The most effective configuration is a joined detection system, not a single product setting. Deploy endpoint detection and response (EDR) on supported hosts, stream its process and response telemetry to a protected security information and event management (SIEM) platform, and correlate it with domain-controller authentication, identity, VPN, firewall, DNS, cloud-audit and administrative-tool logs. Then retain trustworthy copies long enough to reconstruct an intrusion and map every analytic to MITRE ATT&CK.

This design catches an attack that progresses from initial access to execution, credential theft, discovery, lateral movement, persistence and impact. CISA, FBI and NSA warn that organizations without centralized log collection and monitoring have limited ability to investigate incidents or detect the behavior described in their joint advisories. The settings below turn that principle into an implementable blueprint for a government SOC.

What a multi-stage detection architecture must do

Attackers rarely use one conspicuous event. A phishing payload may create a process on a workstation, steal a token, authenticate to a domain controller, move through SMB or remote services, establish a scheduled task and finally disable logging. Each event can look ordinary in isolation. Detection improves when the SIEM preserves the sequence and the EDR supplies endpoint-level context.

  • Collect: process creation, command lines, executable and file metadata, network connections, user and host identity, Active Directory context, authentication, cloud and administrative activity.
  • Normalize: map usernames, hostnames, domains, timestamps, process identifiers and source addresses into consistent fields so rules can join records from different systems.
  • Correlate: connect activity across an attack window rather than alerting only on isolated signatures.
  • Respond: apply policy-governed isolation, process termination and file quarantine, while recording the action and the observed techniques.
  • Preserve: keep local and centralized copies in protected storage so an intruder cannot erase the investigation trail.

CISA’s Cybersecurity Performance Goals describe an EDR capability that searches behavioral indicators across process, network, executable and Active Directory data and integrates with an agency SIEM. That integration is the dividing line between an endpoint alert and a campaign-level investigation.

Telemetry to enable and send to the SIEM

Start with coverage, not alert thresholds. A rule cannot detect what no sensor records. Enable the following data classes and verify that each source is arriving with accurate timestamps and stable identity fields.

Source Minimum telemetry Why it matters in a staged attack
EDR endpoints Process tree, full command line, signer and hash, file path, script interpreter, parent and child processes, user, host, network connections, response actions and endpoint TTP tags Shows execution, payload lineage, unusual parent-child chains and the host-to-host relationships that are invisible in perimeter logs.
Domain controllers Authentication successes and failures, ticket activity, directory-service access, group and privilege changes, replication-related operations and account lifecycle events Exposes pass-the-ticket behavior, unusual privileged access, DCSync-like activity and movement between systems.
Identity and remote access VPN, remote desktop gateway, multifactor events, conditional-access decisions, device identity, source location and session duration Links an unusual login or remote session to the endpoint and account used in later stages.
Network controls Firewall accepts and denies, proxy requests, DNS queries, IDS findings, east-west flow records and remote-service connections Provides destination, timing and rarity context for command-and-control and lateral movement.
Cloud platforms Identity sign-ins, administrative changes, API calls, storage access, workload activity and audit events Extends the investigation when a compromised account moves from a government network into cloud resources.
Administrative tools PowerShell, PSExec, WMI, WinRM, remote-management and approved automation-tool execution, including operator, target and command metadata where available Distinguishes sanctioned administration from tool use outside approved paths.

Export EDR alerts together with the response that followed them and the endpoint events that support the alert. CISA CDM requirement EDR-6-2 states that an EDR capability shall integrate with agency SIEM platforms to report EDR alerts and associated responses. If direct streaming is unavailable, use protected external storage with a documented collection interval and health check.

EDR settings for endpoint and lateral-movement detection

Turn on behavioral prevention and hunting

Enable automatic behavioral detections rather than relying only on malware signatures. The EDR should search process, network, executable and Active Directory criteria, and support administrator-initiated hunts using the same data. Standardized indicator searches are useful when the product supports them, but behavior should remain the primary control because multi-stage actors change hashes and filenames.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Capture complete process context

Record the full command line, parent process, child process, executable path, signer, hash, user, integrity level, host and network destinations. Preserve the process tree long enough for an analyst to pivot from a suspicious script to the document, service or remote session that launched it. Alert on uncommon parent-child relationships, anomalous binaries and script execution from user-writable or temporary locations.

Detect unusual network relationships

Enable per-host connection telemetry and rarity scoring. CISA highlights EDR’s ability to show both common and uncommon network connections for each host. Use that context to identify a workstation that suddenly reaches multiple servers, a server that initiates an unusual outbound session, or a privileged account authenticating from a host it has never used.

Configure controlled response actions

Define policy for the actions an EDR may take automatically and the conditions requiring analyst approval:

  • Isolate: remove a confirmed or high-confidence endpoint from ordinary network communication while preserving a management channel for response.
  • Terminate: stop a malicious process and record its process identifier, parent and command line.
  • Quarantine: contain the file and preserve its hash and path for analysis.
  • Record TTPs: attach the observed ATT&CK technique or behavior to the alert and forward it to the SIEM.
  • Recover: invoke the agency’s incident-response or SOAR workflow for credential resets, reimaging, restore and validation.

CISA CDM guidance calls for an EDR capability to execute a response action automatically upon detection of an endpoint incident according to configured agency policy. Test isolation and recovery on representative government workloads before enabling broad automatic actions; a policy that disconnects a domain controller or operational system without an exception path can increase the incident’s impact.

Protect the sensor itself

Monitor agent health, policy changes, service stoppage, update failures and gaps in event delivery. A missing heartbeat is a security event when it affects a sensitive host. Route sensor-disable and policy-change events to a separate high-priority queue so an attacker cannot hide a problem by altering the ordinary endpoint rule set.

SIEM ingestion and correlation settings

Build a source inventory and health monitoring

For every connector, document the owner, expected event types, timestamp source, parser, normal field names, retention tier and last-seen status. Create alerts for a connector that stops sending, drops sharply in volume or begins sending malformed records. Keep a small set of raw events in addition to parsed fields; parser errors can otherwise remove the evidence needed to understand a novel technique.

Correlate stages over a threat-appropriate window

Use rules that connect initial access, execution, credential access, discovery, lateral movement, persistence and impact. The window should reflect the threat model: rapid rules can cover a burst of activity over minutes, while campaign rules may need to link related events over days. Use stable joins such as account, host, process identifier, destination, ticket identifier and time, and apply a confidence score rather than requiring every stage to be present.

Examples of useful correlation chains include:

  • A new external or remote-access session followed by a script interpreter, credential-access behavior and authentication to several internal hosts.
  • A workstation launching an uncommon signed or unsigned binary, followed by SMB, WinRM or remote-service activity and a new service on a second host.
  • A privileged account authenticating from an unusual endpoint, accessing directory services unusually, then creating persistence or changing group membership.
  • An EDR alert followed by sensor-policy modification, event-log configuration change or an interruption in SIEM forwarding.

Separate high-value detections

Use dedicated, high-fidelity rule sets for domain controllers, privileged accounts, remote access, critical government services and security infrastructure. A broad baseline can identify deviations, but sensitive assets need stricter thresholds and shorter analyst queues. Suppress only with an owner, an expiration date and a documented reason; permanent exclusions turn a known exception into a blind spot.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Retention, integrity and recovery settings

Retention is part of detection because a multi-stage case may be discovered long after the first event. CISA guidance recommends retaining critical-system logs for at least one year when possible. A CISA advisory also recommends keeping local logs for at least seven days where feasible, retaining central copies and backing them up. Treat these as minimum planning targets, not a guarantee that every agency or system can meet them.

Log location Planning target Required protections
Endpoint and other local logs At least seven days where feasible, per CISA advisory guidance Restrict local administrators where practical, monitor clearing and configuration changes, and account for devices that are offline.
Central SIEM and critical systems At least one year when possible; CISA ransomware guidance specifies this target for critical-system logs Use access controls, backup, capacity monitoring, clock synchronization and a documented restoration test.
Protected evidence copy Agency-defined period based on mission, legal and incident-response requirements Separate permissions and administrative paths from production endpoints; prevent ordinary users and compromised service accounts from deleting or rewriting records.

Protect log servers and their permissions as critical infrastructure. Keep local and central copies so loss of one tier does not erase the timeline. Alert when logging is deleted, disabled, redirected, degraded or when forwarding stops. MITRE ATT&CK technique T1685 covers adversary attempts to impair EDR, IDS, antivirus, sensors, event logs and SIEM forwarding; use that technique to organize detections and response: https://attack.mitre.org/techniques/T1685/.

High-value analytics for government networks

Identity and authentication abuse

Alert on unusual domain-controller authentication codes, pass-the-ticket indicators, DCSync-like directory access, new privileged assignments and access to resources that the account does not normally use. Combine account, host, location and time. A valid credential from an unexpected workstation is materially different from the same credential used from its established administrative jump host.

PowerShell and script execution

Use a current PowerShell version with advanced logging enabled, and ingest the resulting script logs into the SIEM for analysis. Correlate encoded or obfuscated command lines, download or execution behavior, unusual parent processes and remote-session context. Logging without ingestion creates a file that investigators may not find until after the retention window.

PSExec, WMI, WinRM and Impacket

Constrain administrative tools to approved management paths, record who used them, from which host and against which target, and alert when they run outside those paths. CISA recommends selecting one administrative tool, logging its use and disabling unnecessary alternatives. This reduces the number of legitimate-looking channels an intruder can exploit and simplifies baselining.

Lateral movement

Detect new or rare east-west connections, remote-service creation, anomalous SMB, RDP and WinRM use, and sequential access to multiple hosts. A single administrative connection may be normal; the same account touching a series of unrelated systems immediately after suspicious execution deserves a correlated alert. Include destination role and asset criticality so movement toward domain controllers or sensitive services ranks higher.

Persistence and defense impairment

Monitor new services, scheduled tasks, startup changes, account or group modifications, security-tool tampering and event-log configuration changes. Treat interruptions in SIEM forwarding and EDR policy changes as potential attack stages, not merely operational tickets. Preserve the before-and-after configuration and identify the actor or service account that made the change.

Use ATT&CK to manage coverage

Map every analytic to its ATT&CK tactic and technique, required data sources, expected detection point, severity and response owner. CISA describes ATT&CK as a common language for identifying defensive gaps, assessing security-tool capabilities, organizing detections and hunting for threats.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A practical coverage record contains:

  • Technique and tactic identifiers.
  • Data sources and fields required for the analytic.
  • The rule, hunt or EDR policy that detects it.
  • Known blind spots, such as unmanaged endpoints or cloud services without audit support.
  • Validation method, owner, last test date and response playbook.

Use the map to schedule hunts for uncovered techniques and to prevent duplicated rules that generate different names for the same behavior. Microsoft Sentinel Fusion is an example of multistage correlation that labels resulting incidents with ATT&CK tactics and techniques; its availability and behavior depend on the tenant’s connectors, analytics rules, automation and cloud environment.

Government-cloud and platform caveats

Do not assume that a feature documented for a commercial cloud tenant is available in a US Government cloud. Microsoft publishes a feature-availability table for Sentinel Fusion and related capabilities. Before making Fusion or any other machine-learning correlation engine part of a baseline, verify support for the specific government tenant, connector, analytics rule, automation path and data-residency requirement. Record the verification date because cloud feature availability changes.

Implementation sequence for a SOC

  1. Classify assets: identify domain controllers, privileged-user workstations, remote-access infrastructure, sensitive services, cloud workloads and endpoints that cannot tolerate automatic isolation.
  2. Confirm clocks and identity: synchronize time, normalize host and account names, and document service accounts and approved administrative jump hosts.
  3. Deploy and validate EDR: enable process, command-line, file, network, identity and Active Directory context; test that alerts, endpoint events and response actions reach the SIEM.
  4. Connect priority logs: start with domain controllers, identity and VPN, EDR, firewall/proxy/DNS, cloud audit and administrative-tool activity, then expand to lower-priority sources.
  5. Set retention and protection: size storage for the one-year central target where possible, preserve at least seven days locally where feasible, back up central logs and restrict log-server permissions.
  6. Write staged correlations: implement identity, execution, lateral movement, persistence and defense-impairment chains with asset-aware severity.
  7. Test response: run controlled simulations or purple-team exercises to verify isolation, process termination, quarantine, evidence preservation and recovery handoffs.
  8. Measure and tune: track connector health, alert fidelity, analyst workload, rule coverage and time from event arrival to investigation; change thresholds only with documented evidence.

Tuning failures and how to correct them

Too many alerts from approved administration

Do not broadly exclude PowerShell, WMI or remote services. First identify approved operators, source hosts, target roles and schedules. Scope exceptions to those attributes, expire them, and retain a separate alert when the tool is used outside the approved path.

Rules fire but cannot explain the chain

Check that process identifiers, account names, hostnames and timestamps survive parsing. Add raw-event retention and endpoint context, then test a complete chain from process creation through authentication and lateral movement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Investigators find empty periods

Check sensor health, connector last-seen times, local disk capacity, forwarding queues, clock drift and log-clearing events. A missing interval should create an operational-security alert and be documented in the incident timeline.

Automatic isolation causes disruption

Separate high-confidence endpoint actions from systems that require approval. Use asset exceptions with an emergency override, test recovery, and ensure the response action itself is logged centrally.

How to evaluate an EDR/SIEM combination

When comparing platforms or an existing deployment with alternatives, score the implementation rather than the marketing label:

Evaluation axis Questions to answer
Telemetry depth Are process, command-line, network, executable, identity and Active Directory fields complete and searchable?
Behavioral search Can analysts hunt by behavior and standardized indicators without waiting for a vendor signature?
Correlation Can the SIEM join endpoint, identity, network, cloud and administrative events over the required time window?
Government-cloud support Are connectors, analytics, automation, Fusion-like features and data residency supported in the exact tenant?
Retention and tamper resistance Can the service meet the agency’s retention target, preserve local and central copies and restrict deletion?
Response integration Are isolation, process termination, quarantine, TTP recording and SOAR handoffs available and auditable?
Hunting performance Can analysts query long time ranges and pivot from an account to hosts, processes, destinations and tickets?
Workload controls Are baselines, suppression governance, severity controls and ownership clear enough to limit false-positive fatigue?

No authoritative source cited here publishes a detection-rate, false-positive-rate or mean-time-to-detect figure for this exact configuration. Evaluate those measures in your own environment with documented test cases rather than treating a generic benchmark as proof of coverage.

Frequently Asked Questions

How long should a government SOC keep EDR and SIEM logs?

Plan for at least one year of central logs when possible, with at least seven days of local logs where feasible, then extend retention to meet mission, legal and incident-response requirements.

Should every PowerShell, WMI or PSExec event create a critical alert?

No. Log all approved use, then reserve high severity for activity outside approved administration paths or combined with identity, execution and lateral-movement indicators.

What is the first connector to fix when investigations lack context?

Verify domain-controller authentication and directory-service logs alongside EDR process and network telemetry; those sources usually supply the identity and endpoint pivots needed to join stages.

Can Sentinel Fusion be assumed to work in a US Government tenant?

No. Confirm the specific tenant’s connector, analytics-rule, automation, Fusion and data-residency support against Microsoft’s current government-cloud availability documentation.

The Bottom Line

A government SOC catches multi-stage attacks when EDR, identity, network, cloud and administrative telemetry arrive in one protected SIEM, are correlated across attack stages, and remain available for at least the recommended retention periods. Build the coverage map in ATT&CK, test policy-based response, and treat logging impairment as an attack technique.
