No single app reliably handles emergency warnings, official road closures, live navigation and fuel shortages. For readers in the United States, the most dependable setup is a four-part stack: the official FEMA app for federal alerts, your state’s official 511 road-conditions app for government highway information, Waze for live driver reports and rerouting, and GasBuddy for fuel prices and reported station availability.
Install and configure the apps before a trip or storm. During an evacuation or severe incident, follow emergency-management and law-enforcement instructions over any app route.
The best app depends on what you need right now
| Need | Best first choice | What it provides | Important limitation |
|---|---|---|---|
| Federal weather and public alerts | FEMA app | National Weather Service and IPAWS alerts for up to five saved locations, plus preparedness and recovery guidance | It is not every local warning channel, and its listing says current-location tornado alerts are not currently offered |
| Official highway closures and conditions | Your state’s 511 app | Government incident and closure information, cameras, travel times, construction notices, saved routes and alternate-route information | 511 is regional; the app name, coverage and alert options vary by state |
| Live driving incidents and rerouting | Waze | Driver reports, closure avoidance, crisis locations, evacuation-zone context, traffic changes and fuel stops along a route | Reports depend on drivers, map editors and official feeds, so rapidly changing conditions can be incomplete or delayed |
| Fuel prices and emergency station status | GasBuddy | Station search, price comparison and a crowd-sourced outage tracker for reported availability | Prices and open/closed reports can be stale, incomplete or wrong; verify before relying on them |
| One practical setup | FEMA + state 511 + Waze + GasBuddy | Separate sources for warnings, official roads, navigation and fuel | You must configure several apps and their location permissions |
Why a four-app stack is safer than a “universal” emergency app
These services answer different questions. FEMA tells you that a federal weather or public-alert message applies to a saved place. A state 511 service reports what the transportation agency knows about highways. Waze helps a driver react to incidents and closures while navigating. GasBuddy helps locate fuel and compare prices, including reports made during shortages.
Combining them gives you independent perspectives without pretending that any one map is complete. An official closure feed may be more authoritative for a planned highway restriction, while a driver report may appear sooner for a crash. A fuel station can appear in a search even when its pumps are empty, which is why availability reports need confirmation.

FEMA app: federal alerts for up to five locations
The Federal Emergency Management Agency’s 2026 app listing describes “real-time weather and emergency alerts from the National Weather Service (NWS) and Integrated Public Alert and Warning System (IPAWS), tailored to your specified locations (up to five), utilizing zip code precision.” It also includes preparedness guidance, safety advice and disaster-recovery information.
What FEMA is best at
- Monitoring a home address while you travel.
- Keeping work, family or other critical locations in the same alert profile.
- Receiving federal weather and public-alert information without relying on a social-media feed.
- Reviewing preparedness and recovery guidance in one official app.
Important limitation
The same listing says real-time tornado alerts based on a user’s current location are not currently offered. Do not treat FEMA as a universal, hyperlocal warning system or as a replacement for county, city, campus, workplace and weather-radio channels.
Set up FEMA before travel
- Install the official FEMA app from your device’s app store and allow notifications.
- Add up to five locations using the precise ZIP codes for your home, work, relatives, destination or planned overnight stop.
- Enable the alert categories that matter to you, including severe weather and public-safety notices.
- Enroll separately in local and state emergency-alert systems. Their names and sign-up methods differ by jurisdiction.
- Check that notifications are not silenced by a phone focus mode, operating-system battery restriction or an overnight schedule.
Use FEMA for advance awareness and official guidance. If local authorities issue an evacuation order, their instructions take priority even when an app has not refreshed.

511 is a traveler-information service operated at the state or regional level. Arizona DOT’s AZ511 page says its free app provides real-time updates on highway incidents and delays, construction and closures, alternate routes, travel times, traffic cameras, saved routes and alerts. Caltrans describes 511 as a three-digit traveler-information service and notes that many regional systems also provide websites, trip planning and mobile apps.

What 511 is best at
- Planned construction, scheduled restrictions and official detours.
- State-maintained highway closures and incidents.
- Traffic-camera views that let you inspect conditions before leaving.
- Travel-time estimates and saved-route notifications.
- Confirming whether a road is officially open before committing to an alternate route.
Find the correct app
- Search for your state department of transportation’s official website, not a generic “511” result from an unknown publisher.
- Follow the DOT’s link to its app or mobile service. Names differ: Arizona uses AZ511, while other states use different branding or regional portals.
- Turn on alerts for the counties, corridors or saved routes you actually use.
- Save a primary route and at least one realistic alternate route.
- Check the service before departure and again at a safe stop if conditions change.
Because 511 systems are regional, a state app may not know a neighboring state’s roads or a privately operated local street in detail. When a trip crosses state lines, install the relevant neighboring service or use its official website as well.
Waze: live incident reports, closure avoidance and crisis context
Waze is the driver-oriented layer of the stack. Its crisis documentation lists an incident and road-closure feed, crisis-center pins, gas-station status updates, unusual-traffic updates and real-time map changes. Its product information says gas stations can be searched and sorted by price or distance, with community-updated regular, midgrade, premium and diesel prices. Routes recalculate around sudden closures or incidents.
How Waze handles a reported closure
Waze’s closure help page says a user’s report immediately affects that user’s route and Waze avoids the closed road. The closure appears broadly after corroborating reports and is removed when drivers begin using the road again. That means a report can help you instantly while still taking time to influence every driver’s map.

Evacuation and crisis information
Waze says evacuation zones are based on official organizations, but warns that rapidly changing zones may not be fully updated before navigation routes are calculated. Treat the evacuation-zone layer as context, not permission to enter a restricted area. Follow emergency-management signs, police direction and official evacuation orders.

Use Waze safely
- Set the destination and review the route before moving.
- Enable voice guidance so you do not need to handle the phone while driving.
- When a closure or incident appears, pull over safely before examining alternatives.
- Use the fuel search to add a station stop, then verify that the station is accessible and operating.
- If Waze routes toward an evacuation zone, floodwater, barricade or emergency perimeter, reject the route and follow officials instead.
Waze is particularly useful when conditions are changing faster than a planned-trip map can show. Its weakness is the same feature that makes it fast: coverage and speed depend on reports, editors and connected data sources.
GasBuddy: fuel prices and reported availability
GasBuddy’s help center says an app search shows approximately 50 nearby stations and can sort them by price, distance or both. Filters include brand, rating and amenities. The App Store listing says the service supports fuel-type and amenity searches, maps road trips with gas prices along the route, and covers prices in the United States and Canada.
Emergency and hurricane use
GasBuddy’s outage and hurricane tracker says that during emergencies affecting fuel availability, users can view and update crowd-sourced, real-time station availability. This is useful when a station is listed on a map but nearby drivers are reporting that it is open, out of fuel or temporarily unavailable.

- Search the destination area or the next practical stop, rather than only the station closest to you.
- Select the correct fuel type and sort by distance or price according to your priority.
- Read the station’s latest availability reports and check the timestamp when one is shown.
- Keep at least one backup station in mind, especially during a hurricane, blackout or supply disruption.
- Call the station or confirm in person when the fuel decision is critical; crowd-sourced reports can be stale or incorrect.
GasBuddy’s listing was updated in 2025 and reports more than 100 million downloads. That figure indicates broad adoption, not guaranteed accuracy at a particular station.

Set up the stack before a storm or long drive
- Install the four apps. Use the official store listing linked from FEMA, your DOT, Waze and GasBuddy rather than an imitation app.
- Configure FEMA locations. Save up to five places and enable emergency notifications.
- Configure 511 routes. Save the highways and counties you will use, then enable closure and incident alerts.
- Prepare Waze. Confirm voice navigation, download or update the app while connected, and review how to report a closure without touching the phone in motion.
- Prepare GasBuddy. Set your preferred fuel type and learn how to sort by price, distance or both.
- Test notifications. Check that the phone’s operating-system settings allow alerts, sound and location access where required.
- Charge and mount the phone. Do this before departure so the device is not handled while driving.
- Save non-app sources. Keep local emergency-management, law-enforcement and transportation contacts available in case cellular data or power fails.
Which app to open in common situations
A severe-weather warning at home
Start with FEMA for the NWS or IPAWS message and its safety guidance. Check local emergency alerts for neighborhood-specific instructions. Use 511 only if you need to assess a planned trip; do not drive simply because a navigation app shows an open route.
A highway closure during a trip
Check the state 511 service for the official closure, cameras and detour information. Let Waze show live driver conditions and calculate a route around the incident. Stop safely before changing the route.
A hurricane or fuel shortage
Use official emergency-management and transportation instructions first. Search GasBuddy for stations along an approved route and inspect reported availability. Use Waze to locate a practical stop and avoid closures, but carry a backup station because reports may lag.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →A wildfire or ordered evacuation
Follow the evacuation order, posted direction and law-enforcement control points. Waze’s evacuation-zone context can help explain the map, while 511 can show official highway restrictions. Neither app overrides a roadblock or directs you into a changing fire area.

A winter-storm commute
Check FEMA and local alerts before leaving, then review 511 cameras, closures and travel times. Waze can identify newly reported crashes or slowdowns. If authorities advise against travel, the fact that a route is visible in an app is not a safety clearance.
How to resolve conflicting information
- Prioritize direct official instructions. Evacuation orders, roadblocks and emergency-management notices outrank app routing.
- Use the state DOT for official highway status. A closure or restriction from 511 is more authoritative than a route that merely appears open elsewhere.
- Use Waze for immediacy. A fresh driver report can reveal a developing problem before an official feed updates, but corroboration may still be pending.
- Treat fuel status as provisional. GasBuddy reports indicate what users observed; they do not guarantee inventory, power, payment systems or access.
- Recheck at a safe location. Conditions can change between the moment a route is calculated and the moment you reach it.
Costs, availability and coverage
Arizona DOT explicitly describes AZ511 as a free app. The cited FEMA, Waze and GasBuddy listings do not establish a subscription price in the information available here, so check the current store listing for your device and region. GasBuddy’s app listing covers the United States and Canada; FEMA and 511 alert coverage depends on the locations and jurisdictions you configure.
No independent comparative accuracy study or universal national coverage statistic establishes that one of these services is always fastest or most accurate. Their designs are different: federal alerts, government transportation data, crowd-sourced driving reports and crowd-sourced fuel information should be treated as complementary rather than ranked on a single accuracy scale.

Common failure modes and fixes
No alerts arrive
- Confirm notifications are enabled inside the app and in the phone’s system settings.
- Check that the correct saved locations, counties and routes are selected.
- Disable a focus mode, battery restriction or scheduled silence that blocks emergency notifications.
- Install local or state alert services separately; FEMA does not replace every local channel.
A road appears open even though people report a closure
- Check the state’s 511 service and camera feeds.
- Assume a rapidly changing report may not yet be corroborated in Waze.
- Do not pass barricades or rely on a route that conflicts with officials.
A station is listed but has no fuel
- Read the newest GasBuddy availability reports and look for multiple observations.
- Check another station before making a long detour.
- Confirm operating hours, power and payment capability at the station when possible.
The route enters a restricted or dangerous area
- Stop navigation decisions and follow emergency personnel.
- Recheck official evacuation and road-closure information.
- Never interact with the phone while the vehicle is moving.
Privacy and practical permissions
These apps need different information to work as intended. FEMA and 511 need saved places or routes for targeted alerts. Waze needs location access for navigation and live incident context. GasBuddy needs location or a manually selected area for nearby station searches. Review each app’s permission prompt and choose the least access that still supports the feature you need, then recheck permissions after major phone updates.
Bottom line for US readers
Install FEMA for federal alerts, your state’s official 511 service for authoritative road conditions, Waze for live driving changes and closure avoidance, and GasBuddy for fuel prices and emergency availability reports. Configure them before you need them, verify conflicts against official instructions, and treat every crowd-sourced report as information to check rather than a guarantee.
