The best employee management software depends on what you need to manage. A payroll-led system such as Gusto is a different purchase from a scheduling platform such as Deputy or a broader HR system such as BambooHR.
Use the recommendations below to match the software to your workforce. The pricing and feature details reflect publicly available information checked on August 8, 2026, but vendors may change prices, packaging, and regional availability.

BambooHR is the strongest general-purpose choice when employee management means more than payroll. It provides a central employee database with reporting, dashboards, approvals, hiring, onboarding, and workflow automation.

- Core: $10 per employee per month.
- Pro: $17 per employee per month.
- Elite: $25 per employee per month.
Pro adds performance management, 360-degree reviews, one-to-ones, an employee community, recognition and rewards, compliance training, and a more capable AI assistant. Elite adds compensation planning, salary benchmarking, job levels, and salary bands.
Businesses with 25 or fewer employees pay a flat monthly price starting at $250, so the advertised $10-per-employee figure does not describe the real starting cost for a small company. Payroll, benefits, and some other capabilities may also require additional products or bundled pricing.
Choose BambooHR if: you want a structured HR system for employee data, onboarding, performance reviews, and compensation—not simply a way to run payroll.
Watch for: the total cost of payroll and benefits modules, plus the small-company flat fee.
2. Gusto: best for payroll-focused small businesses
Gusto is a practical choice for a U.S. small business whose main requirement is accurate, automated payroll. It files federal, state, and local payroll forms and supports W-2 and 1099 processes subject to the selected plan and applicable requirements.
Its publicly listed plans are:
- Simple: $49 per month plus $6 per person per month.
- Plus: $80 per month plus $12 per person per month.
- Contractor Only: $35 per month plus $6 per contractor per month for businesses without W-2 employees.
Simple includes unlimited payroll runs, tax filings and payments, basic PTO policies, and holiday pay. Plus adds multi-state payroll, next-day pay, and time tracking.
Additional costs can include $6 per person per month for Time & Attendance Plus, $3 per person per month for Performance, and $50 per month plus $5 per person per month for HR Resources. Priority Support, health-plan integration, workers’ compensation, and global contractor payments have separate pricing. Gusto says it charges for active employees.

Watch for: add-ons. The old $19-per-month starting price is no longer the current public price for the Simple plan.
3. Rippling: best for HR automation and HR/IT integration
Rippling is designed for companies that want one employee record to trigger actions in several systems. A new hire, for example, can flow through HR, payroll, benefits, application access, and device provisioning workflows.
Available modules include:
- HR and employee data
- U.S. and global payroll
- Time and attendance
- Benefits administration
- Learning management
- Recruiting and headcount planning
- Scheduling
- Surveys and employee chat
- Device and application management
- PEO and Employer of Record services
Its time-and-attendance product supports mobile, web, and physical-device clock-ins. It can connect approved hours to payroll, track job costs, flag overtime and missed breaks, and automate reminders for missed clock-outs or unapproved time cards.
Rippling does not have one dependable all-in-one price. The core Rippling Platform is required, while payroll, benefits, time tracking, IT, and other modules are selected separately. Most products are priced per employee per month, although some can include a monthly base fee.

Choose Rippling if: you need HR data to automate payroll, IT access, benefits, devices, and workforce operations.
Watch for: quote complexity. An HRIS starting price can significantly understate the cost after adding payroll, time tracking, device management, global services, or benefits.
4. Zoho People: best budget-oriented HRIS
Zoho People is a good fit for small and midsize organizations that want a configurable HR information system at a relatively low entry cost, especially if they already use other Zoho applications.

Its main editions are Free, Essential HR, Professional, Premium, and Enterprise. The Free edition includes:
- Employee database management
- Onboarding and offboarding
- Document management
- Time-off management

- The Zia AI bot
Professional adds attendance, timesheets, and roster management. Premium adds performance management, compensation management, employee engagement, and advanced HR analytics. Enterprise adds an HR help desk, learning management system, and sandbox.
The pricing page shows a minimum of five users for listed plans and says annual billing saves more than 20%. It does not expose one universal U.S.-dollar price for every tier. Zoho says licenses apply only to active users; when someone becomes inactive, the license can be reused.
Choose Zoho People if: you need employee records and HR workflows without immediately paying for a large enterprise platform.

5. Homebase: best for hourly, retail, and restaurant teams
Homebase is organized around locations rather than traditional office-based HR departments. That makes it particularly useful for restaurants, retail stores, salons, healthcare locations, and other hourly operations.
Current workforce-management pricing includes:
| Plan | Monthly price | Notable position |
|---|---|---|
| Basic | $0 per location | One location and up to 10 employees |
| Essentials | $30 per location, or $24 annually | Expanded scheduling and time tools |
| Plus | $70 per location, or $56 annually | More controls for PTO, departments, permissions, and labor costs |
| All-in-One | $120 per location, or $96 annually | Broad workforce-management and HR functionality |
Depending on the plan, Homebase provides schedules, time tracking, team messaging, AI-assisted scheduling, PTO controls, onboarding, labor-cost management, and HR compliance features. Payroll is available as an add-on, and Homebase displays a separate payroll-oriented pricing structure with its own base and per-employee charges.
Choose Homebase if: your managers need to publish shifts, control labor costs, manage time clocks, and communicate with employees at each location.

- AUTO-ALIGNING PUNCH CLOCK: Top-loading card feed automatically aligns each punch for clean, accurate time entries; no manual adjustments needed; reduces errors that slow down payroll
- RELIABLE TIME CARD MACHINE PERFORMANCE: Consistent printing keeps employee time records accurate pay period after pay period; automatic resets for Daylight Saving Time and short months mean less maintenance for busy managers
- VERSATILE TIMEKEEPING FOR ANY WORKPLACE: Records arrival, break, lunch, and departure times across 3 in/out punch cycles per day; double-sided time cards cover up to 31 days; choose 12-hour or 24-hour military time format
- COMPACT DESIGN, FLEXIBLE PLACEMENT: Small footprint fits on a desk or mounts on a wall to suit offices, retail, warehouses, and other workplaces; backlit LCDs show time, date, and day at a glance; tamper-proof security lock guards against time theft
- COMPLETE BUNDLE, READY TO USE: Includes 100 pyramid time cards, 2 ink ribbon cartridges, 2 security keys, and a 10-slot time card rack; everything a small business needs to start accurate employee time tracking without additional purchases
6. Deputy: best for advanced scheduling and time management
Deputy is the specialist choice for complex schedules, variable demand, and labor-compliance controls. It supports tablet, mobile, web, and watch clock-ins, with features such as geofencing and biometrics depending on the plan.
U.S. pricing is:
- Lite: $5 per user per month.
- Core: $6.50 per user per month.
- Pro: contact sales.
Lite includes basic scheduling, timesheets, time clocking, labor-law compliance, shift swaps, leave and availability management, reporting, messaging, payroll and HR integrations, and self-serve onboarding.
Core adds advanced scheduling, timesheet auto-approval, biometric time clocks, advanced compliance controls, micro-scheduling, auto-scheduling, demand forecasting, and labor optimization.
Recommended Free Tools
Deputy’s billing behavior deserves attention. Adding a user during a month triggers the full monthly charge. Archiving a user does not remove that month’s charge, and unarchiving a user also triggers the full monthly charge for that month. Annual plans are billed upfront; Deputy says they generally cannot be downgraded during the term and are not refundable after cancellation.
Choose Deputy if: you need demand forecasting, automated schedules, shift-level controls, or stronger clock-in and labor-compliance features than a basic HRIS provides.
Watch for: assuming user charges are prorated. Deputy’s current billing FAQ says they are not.
7. Deel HR: best for international employees and contractors
Deel HR is aimed at distributed companies managing a mixture of direct employees, contractors, Employer of Record workers, and entity hires. Deel supports worker-management workflows across more than 150 countries.
Its current HR pricing states:
- Core HR: starts at $5 per employee per month.
- Recruit: $14 per employee per month.
- Develop: $22 per employee per month.
- Full HR solution: $56 per employee per month.
Core HR includes worker profiles, time off, workflows, compliance insights, and people analytics. Additional products cover payroll, performance, compensation, workforce planning, learning, engagement surveys, and recruiting. Employees and managers can use the web, mobile app, Slack, or Microsoft Teams for tasks such as requesting and approving time off.
Choose Deel HR if: your workforce crosses borders or includes several worker types that need to be managed from one platform.
Watch for: confusing the $5 HRIS starting price with the cost of EOR employment, global payroll, or contractor payments. Those services have separate pricing and compliance implications.

1. Separate HRIS features from payroll
An employee database, onboarding checklist, PTO workflow, and performance review system do not necessarily include payroll or tax filing. Decide whether you need records and workflows only, or also wage calculation, tax payments, benefits administration, workers’ compensation, and year-end forms.

Most products charge by employee or user, but Homebase primarily charges by location. A location-based product may be economical for a small team spread across several sites—or expensive for a large operation with many sites and few workers at each one.

3. Price add-ons before comparing plans
Compare the configuration you will actually use, not each vendor’s lowest headline price. Gusto may require time tracking or performance add-ons. Homebase payroll is separate from many scheduling plans. Rippling modules such as payroll, benefits, and device management are separately selected. Deel HR pricing is distinct from EOR and global payment services.
4. Match the tool to the workforce
For hourly work, check break rules, overtime alerts, shift swaps, geofencing, biometric options, missed-clock-out workflows, job costing, and payroll synchronization. For office teams, prioritize employee records, approvals, onboarding, performance, compensation, document storage, and reporting. For international teams, check local payroll, contractor payments, benefits, tax handling, and EOR coverage country by country.
5. Check headcount billing rules
Ask what happens when employees join, leave, become inactive, or are archived. Gusto says it charges active employees. Zoho says inactive-user licenses can be reused. BambooHR uses a flat price for organizations with 25 or fewer employees. Deputy charges a full monthly amount for users added, archived, or unarchived during the month.
6. Plan the migration
Before signing, ask whether the vendor imports historical payroll, tax filings, employee documents, PTO balances, performance records, and terminated-worker history. Also confirm export formats and whether you can retrieve your data if you leave.
7. Treat compliance automation as assistance, not a substitute
Employee-management software can automate reminders, forms, approval chains, and policy settings, but your organization remains responsible for accurate worker data and correct employment, tax, wage, break, and leave configurations.
