The most dependable CS 1.6 setup is a two-layer stack: Metamod or Metamod-P as the server extension loader, followed by AMX Mod X for administration, scripting, and plugins. Add only a few purpose-built .amxx plugins at first, register each filename in the correct plugins.ini, restart or change the map, and verify both layers with meta list and amx_plugins.

This arrangement is more reliable than installing a large “mod pack” blindly. It lets you identify which component controls loading, which plugin adds a feature, and which dependency caused a failure.

Counter-Strike 1.6 server modifications are not all the same type of software. The loader, framework, plugins, and optional content sit at different levels:

- Metamod or Metamod-P loads server-side extensions into the Half-Life Dedicated Server (HLDS) process. It is the foundation on which AMX Mod X runs.
- AMX Mod X is the administration and scripting framework used by most contemporary CS 1.6 server plugins. It supplies configuration files, modules, commands, and the plugin runtime.
- AMX Mod X plugins are individual features, normally distributed as compiled
.amxxfiles. They can add moderation, map voting, statistics, quality-of-life changes, or a complete custom ruleset. - YaPB is an optional bot package. It is a separate component, not a required part of every AMX Mod X installation.
Keeping these layers separate makes troubleshooting much easier. If meta list cannot see Metamod, an AMX plugin cannot work yet. If Metamod is present but AMX Mod X is absent, the AMX configuration and plugin list are irrelevant until the framework is loaded.
The recommended baseline and optional additions

For a normal public server, begin with Metamod, AMX Mod X, and a small administrative toolkit. Add map voting, map rotation, statistics, or quality-of-life features only when they solve a known problem. A role-play, zombie, deathmatch, or Warcraft-style conversion can be appropriate when your community expects that ruleset, but treat it as a focused project rather than another item in a long mixed plugin list.
How to choose the best plugins for your server
“Best” depends on the server’s audience and operating limits. Compare every candidate on these six dimensions before copying it to a live machine:

The larger the change, the more isolated testing it deserves.
- Dependencies: Read the plugin’s documentation for required AMX Mod X modules, include files, companion plugins, sounds, models, maps, or configuration files. A clean
.amxxcopy is not proof that all requirements are present. - CPU and memory cost: Frequent event hooks, statistics processing, bot logic, and large custom modes can consume more resources than a simple admin command. Add one major feature at a time so a performance change has an identifiable cause.
- Administrator control: Check how permissions, commands, cvars, immunity, logging, and map restrictions are configured. A feature that cannot be limited to the right staff can create more work than it removes.
- Player-consent fit: Public players generally accept moderation and voting tools more readily than an unexpected ruleset conversion. Tell regular players what a major mode changes and keep a conventional server available if audiences differ.
- Maintenance activity: Prefer documentation that states supported versions and dependencies clearly. If a plugin has no usable instructions or its required modules are unknown, do not make it the first addition to a production server.
A small public server normally gets the most value from moderation, map voting and rotation, and basic statistics before adding a complete conversion. Keep a written list of every plugin, its version, its dependencies, and the date you installed it; that inventory turns a future rollback into a straightforward file restore.

Prepare the HLDS installation
You need a working Half-Life Dedicated Server installation with the Counter-Strike 1.6 game files. The mod directory is named cstrike; all paths below are relative to that directory unless stated otherwise.
Windows launch example
A current Windows setup procedure described in an AlliedModders tutorial dated July 8, 2024 uses SteamCMD to obtain the server files and starts HLDS from a console with:
hlds.exe -console -game cstrike +maxplayers 32 +map de_dust2The +maxplayers 32 and +map de_dust2 arguments are an example starting configuration, not a recommendation that every server should use 32 slots or that map. Adjust them to your hardware and community.
Back up before modifying files
- Stop HLDS before copying or replacing loader and framework files.
- Back up the complete
cstrikedirectory, or at leastcstrike/addonsand any custom content directories. - Record the exact startup command and operating system so you can reproduce a known-good launch.
- Use a staging copy for a major game-mode conversion instead of testing it on the public instance.
Install Metamod or Metamod-P
Metamod is the loading layer. Install it before AMX Mod X and verify it independently.

- Stop the server and place the Metamod files under the server’s
cstrike/addonstree, preserving the directory structure supplied by the package. - Configure HLDS to load the Metamod library. On Windows, the documented launch argument is
-dll addons\metamod\dlls\metamod.dll. Add it to the command that starts HLDS, alongside the normal-console -game cstrikearguments. - On Linux, use the platform-appropriate Metamod shared-library path supplied with the installation. Do not use the Windows DLL name on Linux.
- Start HLDS and run
meta listin the server console. Metamod should appear before you continue.
If the command is unknown or no Metamod entry appears, stop here and correct the loader configuration. Installing AMX Mod X on top of a loader that is not running only creates a second, harder-to-diagnose failure.
Install AMX Mod X
- With Metamod working, install AMX Mod X using its installer or extract the framework into the Counter-Strike mod directory,
cstrike. - Preserve the package’s directory layout. The installation should create an
addons/amxmodxtree containing its binaries, configurations, plugins, and modules. - Open
cstrike/addons/metamod/plugins.ini. Add the platform-appropriate AMX Mod X binary entry supplied by the AMX Mod X installation instructions: use the Windows entry on Windows and the Linux entry on Linux. - Restart HLDS and run
meta listagain. AMX Mod X should now be listed as a Metamod plugin.
The exact binary filename differs by platform, so do not copy a Windows line into a Linux installation or vice versa. If the installer generated a Metamod entry, use that entry rather than retyping a path from memory.
Where to put .amxx plugins
Compiled AMX Mod X plugins belong in:
cstrike/addons/amxmodx/pluginsAfter copying the file, register its exact filename in:
cstrike/addons/amxmodx/configs/plugins.iniPut one plugin filename on its own line. For example, if the downloaded file is named my_admin_tool.amxx, the configuration line must use that exact spelling and extension:

my_admin_tool.amxxDo not put the file in cstrike/addons/metamod/plugins; that directory is for Metamod’s own plugin registration, not ordinary AMX Mod X .amxx files. Do not rename a plugin unless its documentation explicitly says the filename is arbitrary, because companion configuration files and dependencies may refer to the original name.
Files a plugin may need besides .amxx
Some plugins require modules, configuration files, sounds, models, sprites, maps, or a second plugin. Follow the package’s installation notes for those files and keep a record of each destination. The framework can load a compiled file while the feature still fails later if a required module or asset is missing.
Reload and verify the installation
- Restart HLDS after changing Metamod or AMX Mod X files.
- For a plugin-only change, restart the server or change the map so AMX Mod X reloads
plugins.ini. - Run
meta listand confirm that Metamod and AMX Mod X are both present. - Run
amx_pluginsand inspect the individual plugin list. The new plugin should appear with a running status rather than a load error. - Join the server with a test account and exercise the plugin’s commands, menus, cvars, and permissions before announcing it to players.
Use the console lists as your source of truth. A file visible in the plugins folder is not necessarily registered, and a filename present in plugins.ini is not necessarily loadable.
Installing a focused mod or game mode
Large conversions deserve a different rollout from a small admin utility. A zombie, deathmatch, role-play, or Warcraft-style mode can alter weapons, objectives, maps, respawn rules, sounds, and player permissions at once.

Use an isolated test instance
- Clone the working server or create a separate test directory.
- Install the conversion and every documented dependency in the test copy.
- Check
meta listandamx_pluginsbefore inviting players. - Test map changes, round transitions, reconnects, late joins, admin immunity, and a full server restart.
- Only then schedule the mode on the public server, with a rollback copy of the previous plugin list.
Combining several major conversions at once makes conflicts difficult to identify. If a mode requires its own map cycle or cvars, keep those settings grouped and documented so you can disable the mode without removing unrelated administration tools.
Optional YaPB bots
YaPB can provide bots when a server needs populated practice sessions or an offline-friendly environment. Treat it as an optional package rather than part of the Metamod/AMX Mod X baseline. Install it according to its own distribution instructions, test its CPU impact and map behavior, and verify that bot commands and player counts do not interfere with your administration or voting plugins.
Troubleshooting: identify the failing layer
meta list is unavailable or empty
- Confirm that HLDS was started with the Metamod loader configuration.
- On Windows, check the
-dll addons\metamod\dlls\metamod.dllargument and its relative location. - On Linux, verify that the configured shared-library path matches the Linux installation rather than a Windows DLL path.
- Stop the server, correct the startup configuration, and restart it; changing a map cannot repair a loader that never started.
Metamod appears but AMX Mod X does not
- Open
cstrike/addons/metamod/plugins.iniand confirm that an AMX Mod X entry exists. - Check that the entry uses the correct Windows or Linux binary name and path.
- Make sure the AMX Mod X files were extracted into the same
cstrikedirectory that HLDS is using. - Restart HLDS and run
meta listagain.
The plugin is missing from amx_plugins
- Confirm that the compiled file has the
.amxxextension and is incstrike/addons/amxmodx/plugins. - Compare the filename character-for-character with the line in
cstrike/addons/amxmodx/configs/plugins.ini. Case, underscores, and the extension matter. - Ensure the line is not commented out and contains no extra path or quotation marks.
- Restart the server or change the map after editing the file.
The plugin reports “bad load”
“Bad load” means AMX Mod X found the registration but could not initialize the plugin. Inspect the plugin’s required modules and dependencies first. Check whether a companion plugin, include-derived module, map, sound, model, or configuration file is missing, and confirm that the plugin supports the AMX Mod X environment you installed. The standard setup documentation defines the file locations and verification commands, but there is no universal compatibility matrix covering every third-party plugin. Avoid changing unrelated server settings until the dependency problem is identified.

The server starts but behaves incorrectly after adding a plugin
- Disable the newest plugin by commenting its line in
plugins.ini, restart or change the map, and verify whether the behavior disappears. - If it does, re-enable only that plugin and install its documented dependencies one at a time.
- Check for overlapping commands, cvars, hooks, map lists, or game-mode logic with another recently installed plugin.
- Keep the last known-good
plugins.iniso a rollback takes seconds rather than requiring a complete reinstall.
Practical maintenance after installation
- Change one variable at a time: Add one plugin or dependency, then verify it before adding another.
- Keep configuration under version control or dated backups: Save
plugins.ini,metamod/plugins.ini, and plugin-specific configuration files together. - Review the console after every restart: Early load warnings are easier to fix before players report symptoms.
- Separate public and experimental modes: A stable administration server and a test conversion should not share an unverified plugin set.
- Document permissions: Record which admin flags and accounts can use each command, especially for kick, ban, map, and rcon-related functions.
- Plan rollback: Keep the previous plugin file and configuration, not just a screenshot of the settings.
The resulting workflow is deliberately conservative: establish the loader, establish AMX Mod X, add a small purposeful set, verify each layer, and expand only when the server’s players and administrators have a clear reason.
