Motorola Solutions Vigilant, Axon ALPR, Rekor and Genetec AutoVu are the strongest alternatives to evaluate. Vigilant has the clearest documented evidence of city and county deployments across fixed, mobile and vehicle investigations. Axon is worth considering when a city wants to negotiate ownership and short retention directly into its contract. Rekor is a software-first option for agencies that already own compatible cameras. Genetec AutoVu is a credible enterprise candidate, but available evidence does not establish an automatic privacy advantage over Flock Safety.
The vendor name matters less than the enforceable controls around retention, ownership, search purpose, sharing, access logs, encryption, facial recognition and public oversight. A replacement can preserve stolen-vehicle and suspect-investigation capability only if those controls are specified, audited and reflected in the deployed configuration.
Which alternatives deserve a city’s shortlist?
A city comparing automated license plate reader (ALPR) systems should begin with four vendors, each suited to a different procurement strategy. The table separates documented strengths from assumptions that still require contract review.

What an ALPR replacement must preserve
Replacing cameras should not force investigators to give up the core workflows that make ALPR useful. Define the operational requirements before issuing a request for information or proposal.
Coverage across deployment types
- Fixed cameras: persistent coverage at documented locations such as major approaches, bridges, parking facilities or crime hot spots.
- Mobile systems: cameras mounted on patrol vehicles for changing patterns and area saturation.
- Vehicle investigations: workflows for searching observations associated with a particular vehicle, route or time window rather than only matching a plate hotlist.
Nashville procurement material is notable because it identified Motorola as the only proposed vendor covering fixed, mobile and vehicle LPR categories in that solicitation. A city should test each bidder against its own deployment map rather than treating a category claim as proof of equivalent field performance.
Recognition beyond the plate number
Ask whether the proposed system recognizes vehicle attributes such as make, model, color, body style and distinctive features, and whether each attribute is returned as a confidence-scored observation. Require documentation of supported conditions, including night scenes, glare, rain, oblique angles, occlusion and moving vehicles. Do not assume that a vendor’s ability to process vehicle attributes means every camera or configuration supports them.

Hotlists and case searches
Investigators generally need two separate paths:
- Hotlist alerting: a near-real-time comparison against stolen vehicles, wanted vehicles or other lawfully maintained lists.
- Retrospective case search: a controlled search by a known full plate, vehicle attributes, location and time range to develop leads.
The procurement should require a clear distinction between these functions, documented authorization for each, and an explanation of how false positives are reviewed before an officer takes action.
Privacy controls to put in the contract
A stronger privacy posture comes from terms that can be enforced, measured and audited. Include the following controls in the solicitation, contract, policy and acceptance test.
Ownership, custody and retention
- State that the city owns the images, plate reads, vehicle attributes, metadata, audit records and derived investigative results created for the city, unless a narrowly defined exception is approved by counsel.
- Specify the retention period for ordinary detections, alerts, case exports, backups and disaster-recovery copies separately. A short photo-retention period is meaningful only if it applies to every copy and derivative.
- Require automatic deletion, deletion reports and a process for preserving a record under a documented legal hold.
- Define where data is hosted, which subcontractors can access it and whether data may be moved outside the city’s approved jurisdiction.
Purpose-limited searches
Limit searches to legitimate law-enforcement, traffic-safety or other purposes expressly adopted by the city. Require the user to select or enter a case number, incident identifier or other reason before a retrospective search. The system should prevent broad browsing, searches for a person’s movements without a qualifying vehicle record and searches based solely on protected characteristics.

Role-based access and audit logs
Use least-privilege roles for patrol officers, analysts, supervisors, administrators and external partners. Capture the user, timestamp, search terms, map area, purpose, records viewed, exports and sharing actions in an immutable audit log. Supervisors should receive routine reports for unusual activity, repeated searches of the same vehicle and access outside assigned duties.
Sharing restrictions
List every agency, contractor and business partner that may receive data. Require written agreements, a defined purpose, equivalent retention and security controls, and a method to revoke access. Prohibit onward sharing unless the city approves it. A vendor’s broad network can expand investigative reach, but it also expands the number of organizations that may handle a resident’s travel history.
Encryption and security response
- Require encryption in transit and at rest, strong administrator authentication and documented key-management responsibilities.
- Set deadlines for breach notification, incident cooperation, evidence preservation and remediation.
- Require independent security testing or an equivalent assurance report, with material findings disclosed to the city.
- Specify logging availability and retention long enough for the city’s oversight and legal obligations.
Facial recognition and occupant capture
State whether facial recognition is disabled, technically unavailable or merely prohibited by policy. Require the vendor to disclose whether cameras capture occupants, windshield interiors or other imagery beyond the rear plate and surrounding vehicle. Anne Arundel County’s program documentation says its LPR program does not use AI facial recognition. Palo Alto states that its cameras capture rear plates only, do not capture occupants, do not use facial recognition, encrypt transmitted data and limit system-wide searches to a known full plate and legitimate law-enforcement purpose. Those are concrete configuration and policy requirements a city can use as acceptance criteria.
Alternative 1: Motorola Solutions Vigilant
Vigilant is the most clearly documented fit for a city that needs multiple collection modes and a mature investigative workflow. Merced Police publicly states that it uses Motorola Solutions (Vigilant) technology for its license plate reader system and does not use Flock Safety cameras. The department also says it uses the tools in compliance with the law and with respect for community privacy.
Anne Arundel County documents a mixed environment containing Flock stationary and trailer devices, Elsag mobile devices and the Vigilant system. Its documentation says the county’s LPR program does not use AI facial recognition. This demonstrates that Vigilant can operate within a broader, multi-vendor environment; it does not, by itself, establish the county’s retention or sharing terms for every component.
A Nashville government vendor update identified Motorola as the only proposed vendor covering all three LPR categories in that procurement and the only vendor for vehicle LPR. For a city replacing Flock, that combination is important when the requirement includes fixed sites, patrol-car deployments and vehicle-focused investigations.

Questions to ask before selecting Vigilant
- Which Vigilant services and data networks are included in the quoted configuration?
- Can the city disable external-network searches and sharing by default?
- What retention applies to raw images, plate reads, vehicle attributes, alerts, exports and backups?
- How are user roles, search purposes and supervisor reviews enforced?
- Can the city export its records in a usable format if the contract ends?
Vigilant is a strong operational candidate, but the city still needs contract-level proof that its selected deployment meets local privacy rules.
Alternative 2: Axon ALPR
Axon ALPR is most relevant when the city wants to make data ownership and retention negotiating points rather than accept standard defaults. Alexandria is evaluating ALPR alternatives using capabilities, data-control features, public-safety needs, community engagement and a broader technology-governance framework. A contemporary report on a Denver Axon proposal described 50 cameras, city ownership of data and 21-day photo retention.
Those Denver terms illustrate what a city can seek; they are not universal Axon defaults. The proposal, contract edition, hosting arrangement and local policy determine the actual controls.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Axon questions that must be answered in writing
- Does “city ownership” include raw images, metadata, derived vehicle attributes, audit logs, backups and vendor-generated analytics?
- Does the 21-day period apply to every ordinary image and backup, or only to a defined class of photos?
- What events suspend deletion, and who can authorize a legal hold?
- Can administrators search without a case number or purpose statement?
- Which external agencies can receive alerts or historical results?
- Can the city independently inspect logs and verify deletion?
Axon is therefore a useful option for a city prepared to negotiate aggressively and monitor compliance, not proof that a short retention period is included in every deployment.
Alternative 3: Rekor
Rekor represents a software-first path. Market comparisons describe its license-plate and vehicle-recognition software as able to run on third-party cameras, including existing traffic and tolling infrastructure. A city with a substantial camera estate may be able to add investigative capability without replacing every camera, reducing disruption and avoiding a single-purpose hardware refresh.
Technical validation for an existing-camera deployment
- Inventory camera models, firmware, resolution, frame rate, infrared capability, mounting angle and network connectivity.
- Obtain a written compatibility matrix and identify features that require a particular camera generation.
- Run a controlled pilot across daylight, darkness, rain, glare, congestion and different travel speeds.
- Measure plate-read and vehicle-attribute performance against a manually reviewed sample; do not rely only on a vendor’s aggregate accuracy claim.
- Confirm whether processing occurs at the camera, on city hardware or in a vendor-hosted environment.
Privacy questions for the software layer
Rekor’s software-first model does not automatically reduce privacy risk. The city must determine where images are copied, how long the recognition results remain available, who can administer the system and whether an optional cross-jurisdiction data network is enabled. Require the ability to keep the deployment city-only unless a separate governing body approves broader sharing.

Alternative 4: Genetec AutoVu
Genetec AutoVu belongs in an enterprise request for information where integration, centralized administration and a larger security-technology environment are priorities. It is identified in market comparisons as a major ALPR alternative alongside Vigilant and Rekor.

The available evidence does not prove a blanket privacy advantage over Flock Safety or the other candidates. Evaluate AutoVu by architecture and contract terms: data flow diagrams, storage locations, retention enforcement, role design, audit-log access, integrations with evidence systems, export capabilities and interagency controls.
When AutoVu merits a deeper evaluation
- The city already operates an enterprise security platform and wants ALPR governed through the same identity and administration model.
- The procurement requires integration with dispatch, records, evidence or access-control systems.
- The city can test the exact deployment rather than relying on product-family marketing.
How cities should compare vendors
Use a weighted evaluation that separates operational capability from privacy assurance. Alexandria’s stated criteria—capabilities, data-control features and the ability to meet public-safety needs—provide a practical starting point. Add measurable security and governance requirements so the highest-scoring system is not simply the one with the broadest network.
| Evaluation area | Evidence to request | Pass condition |
|---|---|---|
| Coverage | Deployment map, fixed/mobile/vehicle support, camera compatibility | All required sites and investigation modes are supported without undocumented workarounds |
| Recognition | Supported plate jurisdictions, vehicle attributes, confidence data, test methodology | Performance is demonstrated under the city’s weather, lighting and traffic conditions |
| Investigations | Hotlist, case-search, alert review, false-positive handling | Users can conduct authorized searches while preserving a defensible audit trail |
| Ownership and retention | Contract definitions, deletion schedule, backup policy, export format | City controls the records and can verify deletion and retrieve records at exit |
| Access and sharing | Role matrix, partner list, data-sharing agreements, revocation process | Least privilege is enforced and external access is explicit and reviewable |
| Security | Encryption design, authentication, incident plan, assurance reports | Controls meet city security standards and breach duties are time-bound |
| Prohibited uses | Facial-recognition settings, occupant-capture behavior, policy controls | Disallowed features are technically disabled or contractually and operationally blocked |
| Transparency | Public reports, access statistics, complaint process, audit schedule | The city can publish meaningful use and compliance information |
| Total cost | Hardware, installation, connectivity, hosting, licenses, support, training and exit costs | Five-year cost is documented, including replacement and data-migration work |
A procurement and implementation sequence
- Define the lawful use cases. List stolen-vehicle alerts, missing-person investigations, serious-crime leads, traffic enforcement and any excluded uses. Assign each use a legal authority and approval level.
- Map the current environment. Record every camera, mounting location, mobile unit, network connection, storage destination, user group, partner agency and existing retention rule.
- Issue a capability-and-control questionnaire. Require vendors to answer the same questions about coverage, recognition, ownership, retention, searches, sharing, encryption, facial recognition, occupant capture, logs and deletion.
- Run a representative pilot. Test the exact cameras and software in the city’s conditions. Include false-positive review, alert response, case searches and export of audit records.
- Conduct a privacy and legal review. Confirm public-notice, records-management, criminal-procedure, civil-rights and labor requirements applicable to the jurisdiction.
- Negotiate measurable terms. Put retention durations, deletion verification, breach deadlines, audit access, partner restrictions, prohibited uses and exit assistance in the contract rather than relying on policy summaries.
- Approve a governance policy. Define authorized users, search purposes, supervisor review, disciplinary consequences, public reporting and independent audits.
- Go live in stages. Start with a limited number of sites, review logs and false positives, then expand only after the acceptance criteria are met.
- Review continuously. Recheck access, sharing, retention and system configuration at a fixed interval and after every major software or policy change.
Governance models cities can adapt
Alexandria: evaluate control as well as capability
Alexandria’s evaluation approach combines technical capability, data-control features, public-safety needs, community engagement and a broader technology-governance framework. This prevents the procurement from treating privacy as an afterthought added after the technical selection.
Woodland: document the responsible-use system
Woodland describes a responsible ALPR program with authorized uses, access records, security safeguards, retention rules and controls on data sharing. A city adopting this model should publish the policy, identify the officials responsible for enforcement and retain evidence that the controls operate as written.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsPalo Alto: narrow collection and search
Palo Alto states that its cameras capture rear plates only, do not capture occupants, do not use facial recognition, encrypt transmitted data and limit system-wide searches to a known full plate and legitimate law-enforcement purpose. These restrictions show how collection, technology configuration and search authorization can reinforce one another.

Network scale versus exposure
ALPR records combine a plate image or read with time and location, creating a searchable history of vehicle movement. A CDT/NCSL issue brief reports that Motorola Solutions has a data-sharing network of more than 3,700 agencies and business partners, while Flock Safety operates cameras in more than 6,000 communities capturing more than one billion images per month. Those figures illustrate the trade-off between investigative reach and the number of records and organizations involved; they do not establish that either network is appropriate for a particular city.
Before enabling any network connection, ask whether the city can operate locally, what categories of records leave its control, how partner access is approved, and whether the same retention and audit rules apply outside the city’s system.
Common failure modes and fixes
“Short retention” that excludes copies
Symptom: the contract promises deletion of photos but says nothing about backups, exports, alerts or derived records. Fix: define every record class and require deletion evidence across production, backup and disaster-recovery systems.
Open-ended analyst browsing
Symptom: a user can search broad areas or time ranges without stating a reason. Fix: require a known full plate where policy demands it, a case or incident identifier, role-based authorization and immutable logs.
Uncontrolled partner expansion
Symptom: a vendor network or integration silently enables searches by outside agencies. Fix: default to city-only access, enumerate partners in writing and require approval and equivalent controls for every connection.
Assuming a privacy statement describes the deployed system
Symptom: marketing material says facial recognition is not used, but the contract does not identify the setting or prevent activation. Fix: record prohibited features in the configuration baseline, acceptance test and change-control process.
Replacing hardware before validating software fit
Symptom: a city buys cameras that cannot deliver the required plate angle, night performance or network connectivity. Fix: inventory existing infrastructure and run a representative pilot before committing to a full rollout.

Choose Motorola Solutions Vigilant when the primary requirement is broad fixed, mobile and vehicle investigation coverage backed by documented public-sector deployments. Choose Axon ALPR when the city is prepared to negotiate ownership, retention and sharing terms and to verify that the proposal’s promises become enforceable contract language. Choose Rekor when existing compatible cameras make a software layer more practical than a wholesale hardware replacement. Put Genetec AutoVu on the enterprise shortlist when integration and centralized deployment matter, but judge its privacy posture from the selected architecture and terms.
None of these choices guarantees stronger privacy by itself. The defensible replacement is the one whose data lifecycle, searches, sharing, security and oversight controls are specific enough to test before launch and audit after deployment.
