a client still lacks an asset or uses an incompatible version.
- Review the server log for manifest, dependency, or JSON parsing errors immediately after startup.
- Stop the server before correcting files, then restart after every registration or folder change.
- Once the test world works, make a fresh production backup before applying the same files to the live world.
Troubleshooting: when an add-on does not appear
| Symptom | Likely cause | Fix |
|---|---|---|
| The pack is absent from the world | The folder was uploaded but not registered | Add the manifest header UUID and version to the appropriate world JSON file, then restart. |
| The server reports a missing or invalid manifest | manifest.json is nested inside an extra directory |
Move the real pack folder so the manifest sits directly at its top level. |
| A behavior pack is listed but does nothing | Header and module UUIDs were reused or a dependency UUID is wrong | Give each module its own UUID and make every dependency UUID exactly match the required pack header UUID. |
| A combined add-on partly works | Only one side of the bundle was copied or registered | Check for both behavior and resource folders, then verify one entry in each corresponding world JSON file. |
| The server ignores the uploaded folder | The directory name does not match the current release’s expectation | Verify whether your release uses the standard behavior/resource directories or the development directory referenced in Microsoft’s snippet; move the folder accordingly. |
| The pack worked before an update | Its manifest or content is incompatible with the newer server version | Check the pack’s stated compatibility, compare its version with the server release, and test on a copy before replacing the live installation. |
| Changes are not visible after editing files | The server was not restarted | Stop and start the server after changing folders or registration JSON. |
| JSON errors appear at startup | Malformed brackets, commas, quotes, or an incorrect version array | Restore a backup, compare the file with the documented object-array format, and validate the UUID and version values. |
Managing updates, combinations, and removal
Update one pack at a time
When a pack author releases a new version, preserve the old folder and its manifest before replacing anything. Compare the new header UUID, module UUIDs, dependencies, and version array with the registration entry. If the header UUID changed, update the world JSON; changing only the folder name is not enough.
Combine packs deliberately
Multiple behavior packs can be listed in one behavior JSON array, and multiple resource packs can be listed in the resource array. Keep an inventory of the order and purpose of every entry. If two packs edit the same gameplay or asset data, the result may not match either pack’s documentation, so test the combination in a copy of the world rather than discovering the conflict in production.

Remove a pack cleanly
Back up the world, stop the server, remove that pack’s object from the relevant world JSON file, and then move or delete its folder. Removing only the folder leaves a registration that points to missing content; removing only the JSON entry leaves unused files on disk. Restart and test the world before deleting your backup.

Practical choices for common server goals
A gameplay-focused survival server
Choose a behavior pack whose manifest and documentation match your Bedrock server release. Add a resource pack only when the gameplay content depends on custom textures, sounds, or models. Test recipes, entities, and loot in a copy of the world before enabling it for established players.
A themed community server
Start with a resource pack if the objective is a consistent visual or audio style. Register it in world_resource_packs.json and test with the same client version your community uses. Add a behavior pack only for mechanics that the theme genuinely requires.
A coordinated content bundle
For a .mcaddon that contains both pack types, extract every folder, place each in the matching server directory, and register both header UUIDs. Treat the bundle as several deployable packs, not one file that the server can activate automatically.
An existing world you cannot risk changing blindly
Export a copy of the world with the packs enabled, inspect the generated folders and JSON files, and launch that copy first. Keep the original world untouched until the test confirms that the behavior and resources load correctly.

Key points to remember
- Bedrock add-ons are behavior packs, resource packs, or a combination—not Java Edition mods.
- A pack is active only when its folder is present and its manifest header UUID is registered in the world’s JSON file.
- Use the manifest’s own UUIDs and version array; dependencies must point to exact header UUIDs.
- Folder names for Bedrock Dedicated Server have conflicting references across current guides, so verify the directory expected by your exact release before uploading.
- Major server updates can change compatibility. Test updates and combinations on a copied world, and restart after every file or registration change.
