For the most noticeable crowd upgrade, start with Nova Crowds and Crowd Walks Restored. Nova Crowds supplies different appearances and density controls, while Crowd Walks Restored reconnects unused civilian walking animations to appropriate characters. Add NC Ambient NPCs if pedestrian flow feels static, KKyron’s Deduplication if you keep seeing identical faces, or React To Horn if you want people to respond to your car horn.
These are PC mods and they are not interchangeable cosmetic add-ons: several alter the same crowd, reaction, pathing or traffic data. Install one change at a time, test in a repeatable area, and read each mod’s compatibility notes before combining them.
What each mod actually improves
“Better crowds” covers several different problems in Cyberpunk 2077. A street can look repetitive because the same face is rendered nearby, feel artificial because every civilian uses the same walk, appear empty because density is low, or seem lifeless because pedestrians do not react convincingly to the environment. The mods below target different layers.

|---|---|---|---|
| Nova Crowds | Dynamic crowd replacement, new appearances and adjustable density | A foundation for visual variety and population control | Requires Cyber Engine Tweaks; Native Settings UI is recommended. Main and customizable versions cannot be swapped without uninstalling first. |
| Crowd Walks Restored | Reconnects unused civilian walk cycles to character types | More believable gaits and personality in everyday movement | The author reports more than half of civilian types gaining walks across 2,000-plus civilian looks. |
| NC Ambient NPCs | Pathing, movement flow, wave spawning and environmental interaction | Smoother pedestrian circulation and less “game-like” crowd flow | Version 3.0 is a broad behavior overhaul. It installs an ini file in the game’s PC engine configuration. |
| Alternate Population | Civilian, gang and NCPD stimuli, reactions, pathfinding and movement parameters | A city that responds differently to incidents and factions | Optional density files are listed at about 1.5×, 2× and 3× vanilla High by the author. |
| KKyron’s Deduplication | Detects nearby NPCs with identical appearances and changes one | Stopping repeated faces in the same scene | Adjustable detection range and described as light on performance. It conflicts with NoMoreDuplicateNPC; compatibility with Crowd Variety Restored was not tested on the page. |
| React To Horn | Pedestrian dodge, walk-away, run and verbal responses to honking | Immediate, configurable reactions while driving | Requires current Cyber Engine Tweaks and Native Settings UI. Radius, intensity, probability, reaction and timeout are configurable. |
| Superpopulation | Large increase in pedestrian and vehicle counts | Maximum visible density | The author reports approximately 250% more pedestrians and 77% more vehicles than vanilla; added CPU load can affect stability. |
| Zehon Realistic Traffic Behavior | Lane use, vehicle speed, crossings and traffic responses | More coherent vehicle–pedestrian interaction | Requires NC Ambient NPCs. Incompatible with Psycho Crowds and other mods changing pedestrian or traffic ini tweaks. |
Think of the first five comparison axes as separate sliders: appearance and duplicate suppression, walking animation, density and draw distance, pathing and flow, and reactions to stimuli such as a horn, gunfire or a nearby incident. A mod can be strong on one axis without changing the others.

The best combinations by goal
Balanced variety
Use Nova Crowds + Crowd Walks Restored + KKyron’s Deduplication. Nova Crowds supplies new looks and density control, Crowd Walks Restored supplies different gaits, and Deduplication reduces the chance that two nearby people share an identical appearance. Check the Deduplication page before adding any Crowd Variety Restored files, because that interaction was not tested by the author.
Lifelike movement
Use Crowd Walks Restored + NC Ambient NPCs. The first matches worried, sad, angry, calm, confident, expert, aristocratic and limp-style walks to civilian types; the second changes how pedestrians route, move in waves and interact with the environment. This is the strongest choice when the city looks populated but feels mechanically animated.
Reactive city
Use Alternate Population + React To Horn, adding NC Ambient NPCs only after checking the relevant compatibility notes. Alternate Population changes civilian, gang and NCPD stimuli, reactions, pathfinding and movement parameters. React To Horn gives direct control over what pedestrians do when you honk, including whether they dodge, walk away, run or speak.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteMaximum density
Choose Superpopulation or a high-density Nova Crowds preset only if your CPU has headroom and the game is stable at its normal settings. Superpopulation’s author-reported comparison is approximately 250% more pedestrians and 77% more vehicles than vanilla. That is a mod-author figure, not an independent benchmark, so treat it as an indication of scale rather than a guaranteed result on your system.
Nova Crowds: the appearance-and-density foundation
Nova Crowds dynamically replaces crowd characters, adds appearances and supports modded-character looks. Its configurable density makes it useful both for a livelier city and for reducing population when another behavior mod is expensive.

Choose the correct edition
The page provides a main version and a customizable version. They are not interchangeable. Uninstall the installed version before switching; simply copying the other files over it can leave conflicting assets or settings behind.
Install and configure it
- Install Cyber Engine Tweaks first, then install Nova Crowds through Vortex or by manually extracting the archive as its page specifies.
- Install Native Settings UI if you want the recommended in-game settings interface.
- Launch the game, open the mod’s settings and choose a density level appropriate to your CPU.
- Walk through a repeatable busy area, such as a market or major intersection, and check both visual variety and frame-time consistency before adding another crowd mod.
Nova Crowds is the logical starting point when your main complaint is that every block contains the same small set of faces. It does not, by itself, reconnect unused civilian walks or redesign reactions to incidents.
Crowd Walks Restored: make pedestrians move like individuals
Crowd Walks Restored addresses the “everyone walks the same” effect by reconnecting CDPR’s unused civilian animations. The author says more than half of civilian types gain walks across 2,000-plus civilian looks. The available styles include worried, sad, angry, calm, confident, expert, aristocratic and limp gaits, selected to fit who the citizen is.
“Restores CDPR’s lost civilian walks: worried, sad, angry, calm, confident and more, matched to who each citizen is.” — dnbnhlp, Crowd Walks Restored, Nexus Mods, 2026
This mod changes animation assignment rather than population count. It is therefore a good first addition to a visually varied setup and a useful way to improve perceived realism without deliberately increasing CPU load through more NPCs.

NC Ambient NPCs: improve flow, pathing and spawning
NC Ambient NPCs version 3.0 is described as a comprehensive pedestrian and traffic-behavior overhaul. It changes pathing, movement flow, wave spawning and environmental interaction, aiming to make crowds behave more believably without compromising performance.
Recommended Free Tools
Installation places an ini file under Cyberpunk 2077engineconfigplatformpc. Back up that configuration folder before installing, and remove or restore the file when troubleshooting. Because this is a behavior-layer change, test it separately from other mods that edit pedestrian or traffic ini values.
Alternate Population: broader stimuli and faction behavior
Alternate Population is the choice when “lifelike” means more than walking animation. It changes the stimuli and reactions used by civilians, gangs and NCPD, as well as pathfinding and movement parameters. Optional crowd-density files are listed by the author at approximately 1.5 times, 2 times and 3 times vanilla High.
Use one density approach at a time while diagnosing performance. Combining Alternate Population’s density files with Superpopulation or a high Nova Crowds preset can make it difficult to determine which change caused stutter, instability or unexpectedly crowded streets.
KKyron’s Deduplication: stop identical faces appearing together
KKyron’s Deduplication looks for nearby crowd NPCs with identical appearances and assigns a different look. Its adjustable range lets you decide how local the check should be, and the author describes it as light on performance.

- IDEAL SIZE: Keychain design measures approximately 2.75 inches x 0.84 inches

Do not run it with NoMoreDuplicateNPC. The page also does not confirm compatibility with Crowd Variety Restored, so treat that combination as untested rather than guaranteed. Deduplication is most useful after you have solved the broader appearance problem: it cleans up conspicuous repeats but does not add walking animations, alter pathfinding or raise population.
React To Horn: configurable reactions while driving
React To Horn adds pedestrian responses to honking. Depending on its settings, people can dodge, walk away, run or respond verbally. Native Settings UI and a current Cyber Engine Tweaks installation are required.
Settings that matter
- Radius: how far from the vehicle pedestrians can be selected.
- Intensity: how forceful the response is.
- Reaction type: the available dodge, walk-away, run or verbal behaviors.
- Probability: how often an eligible pedestrian reacts instead of ignoring the horn.
- Timeout: how long the mod waits before allowing another response.
Start with a moderate radius and probability. Very broad settings can make every horn blast look scripted, while a short timeout can create repeated reactions that are more distracting than immersive.
Superpopulation: the density-first option
Superpopulation is for players who want the largest possible crowd and traffic increase rather than subtle behavioral changes. Its presets range from lower-density choices through an “Astonishing” option. The author reports approximately 250% more pedestrians and 77% more vehicles than vanilla, while warning that the extra load makes the CPU work harder and can affect stability.
Expect density changes to affect CPU frame time, streaming and the consistency of busy scenes. Increase one preset step at a time, test a save near a crowded intersection, and keep a lower-density preset available for missions or areas that become unstable.

Zehon Realistic Traffic Behavior: better road interactions
Zehon Realistic Traffic Behavior changes lane use, vehicle speed, pedestrian crossing interactions and traffic responses. It requires NC Ambient NPCs and is incompatible with Psycho Crowds and other mods that alter the same pedestrian or traffic ini tweaks.
Install it only after NC Ambient NPCs works by itself. If vehicles stop behaving correctly, pedestrians fail to cross or traffic becomes erratic, remove Zehon first and retest before changing unrelated crowd files.
Installation workflow for a stable setup
- Back up your game configuration and saves. Keep a clean copy of the
engineconfigplatformpcfolder because several behavior mods edit files there. - Confirm the game is on PC. These mods rely on PC mod loaders, script extensions or configuration files and are not console add-ons.
- Install shared dependencies. Cyber Engine Tweaks is required by Nova Crowds and React To Horn; Native Settings UI is recommended for Nova Crowds and required by React To Horn.
- Install through Vortex, MO2 or manual extraction according to the individual page. Do not assume that a manual folder layout for one mod applies to another.
- Add one major change at a time. Test after Nova Crowds, then after an animation mod, then after a pathing or reaction mod.
- Record a baseline. Use the same save, location, weather and camera route so you can identify whether a change affects density, animation, pathing or frame time.
- Check overlap before merging files. Mods that edit the same pedestrian or traffic ini, reaction system or crowd records can overwrite one another even when both appear to install successfully.
- Keep a rollback plan. If a mod causes crashes or broken behavior, remove the newest addition, restore its backed-up files and retest the baseline.
Compatibility and performance checklist
- Do not switch between the main and customizable Nova Crowds versions without uninstalling the first.
- Do not combine KKyron’s Deduplication with NoMoreDuplicateNPC.
- Treat Deduplication’s interaction with Crowd Variety Restored as untested.
- Do not stack Zehon Realistic Traffic Behavior with Psycho Crowds or other pedestrian/traffic ini edits.
- Expect density mods to increase CPU work; more NPCs are not a free visual upgrade.
- Behavior mods can conflict even when they target different features if they write the same reaction, traffic or pathing records.
- Use the mod’s settings interface to lower density, reaction probability or radius before removing an otherwise compatible mod.
What is and is not measured
There is no independent, controlled benchmark comparing these crowd mods. Descriptions such as “more believable,” “smoother” or “without compromising performance” are mod-author claims. The only concrete performance-related comparison identified here is Superpopulation’s approximate 250% pedestrian and 77% vehicle increase versus vanilla, reported by its author in 2023. Your CPU, graphics settings, installed mods and game version can produce a different result.

Bottom line
For most players, install Nova Crowds for appearance variety, Crowd Walks Restored for distinctive civilian gaits, and then decide whether your remaining problem is flow, duplicates, reactions or sheer population. NC Ambient NPCs is the movement-flow upgrade; Alternate Population and React To Horn make the city respond more actively; KKyron’s Deduplication removes conspicuous nearby repeats; Superpopulation is the high-risk density choice; and Zehon Realistic Traffic Behavior belongs only in a carefully checked NC Ambient NPCs setup. Build in layers, test each layer, and keep density proportional to your CPU headroom.
