If you want cyberpunk atmosphere without spending most of your time in firefights, start with The Red Strings Club. Its story is built around dialogue and character interaction rather than combat-heavy missions or puzzle gauntlets. For a detective-style investigation, choose Disco Elysium: The Final Cut; for relationship-driven survival in a science-fiction setting, choose Citizen Sleeper; and for surveillance, sneaking and tension, choose Neon Struct.

Cyberpunk 2077 remains the choice for a large, cinematic story and an explorable open world, but it is an action-adventure RPG in which combat is a major activity. Shadowrun: Dragonfall is excellent if you actually want tactical, turn-based battles alongside its cyberpunk-fantasy story. The guide below separates games with genuinely low combat from games that merely offer stealth or hacking alternatives.

Quick comparison

The most useful distinction is not whether a game contains combat, but how often the game asks you to fight and how central fighting is to its storytelling. This table compares the six recommendations by the way they deliver narrative, the role of player choice, and the closeness of their setting to cyberpunk.

Game Combat expectation Primary way the story is delivered Role-playing and choice Setting fit Best for
The Red Strings Club Very low; interaction is the focus Dialogue and character interaction Conversation decisions shape how you engage with characters Direct cyberpunk Players who want a compact, conversation-led experience
Disco Elysium: The Final Cut Low in the conventional action-game sense Investigation, exploration, dialogue and role-playing Very high; choices define your detective and your case Broader, politically charged science-fiction setting with cyberpunk-adjacent concerns Readers who value writing and detective work above gunplay
Citizen Sleeper Low; survival pressure replaces action as the main tension Relationships, decisions and day-to-day survival High; choices affect relationships and how your story develops Cyberpunk science fiction Players who want character-focused role-playing and consequences
Neon Struct Low to moderate; stealth is the intended solution Exploration, surveillance-focused storytelling and stealth Meaningful through how you approach guarded spaces Direct cyberpunk surveillance fiction Players who want tension without constant shooting
Cyberpunk 2077 High overall, even though stealth and hacking are available Action missions, dialogue, exploration and cinematic scenes High; relationships and decisions shape the story and world Direct cyberpunk, open-world Night City Players who want scale, spectacle and optional non-lethal approaches
Shadowrun: Dragonfall Frequent tactical, turn-based combat Dialogue, missions and tactical encounters High within a role-playing campaign Cyberpunk blended with fantasy Players who enjoy strategy and are willing to fight regularly

Combat descriptions above are practical guidance for choosing a game, not a claim that any title has no dangerous encounters. “Low” means the game does not make repeated action battles its primary loop; it does not mean every conflict can be bypassed.

1. The Red Strings Club: the clearest low-combat recommendation

Why it fits this audience

The Red Strings Club is the safest first recommendation when “more story, less combat” is the whole requirement. PC Gamer describes it as focused on “dialogue and character interaction over puzzles” (PC Gamer’s cyberpunk games guide). That emphasis changes the rhythm: you spend your attention reading people, choosing how to respond and understanding the moral stakes rather than mastering a weapons system.

The game’s cyberpunk identity comes through its social and technological conflicts. Its appeal is not a large map or a long list of builds; it is the pressure created when characters with different interests try to manipulate, persuade or protect one another. If you prefer a tightly authored narrative in which each conversation feels deliberate, its compact scope is an advantage.

What to expect moment to moment

  • Dialogue and character interaction carry the story.
  • Puzzles are not the central attraction, despite the game’s adventure format.
  • There is no reason to choose it for shooting, repeated battles or open-world wandering.
  • Your enjoyment depends on tolerating a slower, conversation-first pace and paying attention to what characters say.

Choose this first if you want the minimum combat burden among the direct cyberpunk choices. Choose something else if you need a large explorable city, extensive character statistics or a combat system to return to between story scenes.

2. Disco Elysium: The Final Cut: detective work as role-playing

Why it fits

Disco Elysium: The Final Cut is best understood as a detective role-playing game, not as a conventional neon-city cyberpunk game. PlayStation describes it as a detective RPG in which you follow a detective investigating a murder in Revachol, with exploration, role-playing choices and full voiceover (official PlayStation listing).

That framing makes it a strong adjacent recommendation. The central question is usually what you can learn, infer or decide, rather than how quickly you can eliminate an enemy. Your character’s abilities and outlook influence conversations and investigations, so role-playing is expressed through interpretation, personality and judgment. The setting explores inequality, institutions, ideology and damaged communities; those themes may satisfy a reader looking for cyberpunk’s social critique even when the visual language is broader than a classic rain-soaked megacity.

Cyberpunk 2077 - PlayStation 4
  • Cyberpunk 2077 is an open-world, action-adventure story set in Night City
  • Become a cyberpunk, an urban mercenary equipped with cybernetic enhancements and build your legend on the streets of Night City
  • Take the riskiest job of your life and go after a prototype implant that is the key to immortality

Edition and platform note

The Final Cut listing identifies PS4 and PS5 availability and a March 30, 2021 release date. Storefront details and prices can change, so check the live PlayStation page for the platform and edition you intend to use.

Who should choose it

  • Choose it if investigation, writing and branching conversations matter more to you than action.
  • Choose it if you want role-playing choices to define the protagonist rather than simply change weapon statistics.
  • Do not choose it expecting the same high-tech city fantasy as Cyberpunk 2077; its genre fit is adjacent and more literary.

For many players, this is the strongest pick when “story” means sustained reading, deduction and character development rather than cinematic spectacle.

3. Citizen Sleeper: relationships and survival instead of firefights

Why it fits

Citizen Sleeper offers a narrative-forward cyberpunk role-playing structure in which survival and relationships are central concerns. Rather than making combat the repeated test of progress, it asks you to manage precarious circumstances, decide whom to trust and invest limited opportunities in people and goals.

Its tension comes from living under pressure. You are not simply touring a futuristic setting; you are trying to stay functional while relationships develop and circumstances change. That makes the game suitable for readers who want consequences and character arcs but do not need a traditional action loop.

How it differs from the other low-combat picks

  • Compared with The Red Strings Club: Citizen Sleeper is more focused on ongoing survival and relationships than on a compact chain of conversations.
  • Compared with Disco Elysium: it is a different role-playing experience; its emphasis is survival and community rather than a murder investigation in Revachol.
  • Compared with Neon Struct: it builds tension through social and material vulnerability instead of sneaking through guarded locations.

Pick Citizen Sleeper when you want a cyberpunk story that treats friendship, dependence and daily choices as the main source of stakes. It is less suitable if you are specifically seeking detective puzzles, first-person stealth or a sprawling action sandbox.

4. Neon Struct: surveillance, stealth and controlled tension

Why it fits

Neon Struct is the recommendation for players who still want moment-to-moment tension but would rather sneak than shoot. Its story about surveillance is paired with stealth-focused play, so the act of moving through guarded spaces supports the theme instead of interrupting it.

Stealth is not the same as no combat. A stealth game can still include detection risks, hostile situations and moments in which your plan fails. The important difference is that observation, timing and route selection are the intended skills. If you enjoy learning how a location is monitored and then finding a way through, Neon Struct offers more active play than a dialogue-led adventure without making firefights the default activity.

When to select it

  • Select it when you want a direct cyberpunk setting and a surveillance premise.
  • Select it when avoiding attention is more appealing than collecting weapons or optimizing damage.
  • Do not select it if you dislike failure caused by detection, repetition or careful movement.

Neon Struct sits between narrative adventure and action game on this list: the story is delivered through stealth and exploration, while the pressure comes from being watched and deciding how to proceed.

5. Cyberpunk 2077: the big cinematic option, with an honest combat warning

What the game is

Cyberpunk 2077 is the right choice when scale matters more than minimizing action. CD PROJEKT RED calls it “an open world role-playing game set in the most dangerous city of the future” (the studio’s Our games page). Bandai Namco describes it as “an open-world, action-adventure RPG set in the megalopolis of Night City” (the official game page).

Those descriptions explain the trade-off. You receive a large setting, cinematic missions, relationships and consequential decisions, but the game is still an action-adventure RPG. Combat is a major part of ordinary play; stealth and hacking provide alternatives in some situations rather than removing combat from the game.

How much choice you have

The official page states that “The relationships you forge and the choices you make will shape the story and the world around you” (Bandai Namco’s official page). That makes it a strong story recommendation for players who want agency, provided they accept the action framework. Dialogue, relationships and mission decisions can matter substantially, but you will still spend significant time handling armed or otherwise hostile encounters.

Ways to reduce the combat burden

The official gameplay description lists three broad approaches: “Engage in guns-blazing combat, strike down enemies from a distance, or stealth your way through carefully guarded locations” (the official Cyberpunk 2077 universe site). In practical terms, you can favor stealth and hacking when a mission supports them, use distance instead of close confrontation, and build your character around avoiding detection. These choices can make individual missions feel less combat-heavy, but they do not change the game’s overall identity.

Edition and physical-product qualification

The publisher’s official information describes a Day 1 physical edition with PS4 and Xbox One discs, a world compendium, postcards, a map and stickers. It also describes an Ultimate Edition containing game updates and previously released content, including Phantom Liberty (official edition information). Those details do not establish current stock or availability in every market. Verify the exact platform, edition and listing before buying.

Choose Cyberpunk 2077 if you want a cinematic story in a huge world and are willing to accept frequent action. Do not choose it as a low-combat game simply because stealth and hacking are available.

6. Shadowrun: Dragonfall: choose it when tactical combat is welcome

Why it belongs on the list

Shadowrun: Dragonfall is a strong genre choice for players who enjoy tactical, turn-based combat alongside dialogue and role-playing. It combines cyberpunk with fantasy, so its setting is deliberately different from a strictly technological dystopia. The campaign’s strategic encounters are a feature, not an obstacle to the story.

Why it may not suit this specific request

If your priority is “as little combat as possible,” this is the wrong starting point. Tactical battles occur regularly and require planning, positioning and turn-by-turn decisions. That can make each encounter feel more thoughtful than an action-game firefight, but it does not make the game combat-light.

Choose Shadowrun: Dragonfall when you want a cyberpunk-fantasy world, a role-playing campaign and battles that reward strategy. Choose The Red Strings Club, Disco Elysium or Citizen Sleeper instead when you want the narrative to remain the dominant activity almost all the time.

How to choose in under a minute

Choose by your preferred story delivery

  • Mostly conversations: The Red Strings Club.
  • Investigation and deduction: Disco Elysium: The Final Cut.
  • Relationships and survival: Citizen Sleeper.
  • Stealth and surveillance: Neon Struct.
  • Cinematic missions in an open world: Cyberpunk 2077.
  • Dialogue plus tactical battles: Shadowrun: Dragonfall.

Choose by your combat tolerance

  1. If you want combat to be almost irrelevant, begin with The Red Strings Club.
  2. If you can accept role-playing conflicts but do not want an action loop, try Disco Elysium: The Final Cut or Citizen Sleeper.
  3. If you want active tension and the possibility of avoiding fights, choose Neon Struct.
  4. If you want a large world and can tolerate frequent battles, choose Cyberpunk 2077.
  5. If tactical combat is part of the appeal, choose Shadowrun: Dragonfall.

Choose by setting specificity

For the most direct cyberpunk atmosphere, select The Red Strings Club, Neon Struct or Cyberpunk 2077. Citizen Sleeper is also a cyberpunk science-fiction choice, but its focus is social survival. Disco Elysium is better treated as a detective RPG with adjacent concerns rather than a conventional neon cyberpunk city. Shadowrun: Dragonfall deliberately blends cyberpunk with fantasy.

Common mistakes when choosing a story-first cyberpunk game

Mistaking stealth options for low combat

A game can let you hack, hide or strike from a distance while still sending you through frequent combat scenarios. Cyberpunk 2077 is the clearest example here: its flexibility softens some encounters, but its action-adventure structure remains central.

Assuming every cyberpunk game uses the same setting

Cyberpunk is a set of themes as much as a visual style. Surveillance, corporate power, social inequality and technological dependence can appear in very different formats. Disco Elysium’s detective setting and Shadowrun’s fantasy elements are not failures to be “cyberpunk”; they are reasons to decide whether you want a strict genre match or a broader thematic experience.

Ignoring the kind of attention the story demands

Dialogue-heavy games ask you to read and remember conversations. Investigation-focused games ask you to interpret clues. Stealth games ask you to observe routes and respond to detection. Tactical games ask you to plan turns. “Less combat” does not mean “less engagement”; it means the game tests different skills.

Final recommendation

Start with The Red Strings Club if you want the most concentrated story-and-character experience with the least combat pressure. Pick Disco Elysium: The Final Cut for investigative role-playing, Citizen Sleeper for relationship-driven survival, and Neon Struct for stealth tension. Select Cyberpunk 2077 only when its open-world scale and cinematic storytelling outweigh your wish to avoid fights. Select Shadowrun: Dragonfall when tactical combat is something you want, not something you are trying to escape.
