Short answer: There is no universally best HR system for every Australian organisation with 200 to 5,000 or more employees. A defensible shortlist is ELMO for an explicitly stated Australian mid-market fit, Employment Hero for broad HR and payroll workflows, Deputy where rostering and time capture dominate, and Workday GO or SAP SuccessFactors Employee Central when enterprise-wide scope, multiple entities or a broader global platform justify a detailed proposal.
The pages reviewed are vendor descriptions, not independent testing. They do not establish comparative performance, implementation duration, security or compliance outcomes, customer satisfaction, or suitability for a particular employer. Use the shortlist to structure demonstrations, scripted payroll tests, implementation plans and contract negotiations.
All prices and plan details cited below are Australian vendor-page snapshots accessed on 13 October 2026. Rates, inclusions and tax treatment can change, so obtain a current written quote before making a recommendation.

The right choice depends on workforce composition, awards, payroll architecture, locations, legal entities and the amount of implementation support your team can provide. The following table separates each vendor’s stated positioning from the questions a buyer still has to answer.
#1 Best Overall

What “best” means for a 200–5,000+ employee employer
At this size, HR software is not just an employee directory. It becomes a control point for payroll inputs, organisational changes, approvals, compliance evidence, manager actions and workforce planning. Two companies with the same headcount can need very different products: a hospitality group may prioritise award-aware rosters and clocking, while a professional-services group may prioritise employee records, talent processes, permissions and integrations.
Define the operating model before comparing screens. Document legal entities, locations, pay groups, employment types, casual and contractor rules, applicable awards, payroll frequency, approval chains, current finance and payroll systems, identity provider, reporting obligations and expected growth. Include frontline managers and payroll practitioners in this exercise; an HR-led shortlist that ignores day-to-day rostering or pay processing often fails during implementation.
ELMO’s own FAQ gives a useful example of the complexity this segment can involve: “ELMO is designed for mid-sized organisations in Australia with 100 to 5,000 employees, particularly those managing complex compliance requirements, multiple worker types, multiple sites or lean HR teams.” That is a vendor-stated target, not independent validation. Read the ELMO FAQ and products overview alongside your requirements rather than treating the statement as a guarantee.

ELMO: clearest published Australian mid-market fit
ELMO is the only option in this shortlist whose reviewed material explicitly names a 100–5,000 Australian-employee range. Its FAQ highlights complex compliance, multiple worker types, multiple sites and lean HR teams. The product information describes a suite spanning hiring, onboarding, scheduling, pay, development and workforce planning. ELMO also says customers can select payroll partners or integrate an existing payroll system, which may suit an organisation that does not want to replace payroll immediately.
That positioning makes ELMO a logical first demonstration for a 200–5,000 employee Australian employer, particularly when the buying team wants one conversation covering core HR and connected payroll choices. It does not prove that every award, allowance, entity or integration will work without configuration. Ask the vendor to map your exact worker categories and sites to modules, show the payroll handoff with realistic data, and identify which functions require a partner or separate contract. Request written answers on data migration, permissions, audit history, reporting, API or integration limits, implementation ownership and support response targets.

Employment Hero: broad HR and payroll workflow coverage
Employment Hero’s Australian HR page describes employee management, time and attendance, HR advisory and compliance support, learning management and related employment workflows. Its payroll page lists Single Touch Payroll (STP) Phase 2, SuperStream, award interpretation, timesheets, roster synchronisation and support for multiple worker types. These are useful capabilities to test when HR and payroll teams want a connected process from roster or timesheet through pay and employee records.
The claims must be tested against your actual awards and pay design. Build a scenario for each major employee group, including allowances, overtime, penalty rates, leave, superannuation, termination, retroactive changes and corrections. Confirm how multiple entities, pay calendars, approval steps and integrations behave, and whether a particular function is included in the selected plan.
The pricing page lists HR Essentials at AUD $10 per user per month and HR Engage at AUD $14 per user per month. Employment Hero states that minimums and conditions apply and that enterprise solutions are priced on request. Those headline rates are therefore not a final 200–5,000 employee contract: ask for included modules, minimum billable users, add-ons, implementation, support, taxes, renewal terms and any separate payroll charges. Check the volatile figures on the current pricing page before publication or procurement.
Deputy: strong candidate when rostering is the centre of gravity
Deputy’s Australian offering is framed around rostering, timesheets and time clocking. Award interpretation appears in the listed plans, making Deputy worth considering for shift-based operations with complex schedules and large frontline populations. The reviewed evidence does not establish Deputy as a complete replacement for every enterprise HRIS requirement; evaluate it as a workforce-management platform and examine how it connects to the rest of your stack.
The Australian page lists Lite at AUD $6.75, Core at AUD $8.75 and Pro at AUD $13 per user per month, excluding applicable taxes. It separately lists a payroll add-on at AUD $5 and an HR add-on at AUD $3.50 per user per month. Availability and terms are described on that page, and rates can change. A plan-only comparison can be misleading: calculate the configured cost after confirming the required plan, add-ons, billing period, employee count, integrations, support and tax treatment. See Deputy’s Australian pricing page.

Workday GO: broad platform scope requiring an Australian proposal
Workday’s Australia/New Zealand overview presents Workday GO as combining HR, pay, benefits, recruiting and talent management, with time and absence features and payroll claims covering more than 75 countries. That breadth may matter when a group wants one platform across countries or business functions rather than a specialist rostering tool.

The overview is not a price list and does not establish a particular Australian customer’s payroll fit, implementation effort or suitability at a given headcount. Ask for a demonstration using Australian employee and payroll scenarios, a country-by-country scope statement, integration architecture, implementation plan, named delivery responsibilities and a written commercial proposal. The relevant overview is Workday GO for Australia and New Zealand.
SAP SuccessFactors Employee Central: enterprise scope with partner delivery
SAP’s Australian Employee Central page directs buyers to request a quote and states that SuccessFactors offerings require implementation by a certified partner. That means the subscription is only one part of the decision. Compare the software price with partner implementation, data cleansing and migration, integrations, testing, training, change management, post-go-live support and any local payroll product or interface.
Require the proposed partner to show how organisational structures, effective-dated changes, permissions, approvals, audit requirements and payroll interfaces will work for each entity. Establish who owns defects after go-live and what service levels apply. The public page does not provide a comparable total price; use the SAP Australia Employee Central pricing page to start a scoped quote.
Australian payroll and award due diligence
Payroll suitability cannot be inferred from a product label such as “Australian payroll.” Your organisation may have several modern awards, enterprise agreements, allowances, penalty rates, leave rules, superannuation arrangements, tax reporting requirements and pay cycles. Require every finalist to demonstrate the same controlled scenarios and provide written responses.

Use a representative scenario pack
- A full-time employee moving between sites with a changed classification and salary effective mid-pay period.
- A casual employee with ordinary hours, overtime, late-night or weekend penalties, an allowance and a corrected timesheet.
- An employee taking leave across a public holiday, with the relevant accrual and payment treatment.
- A new starter requiring onboarding, tax and superannuation details, bank information, approvals and a first-pay validation.
- A termination with notice, leave payout, final deductions and reporting to the required Australian authorities.
- A roster change flowing to time capture and payroll, followed by an exception that a manager must approve.
- A retroactive award or rate change and a recalculation or adjustment process.
Ask vendors to identify which scenarios are native, which require configuration or an integration, and which depend on a partner or manual control. Have payroll specialists verify the results independently; a successful scripted demo is not legal or compliance advice.
Compare the systems on the dimensions that affect total risk
| Dimension | Questions to put in the request for proposal |
|---|---|
| Australian payroll coverage | Can the system model our awards, allowances, penalty rates, leave, superannuation, tax reporting and pay cycles? Which cases require a partner, add-on or external payroll? |
| Core HR depth | Does it handle employee records, organisation structures, onboarding and offboarding, documents, approvals, self-service, reporting and configurable workflows? |
| Workforce management | Can it support rosters, time capture, attendance, multi-site rules, casuals, contractors and a reliable payroll handoff? |
| Scale and complexity | How are legal entities, pay groups, locations, worker types, countries, role-based permissions, audit trails and future growth handled? |
| Integration and data governance | Which finance, payroll, identity, API and export options are available? What are the migration tools, access controls, hosting and data-residency statements? Do not infer a certification or security outcome from general marketing language. |
| Implementation and support | Who is the named implementation owner? What partner capability, data-cleanup work, migration rehearsals, training, go-live plan and service levels are included? |
| Total cost | What recurring user charges, minimums, modules, add-ons, setup, partner services, integrations, support, taxes and renewal changes apply? |
| Usability | Can representative office employees, frontline workers and managers complete self-service, approvals, roster changes and corrections without excessive administration? |
How to run a defensible selection process
- Set mandatory requirements. Agree which payroll, award, security, integration, entity, reporting and accessibility requirements are pass/fail. Record the responsible owner for each requirement.
- Build the scenario script. Use the same employee records, roster changes, pay exceptions, approvals and reports for every vendor. Do not let each vendor choose an easier demonstration.
- Invite a cross-functional scoring group. Include HR, payroll, finance, IT or security, implementation stakeholders and frontline managers. Weight criteria before demonstrations so a polished interface cannot overshadow a payroll gap.
- Run scripted demonstrations. Require vendors to label each answer as standard functionality, configuration, custom work, integration, partner service or manual workaround.
- Validate with hands-on testing. Give representative users a sandbox or structured trial where possible. Record task completion, errors, permissions, audit evidence, exports and manager effort. Keep demo observations separate from vendor claims.
- Request a written solution design. Obtain architecture, module list, interfaces, data migration assumptions, environments, security controls, roles, support model, implementation milestones and customer responsibilities.
- Model the five-year cost. Include subscription or user fees, minimums, payroll and HR add-ons, implementation partners, integrations, migration, training, support, taxes, price increases and renewal terms. Ask what happens when headcount or entities change.
- Plan implementation before signing. Name the internal product owner, payroll authority, data-cleanup team, testing leads, change and communications owners, cutover date, parallel-payroll period and rollback procedure.
- Negotiate measurable acceptance criteria. Tie milestone payments and go-live acceptance to agreed scenarios, data reconciliation, reports, integrations, service levels and defect resolution rather than a generic “system installed” definition.
Pricing: how to compare without creating a false total
Public prices are useful for orientation, not for a final business case. Employment Hero’s AUD $10 and $14 HR rates are subject to minimums and conditions, with enterprise pricing on request. Deputy’s AUD $6.75, $8.75 and $13 workforce plans exclude applicable taxes, while payroll and HR are listed separately at AUD $5 and AUD $3.50. These figures are not directly comparable because they cover different scopes and may use different billing rules.
ELMO, Workday GO and SAP SuccessFactors do not provide a comparable public total in the reviewed material. Workday’s page is a capability overview. SAP uses a quote path and requires certified-partner implementation. Obtain current Australian quotes that state currency, tax treatment, billable-user definition, minimums, modules, add-ons, implementation, integration, support, renewal and exit costs.
Build at least three scenarios: current headcount, planned growth and a restructuring with additional entities or sites. Show recurring and one-time costs separately. Ask whether inactive, casual, contractor, seasonal and terminated users count toward billing, and whether sandbox, reporting, API or support access incurs a separate charge.
Implementation, security and data questions to settle
A product can meet functional requirements and still fail if the organisation cannot migrate clean data or operate the controls. Put these questions in the contract schedule and implementation statement of work:
Best Value
- 5-in-1 Connectivity: Equipped with a 4K HDMI port, a 5 Gbps USB-C data port, two 5 Gbps USB-A ports, and a USB C 100W PD-IN port. Note: The USB C 100W PD-IN port supports only charging and does not support data transfer devices such as headphones or speakers.
- Powerful Pass-Through Charging: Supports up to 85W pass-through charging so you can power up your laptop while you use the hub. Note: Pass-through charging requires a charger (not included). Note: To achieve full power for iPad, we recommend using a 45W wall charger.
- Transfer Files in Seconds: Move files to and from your laptop at speeds of up to 5 Gbps via the USB-C and USB-A data ports. Note: The USB C 5Gbps Data port does not support video output.
- HD Display: Connect to the HDMI port to stream or mirror content to an external monitor in resolutions of up to 4K@30Hz. Note: The USB-C ports do not support video output.
- What You Get: Anker 332 USB-C Hub (5-in-1), welcome guide, our worry-free 18-month warranty, and friendly customer service.
- Which party cleans employee, organisation, award and historical payroll data, and who signs off reconciliation?
- How many migration rehearsals are included, and what history, documents, balances and audit records can be imported?
- Which integrations are standard, which require paid services, and how are failures monitored and retried?
- How are role-based access, segregation of duties, approval delegation, administrator activity and audit exports configured?
- Where is data hosted, what data-residency commitments are written into the contract, and how are backups, retention and deletion handled?
- What security documentation, incident-notification terms, penetration-testing summaries or independent assurance reports can the vendor provide? Do not treat an unqualified marketing statement as proof of compliance.
- What support hours cover Australian payroll deadlines, and what response and restoration targets apply to a payroll-blocking incident?
- How can the organisation export records and configuration at termination, in what format, and at what cost?
Common selection mistakes and how to avoid them
Choosing a winner before defining the workflow
A familiar brand or attractive interface cannot tell you whether the product handles your awards, entities or approval controls. Define pass/fail requirements and weights first.
Comparing a workforce tool with a full HRIS as if they were equivalent
Deputy’s listed plans focus on rostering, timesheets and time clocks, with HR and payroll add-ons. A broader HRIS may cover records, talent, benefits and organisational processes differently. Compare the configured operating model, not the base-plan label.
Multiplying a headline per-user rate by headcount
Minimums, user definitions, add-ons, implementation, taxes and support can materially change the total. Use a written quote and a five-year model.
Accepting “Australian payroll” without a test
Demonstrate representative awards, allowances, leave, corrections, terminations and reporting. Have your payroll team verify the result and document any manual controls.
Leaving implementation until after procurement
For partner-led or integrated systems, data migration, interfaces, testing and change management can determine success. Score the delivery plan and named resources before signing.
Assuming a vendor claim is independent evidence
The capabilities and target markets described here come from vendor pages. Separate those statements from your own demonstrations, references, security review and legal or payroll validation.
Which option should you take to the next stage?
| Your primary situation | Logical next step |
|---|---|
| Australian organisation of roughly 200–5,000 employees with several worker types, sites, compliance demands or a lean HR team | Start with an ELMO demonstration, then test every required payroll and integration scenario. Treat the 100–5,000 fit as ELMO’s stated positioning, not a guarantee. |
| HR and payroll team seeking connected employee, time, compliance, learning and payroll workflows | Include Employment Hero and validate STP Phase 2, SuperStream, award interpretation, roster synchronisation, pay groups and commercial minimums. |
| Shift-heavy operation where accurate rosters, time capture and attendance are the immediate priority | Include Deputy, price the required HR and payroll add-ons, and confirm how employee records, compliance workflows and integrations will be handled. |
| Organisation needing a broad platform across HR, pay, benefits, recruiting, talent, time and absence, potentially across countries | Request an Australian-scoped Workday GO proposal with country, payroll, integration, implementation and support detail. |
| Large or highly complex enterprise comfortable with certified-partner delivery | Request an SAP SuccessFactors Employee Central quote and compare subscription with partner implementation, migration, integration and ongoing services. |
The most defensible recommendation is the product that passes your mandatory payroll and data tests, fits the operating model, has a credible implementation owner and remains affordable after every required module and service is included. Use the shortlist to obtain comparable evidence; do not present any one vendor as objectively best for all Australian employers in this range.
