For a phone that may sit unused for months, traditional PAYG is usually the cheapest backup. For regular calls or data, a £5–£6 monthly SIM-only plan often costs less and is easier to manage. The best choice depends on how often you will use the line, how much data you need, the provider’s inactivity rule and whether the backup uses a different network from your main SIM.
This guide compares UK prices and allowances available in 2026, explains the deadlines that can make a seemingly cheap SIM expensive, and shows how to keep a reliable second line for outages, travel and emergencies.
Quick verdict: which cheap backup SIM suits you?
- Emergency-only use: Start with traditional PAYG. Which? names Asda for very rare use, while MoneySavingExpert highlights Three because it has no minimum top-up requirement. Check the activity deadline and unit rates before buying.
- Occasional calls, texts or small amounts of data: A low-rate PAYG SIM such as 1pMobile can be economical, but published comparisons disagree about its required top-up interval. Confirm the live terms at purchase.
- Regular backup use or several hundred megabytes of data: A £5–£6 rolling SIM is normally better value than paying PAYG rates for every minute and megabyte.
- Temporary overseas data: A travel eSIM can avoid high roaming charges, provided the handset supports eSIM and the package matches the destination.
- Network failure protection: Put the backup on a different network from your main SIM, use an unlocked 4G/5G phone and verify coverage where you actually spend time.
Calling 999 or 112 is a special case: Ofcom says those calls are free even without PAYG credit, and a handset may automatically use another provider’s network when your own network has an outage. That does not give you ordinary calls, texts or mobile data without credit.
Traditional PAYG, bundled PAYG and rolling SIMs
Traditional PAYG for a line that is mostly idle
Traditional pay-as-you-go charges separately for minutes, SMS messages and data. It avoids a recurring bill, making it attractive when the SIM might be used only a few times a year. The trade-off is that providers often require a top-up or a chargeable activity by a deadline, and the per-unit rates can be high.
#1 Best Overall
- 12GB data to use in 71 destinations, 3000 voice mins and 3000 texts can ONLY be used to call UK numbers, AND European numbers WHILST you are in Europe.
- Covers Europe inc UK, Italy, France, Spain, Germany, USA, Brazil, Australia, New Zealand, Hong Kong, Singapore and more.....
- Use in a phone only. No tethering, personal hotspot or video streaming allowed.
- Easy activation, No personal ID required for registration , Plug and go. Ideal for the European Travelers.
- Trio SIM suitable for all cell phones. Can be recharged for more data.
Do not compare only the size of the top-up. A £5 or £10 top-up may keep the number active, but expensive data or calls can consume that credit quickly. Read four items before activating the SIM: the price per minute, text and megabyte; the minimum top-up; the inactivity period; and the provider’s credit-expiry policy.
Bundled PAYG or data packs for short bursts
A bundle gives a fixed allowance, usually for about 30 days, without committing to a contract. It is useful when you expect a temporary burst of calls or data, such as a trip, a home broadband outage or a month when your primary SIM is unavailable. Check whether the pack expires after 30 days, whether unused allowance rolls over and whether auto-renew is enabled.
Rolling SIM-only plans for recurring use
A rolling plan takes a monthly payment in exchange for a defined allowance. The predictable cost is often lower than PAYG once you need regular calls or more than a small amount of data. It is also less likely to leave you unable to use the phone because a tiny PAYG balance has run out. The disadvantages are an ongoing payment and the possibility that an introductory price changes later, so review renewal notices and cancellation terms.

UK price and allowance comparison
The figures below are examples from current 2026 comparisons. PAYG prices are usage rates; monthly plans recur every month. Network names identify the host network shown in the cited comparison, not a guarantee of identical coverage in every location.
| Provider or option | Network shown | Price or allowance | Best fit | Important condition |
|---|---|---|---|---|
| 1pMobile PAYG | Not stated in the cited comparisons | 1p per minute, 1p per text and 1p per MB | Occasional use with low unit rates | MoneySavingExpert lists a £10 top-up every four months; Which? lists a minimum £10 top-up every 90 days. Verify the current rule. |
| Talk Home PAYG | EE | 1p per minute, 1p per text and 1p per MB | Low-cost occasional use | The cited comparison does not state a top-up interval. |
| Asda PAYG | Vodafone | 15p per minute, 10p per text and 10p per MB | Very rare or emergency-only use | Which? lists a minimum £5 top-up every 180 days. |
| Three traditional PAYG | Three | 35p per minute, 15p per text and 10p per MB | Temporary or emergency backup where no minimum top-up is preferred | MoneySavingExpert lists these rates; Three requires chargeable activity at least every 180 days and says a SIM expires after 18 months without use. |
| O2 standard PAYG | O2 | 55p per minute, 30p per text and £3 per MB, with data capped at £2 per day | Only when its coverage is especially useful | Rates are O2’s January 2025 standard PAYG rates; the low inactivity cost does not make heavy use cheap. |
| Asda monthly bundle | Vodafone | £5 per month for 3GB, unlimited minutes and unlimited texts | Regular backup use with moderate data | Monthly payment. |
| Tesco Mobile monthly bundle | O2 | £5 per month for 500MB, unlimited minutes and unlimited texts | Regular calls and texts with very light data use | Monthly payment. |
| Smarty monthly bundle | Three | £6 per month for 5GB, unlimited minutes and unlimited texts | Frequent backup data use | Monthly payment. |
| Giffgaff monthly bundle | O2 | £6 per month for 2GB, unlimited minutes and unlimited texts | Regular use with moderate data | Monthly payment. |
Which? also gives a worked PAYG example of £7.70 for 120 call minutes, 150 texts and 500MB on 1pMobile, and notes that a 5GB rolling SIM from the same provider costs £5 per month. That comparison illustrates why the cheapest unit rate is not automatically the cheapest arrangement for sustained use.

How top-up and inactivity rules change the real cost
1pMobile: resolve the interval before relying on it
Both Which? and MoneySavingExpert list 1p per minute, 1p per text and 1p per MB. They differ on the maintenance requirement: Which? says a minimum £10 top-up is needed every 90 days, while MoneySavingExpert’s 2026 table says £10 every four months. Because the difference changes the annual maintenance cost, check the provider’s current terms and record the next required date after each top-up.
Asda: a small annual maintenance cost, higher usage rates
Which? lists Asda PAYG at 15p per minute, 10p per text and 10p per MB, with a £5 top-up every 180 days. If you use the line only for a test call twice a year, the minimum top-ups are modest; however, data-heavy use can cost far more than the £5 monthly bundle on the same network.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteThree: no minimum top-up, but activity is still required
MoneySavingExpert says Three may suit temporary or emergency use because it has no minimum top-up requirement. Three’s own guidance says the number must have at least one chargeable activity every 180 days and that a SIM expires after 18 months without use. A chargeable activity means an action that generates a normal PAYG charge, so do not assume that merely leaving the SIM inserted will preserve it.
O2: low inactivity cost does not offset expensive usage
O2’s January 2025 standard PAYG rates were 55p per minute, 30p per text and £3 per MB, with data capped at £2 per day. A SIM with relaxed maintenance rules can still be poor value if it is used for navigation, app updates or tethering. Disable background data and automatic updates on a rarely used PAYG line.
Illustrative cost comparison for one emergency month
The following example uses 30 minutes, 10 texts and 100MB in one day, before any required top-up. It applies the published unit rates and is intended to show the effect of pricing, not to predict your usage.

| Tariff | Minutes | Texts | Data | Illustrative usage total |
|---|---|---|---|---|
| 1pMobile or Talk Home at 1p per unit | £0.30 | £0.10 | £1.00 | £1.40 |
| Asda PAYG | £4.50 | £1.00 | £10.00 | £15.50 |
| Three traditional PAYG | £10.50 | £1.50 | £10.00 | £22.00 |
| O2 standard PAYG | £16.50 | £3.00 | £2.00 daily data cap | £21.50 |
For rare use, the maintenance top-up may matter more than the month’s consumption. For repeated use, compare the total annual payments: a £5 monthly plan costs £60 over 12 months, while a £6 plan costs £72, before any later price change. Those plans include unlimited minutes and texts, so their data allowance becomes the main differentiator.

Put the backup on a different network
A second SIM on the same underlying network may fail at the same time as your primary SIM. For resilience, identify the network used by your main service and choose a backup hosted on another network where coverage is good. The comparison above shows examples across Vodafone, EE, Three and O2. A different network is not automatically better: check signal at home, work, travel routes and any location where an emergency might occur.
Use an unlocked 4G or 5G handset
An unlocked phone can accept SIMs from different providers. Choose a model with 4G or 5G and confirm that it supports VoLTE for voice calls on the chosen network. Ofcom says all four UK 3G networks have now switched off 3G. EE has announced a 2G switch-off beginning in May 2029, O2 from summer 2029 and Vodafone UK during 2030; Three has no 2G network. A very old 2G/3G handset is therefore a poor long-term emergency device.
Dual-SIM setup
On a dual-SIM phone, set the primary line for normal data and calls, then leave the backup line enabled for incoming calls and emergency use. If both lines are enabled, check which one the phone selects for mobile data. Disable data roaming on the backup unless you deliberately need it, and label the SIMs clearly in the phone’s SIM manager. A physical SIM plus eSIM combination is convenient, but confirm that the handset supports the required combination and that the provider permits eSIM activation.
Set up and maintain a backup SIM
- Check the phone: Confirm it is unlocked, supports the required SIM size or eSIM, has 4G or 5G, and supports VoLTE on the backup network.
- Identify the primary network: Look at your current provider’s network or coverage information. Select a backup that uses a different network if practical.
- Compare the full tariff: Record per-minute, per-text and per-MB rates, bundle allowances, minimum top-up, inactivity deadline, expiry policy and auto-renew setting.
- Check local coverage: Use each network’s coverage checker and test the SIM in the exact rooms, routes and buildings where it may be needed. Indoor coverage can differ substantially from the map.
- Activate and test: Make a short outgoing call, send an SMS, receive a call and test mobile data. Confirm that the phone can switch the data line without disabling the primary number.
- Save account access: Store the account login, customer-service number, SIM number and the date of the next required activity in a password manager or written emergency record.
- Schedule a maintenance test: Before the inactivity deadline, make a chargeable call or send a chargeable text if the provider requires activity. Do not wait until the phone is needed.
- Control background usage: Turn off automatic app updates, cloud photo sync and video autoplay for the backup line. These can consume PAYG data without an obvious user action.
Free-text and internet messaging alternatives
WhatsApp, Messenger, iMessage and Signal can replace paid SMS when both people have the relevant app and a working internet connection. They are useful on Wi-Fi or when a low-cost data bundle is available, but they are not a universal emergency replacement.

A travel eSIM is designed for temporary overseas data rather than for keeping a UK number active. It can be a useful fallback when roaming prices are high, but it usually does not provide a normal UK voice number and may be data-only.
Ofcom’s 2025 pricing study found that 10GB for a ten-day EU trip on UK mobile-network roaming cost £17.00–£21.50, averaging £19.50. Travel eSIMs averaged £19.06, with a range of £13.39–£30.00, so the averages were close. For a ten-day US trip, UK-network roaming cost £36.00–£78.60, averaging £49.28, while travel eSIMs averaged £21.99, ranging from £14.99 to £30.00.
Before buying, verify destination coverage, validity dates, activation timing, hotspot support, speed limits, data-only restrictions and whether the phone is eSIM-compatible and unlocked. Install the eSIM over Wi-Fi before departure, but set it as the data line only when you are ready to use it.

Ofcom states: “Calling 999 or 112 is always free and will work even if you don’t have any credit.” A compatible handset can also automatically use another provider’s network for an emergency call when your own provider has no service. This facility is limited to emergency calls; it does not provide ordinary voice, SMS or data service during an outage.

For non-emergency communication during a broadband outage, Wi-Fi calling can help if your handset and provider support it. Internet messaging services can also work over a functioning Wi-Fi connection. Configure Wi-Fi calling while the primary network is working, because enabling it for the first time may require account verification or a software update.
Common failure points and fixes
The SIM has signal but cannot make a call
Check that the line is selected for voice, the account has not expired, the phone is unlocked and VoLTE is enabled. A 3G-only phone may fail after the UK 3G switch-off even when signal bars appear.
The number expired while unused
Review the provider’s inactivity rule and the date of the last chargeable event. If the number cannot be restored, obtain a replacement SIM and record its maintenance deadline immediately. Set a calendar reminder several weeks before the next deadline.

PAYG credit disappears unexpectedly
Inspect mobile-data usage, background refresh, cloud backup and automatic updates. Set a data limit or disable mobile data on the backup line except when needed. Remember that a single megabyte can cost 10p on some tariffs and £3 on O2’s cited standard rate before its daily cap.
The backup fails in the same place as the main SIM
Both SIMs may use the same underlying network or share a local coverage problem. Test a provider on a different network and compare indoor coverage rather than relying only on a national map.
Quick Recap
Decision checklist
- Choose traditional PAYG when the SIM may be used only a few times a year and you can track the activity deadline.
- Choose a low-unit-rate PAYG option when occasional data and calls are expected, but verify the top-up interval because published comparisons can differ.
- Choose a £5–£6 rolling plan when you need regular calls, texts or hundreds of megabytes each month.
- Choose a different network from your main SIM for outage resilience.
- Choose an unlocked 4G/5G handset with VoLTE; do not rely on an old 2G/3G phone.
- Use internet messaging to reduce SMS costs only when both parties have compatible apps and reliable data or Wi-Fi.
- Use a travel eSIM for temporary overseas data after comparing the destination price and handset compatibility.
