The most cost-effective nonprofit security stack starts with free risk assessments, then protects identities and email with multifactor authentication (MFA), uses the security controls already included in your cloud subscription, and adds no-cost scanning and staff training. For organizations already using Microsoft 365, eligible nonprofit grants and discounted Defender controls can cover a large portion of the stack. TechSoup can reduce acquisition costs for tools outside that ecosystem.

Do not begin by buying a long list of products. Inventory your users, devices, applications, sensitive records, backups and administrator accounts first; then fund the gaps that could stop your organization from operating or expose donors, clients and beneficiaries.

What a limited-budget nonprofit should secure first

Small charities usually have a few high-impact weaknesses rather than a lack of specialist products. One reused password, an unprotected administrator account or an unpatched public website can create more risk than the absence of an advanced detection platform. A practical priority order is:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Identity and email: require MFA, separate administrator accounts from everyday accounts, remove shared logins and document account recovery.
  2. Devices and cloud services: turn on the security controls already included in your existing subscriptions before purchasing another console.
  3. Public-facing exposure: use independent vulnerability and web-application scanning, then fix findings in a tracked queue.
  4. People and process: give employees and volunteers short, recurring training and a simple way to report suspicious messages.
  5. Resilience: test backups and recovery, because prevention cannot eliminate every incident.

This order concentrates scarce staff time on controls that protect every account and device, rather than on isolated tools that only one team can operate.

1. Establish a free risk baseline before buying anything

Microsoft’s nonprofit security assessment

Microsoft’s Security Program for Nonprofits includes a free security assessment and a prioritized action plan. Use it to create a written baseline for identities, endpoints, cloud applications, sensitive data, backups and administrator accounts. The value is not the score itself; it is the ordered list of actions that lets a small team spend its next hour on the highest-risk issue.

Prepare an inventory before starting. Record every staff and volunteer account, shared mailbox, domain, laptop, phone, server, SaaS application, donor or client database, backup location and privileged account. Mark each item’s owner and whether it contains sensitive information. If an account or application has no owner, treat that as a finding.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

TechSoup Digital Assessment Tool

TechSoup also provides a free Digital Assessment Tool. It is useful when technology responsibilities are spread among volunteers or when the organization is not wholly committed to one cloud provider. Compare its questions and output with the Microsoft assessment, then keep one consolidated action register rather than maintaining two competing risk lists.

For each action, record the risk, owner, due date, dependency and evidence of completion. A spreadsheet is sufficient. Revisit the list monthly and after major changes such as a new fundraising platform, merger, office move or staff turnover.

2. Protect identities and email first

Require MFA and remove shared privilege

Enable MFA for every user, starting with administrators, finance staff, executives, fundraising staff and anyone who can export donor or client data. Prefer phishing-resistant methods where the provider and devices support them; otherwise use the strongest practical method and prohibit SMS-only protection for high-risk administrators when another option is available.

  1. List all users, service accounts, shared mailboxes and external collaborators.
  2. Create a separate administrator account for each person who needs elevated rights. Keep everyday email and browsing on a non-administrator account.
  3. Enable MFA and require registration of at least one recovery method that the organization controls.
  4. Test sign-in, lockout and recovery with a pilot group before enforcing the policy everywhere.
  5. Remove dormant users, stale guest accounts and shared administrator credentials. Rotate credentials for any account whose ownership is uncertain.
  6. Review privileged access at least quarterly and immediately after a role change or departure.

Document who can restore an account, where recovery codes are stored and how an emergency administrator is contacted. A policy that cannot be used during an outage is not a recovery plan.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

AccountGuard for eligible nonprofits

Microsoft states: "AccountGuard is free for eligible nonprofits and provides an extra layer of protection with nation-state threat notifications." It is most relevant to organizations handling sensitive advocacy, public-interest, human-rights or research work that may attract targeted intrusion. Confirm eligibility and regional availability before relying on it, and ensure alerts are routed to someone who can act rather than to an unattended mailbox.

Microsoft nonprofit grants and discounts

The Microsoft nonprofit offers page accessed October 17, 2026 lists up to 300 free Microsoft 365 users and up to 50 Windows 11 Pro license grants. These are eligibility-based offers, not a promise that every edition or feature is free in every country. Check the legal-status, country and seat-count requirements, and record renewal dates in the organization’s procurement calendar.

3. Use endpoint, email and cloud controls already in your stack

When Microsoft 365 is already standard

Microsoft documents a Defender suite for Microsoft 365 Business Premium that brings together endpoint security, email protection, identity governance and cloud-app security. Consolidation can be cheaper and easier to operate than several unrelated products: alerts, identities and device context are available to the same administrators, and one response process can cover email and endpoints.

The Microsoft nonprofit page accessed October 17, 2026 lists a Defender add-on at $4 (USD) per user/month when paid yearly. The figure applies to the listed offer and should not be generalized to every Defender product or region. Verify what workloads, devices and user types are included before committing to an annual quantity.

For planning, multiply the quoted monthly rate by the number of licensed users and remember that annual billing creates a yearly commitment. At the listed rate, 25 users would represent $100 per month equivalent, or $1,200 for a full year; 50 users would represent $200 per month equivalent, or $2,400 per year. Those are arithmetic examples, not additional provider quotes, and they exclude any taxes or features not included in the offer.

Coverage questions to ask

  • Does every organization-owned Windows, macOS, iOS or Android device receive protection, or only selected platforms?
  • Can the service quarantine a malicious file, disable a compromised account and preserve investigation evidence?
  • Are shared devices, volunteers and contractors counted as users?
  • Who receives alerts outside office hours, and what is the escalation path?
  • Can administrators export incidents and configuration evidence for a board, auditor or grant report?

If your nonprofit uses a different productivity platform, apply the same principle: exhaust the identity, mail, endpoint and audit controls already included in that platform before adding a second security console.

4. Add no-cost external scanning and configuration checks

CISA Cyber Hygiene Services

CISA describes its Cyber Hygiene Services as providing no-cost vulnerability scanning and web-application scanning. These services can reveal exposed hosts, outdated software and weaknesses in public applications that an internal administrator may not see. CISA also provides malware analysis resources. Confirm eligibility and the exact scan scope, then designate an owner for each finding before requesting a scan.

Scanning without remediation creates a false sense of progress. Set a severity-based service level, document accepted risk, and rescan after fixes. Do not expose a production system to a new scan without confirming that the scan method is safe for that system and approved by its owner.

Known Exploited Vulnerabilities catalog

Use CISA’s Known Exploited Vulnerabilities catalog to prioritize patches that attackers are actively exploiting. Cross-reference the catalog with your internet-facing devices, VPNs, email gateways, content-management systems and donor portals. An older vulnerability with known exploitation deserves attention before a newer issue that is only theoretical in your environment.

SCuBA for SaaS hardening

CISA’s SCuBA resources help organizations assess and harden software-as-a-service configurations. Review the applications supported by the current benchmarks, export the results, and convert each failed setting into an owner-assigned task. Pay particular attention to external sharing, legacy authentication, administrator roles, audit logging and retention. Benchmark coverage does not guarantee that every application or business requirement is represented, so document deliberate exceptions.

5. Use TechSoup to lower acquisition and training costs

Core membership and the catalog

TechSoup says it is a 501(c)(3) nonprofit that connects nonprofits, charities, libraries and foundations with donated and discounted technology, services, resources and community discussions. Its Core membership is free, and the 2025 membership page advertises savings up to 90% and access to more than 100 software and hardware partners, including cybersecurity resources.

Catalog availability, administrative fees, renewal terms and support vary by country and product. Confirm that your legal entity qualifies, compare the total first-year and renewal cost, and check whether a donation requires a minimum number of seats. A discount is not economical if the organization cannot administer or renew the product.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use the catalog for gaps, not duplication

After the assessments, search TechSoup for a specific unmet need: endpoint coverage for a platform your current suite cannot protect, password management, backup, awareness training or incident-response support. Write the requirement and success measure before browsing products. This prevents a donated license from creating another unmanaged dashboard.

6. Train staff and volunteers against social engineering

Microsoft Community Hub guidance published May 6, 2024 states that "90% of phishing attacks are based on social engineering." The practical response is a short, recurring program rather than a once-a-year lecture.

A workable low-cost program

  1. Give every worker and volunteer a brief orientation on password use, MFA prompts, payment-change requests, suspicious links and data handling.
  2. Provide a single reporting route, such as a monitored mailbox or service-desk form, and define the expected response time.
  3. Run short refreshers monthly or quarterly. Cover current scams affecting your organization, not generic security trivia.
  4. Use phishing simulations only with leadership approval, clear learning goals and a process that does not shame participants.
  5. Track completion, reports and recovery exercises. People who do not use email regularly still need an accessible alternative.

Pair training with phishing-resistant MFA where feasible. Training cannot compensate for an identity system that accepts a stolen password without a second factor.

A 30-, 60- and 90-day implementation plan

Days 1–30: discover and contain

  1. Complete the Microsoft assessment or TechSoup Digital Assessment Tool.
  2. Inventory identities, administrators, devices, SaaS applications, sensitive data and backups.
  3. Enable MFA for administrators and high-risk users; create separate administrator accounts.
  4. Disable departed-user accounts and investigate unknown shared credentials.
  5. Confirm that at least one backup can be restored and identify the person responsible for recovery.

Days 31–60: harden and scan

  1. Roll out MFA to the remaining users and test recovery.
  2. Turn on the endpoint, email and audit controls included in your current subscription.
  3. Apply relevant SCuBA recommendations and close high-priority identity and sharing weaknesses.
  4. Request eligible CISA scanning, review the results with system owners and patch internet-facing findings.
  5. Check the Known Exploited Vulnerabilities catalog against your exposed technology.

Days 61–90: institutionalize

  1. Decide whether a Microsoft nonprofit grant, Defender offer or TechSoup product fills a documented gap.
  2. Launch recurring awareness training and publish the reporting route.
  3. Perform an account-recovery exercise and a backup restore exercise.
  4. Present a one-page dashboard to the board: MFA coverage, unmanaged devices, critical vulnerabilities, backup-test date and overdue actions.
  5. Set quarterly reviews for privileged access, licenses, external sharing, scanners and incident contacts.

How to choose when your nonprofit has different needs

Very small organization with few devices

Use the free assessments, enforce MFA, separate administrator accounts, secure backups and adopt the controls in your existing email and identity service. Spend remaining funds on a manageable endpoint or backup gap rather than buying a broad platform that nobody monitors.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Microsoft 365 nonprofit already in place

Check eligibility for the Microsoft grants, AccountGuard and the documented Defender offer. A consolidated Microsoft-based approach may reduce both licensing and training overhead, but verify platform coverage and annual terms before switching off an existing control.

Mixed cloud services or no consistent platform

Start with TechSoup’s assessment and catalog, then select tools that support your actual mix of devices and applications. Require centralized alerting, clear ownership and exportable reports; otherwise a low purchase price can become a high administration cost.

Public website or donor portal is business-critical

Prioritize CISA web-application and vulnerability scanning, patch issues listed in the Known Exploited Vulnerabilities catalog, protect administrator accounts with MFA and rehearse restoration from a clean backup. Keep payment processing with a qualified provider and minimize the sensitive data your own systems retain.

Common budget mistakes and fixes

  • Buying before inventorying: complete a baseline and assign owners before approving a product.
  • Counting a donated license as free forever: record renewal dates, administrative fees, seat limits and support terms.
  • Protecting only employees: include volunteers, contractors, shared mailboxes and guest accounts in MFA and offboarding.
  • Leaving one global administrator: create multiple named administrators with separate everyday accounts and review them quarterly.
  • Scanning without a repair queue: link every finding to an owner, deadline and rescan date.
  • Training without reporting: give people a simple channel and acknowledge reports quickly.
  • Ignoring recovery: test account restoration and backup restoration, not just backup completion.
  • Overlooking regional eligibility: verify country, legal-status and seat-count requirements for every nonprofit offer.

Minimum viable nonprofit security checklist

  • Every active user has MFA and a documented recovery method.
  • No one uses a shared administrator credential.
  • Departing users and old guests are disabled promptly.
  • Devices, domains, SaaS applications, sensitive data and backups have named owners.
  • Endpoint, email and audit protections in the current cloud stack are enabled.
  • Public systems are scanned and high-risk findings are tracked to closure.
  • Relevant exploited-vulnerability alerts are checked during patch planning.
  • Backups are isolated enough to resist ransomware and have passed a restore test.
  • Staff and volunteers receive recurring awareness training and know how to report phishing.
  • Nonprofit grants, discounts, renewals and license counts are reviewed before each budget cycle.

The practical answer

For most small nonprofits, the best limited-budget combination is free assessment, universal MFA, disciplined administrator separation, the security controls already present in the organization’s cloud platform, CISA’s no-cost scanning and a recurring training program. Microsoft-using organizations should check the dated nonprofit grants, AccountGuard and Defender offer; organizations with mixed technology should use TechSoup’s free membership and assessment to find eligible discounts. Buy an additional product only when the baseline identifies a specific gap, an owner can operate it and the total renewal cost fits the organization’s budget.
