Best overall for low-cost European cloud infrastructure: Hetzner. Best for enterprise sovereignty requirements: OVHcloud. Best for a privacy-focused web and email suite: Infomaniak. Best for regulated or public-sector workloads: STACKIT. Cherry Servers and Netcup are practical budget choices for bare-metal and unmanaged infrastructure.
The right choice depends on more than the country where a server sits. Ownership, the provider’s legal jurisdiction, data-centre control, certifications, support model and the amount of management you need can matter just as much as latency or headline price. The recommendations below reflect information available in October 2026; prices and product availability change frequently, so confirm current terms and legal documents before signing a contract.
Shortlist: which European host fits your priority?
| Provider | Best fit | Jurisdiction and locations described in current coverage | Service profile | Main qualification |
|---|---|---|---|---|
| Hetzner | Lowest-cost credible EU cloud infrastructure | Germany; data centres reported in Germany and Finland | Cloud servers, VPS and dedicated infrastructure | Managed services are relatively thin; verify support and compliance scope |
| OVHcloud | Enterprise hosting with a sovereignty focus | France; broad European footprint | VPS, dedicated servers and private cloud | Choose the exact region, contract and support tier carefully |
| IONOS | Small and medium-sized businesses | Germany; EU-based server options described | Web hosting and infrastructure services | Public descriptions of GDPR status are inconsistent; request documentation |
| Infomaniak | Privacy-focused web, mail and hosted services | Switzerland; provider-owned Swiss data centres are described | Web, email and cloud-style services | Switzerland is not in the EU, although it has EU adequacy status for data transfers |
| STACKIT | Regulated and public-sector workloads | Germany | Sovereign cloud infrastructure | Confirm that the required managed services and regions are available for your workload |
| Scaleway | Cloud-native deployments needing European regions | European locations; exact region depends on product | Cloud compute and platform services | Compare the specific service’s legal and operational terms |
| Exoscale | Managed cloud components and Kubernetes | European cloud regions | Managed Kubernetes, databases and cloud infrastructure | May have a higher total cost than bare infrastructure, but less operational work |
| UpCloud | Cloud servers across European regions | European data-centre options | Cloud compute | Evaluate region, support and compliance documents per service |
| Cherry Servers | Budget bare metal and hands-on DevOps | Lithuania | Bare-metal servers | More operational responsibility than a managed cloud product |
| Netcup | Budget servers and VPS | Germany and Austria; Nuremberg and Vienna locations are described | VPS and dedicated infrastructure | Check support and management options before using it for business-critical systems |
| Cloud86, TransIP and One.com | Smaller-business web hosting in the Netherlands or Denmark | Netherlands or Denmark, depending on provider and product | Web hosting and related services | Confirm ownership, data location and DPA terms for the selected plan |
This is a decision shortlist, not an independent league table. The available comparison coverage is largely roundup-based, and rankings reflect each publisher’s criteria rather than a common laboratory benchmark.

Server location
A provider may let you select a data-centre region in an EU or European country. This can reduce latency for European visitors and helps keep stored data within a chosen geography. It does not, by itself, determine who controls the company or which laws can reach it.
Company ownership and legal jurisdiction
An EU-based rack can still be operated by a company whose parent is subject to another country’s disclosure laws. Several sovereignty-focused comparisons therefore treat ownership and the legal reach of the parent company as more important than the rack’s postal address. A US-owned cloud can remain potentially exposed to the US CLOUD Act even when its servers are in Europe.
Operational control
“Provider-owned data centre” generally means the host describes its own facilities rather than renting capacity from an unnamed third party. That can make contractual responsibility and physical controls clearer, but it is not a substitute for checking the provider’s security, subcontractor and incident-response documentation.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteFor a meaningful comparison, record all three attributes—company jurisdiction, processing locations and operational control—for every service in your architecture. A website, database, backups, support system and email service can otherwise end up under different legal regimes.
Provider-by-provider guide
Hetzner: low-cost EU infrastructure
Hetzner is repeatedly identified as the lowest-cost credible EU cloud option. Coverage places its data centres in Germany and Finland and describes an ISO 27001 claim. It suits teams that can administer Linux servers, networking, backups and security themselves and want predictable European locations without paying for a large managed-services layer.
The trade-off is management depth. Comparisons describe managed services as thin, so a team expecting fully operated Kubernetes, databases, 24/7 application support or extensive compliance assistance should price those capabilities separately. A low virtual-machine bill is not the same as a low operating cost once engineering time, monitoring, patching and recovery are included.

OVHcloud: broad enterprise and sovereignty portfolio
OVHcloud is frequently recommended when an organisation needs a larger service range and a sovereignty-oriented contract. Its portfolio is described as including VPS, dedicated servers and private cloud, allowing workloads to move from a single server to more controlled enterprise environments.
It is a reasonable starting point for organisations that need dedicated capacity, private-cloud controls or a formal procurement process. Compare the exact data-centre region, support tier, backup design and contractual commitments rather than treating the brand’s European headquarters as proof that every product has identical sovereignty characteristics.
IONOS: accessible option for smaller businesses
IONOS is positioned toward small and medium-sized businesses. It can be a practical choice when a company wants conventional web hosting or infrastructure without building a large platform team.
Public descriptions of its GDPR position are inconsistent: one comparison labels it “Partial,” while another describes GDPR-ready infrastructure with EU-based servers. That conflict is a reason to request the current Data Processing Agreement, subprocessor list, transfer mechanisms, retention terms and the precise region for each service before processing personal data.
Infomaniak: privacy-focused Swiss hosting
Infomaniak is often rated the most privacy-focused option among the listed providers, particularly for organisations wanting web and email services together. Available descriptions say data is stored in its own Swiss data centres and is outside the US CLOUD Act.
Switzerland is not an EU member. However, it has EU adequacy status for data transfers, which can simplify some EU-to-Swiss transfer arrangements. Adequacy does not remove the need to check the provider’s DPA, subprocessors, support access and product-specific storage locations.

STACKIT: sovereign infrastructure for regulated workloads
STACKIT is presented as German, GDPR-focused European infrastructure aimed at regulated or public-sector workloads. Descriptions state BSI C5 and ISO 27001 alignment. Those certifications can be useful procurement evidence, but ask for the current certificates, scope and expiry dates: a certificate may cover only named facilities or services, not every product sold under the provider’s name.
Before choosing STACKIT, map your required databases, container platform, identity integration, logging and backup services to its catalogue. A sovereign location is valuable only if the platform can run the complete workload without introducing an unapproved external dependency.
Scaleway, Exoscale and UpCloud: cloud-focused alternatives
Scaleway, Exoscale and UpCloud appear regularly in cloud-focused lists. They are best evaluated at the product level: compare the available European regions, network design, storage durability options, managed-service catalogue, support response commitments and contractual data-processing terms.
Exoscale deserves particular attention when managed Kubernetes and managed databases are central requirements. One comparison argues that Exoscale can offer better total cost of ownership than a cheaper raw-infrastructure provider once those managed components and support are included. That is a workload-specific claim, not a universal price ranking; calculate engineering time and availability requirements for your own team.
Cherry Servers: hands-on bare metal
Cherry Servers, based in Lithuania, is listed as a budget bare-metal and DevOps option. One comparison describes it as having no US parent exposure under the CLOUD Act. Treat that as a point to verify in the company’s ownership and contractual documents, not as a substitute for legal review.
Bare metal gives you direct control over the operating system and hardware allocation, but you remain responsible for patching, monitoring, replacement planning, backups and much of the incident response. It is strongest for experienced infrastructure teams that value dedicated resources over managed convenience.

Netcup, Cloud86, TransIP and One.com: smaller-provider choices
Netcup is described as a German budget provider with data centres in Nuremberg and Vienna. It can fit cost-sensitive VPS or dedicated-server deployments where the customer is comfortable handling administration.
Recommended Free Tools
Cloud86 and TransIP are listed as Netherlands-based options, while One.com is associated with Denmark. These smaller providers may be suitable for straightforward websites and business services, but verify the legal entity, exact processing location, backup policy, support hours and DPA for the individual plan. A national headquarters does not guarantee that every subcontractor or backup system is in the same country.
Choose by workload, not by a generic “best” label
| Workload or priority | Starting shortlist | What to validate before purchase |
|---|---|---|
| Lowest-cost cloud compute | Hetzner; compare with Netcup | Unmanaged operations, backup costs, support response and region |
| Enterprise or private-cloud procurement | OVHcloud | Dedicated/private options, contractual support, exit terms and data location |
| Privacy-focused web and email | Infomaniak | Swiss legal framework, EU transfer basis, subprocessors and export tools |
| Regulated or public-sector system | STACKIT; assess other sovereign offerings | Certification scope, audit evidence, service completeness and incident procedures |
| Managed Kubernetes and databases | Exoscale; compare Scaleway and UpCloud products | Control-plane location, backups, upgrades, support and total operating cost |
| Dedicated hardware for DevOps teams | Cherry Servers; compare Netcup | Hardware replacement, remote hands, network redundancy and your team’s on-call capacity |
| Small-business website | IONOS, Cloud86, TransIP or One.com | DPA availability, migration tools, mailbox limits, backups and renewal terms |
GDPR, sovereignty and the CLOUD Act
GDPR compliance is a contract-and-process question
Hosting in the EU helps keep European data-protection rules applicable, but location alone does not make a deployment compliant. You still need a controller–processor arrangement, documented purposes, retention periods, access controls, breach procedures and a list of subprocessors. Ask for a current Data Processing Agreement and confirm that it names the legal entity actually signing your order.
Ask who can access support and operations systems
Data can leave the selected region through support tickets, remote administration, telemetry, fraud systems or backup replication. Request a data-flow description covering production, backups, logs, monitoring and support. If staff outside Europe can access personal data, record the transfer mechanism and technical safeguards.
Understand the foreign-law exposure
The US CLOUD Act is relevant to sovereignty assessments because it can create obligations for companies subject to US jurisdiction. European server placement does not automatically eliminate that risk. Compare the provider’s ownership, parent-company structure, government-request process and transparency commitments, and obtain legal advice for highly sensitive workloads.

How to compare total cost of ownership
Public prices are volatile, and the available comparisons contain conflicting figures. No single price should be treated as a 2026 market benchmark. Check the provider’s current calculator and contract, including taxes, currency, minimum terms and renewal rates.
Build a monthly model with these line items:
- Compute, memory and attached storage
- Outbound bandwidth, public IPv4 addresses and load balancing
- Snapshots, off-site backups and long-term retention
- Managed databases, Kubernetes control planes and observability
- Support plans, remote hands and incident assistance
- Engineering time for patching, upgrades, security response and recovery tests
- Migration, data-egress and eventual exit costs
A low-cost unmanaged server can be the right answer for a skilled team. A managed platform can be cheaper overall when it removes repetitive maintenance and reduces the amount of on-call coverage you must provide.
Due-diligence checklist before signing
- Identify the legal entity. Record the contracting company, country of incorporation, ownership and any parent company with control rights.
- Pin down locations. Ask where production data, replicas, backups, logs and support records are stored and whether you can restrict each one to a named region.
- Request compliance documents. Obtain the DPA, subprocessor list, transfer mechanism, ISO 27001 or BSI C5 documents where claimed, and the scope and expiry of each certificate.
- Check operational access. Ask who can access systems, from which countries, under what approval process and with what logging.
- Test resilience. Confirm power, network and storage redundancy, recovery objectives, backup restoration procedures and the process for hardware failure.
- Review support. Compare hours, languages, severity definitions, response targets, escalation paths and whether support staff can access your data.
- Price the complete architecture. Include bandwidth, backups, managed services, taxes, support and staff time rather than comparing only the server line.
- Plan exit. Verify export formats, snapshot portability, DNS control, notice periods, deletion certificates and egress charges before importing production data.
A safe migration path
- Inventory dependencies. List domains, DNS records, certificates, databases, queues, scheduled jobs, third-party APIs, backup copies and administrator accounts.
- Choose a temporary parallel environment. Deploy the target region and security baseline without changing public DNS. Confirm that the chosen services are available in the jurisdiction you require.
- Transfer and validate data. Copy application data, restore a backup and test permissions, encryption, search, email delivery and background jobs. Do not rely on a successful file copy as proof of application integrity.
- Exercise recovery. Restore the system from the new provider’s backups, measure the time and identify any manual steps. Record the result for your compliance file.
- Run a controlled cutover. Lower DNS TTL in advance, freeze writes for the final database copy, switch traffic and monitor errors, latency, queues and outbound mail.
- Keep the old service available. Maintain a read-only fallback until logs and business owners confirm that the new environment is stable. Then revoke old credentials and obtain deletion confirmation.
Common mistakes and how to avoid them
Assuming an EU IP address proves sovereignty
Check ownership and legal reach, not just the IP geolocation. Document the provider’s parent-company structure and support access.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Buying the cheapest unmanaged plan for a managed requirement
Price the staff hours for patching, monitoring, backups and incident response. If your team cannot provide that coverage, compare a managed service even when its unit price is higher.
Reading “GDPR-ready” as a certification
Ask for the DPA, subprocessors and technical measures. Resolve contradictory public descriptions in writing before processing personal data.
Ignoring backups and egress
Snapshots inside one provider do not protect against account, region or provider-wide failures. Test an independent restore and include data-export costs in your exit plan.
Choosing a certified platform that lacks a required component
Map every dependency—identity, database, container registry, logging, monitoring and email—to an approved service. A compliant compute region does not make an unapproved external database compliant.
A practical decision rule
Start with the legal and operational constraints, then select the simplest platform that satisfies them. Choose Hetzner when low-cost EU infrastructure and in-house operations are the priority; OVHcloud when enterprise breadth and sovereignty controls matter; Infomaniak when a Swiss privacy-oriented web and email suite fits; STACKIT when regulated procurement and sovereign infrastructure are central. For managed cloud components, compare Exoscale, Scaleway and UpCloud on the complete operating cost rather than the virtual-machine price. For bare metal, evaluate Cherry Servers and Netcup only after confirming that your team can provide the required administration and recovery coverage.
