For an India-first voice app, start with Sarvam Bulbul. Its documentation explicitly covers 10 Indian languages plus Indian English, supports streaming and batch synthesis, offers pace control, and lists a broad set of audio formats. Choose Google Cloud Text-to-Speech when the largest documented global catalogue matters, Azure AI Speech when SSML and Microsoft enterprise infrastructure are priorities, and Amazon Polly when an AWS-native application needs documented Hindi–Indian-English bilingual voices. Treat those as a shortlist, not a quality ranking: pronunciation, code switching, latency, regional processing, quotas and cost must be tested with your own Indian-language scripts before launch.

Short answer: which API should you shortlist?

The right API depends less on a headline language count than on the exact languages, scripts, speaking style and operating constraints of your app. A Hindi audiobook, a Tamil customer-service bot, and a multilingual voice agent that switches between Hindi and English may need different providers.

Provider Documented coverage relevant to India Interaction and control evidence Best starting use case Important qualification
Sarvam Bulbul 11 languages: Hindi, Bengali, Tamil, Telugu, Kannada, Malayalam, Marathi, Gujarati, Punjabi, Odia and English with an Indian accent Streaming and batch modes; Bulbul v4 Flash is described as the latest model; persistent WebSocket support for interactive agents; pace from 0.5 to 2.0; WAV, MP3, Linear16, Mulaw, Alaw, Opus, FLAC and AAC India-first voice apps and voice-agent workflows The v3 REST documentation limits a request to 2,500 characters; verify the applicable limits and behavior for the model and endpoint you deploy
Google Cloud Text-to-Speech Google advertises 380+ voices across 75+ languages and variants globally Voice and language selection; the cited material does not establish a single Indian-language count or a specific code-switching guarantee Teams that need the broadest documented global catalogue The 380+ and 75+ figures are global totals. Check the current voices reference for the exact Indian-language voices
Azure AI Speech Neural voices in many locales; the cited REST reference does not provide a single Indian-language total SSML voice and language selection; India Central regional endpoint; subscription-key or bearer authentication Enterprise applications needing SSML, Microsoft identity and regional deployment options Confirm that the exact Indian locale, voice and feature combination is available in your target region
Amazon Polly Neural engine in 36 languages and language variants, including Indian English (en-IN) Aditi and Kajal can speak Indian English and Hindi and switch between those languages within one sentence AWS-native Hindi–Indian-English bilingual experiences The cited catalogue does not establish broad coverage of India’s other regional languages

These are selection signals, not laboratory results. No independent listening test or latency benchmark establishes that one provider sounds better or responds faster in every Indian-language scenario.

What to evaluate before choosing an Indian-language TTS API

A provider can list a language while still producing poor results for your names, numbers, abbreviations or mixed-script input. Evaluate the following dimensions together.

#1 Best Overall

Exact language, script and locale coverage

Write down every language your product will speak and the script in which text will arrive. “Hindi support” is not enough if your content sometimes arrives in Latin transliteration, contains Devanagari, or includes English product names. Make a matrix with one row per language and locale, then mark whether each provider offers a voice for that exact combination. Sarvam’s documented list is unusually explicit for an India-first product: it names 10 Indian languages and Indian English. Google’s catalogue headline is much larger, but its global total does not tell you which Indian voices are available. Azure’s “many locales” wording likewise requires a voice-by-voice check. Polly explicitly documents Indian English and Hindi bilingual voices, while its cited catalogue does not establish equivalent coverage for the other languages in your matrix.

Pronunciation of names, numbers and code-mixed text

Indian-language applications often read personal names, place names, currency amounts, dates, telephone numbers, acronyms and English brand terms in the same utterance. Build test sentences that include each category. For code switching, test natural transitions rather than isolated words: for example, a Hindi sentence containing an English product name and an English sentence containing a Hindi noun. Polly’s Aditi and Kajal documentation specifically supports switching between Indian English and Hindi within one sentence. Do not assume the same behavior from a provider merely because it supports both languages. Sarvam documents Indian English and the 10 regional languages, but the cited material does not promise a particular code-switching behavior; measure it.

Streaming model and perceived latency

“Low latency” is an end-to-end property. It includes text generation time, the TTS connection, time to the first audio bytes, audio buffering, network travel and playback startup. Sarvam documents streaming and persistent WebSocket options for interactive voice agents, in addition to batch synthesis. That connection model is a strong reason to test it for a live bot. The cited material does not provide comparable measured latency for Google Cloud, Azure or Polly, so do not publish a speed ranking from the catalogue descriptions alone.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Prosody and markup controls

If your product needs precise pauses, emphasis, pronunciation changes or voice/language changes within an utterance, inspect the provider’s markup model. Azure’s REST reference explicitly documents SSML voice and language selection. Sarvam documents a numeric pace control from 0.5 to 2.0. The supplied provider evidence does not establish equivalent SSML or pacing details for Google Cloud or Polly; check their current API references and test the controls you need instead of assuming feature parity.

Regional processing, identity and governance

Where requests are processed can matter as much as how they sound. Azure documents an India Central endpoint and supports subscription-key or bearer authentication, which can fit organizations with Microsoft identity and regional deployment requirements. For every provider, confirm the region used by the exact API, logging and retention behavior, encryption and private-network options, and whether your account tier changes those controls. A language feature is not automatically available in every region.

Great computer recording mic for gamers/streamers/youtubers focus on the main source and reduces background noise. The streaming microphone does the job well for broadcast ,OBS and teamspeak.

Audio format, sample rate and playback pipeline

Your player, telephony gateway and storage format can eliminate an otherwise suitable provider. Sarvam’s documentation lists WAV, MP3, Linear16, Mulaw, Alaw, Opus, FLAC and AAC. That range covers common web, mobile and telephony pipelines, but you still need to verify sample rate, channel layout, bitrate and whether each format is available in streaming mode. The cited comparison material does not state equivalent format inventories for Google Cloud, Azure or Polly, so record those values from the current endpoint documentation during implementation.

Quotas, request size and billing unit

Character limits affect how you chunk long prompts, and billing units affect your cost model. Sarvam’s v3 REST documentation allows up to 2,500 characters per request. It also documents streaming limits, but the applicable limit depends on the endpoint and mode you use. The cited material does not provide synchronized per-character prices for all four providers. Compare each provider’s current calculator and billing unit using the same monthly character volume, language mix, voice type, streaming or batch mode and region. A per-million-character figure is not comparable if another service bills by request, audio duration or a different tier.

Provider guide: Sarvam Bulbul

Why it is the strongest India-first shortlist

Sarvam’s REST documentation names 11 supported languages: Hindi, Bengali, Tamil, Telugu, Kannada, Malayalam, Marathi, Gujarati, Punjabi, Odia and English with an Indian accent. That explicit regional list makes it easier to validate an India-focused language roadmap than a global catalogue headline. The documentation describes Bulbul v4 Flash as the latest model and presents both streaming and batch modes, with persistent WebSocket connections for interactive voice agents.

Controls and formats

The v3 REST documentation permits up to 2,500 characters per request and exposes pace from 0.5 to 2.0. It lists WAV, MP3, Linear16, Mulaw, Alaw, Opus, FLAC and AAC output. Use those facts to design your integration, but check the endpoint documentation for the exact model, streaming limit, sample rate and authentication flow you will use. A v3 request limit should not be silently applied to a newer model or a different transport.

Where it still needs validation

The cited material does not provide an independent pronunciation study, a measured first-byte latency comparison or a complete code-switching specification. Test proper names, transliteration, numerical strings, Hindi–English mixing and noisy network conditions. Also obtain current pricing from Sarvam’s INR pricing page and calculate your own volume; the cited page is not a synchronized per-character table that can be ranked directly against the other providers.

Provider guide: Google Cloud Text-to-Speech

Why teams shortlist it

Google’s product page advertises more than 380 voices across more than 75 languages and variants. That is the broadest documented global catalogue in this comparison and can reduce vendor sprawl when an app serves India alongside other markets. The API supports selecting a language and voice, so begin by locating the exact Indian-language voice entries in the current voices reference.

How to interpret the catalogue number

The 380-plus and 75-plus figures are global totals, not a count of Indian languages or Indian voices. They do not prove that every language in your roadmap has a neural voice, that a voice supports your desired style, or that code switching works naturally. Record the exact locale, voice name, model or generation, supported audio encodings and quota for each voice you plan to ship.

Validation priorities

Use the same corpus you send to the other finalists. Pay special attention to transliterated words, English technical terms embedded in an Indian-language sentence, large numbers and names. The cited evidence does not establish Google-specific Indian code-switching behavior or a comparable streaming latency figure, so make those acceptance tests rather than assumptions.

Provider guide: Azure AI Speech

Why it fits enterprise deployments

Microsoft’s REST reference says the text-to-speech API supports neural voices in many locales. It documents SSML voice and language selection, regional endpoints including India Central, and subscription-key or bearer authentication. Those features are useful when your application already uses Microsoft identity, requires markup-driven pronunciation and must place traffic in a chosen region.

SSML and locale checks

SSML can make a material difference when you need controlled pauses, emphasis or a language change inside a longer utterance, but the markup is only useful if the selected voice and locale support the element. Build a small SSML test set and verify behavior for every Indian voice you intend to deploy. Confirm the endpoint region, supported authentication method, quota and audio format together; changing one can change the others.

What the public description does not answer

“Many locales” is not a substitute for an Indian-language inventory. The cited material does not state a total number of Indian voices, a guaranteed Hindi–English code-switching mode or a measured latency result. Obtain those details from the current voice list and your own tests.

Provider guide: Amazon Polly

Why it is compelling for AWS-native Hindi applications

AWS documents neural synthesis in 36 languages and language variants, including Indian English (en-IN). Its bilingual-voice documentation states that Aditi and Kajal can speak Indian English and Hindi and switch between the two languages within one sentence. That is a concrete fit for conversational products whose primary requirement is Hindi–Indian-English code switching and whose infrastructure already runs on AWS.

Coverage boundary

The cited catalogue does not establish broad support for India’s other regional languages. If your roadmap includes Tamil, Telugu, Bengali, Kannada or the other languages in Sarvam’s list, verify each exact voice before treating Polly as a multilingual solution. A global language count cannot fill that gap.

Testing priorities

Test the documented bilingual behavior with your own sentence structure, names, numbers and abbreviations. Also check whether the voice, output format, region and quota match your telephony or mobile playback path. The supplied evidence does not provide an independent latency benchmark or a cross-provider price comparison.

Language and script set

  • One natural paragraph for every production language, using the script your application will actually send.
  • A transliterated version where users commonly type the language in Latin characters.
  • A sentence that combines the Indian language with an English product or technical term.
  • Names of people, cities and organizations that are important to your users.

Numerical and formatting set

  • Currency amounts, decimals, percentages, dates, times, telephone numbers and account identifiers.
  • Abbreviations, URLs, email addresses and punctuation patterns from real prompts.
  • Short prompts for a voice bot, medium prompts for a notification and long prompts near the provider’s request limit.

Conversation and failure set

  • Very short acknowledgements to measure perceived startup delay.
  • Longer responses to observe chunking, buffering and interruption behavior.
  • Inputs containing unsupported characters, empty text or malformed markup so your error handling is exercised.
  • Repeated names and terms to check consistency between requests.

Implementation plan for a production voice app

  1. Freeze the language matrix. List every locale, script, voice role and code-switching pattern required at launch. Mark a language as “supported” only after you have identified an actual voice and endpoint, not because the provider advertises a global total.
  2. Choose the transport. Use streaming when the user is waiting for a live response and batch synthesis when you are creating files in advance. For Sarvam, explicitly compare its streaming and persistent WebSocket paths with the buffering behavior your client needs.
  3. Normalize text before synthesis. Decide how your application expands numbers, dates, abbreviations and symbols. Keep the original text for audit, but send a normalized version so pronunciation does not vary unpredictably between prompts.
  4. Apply provider-specific controls. Use Sarvam’s documented pace range where speed adjustment is needed. Use Azure SSML where your voice and locale support the required markup. Keep these controls behind an internal abstraction so changing providers does not require rewriting business logic.
  5. Set audio contracts. Select one format and sample-rate policy for web, mobile and telephony paths. For Sarvam, choose among its documented formats only after checking the exact streaming availability and sample-rate options. For the other services, record the corresponding values from their current endpoint documentation.
  6. Instrument the complete path. Measure request creation, provider connection, first audio byte, first playback, total synthesis time, interruptions, retries and playback errors. Label every measurement with language, voice, region, transport, text length and network type.
  7. Load-test realistic traffic. Use the same language mix, prompt lengths and concurrency expected in production. Include provider quotas, retry behavior and WebSocket reconnects; a successful single request does not prove that a live bot will remain responsive.
  8. Define fallback behavior. Decide what happens when a language voice is unavailable, a request exceeds a character limit, a region is degraded or a provider rejects markup. A text response, cached prompt or alternate approved voice is safer than silently switching to an untested language or accent.
  9. Re-test after changes. Re-run the corpus whenever you change a model, voice, region, SDK, normalization rule or provider account tier. Keep human review for names, code switching and numbers even when automated latency checks pass.

How to compare cost without a misleading ranking

Do not publish a universal “cheapest API” conclusion from the available evidence. Sarvam maintains an INR pricing page, but the cited page does not provide a synchronized per-character TTS table that can be directly compared with Google Cloud, Azure and AWS. Prices, included quotas and billing units can change independently.

Prepare one worksheet with:

  • Monthly characters by language and by streaming or batch mode.
  • Expected request size and average response length.
  • Voice type or model for each workload.
  • Region and any data-transfer or storage costs.
  • Free-tier or one-time allowances, clearly separated from recurring production usage.
  • Overage, concurrency and WebSocket connection charges where applicable.

Then use each provider’s current calculator or pricing documentation on the same date. Keep the calculation date and assumptions beside the result. A price observed for one region, model or promotional allowance must not be presented as a permanent per-character rate.

Common selection mistakes and fixes

Choosing by language count alone

Symptom: the catalogue says your language is available, but names and mixed-language sentences sound wrong. Fix: verify the exact locale and voice, then run the representative corpus before signing off.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Assuming bilingual support means natural code switching

Symptom: an English term inside a Hindi sentence is pronounced with the wrong language rules. Fix: test complete mixed sentences. Polly’s Aditi and Kajal have documented Hindi–Indian-English switching; for other providers, require evidence from your own recordings.

Using a batch path for an interactive bot

Symptom: the bot feels slow even though total synthesis time looks acceptable. Fix: measure time to first playable audio and evaluate streaming or persistent connections. Sarvam explicitly documents both streaming and persistent WebSocket options; establish equivalent behavior, if available, for any alternative.

Ignoring request limits

Symptom: long announcements fail or are truncated. Fix: chunk text at safe semantic boundaries, preserve language and prosody context, and enforce the provider’s documented limit. Sarvam’s v3 REST limit is 2,500 characters per request.

Publishing a price comparison without aligned assumptions

Symptom: a cost table changes as soon as region, model or volume changes. Fix: compare identical workloads with current calculators and label recurring prices, allowances and one-time promotions separately.

A practical decision framework

Pick Sarvam Bulbul when

  • Your launch is centered on the 10 named Indian languages plus Indian English.
  • You need documented streaming, persistent WebSocket options or batch synthesis for voice-agent workflows.
  • You want explicit pace control and a broad documented format list.
  • You can validate pronunciation, code switching, quotas and pricing with production-like tests.

Pick Google Cloud Text-to-Speech when

  • You need one global catalogue spanning many markets beyond India.
  • You are prepared to inspect the exact Indian voices rather than relying on the global 380-plus-voice headline.
  • Your evaluation confirms the required pronunciation, streaming behavior, formats and quotas.

Pick Azure AI Speech when

  • SSML, Microsoft identity and a documented India Central endpoint are central requirements.
  • You need voice and language selection inside SSML and can validate each target locale.
  • Your governance team requires explicit regional and authentication choices.

Pick Amazon Polly when

  • Your application is AWS-native and its key requirement is Hindi with Indian English.
  • You want the documented Aditi or Kajal bilingual behavior within one sentence.
  • You do not need unverified coverage of the other regional languages, or you have confirmed the exact additional voices separately.

Whichever option wins, treat the provider, voice, locale, model, transport, region and pricing tier as part of one versioned configuration. That makes future voice changes measurable instead of accidental.
