There is no single safest app for every child under 15. For children under 13, start with services designed for younger users and a small, parent-approved contact list. For ages 13 and 14, a tightly supervised game or interest community may fit, but open servers and unrestricted direct messages require more judgment. Choose by eligibility in your country, who can contact the child, how public the community is, moderation quality, parent controls, privacy, and spending—not by popularity or an app-store age badge.

The shortlist below is a decision aid, not a blanket safety endorsement. Features, age rules, regional availability, and legal requirements can change, so verify them in the app and the platform’s current terms before creating an account.

Quick picks by age and purpose

Use the table to identify a starting point, then inspect the current settings and contact rules. A service’s listed age is only an initial screen; it does not prove that every feature is appropriate for your child.

App or service Listed or stated age context Best fit What parents should verify
Kinzoo Messenger for Families Common Sense Media lists it as 6+ Family-centered messaging for younger children Which people may contact the child, invitation approval, and current parent controls
Azoomee Common Sense Media lists it as 6+ Play, learning, and communication in one child-oriented service Current chat, content-sharing, and purchase settings
blinx Common Sense Media lists it as 8+ Sharing pictures and stories with family Account invitations, discoverability, and who can view or respond
GeckoLife Common Sense Media lists it as 8+ Bounded family-sharing social use Invitation rules, profile visibility, and moderation or reporting tools
Zigazoo Common Sense Media lists it as 5+ Creative challenges and kid-focused social interaction Sharing permissions, interaction controls, and in-app purchases
Roblox Kids accounts cover ages 5–8; Select accounts cover ages 9–15 Gaming with age-banded communication Age verification, regional feature availability, chat permissions, and trusted-friend settings
Discord Service minimum age is generally 13, subject to local rules A known, moderated club, class, or friend community for an older teen Server moderation, direct-message settings, public discovery, and ongoing supervision

For a child under 13, the child-oriented options are the logical first comparison. Roblox can be considered when the primary purpose is gaming and its age-based controls fit your family. Discord is better treated as an older-teen option for a specific, known community rather than a general-purpose space for children.

How to choose an app without relying on an age badge

1. Confirm legal and contractual eligibility

Check the platform’s minimum age for your child’s country, the account type being created, and any local restrictions. The OECD’s 2025 review of age-assurance practices documents that service terms and app-store ratings can differ, and that rules may vary by country. An app-store “6+,” “9+,” or “12+” label is a content and maturity signal from the store; it is not automatically permission to open an account.

Do not bypass a minimum age by entering a false birth date. A false date can remove age-based safeguards, violate the service terms, and make account recovery harder. If the service is designed for younger users, use its parent or family setup path and provide accurate information.

2. Identify who can start a conversation

The safest useful option is usually the one with the narrowest contact model that still serves the child’s purpose. Possible models include parent-approved contacts, known friends, trusted connections, same-age groups, open server members, or anyone who can find a username. Ask whether a stranger can send a request, whether a friend can add other people to a group, and whether the child can receive messages from outside a game or community.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Understand the shape of the community

A closed family album, one-to-one messenger, game chat, and public interest server create different exposure. Closed sharing limits discovery but may reduce opportunities for broad collaboration. Public or semi-public communities can be valuable for a teen’s interests, yet they also bring unknown users, fast-moving conversations, and content that parents cannot see in advance.

4. Check moderation and reporting

Look for blocking, muting, reporting, content filters, moderator roles, and clear responses to abuse. Find out whether the platform reviews reports, whether server owners—not the platform—control much of the moderation, and whether private messages are handled differently from public posts. A filter reduces some exposure; it is not a guarantee that inappropriate material will be stopped.

5. Separate parent controls from parent visibility

A parent dashboard may let you approve contacts, disable chat, or set an age category without showing the text of every message. Before signup, determine exactly what parents can see: connections, profile changes, time reports, flagged content, or message content. Explain the level of supervision to the child so monitoring is a safety agreement rather than a surprise.

6. Review privacy and spending together

Child-oriented options for under-13s

Kinzoo Messenger for Families

Common Sense Media’s February 5, 2026 list places Kinzoo Messenger for Families at 6+ and describes it as a child-oriented communication option. Its family context makes it a sensible starting point when a younger child needs to message relatives or a small circle of known people.

During setup, verify how a parent adds contacts, whether invitations require approval, and whether an approved contact can invite someone else. Check whether the child can search for usernames, receive unsolicited requests, or move a conversation into a larger group. Recheck these controls after updates because family-messaging products can add features over time.

Azoomee

Azoomee is also listed at 6+ and combines play, learning, and communication. That mixed purpose can work for a child who wants activities as well as messaging, but it means parents should inspect both the social and the purchase surfaces.

Open the communication settings and determine who can comment, message, or share content with the child. Then review parental approval, spending limits, and any subscription or purchase confirmation. Keep the account focused on known contacts if the service permits that choice.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

blinx

Common Sense Media lists blinx at 8+ and describes it as a way for families to share pictures and stories. This is closer to a bounded family-sharing use case than an open server community, provided invitations and visibility remain controlled.

Ask who can see a post, whether replies are limited to invited people, and whether a child’s profile is discoverable outside the family group. Turn off location information in photos when the service or device offers that option, and teach the child not to include school names, uniforms, addresses, or daily routines in posts.

GeckoLife

GeckoLife appears in the same list at 8+ as a family-sharing social option. Treat it as a private-group tool only after confirming the current account and invitation rules. A family label does not by itself tell you whether groups are searchable or whether links can be forwarded.

Create the first group with the parent as an administrator, invite only people the family knows offline, and test what a non-member can view. Review blocking and reporting controls before the child begins posting.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Zigazoo

Zigazoo is listed at 5+ and is described as creative challenges and social media for kids. Creative prompts can be engaging, but publishing and responding are still social interactions. Common Sense Media also notes purchases, so spending controls belong in the initial setup rather than as an afterthought.

Start with the most restrictive sharing option. Check whether submissions are visible to a broad audience, whether comments or reactions can come from unknown users, and how a child removes a post. Require a parent-approved payment method with device authentication, or disable purchases entirely if the app permits it.

Roblox: age-banded communication inside a game platform

Roblox is a gaming platform with embedded communication, not a dedicated messenger. Its official safety information describes Kids accounts for ages 5–8 and Select accounts for ages 9–15. Chat availability requires age checking, and communication is limited by age group and trusted-friend status. Features can vary by region.

What the age bands mean

  • Ages 5–8: Kids chat is off by default, and chat outside games is disabled. Parents may enable limited in-game or one-to-one options where available.
  • Ages 9–12: Select chat rules apply to this band. Review which in-game and direct options are enabled rather than assuming the account has the same abilities as an older teen.
  • Ages 13–15: Select settings provide broader communication than the younger bands, but parents can still turn chat off for under-13s and should review trusted-friend and age-group limits.

In the parent settings, confirm the child’s age band, complete any required age check, and inspect each communication toggle. Test the account with the child: identify where chat appears, how to block a user, how to report a message, and what happens when a friend request arrives. Because a game can contain user-created experiences, review the content and social settings for the specific games the child plays rather than treating Roblox as one uniform environment.

Discord for ages 13–14: useful only with a known community

Discord can support a school project, a moderated club, or a friend group, but it has no separate kids mode. Servers may be public, lightly moderated, or effectively unmoderated, and direct messages can move a conversation away from a group’s visible channels.

When Discord may be appropriate

Consider it only when you can name the specific community the teen will join, identify its moderators, and explain why the community needs Discord. A private server for a known class or club is a different risk from browsing public servers by interest. Confirm the service minimum age and local rules before creating the account.

Settings to review together

  • Disable or restrict direct messages from server members the teen does not know.
  • Limit friend requests and avoid accepting people solely because they share an interest.
  • Turn off discovery features that expose the account to public communities unless there is a clear reason to use them.
  • Review server rules, moderator contact methods, and reporting procedures before posting.
  • Use blocking and muting immediately when a conversation becomes uncomfortable; do not negotiate with a harassing account.

Explain that moderators can remove posts or members but cannot guarantee that every message is seen before it causes harm. Parents should know the server names and revisit them as the teen’s interests change.

Comparison checklist for any service

Question Prefer Warning sign
Who can contact the child? Parent-approved contacts or known, age-appropriate connections Anyone can message or add the child by username
How discoverable is the account? Private profile and limited search Public profile, directory listing, or open invitations
Where do conversations happen? Closed family group or clearly moderated community Unrestricted public rooms and hidden DMs
What can parents control? Contacts, chat, privacy, spending, and account changes Only device time limits or a dashboard with no actionable controls
How does reporting work? Visible block/report tools and responsive moderators No clear reporting route or unclear responsibility between platform and server owner
What data is exposed? Minimal profile, no unnecessary location, no contact syncing Public school, routine, location, or automatic address-book upload

Set up a child’s account safely

  1. Confirm eligibility. Read the current terms for the child’s country and account type. Record the actual birth date and use the platform’s family or supervised setup when offered.
  2. Create the account with the child present. Use a parent-controlled email where appropriate, choose a unique password, and enable two-factor authentication if the service supports it.
  3. Start private. Turn off public discovery, location sharing, contact syncing, and unsolicited requests. Add only the first few known contacts.
  4. Check every communication path. Test friend requests, group invitations, game chat, comments, and direct messages. Settings that block one path may not block another.
  5. Configure spending. Disable purchases or require device authentication for every transaction. Explain that virtual items and subscriptions cost real money.
  6. Practice safety actions. Show the child how to block, mute, report, leave a group, and capture evidence of harassment without replying.
  7. Agree on escalation. The child should tell a trusted adult when someone asks for secrecy, personal details, a move to another app, an image, or an in-person meeting.
  8. Review after the first week and monthly. Check contacts, joined communities, privacy settings, and spending history. Ease restrictions only when the child consistently demonstrates good judgment.

Apple Screen Time and Google Family Link can manage device-level time, content, and downloads. They do not replace each platform’s controls for direct messages, friend requests, servers, or in-game chat.

Age rules and regional policy can change

Do not turn one country’s rule into a global minimum age. In Australia, the eSafety Commissioner says that from December 10, 2025 specified platforms must take reasonable steps to prevent under-16s from having accounts. Its current assessment lists Discord, Messenger, Roblox, WhatsApp, and YouTube Kids among services outside the age-restricted social-media category. The commissioner states that this list reflects its views as of December 10, 2025 and March 25, 2026, and warns that the assessment may change as services evolve. That is an Australian classification, not a universal permission rule for messaging.

The OECD’s 2025 review also shows why parents should check both service terms and local law. A platform can have one minimum age in its terms, a different app-store rating, and additional requirements in a particular country or account type.

What the safety statistics do—and do not—tell you

The OECD’s 2025 report, citing Protect Children in 2024, says that 37% of offenders had attempted to establish first contact with a child on a messaging app such as Telegram and WhatsApp. The statistic describes the reported offender group and the study’s measure; it is not the probability that an individual child will be contacted, and it does not rank the safety of apps. Its practical implication is to teach children not to move conversations, share personal information, or accept secrecy simply because a message arrived in a familiar app.

Family rules that work across apps

  • Use real names only where the family has decided they are necessary; avoid school, team, street, and routine details in public profiles.
  • Keep location sharing off unless a specific feature requires it, and turn it off again afterward.
  • Do not sync the entire address book unless there is a clear benefit and the privacy impact is understood.
  • Never send intimate images, even when pressured by someone who claims to be a friend.
  • Do not meet an online contact in person without a parent or guardian arranging and attending the meeting.
  • Save evidence of threats or repeated harassment, then block and report rather than continuing the argument.
  • Tell an adult immediately if a user asks for secrecy, money, passwords, personal documents, or a move to a less supervised service.

Troubleshooting common problems

The child receives messages from strangers

Turn off message requests or server-member DMs, remove the account from public search, and delete unknown contacts. If the setting does not exist, the service may not fit a younger child’s need for controlled communication.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A friend adds unknown people to a group

Leave the group, block the added accounts, and recreate a smaller group with invitation approval. Explain that knowing one participant does not mean knowing everyone they invite.

A filter missed disturbing content

Capture the message or screen, block the account, report it through the platform, and tell a trusted adult. Filters are assistance, not supervision; review whether the community itself is suitable.

An unwanted purchase appears

Use the platform or app-store refund process promptly, remove saved payment details, enable approval for every purchase, and check whether a recurring subscription remains active.

The child wants a more open community

Ask what specific activity requires it. If the purpose is a known club or class, choose that closed community rather than broad browsing. Expand contact permissions gradually and schedule a follow-up review.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Bottom line

For most children under 13, begin with a child-oriented service and a parent-approved contact list; the listed options from Common Sense Media—Kinzoo Messenger for Families, Azoomee, blinx, GeckoLife, and Zigazoo—are starting points to investigate, not automatic endorsements. Choose Roblox when gaming is the main purpose and its age-banded chat controls work for your child and region. Reserve Discord for a specific, known and moderated community for an older teen, with direct messages and discovery restricted. In every case, verify current eligibility, keep the account private at first, and revisit contacts, communities, privacy, and spending as the child gains responsibility.
