For unlimited browsing, Proton VPN Free is the clearest fit; for more control over locations, compare Windscribe and PrivadoVPN; for an Indian IP, PrivadoVPN is the option reported to offer a free virtual India location. These services do not provide equivalent privacy or features, and the evidence supports a five-provider shortlist—not a defensible ranking of seven free VPNs for India. A VPN routes your traffic through its provider; it does not make you anonymous.
How to choose a free VPN in India
Start with the trade-off that matters most. Unlimited data does not guarantee a choice of server, and a selectable Indian IP does not prove that the provider operates a physical server in India. Free-plan terms and app availability can change, so check the linked provider information before signing up.
- For frequent browsing without a monthly data cap: Proton VPN Free advertises unlimited data, but limits server selection.
- For a capped allowance and location choice: Windscribe and PrivadoVPN are reported to offer 10 GB per month, with different account and location conditions.
- For an Indian IP address: PrivadoVPN is reported to offer a virtual India location. Proton describes a separate Smart Routing approach for an Indian IP.
- For privacy-sensitive use: Read the provider’s privacy policy and look for independent audit coverage. A provider’s no-logs statement is a claim, not proof of anonymity.

Which provider fits each use?
Proton VPN Free: unlimited data, limited server choice
Proton’s free-plan page advertises no data or time limits, no advertisements, and no logging of online activity. It also describes support for multiple platforms and security and anti-censorship features. These are provider statements about its service. Paid plans add features, server choice, and streaming support. (Proton VPN free-plan details)

Tom’s Guide’s September 2026 comparison says free users cannot manually select a server and reports weak results for major streaming services in its tests. Windscribe Free: email confirmation raises the allowance
Windscribe’s official product information says its free plan includes 2 GB per month without a confirmed email address, or 10 GB per month after confirmation. Its help page describes the same allowance and options to increase data; the provider says a free account covers multiple devices. These are plan terms that can change. (Windscribe plan details; Windscribe free-account data allowance)
Windscribe describes the offer as “Free forever. 10 GB a month. No credit card, no logs, no catch.” Treat “no logs” as the provider’s own claim, and consult its privacy policy rather than treating marketing language as a guarantee of anonymity.

PrivadoVPN Free: a reported virtual India location
Top10VPN’s 2026 India comparison reports that PrivadoVPN offers a free virtual India location assigning a Mumbai IP, alongside a 10 GB monthly free allowance. It also reports possible congestion and limited availability of the app in Indian app stores at the time of its review. Tom’s Guide’s 2026 comparison describes selectable locations and the data-cap trade-off. These findings are time-sensitive and do not guarantee current app availability or performance. hide.me: a secondary option with reported limitations
Tom’s Guide includes hide.me among free options and reports limitations involving speed, location coverage, and plan renewal. Its comparison is not India-specific, and the reviewed evidence does not establish a current free data allowance or Indian location for hide.me. Check the current plan details before relying on it for a particular use. (Tom’s Guide’s 2026 free VPN comparison)
TunnelBear: relevant if you specifically mean a physical India server
TunnelBear’s support page says it will not establish physical servers in India, citing the data-retention requirements it associates with India’s 2022 directive. The company says, “Because of this, we can’t set up TunnelBear servers in India without compromising our no-logs policy.” That is TunnelBear’s stated rationale; the reviewed source does not establish its current free allowance or overall suitability for Indian users. Indian IP addresses, physical servers, and the 2022 directive
An Indian IP address and a physical server located in India are different things. Proton says it removed physical India servers in response to the 2022 data-retention directive and uses Smart Routing through Singapore-based servers to provide an Indian IP without processing traffic on a physical India server. PrivadoVPN’s reported virtual India location is another example of why the IP’s apparent location does not, by itself, reveal the server’s physical location. (Proton’s explanation of its India servers and Smart Routing; Top10VPN India VPN comparison)
Recommended Free Tools
Proton and TunnelBear each cite India’s directive when explaining their server decisions. These provider explanations do not establish a complete legal interpretation of the directive. If your decision depends on legal obligations or where traffic is processed, consult authoritative Indian government material and the provider’s current disclosures.

Privacy and streaming: what a free VPN can and cannot promise
Privacy claims need context
A VPN shifts trust from your internet provider or network to the VPN provider. “No logs” is a provider claim; it does not establish that you are anonymous or that every kind of activity is untraceable. Before using a VPN for sensitive activity, review the privacy policy, jurisdiction, and the scope and date of any independent audit. The cited free-plan materials do not establish a current, comprehensive audit comparison across these five providers.
Streaming results are not universal
Tom’s Guide’s September 2026 comparison says data-capped free tiers may be a poor fit for sustained streaming and reports weak results for Proton VPN Free with major streaming services. These are editorial findings from that publication, not tests of every Indian ISP, device, location, or account. Access can also change as streaming services and VPNs update their systems. (Tom’s Guide’s 2026 free VPN comparison)
Is a free VPN or a low-cost plan the better choice?
A free plan can be enough for occasional browsing, testing a VPN, or using a limited amount of protected data. If you need consistent server choice, streaming support, or a particular location, compare the current paid-plan terms as well as free options; Proton states that its paid plans add server choice and streaming support. Do not assume a free tier includes the features advertised for a paid plan. (Proton VPN free-plan details)
