ISP proxies—also called static residential proxies—pair IP addresses registered to internet service providers with hosting on datacenter infrastructure. They can be useful when a workflow needs one IP to remain consistent across a session, but they do not guarantee anonymity, access, or protection from blocks. There is no evidence-based universal winner: the right choice depends on location, shared or dedicated access, session controls, protocols, usage terms, and total cost.

What are the best ISP proxies in 2026?

Use a shortlist rather than treating any publisher’s ranking as an objective verdict. Current comparisons discuss Decodo, Webshare, Oxylabs, IPRoyal, Bright Data, and Proxy-Seller, but their rankings and criteria differ. Start with the location and access format you need, then compare session behavior, protocols, limits, and the full cost of the plan.

Provider Published comparison evidence How to interpret it
Decodo ProxyPeers reported $0.27 per IP, with the figure dated May 2026. Cybernews listed pricing from $0.27 per IP and HTTP(S), SOCKS5, static, and rotating modes. ProxyPeers says it tested Decodo first-hand at scale, but its heaviest workload used the residential pool rather than an ISP-only benchmark. Cybernews reported response times under 0.2 seconds; that is Cybernews’ measurement, not an independently reproduced result here.
Webshare ProxyPeers reported $0.23 per IP, dated May 2026. Proxyway listed a starting plan of $6 for 20 shared IPs plus 250 GB. These are publisher-reported price terms, not a verified current checkout quote. Confirm whether shared access and included traffic match your needs.
Oxylabs ProxyPeers reported $1.20 per IP, dated May 2026. Proxyway listed $16 for 10 shared IPs or $3.20 per IP for five dedicated IPs. The figures refer to different formats and should not be compared as if they bought the same thing.
IPRoyal ProxyPeers reported $2.00 per IP, dated May 2026. Proxyway listed $4 for one IP. The figures come from separate publisher datasets and may reflect different plan terms. Verify the current package and renewal or duration terms.
Bright Data Named in the available 2026 comparisons. The cited comparison evidence here does not establish a directly comparable price or measured performance figure.
Proxy-Seller Named in the available 2026 comparisons. The cited comparison evidence here does not establish a directly comparable price or measured performance figure.

ProxyPeers says its Decodo work was first-hand, while its information on the other listed providers came from public pricing pages and documentation rather than its own benchmark pipeline. Its May 2026 prices are dataset figures, not confirmed current checkout prices (ProxyPeers, 2026). Proxyway’s plan examples are also publisher-listed terms and can change (Proxyway, 2026).

For performance context, Cybernews reported Decodo response times under 0.2 seconds in its comparison, last updated August 24, 2026; this result belongs to Cybernews and is not a guarantee for another location or target (Cybernews Research Team, 2026). TechRadar reported 99.99% uptime and latency below 0.2 seconds for Decodo ISP proxies, but those are TechRadar’s claims, not measurements reproduced here (TechRadar, 2026).

How ISP proxies work—and what they do not promise

An ISP proxy uses an IP address associated with an internet service provider while running on datacenter infrastructure. “Static residential” is a common alternative label for this category. The address can provide a stable identity for a session or workflow, unlike a setup designed to rotate frequently. Decodo’s own explanation describes ISP proxies as ISP-registered IPs hosted on datacenter servers and characterizes them as usually fast and stable, but that is vendor guidance rather than a neutral benchmark (Decodo, 2026).

  • Continuity: A fixed IP may suit work that benefits from keeping the same apparent address across a session.
  • Rotation: Some providers offer static and rotating modes, but the exact controls and persistence rules are plan-specific.
  • Limits: An ISP-associated IP is not inherently anonymous or immune to detection, blocking, or access restrictions.

Are ISP proxies better than residential proxies?

Neither category is universally better. ISP proxies are a more natural fit when the key requirement is a stable address; rotating residential proxies are more suitable when the task calls for frequent IP changes. The right choice depends on what the target permits and what the workflow requires. Do not infer that “residential” registration makes an ISP proxy indistinguishable from a residential connection or guarantees fewer blocks.

How to compare ISP proxy plans

Compare equivalent configurations, not just the lowest advertised price per IP. A plan with shared addresses, a traffic allowance, or particular refresh terms may not be comparable with a dedicated-IP offer.

  1. Check the format: Determine whether addresses are shared, semi-shared, or dedicated, and what “dedicated” means for the plan.
  2. Confirm session controls: Check whether the address is static by default, whether rotation is optional, and how long a session persists or when an address refreshes.
  3. Verify location: Confirm the country and, if required, city or state availability for the actual target workflow.
  4. Check access and protocols: Verify HTTP(S), SOCKS5, authentication methods, and any management tools you need.
  5. Read usage terms: Compare bandwidth, concurrency, fair-use thresholds, replacement policy, refunds, and plan duration.
  6. Calculate total cost: Price the number of IPs, traffic, and refresh behavior your workload actually needs. A teaser starting price alone is not a useful comparison.
  7. Assess evidence: Separate your own test results from vendor documentation and measurements published by third parties.

Which ISP proxy provider is cheapest?

The published figures do not establish a single cheapest provider across equivalent plans. ProxyPeers’ May 2026 dataset lists Webshare at $0.23 per IP, Decodo at $0.27, Oxylabs at $1.20, and IPRoyal at $2.00. Proxyway lists different plan examples: Webshare at $6 for 20 shared IPs plus 250 GB, IPRoyal at $4 for one IP, and Oxylabs at $16 for 10 shared IPs or $3.20 per IP for five dedicated IPs. These values differ in format and basis; neither table should be read as a current checkout quote. Check providers’ current official plan details before purchase.

Did you test every provider first-hand?

No. The comparison evidence available here does not support claiming that every provider was tested first-hand by this article’s author. ProxyPeers distinguishes its first-hand Decodo work from desk research on other providers, and says its heaviest workload emphasized Decodo’s residential pool rather than an ISP-only benchmark. Cybernews and TechRadar report their own Decodo performance results; those findings belong to those publishers. Provider documentation and published comparisons can help identify what to verify, but they are not a substitute for testing the exact plan and target you intend to use.

A useful firsthand test should identify the geography, target sites, session length, sample size, success-rate definition, retries, and measurement date. Include at least one target relevant to your real work, because results may differ by target and region. Do not treat one latency or uptime figure as a universal predictor.
