For most Czech technology companies, Bengaluru is the best Karnataka base. Its Electronic City, large IT/ESDM workforce, global research-and-development (R&D) network, aerospace capability and broad investment-support ecosystem provide the lowest ecosystem risk. For manufacturing, the answer depends on the product: choose Bengaluru–Devanahalli for aerospace and high-end engineering, Belagavi for precision machining and aerospace components, Hubballi–Dharwad for land-intensive durable goods and Industry 4.0, Mysuru for focused electronics or a secondary engineering centre, and Mangaluru when port-linked imports and exports outweigh access to Bengaluru’s deeper supplier and talent pool.
That is a sector-and-logistics assessment, not evidence of a Czech-company cluster. The official material available for this comparison does not establish a Czech anchor tenant or Czech-specific Karnataka incentive. A Czech investor should therefore confirm tax, customs, export-control, land, labour, environmental and incentive questions with Karnataka Udyog Mitra and Czech trade representatives before selecting a site.
At a glance: which city fits which Czech project?
| Location | Strongest fit | Documented advantages | Questions to validate |
|---|---|---|---|
| Bengaluru and Devanahalli | Software, industrial automation, engineering design, electronics R&D, aerospace systems, global capability centres and aerospace manufacturing | Electronic City has more than 200 IT/ITeS/ESDM companies; Karnataka reports more than 400 multinational companies with global R&D centres and more than 500 global capability centres. Devanahalli hosts a KIADB aerospace and defence SEZ. | Land and operating cost, congestion, utility capacity and availability of the precise engineering skills required. |
| Belagavi | Precision engineering, machining, metalworking, aerospace components and assembly | The Belagavi Aerospace Cluster is described by Invest Karnataka as India’s first private precision-engineering SEZ and an aerospace manufacturing and assembly location. | International freight routings, senior technical recruitment and a like-for-like cost comparison with Bengaluru. |
| Hubballi–Dharwad | Durable goods, electronics assembly, automotive suppliers, industrial IoT and Industry 4.0 | A more than 6,000-acre Dharwad industrial-area project is positioned near the Bengaluru–Mumbai Industrial Corridor; Hubballi has an integrated durable-goods cluster and an Industry 4.0-focused entrepreneurship centre. | Supplier density, international freight options, utilities and the depth of senior engineering hiring. |
| Mysuru | Focused electronics manufacturing, engineering support, product testing, product support and a secondary R&D centre | An existing electronics manufacturing cluster is identified in Karnataka’s 2025–30 policy. STPI has a Mysuru sub-centre, and planned aerospace MRO activity includes Mysuru. | Whether the smaller specialised ecosystem can support the full hiring and supplier plan. |
| Mangaluru | Port-linked production, chemicals and plastics, maritime supply chains and coastal technology operations | New Mangaluru Port is identified as Karnataka’s major port and India’s ninth-largest; Mangaluru International Airport handles passenger and cargo traffic. The city also has an operational IT/business SEZ and a plastics cluster identified in the 2025–30 policy. | Specialised talent, local suppliers and the total inland cost of moving goods to or from the plant. |
The ranking changes when the dominant constraint changes. Bengaluru leads on ecosystem depth; Mangaluru leads on direct port logic; Belagavi leads on precision aerospace manufacturing; Hubballi–Dharwad offers the strongest case for a large, integrated industrial footprint; and Mysuru is most compelling for a focused operation that does not need Bengaluru-scale density.
How a Czech company should evaluate Karnataka
Start with the operating model, not the city name
A Czech software firm, an industrial-automation developer and a manufacturer importing European components have different location requirements. Define the first three years of activity before comparing sites:
#1 Best Overall
- Number and type of employees: software engineers, embedded specialists, toolmakers, quality engineers, production operators, sales staff or service technicians.
- Required partners: contract manufacturers, machining suppliers, electronics assemblers, testing laboratories, logistics providers and universities.
- Material flows: imported components, domestic inputs, finished-product exports, hazardous materials and after-sales parts.
- Facility profile: office, laboratory, clean production area, heavy industrial shed, warehouse or a mixed campus.
- Approvals and compliance: land use, building permissions, environmental consent, factory licensing, labour registrations, customs and export controls.
Only after these are explicit can “best city” be answered without confusing a talent decision with a freight decision.
Use five decision axes
- Sector ecosystem. Bengaluru is the documented leader for IT, R&D and aerospace systems. Belagavi is more specialised in precision engineering. Hubballi–Dharwad is oriented toward integrated manufacturing and Industry 4.0. Mysuru supports focused electronics and engineering work. Mangaluru is strongest when maritime logistics and process-industry links matter.
- Talent and partners. Karnataka’s Industrial Areas Development Board reports more than 400 multinational companies with global R&D centres and more than 500 global capability centres statewide. That density is concentrated most visibly around Bengaluru; other cities should be assessed against the exact roles that must be hired locally.
- Logistics. Mangaluru offers the clearest port advantage. Bengaluru, Mysuru, Belagavi and Hubballi have airport access, while the Dharwad project adds a road-and-rail corridor proposition. Airport presence does not by itself establish an equivalent cargo schedule, so freight forwarders should validate routings for the actual commodity.
- Site and utilities. A large industrial parcel, reliable power, water, wastewater treatment, road access and expansion rights can outweigh a city’s reputation. Confirm these at the individual estate or plot level.
- Approvals and support. Karnataka operates a single-window mechanism. The 2025–30 industrial policy says each investor can receive a Karnataka Udyog Mitra nodal officer, but the project still needs confirmation of applicable incentives, land terms, utility connections and environmental approvals.
Bengaluru and Devanahalli: the default for technology and advanced engineering
Why Bengaluru is the first shortlist choice
Software Technology Parks of India (STPI), under the Ministry of Electronics and Information Technology, describes Electronic City as a major Bengaluru IT cluster with more than 200 IT, IT-enabled-services and electronics-system-design-and-manufacturing companies. That is a useful indicator of supplier, recruiting and service-provider density for a new Czech engineering or technology operation.
Karnataka’s Industrial Areas Development Board identifies IT, electronics-system design and manufacturing, biotechnology, R&D and engineering design as leading sectors. Its current overview reports more than 400 multinational companies with global R&D centres and more than 500 global capability centres across the state. For a Czech company building an engineering centre, these figures signal an established labour market and a large pool of potential customers, partners and experienced managers.

1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesInvest Karnataka states that Bengaluru is home to the largest research and technology development centres for Airbus and Boeing outside their home locations. That aerospace R&D presence is relevant to Czech suppliers working on avionics, simulation, embedded software, systems engineering, testing or industrial digitalisation, even when the project is not itself an aircraft manufacturer.
Rank #2
Why Devanahalli is different from a central Bengaluru office
The KIADB Aerospace SEZ at Devanahalli is identified by the Government of India as a major aerospace and defence manufacturing centre. Devanahalli therefore makes more sense than an inner-city office when the project needs a production plot, aerospace suppliers, testing space, warehouse access or a campus that can expand. It remains part of the Bengaluru-area ecosystem, so a company can combine manufacturing or integration near the airport corridor with design, software or corporate functions elsewhere in the metropolitan area.
When Bengaluru is the wrong answer
Do not select Bengaluru by default if the business model is dominated by port-side bulk imports, a very large low-density plant or a cost-sensitive operation whose customers and suppliers are concentrated in north Karnataka. Bengaluru’s ecosystem strength does not remove the need to price land, commuting, congestion, utilities and labour competition. Those variables must be checked against the selected industrial estate and the project’s shift pattern.
Belagavi: precision engineering without putting every operation in Bengaluru
Invest Karnataka identifies the Belagavi Aerospace Cluster as India’s first private precision-engineering SEZ and describes it as an aerospace manufacturing and assembly location. That makes Belagavi a strong candidate for Czech companies producing machined parts, metal components, tooling, assemblies or other high-tolerance products.
Best-fit projects
- Aerospace and defence components requiring machining, fabrication, inspection and assembly.
- Industrial equipment parts where a specialised engineering cluster is more important than a large software workforce.
- Supplier operations that need an established industrial setting but do not require every corporate or R&D function to sit in Bengaluru.
What the sources do not establish
The official material used for this comparison does not provide a like-for-like Belagavi-versus-Bengaluru comparison of land prices, wages, workforce size or international freight performance. A Czech investor should request current quotations, map the availability of toolmakers and quality engineers, and test the route for imported material and exported finished goods before treating Belagavi as a lower-cost alternative.
Hubballi–Dharwad: a north Karnataka manufacturing and Industry 4.0 option
Scale and corridor position
A Government of India project release describes the Dharwad industrial-area project as covering more than 6,000 acres, located close to Hubballi–Dharwad and positioned for road and rail freight on the Bengaluru–Mumbai Industrial Corridor. The acreage is a project description, not a guarantee that every parcel is immediately available to a particular investor; availability, servicing and possession dates require direct confirmation.
Cluster and technology signals
Invest Karnataka identifies the Hubballi Durable Goods Cluster as an integrated manufacturing park. Karnataka’s 2025–30 policy also identifies an electronics manufacturing cluster in Hubballi–Dharwad. STPI’s Hubballi entrepreneurship centre focuses on Industry 4.0, the Internet of Things, defence, aeronautics, industrial, agriculture, health, automotive and education applications.
Together, these signals fit a Czech company making appliances, industrial equipment, automotive subassemblies or connected devices, or one deploying sensors, factory software and predictive-maintenance systems alongside a physical plant.

Due diligence before committing
- Map tier-one and tier-two suppliers within a practical truck radius rather than relying on the label “cluster.”
- Confirm rail and road service for the container, special-equipment or hazardous-material profile of the product.
- Check whether senior production, quality and automation staff can be recruited locally or will need relocation.
- Verify power quality, water, effluent treatment, internal roads and expansion parcels for the planned production phases.
Mysuru: focused electronics and engineering support
STPI-Bengaluru’s jurisdiction includes a Mysuru sub-centre, and Karnataka’s 2025–30 policy identifies an existing electronics manufacturing cluster in Mysuru. These are meaningful advantages for a Czech company that needs electronics production, product support, testing, engineering services or a second R&D location rather than the full scale of Bengaluru.
Aerospace and MRO potential
Invest Karnataka lists planned maintenance, repair and overhaul facilities in Bengaluru and Mysuru and includes Mysuru among Karnataka’s aerospace and defence hub locations. “Planned” is important: a project should not treat future MRO capacity as an operating facility until the relevant site, operator, approvals and commissioning schedule are confirmed.
When Mysuru is the better choice
Mysuru can work well when the company wants a specialised, manageable operation with links to Bengaluru but does not need hundreds of adjacent technology companies. Examples include a product-validation laboratory, electronics assembly, field-service engineering, technical support or a secondary development centre.
The available official material supports a smaller, focused ecosystem; it does not show Bengaluru’s documented concentration of global R&D and capability centres. Plan recruitment and supplier development accordingly.

Port, airport and industrial base
Invest India’s Karnataka industrial-policy booklet describes New Mangaluru Port as Karnataka’s major port and India’s ninth-largest. The industrial-policy gazette identifies Mangaluru International Airport as supporting passenger and cargo traffic. For a Czech manufacturer importing European inputs or exporting finished products by sea, this is the clearest Karnataka location in which port proximity is a primary strategic advantage.
Government material also identifies Mangaluru SEZ as an operational IT and business zone. Karnataka’s 2025–30 policy identifies a Canara/Mangaluru plastics cluster, adding a relevant signal for polymer processing, packaging, chemicals and related supply chains.
Best-fit Czech operations
- Production with regular sea-freight imports or exports.
- Chemicals, plastics, packaging and maritime supply-chain businesses.
- Coastal technology operations that benefit from a port-linked customer or supplier base.
The trade-off
Port access does not automatically provide the specialised engineering and supplier depth available around Bengaluru. Compare the landed cost of components, inland transport to customers, hiring for hard-to-find roles and the availability of local maintenance and automation partners. If most customers are inland and shipments are small or urgent, Bengaluru’s airport and ecosystem may still produce a better total cost.

| Project brief | First choice | Second choice | Reasoning |
|---|---|---|---|
| Software, embedded systems or industrial-automation R&D | Bengaluru | Mysuru | Bengaluru has the deepest documented IT, R&D and GCC ecosystem; Mysuru suits a smaller support or engineering centre. |
| Aerospace systems, simulation or engineering design | Bengaluru | Devanahalli or Mysuru | Bengaluru combines aerospace R&D with broad technology talent; Devanahalli adds a manufacturing SEZ, while Mysuru has planned MRO activity. |
| Precision aerospace components and machining | Belagavi | Devanahalli | Belagavi’s documented precision-engineering SEZ is the more specialised manufacturing proposition; Devanahalli is stronger when Bengaluru R&D and supplier access are essential. |
| Large durable-goods plant | Hubballi–Dharwad | Belagavi | The Dharwad project offers a large industrial-area proposition and corridor positioning; Belagavi is more suitable when precision engineering dominates. |
| Electronics assembly or product testing | Mysuru | Hubballi–Dharwad | Both have policy-recognised electronics activity; choose Mysuru for focused support and Hubballi–Dharwad for a broader manufacturing footprint. |
| Export-heavy plastics or process manufacturing | Mangaluru | Hubballi–Dharwad | Mangaluru’s port and plastics signals are direct advantages; Hubballi–Dharwad is a land-and-corridor alternative when inland distribution matters more. |
A practical site-selection sequence
- Write a one-page operating brief. State headcount by role, production volume, imported and exported materials, building type, utilities and expansion requirement.
- Shortlist two cities, not one. Keep one ecosystem-led option and one logistics- or land-led option so the business case exposes the value of each trade-off.
- Map the supply chain. Calculate road distance and transit time to suppliers, customers, airports, New Mangaluru Port where relevant, and the likely customs gateway. Use the actual commodity and shipment frequency.
- Test talent availability. Ask local recruiters and institutions for evidence on the roles that determine launch speed: automation, quality, toolmaking, embedded software, production supervision and regulatory compliance.
- Inspect industrial infrastructure. Verify plot title and possession, zoning, power redundancy, water, wastewater, internal roads, fire services, telecoms and expansion rights at the estate level.
- Use Karnataka’s single-window process early. Request the Karnataka Udyog Mitra nodal officer described in the 2025–30 policy and obtain a written list of applicable approvals, incentives and responsible agencies.
- Run Czech-specific compliance checks. Confirm customs treatment, tax structure, export controls, technology-transfer restrictions, labour obligations and any bilateral documentation with qualified advisers and Czech trade representatives.
- Score the finalists. Weight talent, supplier access, freight, land and utilities, approvals, resilience and five-year expansion rather than choosing from headline city rankings.
Risks that commonly distort the decision
- Confusing an announced project with an operating asset. Planned MRO or industrial-area capacity must be checked for commissioning, availability and service levels.
- Using statewide statistics as a city guarantee. The more than 400 global R&D multinationals and more than 500 GCCs are Karnataka-wide figures; they do not mean every city offers the same hiring market.
- Assuming an airport equals international cargo depth. Confirm schedules, aircraft capacity, customs handling and the route for the specific product.
- Assuming a cluster eliminates supplier development. A cluster can reduce search time, but Czech quality, traceability and certification requirements may still require audits, tooling investment and training.
- Choosing land before utilities. A large parcel without firm power, water, effluent and road commitments can delay production more than a smaller serviced site.
- Expecting a Czech-specific incentive package. The available official material does not establish one. Treat all incentives as conditional until Karnataka Udyog Mitra and the relevant authorities confirm eligibility in writing.
Final recommendation
Choose Bengaluru for a Czech technology, software, engineering R&D or aerospace-systems operation, with Devanahalli as the Bengaluru-area manufacturing node. Choose Belagavi for precision aerospace and metalworking, Hubballi–Dharwad for a large durable-goods or Industry 4.0 project, Mysuru for focused electronics and engineering support, and Mangaluru when port-linked trade and coastal industrial inputs are decisive. The final site should be the one that proves its talent, supplier, infrastructure, freight and approval assumptions at plot level—not simply the city with the strongest headline profile.
Evidence context: The comparison draws on current or identified material from Software Technology Parks of India, Karnataka Industrial Areas Development Board, Invest Karnataka, Invest India, the Government of India and Karnataka’s 2025–30 industrial policy. A Press Information Bureau 2026 reference identifies 39 operational SEZs in Karnataka under the Cochin SEZ jurisdiction; that statewide figure should not be interpreted as equivalent SEZ availability in each city.
