For most Windows players, start with the High preset at your monitor’s native resolution, then use FSR 3 Quality only if you need more headroom. Civilization VII is the installment covered here; settings and performance behavior in Civilization VI or earlier games may differ. Civilization Support’s current targets are 1080p at 60 FPS on High for the recommended tier and 4K at 60 FPS on High for the Ultra tier. Those are published targets, not guarantees for every map, patch, or computer.
Start with the target that matches your screen and hardware
Choose a resolution and frame-rate goal before changing individual options. A stable 60 FPS with consistent frame times usually feels better than a higher average that repeatedly stutters. If you have a 1080p display, the official recommended tier is the sensible starting point. A 4K display needs substantially more graphics power, so the Ultra tier is the relevant reference. A 1440p monitor sits between those published targets and should be tuned from the recommended tier while watching your own frame-time data.
| Target | Official graphics target | Use it when |
|---|---|---|
| 1080p, 30 FPS | Low graphics | Your PC is near the minimum tier or you prioritize playability over image detail. |
| 1080p, 60 FPS | High graphics | This is the best general starting point for a modern mainstream gaming PC. |
| 4K, 60 FPS | High graphics | Your hardware is near the Ultra tier and you want native 4K output. |
Do not treat “Ultra” as a universal quality preset. In the official table, Ultra describes a hardware-and-resolution target, while the listed graphics quality remains High.
The target is also a useful way to avoid chasing numbers that your display cannot show. If your goal is simply a consistent 60 FPS, begin by making that number reliable in a representative save instead of optimizing for a much higher opening-turn average. Civilization VII can place a different load on the PC as maps grow and more players are simulated, so early-game performance alone is a weak basis for a final preset.

What Civilization Support lists for Windows PCs
The official requirements page, published January 10, 2025 and updated May 26, 2026, specifies Windows 10 or 11 64-bit, DirectX 12, and 20 GB of available storage for all three tiers.
| Tier | Resolution and frame rate | Graphics | Processor examples | Memory | Graphics processor examples | Storage |
|---|---|---|---|---|---|---|
| Minimum | 1080p / 30 FPS | Low | Intel Core i5-4690, Intel Core i3-10100, or AMD Ryzen 3 1200 | 8 GB | NVIDIA GeForce GTX 1050, AMD Radeon RX 460, or Intel Arc A380 | 20 GB |
| Recommended | 1080p / 60 FPS | High | Intel Core i5-10400 or AMD Ryzen 5 3600X | 16 GB | NVIDIA GeForce RTX 2060, AMD Radeon RX 6600, or Intel Arc A750 | 20 GB |
| Ultra | 4K / 60 FPS | High | Intel Core i7-14700F or AMD Ryzen 9 5950X | 32 GB | NVIDIA GeForce RTX 4070 or AMD Radeon RX 7800 XT | 20 GB |
These lists identify the hardware levels used for the vendor’s targets. They do not prove that an upgrade is required, and they do not account for background applications, thermal limits, driver changes, map size, or later patches.
Read the processor, memory, and graphics entries as a complete tier rather than matching one part in isolation. For example, an RTX 4070 does not automatically make a system an Ultra machine if the processor is substantially slower or the PC is constrained by heat. Conversely, a computer that falls short of one listed model may still be playable at a lower resolution or preset. The table is a set of reference points, not a pass-or-fail test.

A reliable baseline preset
PCGamesN’s guide, updated February 18, 2025, provides a practical starting configuration. It used FSR 3 Quality with High asset, texture, particle, shadow, and water quality; High image sharpness; screen-space shadows and screen-space overlay enabled; bloom enabled; FidelityFX reflections enabled; High ambient occlusion; and VSync enabled.
Apply that configuration after selecting your output resolution. If your display is 1080p and the High preset already holds your target, native rendering may look cleaner than upscaling. If performance is marginal, FSR 3 Quality is a reasonable first experiment rather than an automatic requirement.
There is no need to change every option at once. The baseline is useful because it gives you one documented combination to reproduce. Start there, record the result, and then change a single variable. If you alter the preset, resolution, upscaler, and VSync together, you will not know which change helped or caused a visual problem.
What that test actually measured
The guide tested at 1080p, 1440p, and 4K on an Intel Core i7-11700F, NVIDIA GeForce RTX 4070 12GB, 16GB DDR4-3200, an MSI B560 motherboard, and Windows 11 64-bit. Frame data was captured with CapFrameX. Its reported averages with FSR enabled were 146 FPS at Low, 106 FPS at Medium, and 103 FPS at High at 1440p; at 1080p, it reported 139 FPS at Low, 114 FPS at Medium, and 109 FPS at High. With FSR disabled, it reported 137/102/100 FPS at 1440p for Low/Medium/High and 149 FPS at Low and 105 FPS at High at 1080p. These are results from that particular system and guide, not a current performance promise for your PC.
The guide also tested 4K, but the figures above are the reported 1080p and 1440p comparisons. Do not turn those averages into a 4K forecast. The test system, game build, driver, map, and capture method all affect the result, and the guide predates later updates.
The same comparison reported 1% lows around 29–33 FPS across its tested FSR configurations. That gap between average FPS and 1% lows is why a smooth-looking average can still include visible hitches. The guide also found that FSR and frame generation produced a fairly minor average-FPS increase and did not improve 1% lows on its test system. Later game and driver updates may change the result.

How to choose between native rendering and FSR
Use native resolution when you already meet the target
Native rendering avoids reconstruction and is often the clearest choice for map text, interface elements, and fine terrain detail. Keep the High preset, enable VSync if you see tearing, and test a representative late-game save rather than relying on the opening turns.

FSR 3 Quality renders internally below the output resolution and reconstructs the image. It can provide additional headroom, but the cited test found only modest average-FPS gains and no 1% low improvement. Compare the same scene with FSR on and off, inspect small text and animated edges, and keep the option only if the visual trade-off is acceptable.
Do not assume another upscaler is available
The cited material establishes FSR 3 as a tested option. It does not establish that DLSS or another vendor-specific upscaler is available in Civilization VII, so this guide does not prescribe one.
What each baseline option changes in your test plan
The documented configuration includes several separate controls, so treat them as independent checkpoints:
- Asset, texture, particle, shadow, and water quality: keep each at High for the first pass, then change one category at a time if the preset misses your target.
- Ambient occlusion: the baseline uses High. Record frame time before and after changing it rather than assuming it is the largest performance lever.
- Screen-space shadows and screen-space overlay: both are enabled in the tested configuration. If disabling one improves a particular scene, keep the change only after checking image quality in the same location.
- Bloom and FidelityFX reflections: both are enabled in the baseline. Their visual value is subjective, so compare screenshots or a fixed camera view as well as FPS.
- Image sharpness: set to High in the guide. Sharpness can make an upscaled image appear different from native rendering, so judge FSR with the sharpness value recorded.
- VSync: enabled in the baseline. Test it on and off if frame pacing or tearing is a concern, and keep the mode that produces the steadier result on your display.
This list is a reproducible starting point, not a claim that every named option has the same cost on every graphics card. Your GPU, resolution, map, and patch determine which change matters.

Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →A step-by-step tuning procedure
- Update the game and restart the PC. Apply pending game updates, then reboot so the graphics driver and background services start cleanly.
- Select the display mode and resolution. Begin at your monitor’s native resolution. For a 1080p screen, target 60 FPS; for 4K, use the Ultra hardware reference and target 60 FPS.
- Choose High as the first preset. This corresponds to the official recommended and Ultra graphics targets. Use Low only when the minimum-tier hardware cannot sustain a playable frame rate.
- Apply the tested baseline. Set asset, texture, particle, shadow, water, and ambient-occlusion quality to High; enable screen-space shadows, screen-space overlay, bloom, and FidelityFX reflections; set image sharpness to High; and enable VSync.
- Measure a repeatable scene. Use the same save, camera location, zoom level, and animation state for each comparison. Record average FPS and, if available, 1% lows or frame-time graphs.
- Try FSR 3 Quality. Compare it with native rendering. Keep the mode that reaches your target without objectionable shimmer or softness.
- Reduce resolution before dismantling every quality option. If the target is still missed, test a lower output resolution or a lower preset in measured steps. The available evidence does not establish one universal option-order ranking for every GPU.
- Retest after each change. Change one setting at a time, record the result, and restore the previous value if the visual gain is not worth the frame-time cost.
Use the same process after a driver or game update. A setting that worked on one build may no longer be the best balance, and a fresh benchmark should be compared with the same save and camera rather than with a different scene.
Graphics smoothness is different from turn-processing speed
FPS describes rendering time, while the time between turns depends heavily on CPU work. PCGamesN’s AI benchmark simulated turn 100 with the maximum number of players and reported noticeable CPU impact. That benchmark reflects the guide’s interpretation and test method, not a guarantee that every late-game scenario will behave identically.
If camera movement is smooth but the game pauses while calculating turns, lowering texture quality or enabling an upscaler is unlikely to solve the underlying CPU workload. Conversely, if turns complete quickly but camera movement stutters, investigate GPU load, frame pacing, thermals, and background processes first.
To separate the two symptoms, use the same late-game save and observe both actions: pan and zoom around the map, then end a turn and time the calculation. Write down the results separately. A graphics change should be judged during camera movement; a processor or player-count issue should be judged during the turn transition. This prevents buying a faster graphics card for a CPU-bound turn timer or lowering image quality when the renderer is already fast.
Check drivers before changing hardware
Civilization Support’s driver guidance recommends identifying the installed graphics adapter and driver through DirectX Diagnostic Tool, then comparing that version with the current release on the GPU manufacturer’s support page. The article’s specific AMD, NVIDIA, and Intel minimum-version numbers were published in 2025 and should not be treated as the newest 2026 versions.

Windows+R, enterdxdiag, and press Enter. - Open the Display tab (or each display tab if more than one GPU is listed).
- Note the adapter name and driver version/date.
- Open the current driver page for that GPU manufacturer and compare the installed release with the latest supported package.
- Install the current driver if appropriate, restart Windows, and repeat the same in-game test.
Use the manufacturer’s current release information rather than an old threshold copied from a previous support article. Also check that the game is using the discrete GPU on a notebook or hybrid system. A laptop can list an integrated adapter and a discrete adapter in DirectX Diagnostic Tool, so verify which one is assigned to the game before concluding that the graphics card is too slow.
What to lower when performance is below target
There is no source-backed universal ranking that guarantees the same gain on every graphics card. Use a controlled process instead:
- GPU-limited at your chosen resolution: test FSR 3 Quality, then a lower output resolution or preset.
- Memory pressure or hitching: close browsers and overlays, verify that the system meets the 8 GB, 16 GB, or 32 GB tier closest to your target, and watch for paging.
- CPU-limited turn calculations: compare turn-processing time in the same save; lowering visual quality may have little effect.
- Inconsistent frame pacing: test VSync on and off, check 1% lows rather than average FPS, and compare a fresh restart with background applications closed.
- Visual artifacts after upscaling: return to native rendering or test a different output resolution before lowering every quality option.
Keep a note of each change. A setting that helps one map or patch may not help another, so judge the result in the scenario that matters to you: a large late-game map, a multiplayer session, or ordinary early-game play.

Do not infer a hardware fault from one brief hitch. Reboot, close overlays, repeat the same camera path, and check whether the problem appears consistently. If the average is high but the 1% low remains near the high-20s or low-30s, prioritize frame consistency over another increase to the average number.
Should you upgrade a component?
Use the official tiers as a diagnostic reference, not as a shopping list. Compare your processor, graphics card, memory, operating system, and free storage with the target you actually want. A PC below the recommended tier may still deliver an enjoyable 1080p experience with Low or Medium settings; a PC above it may still struggle at 4K if thermals, drivers, or background software are limiting performance.
Upgrade only after identifying the bottleneck. A graphics upgrade is relevant when lowering resolution or using FSR materially improves FPS. A CPU or platform limitation is more likely when rendering remains smooth but turn calculations dominate. More memory matters when the system is paging or the game approaches the available RAM, while an SSD can improve loading and asset streaming but does not automatically raise average FPS. No source establishes a universal component purchase that every Civilization VII player needs.
There is no responsible single upgrade cost for this question. Prices vary by region, model, and the target tier, and the official requirements do not show that a new component is necessary for every player. A physical copy of the game would not change graphics settings or performance; the Steam listing identifies Civilization VII as a Firaxis Games strategy and simulation title published by 2K, released February 10, 2025, but store pricing and bundled content are separate from tuning.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsPractical presets by situation
| Situation | Starting configuration | Next adjustment |
|---|---|---|
| Modern 1080p gaming PC | High preset, native 1080p, VSync on | Try FSR 3 Quality only if 60 FPS is not sustained. |
| 1440p system near the recommended tier | High preset, native 1440p | Use FSR 3 Quality or lower output resolution if GPU load is consistently high. |
| 4K system near the Ultra tier | High preset, native 4K | Use FSR 3 Quality if needed; monitor 1% lows and image reconstruction artifacts. |
| Minimum-tier hardware | Low preset at 1080p, 30-FPS goal | Reduce resolution or close background software if frame pacing is unstable. |
| Fast graphics but slow turns | Keep the graphics target you can render smoothly | Investigate CPU load and late-game player count rather than lowering visual quality first. |
For a system between rows, choose the lower target first and move upward only after a repeatable test. A 1440p player does not need to force the 4K Ultra reference, and a 1080p player does not need to enable FSR simply because it exists. The best setting is the one that meets the chosen resolution and frame-time goal without distracting image artifacts.
Bottom line
For Civilization VII, High at your monitor’s native resolution is the right first setting for a modern PC. Match 1080p/60 FPS to the official recommended tier, reserve 4K/60 FPS for Ultra-class hardware, and use FSR 3 Quality as a measured fallback rather than a guaranteed performance fix. Verify current drivers, test in a repeatable late-game scene, and diagnose whether the limitation is GPU rendering or CPU turn calculation before buying hardware.

Is 60 FPS guaranteed if my PC matches the recommended requirements?
No. Civilization Support describes 1080p/60 FPS on High as a target. Map size, patches, drivers, thermals, background software, and late-game workloads can change actual performance.
Should I enable FSR 3 immediately?
Only if native rendering does not meet your target or you prefer the extra headroom. The cited test found modest average-FPS gains and no 1% low improvement, so compare image quality and frame-time consistency on your own system.
Why are turns slow when FPS is high?
Turn processing is CPU work and is separate from graphics rendering. A late-game save with many players can take longer to calculate even when camera movement remains smooth.
How do I verify my graphics driver version?
Press Windows+R, run dxdiag, open the Display tab, note the adapter and driver version, then compare it with the current release on the GPU manufacturer’s support page.
What does the Ultra tier mean if the table still says High graphics?
Ultra is the vendor’s 4K/60 FPS hardware target. It is not a separate universal graphics preset; the listed graphics quality remains High.
Is 1440p officially supported as a separate tier?
The published Windows table specifies 1080p and 4K targets, not a separate 1440p tier. Start from the recommended High configuration and measure your own 1440p result.
How much memory should a Civilization VII PC have?
The listed tiers specify 8 GB for minimum, 16 GB for recommended, and 32 GB for Ultra. Match memory to the resolution and hardware target, and check for paging before buying anything.
Can an SSD increase my FPS?
An SSD may improve loading or asset streaming, but the requirements and tested settings do not establish an automatic average-FPS increase. Diagnose rendering or turn-processing limits first.
Why does my benchmark average look good while the game still hitches?
Average FPS can hide short slowdowns. The cited test reported 1% lows around 29–33 FPS in its FSR comparisons, so check 1% lows or frame-time graphs and repeat the same scene.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Should I buy a new GPU because I am below the recommended tier?
Not automatically. The official tiers are reference points. First test a lower resolution, Low or Medium settings, FSR 3 Quality, current drivers, and closed background applications; upgrade only after identifying a persistent bottleneck.
The Bottom Line
Start Civilization VII on High at native resolution, use the official 1080p/60 FPS or 4K/60 FPS targets as references, and test FSR 3 Quality only when native rendering misses your goal. Check drivers and diagnose GPU frame time versus CPU turn time before changing hardware.
